A contract for a 125-room villa complex is scheduled to be signed next month and the project is expected to greatly benefit residents in the north of the island.

That announcement was made by Prime Minister Roosevelt Skerrit when he delivered remarks at the 16 inaugural meeting of the Portsmouth Town Council on Wednesday.

According to the Prime Minister, the villa complex is to be constructed under the Economic Citizenship Program (ECP).

“We also have concluded an agreement which I shall sign next month November, God willing, with the Range Developers for the construction of the 125-room Villa Complex under the Economic Citizenship Program,” he said. “And once that comes into stream, one can appreciate the benefits that this will bring to the people of Portsmouth and the north of Dominica in so far as employment is concerned.”

He said those expected to benefit include farmers, taxi operators, hotel operators, landscapers, among others.

In February 2014, the government announced that it had signed a Memorandum of Understanding (MOU) with Range Developments Limited for the construction the 75 to 125-room, high-end luxury brand hotel.

The MOU was signed between the government and Mohammed Asaria, Vice Chairman of Range Developments.

At the inaugural meeting the country’s leader also mentioned that checks totalling over EC$ 500,000, presented at the function, will go towards two areas of need in Portsmouth.

“I will hand over later today some checks totalling over EC$ 550,000 to the council,” he stated. “That will cover various projects including the installation of the lights on Benjamin Park. As you know, some time ago we gave $175,000 for the lights that I understand were only sufficient to have purchased the infrastructure. We need now to build the stand and so forth and you need an additional EC$ 80,000 to purchase this.”

He also said funds are being made available to keep Portsmouth clean.

“I have been told also that the wonderful people who worked so diligently seeking to keep Portsmouth clean, sometimes do not have the tools of trade required and to perform their task and I have been told that the estimate for that is EC$20,000 and we will make this available to you also,” Skerrit said.

Meantime MP for Portsmouth, Ian Douglas, said he has been working “hand in hand” with the council and has noticed “steady transformation of the town.”

“And the process is being vigorously pursued right now, as we see on Harbor Lane and Rodney Street and even through Lagon to Purple Turtle (Beach),” he said. “Ninety-five percent of the streets and drains in Glanvillia, Zicak and Chance have been completely refurbished and resurfaced.”

He said these infrastructural works have “truly enhanced the aesthetics of the town, not only for us as residents but for visitors alike.”

“We have seen the effects of these refurbishments on the business and commercial climate on Bay Street right now and, I may dare say, the rehabilitation of Rodney’s Street and Harbor Lane will have the same effect,” Douglas said.

    a five to six storey administration building to serve the people of the north is needed immediately, a marina at the cabrits to complement the morocco hotel is also needed, an improved hospital in Portsmouth is also needed. stop paying lip service and let’s get it on now, an entertainment stadium in Portsmouth is also needed to bring in the North American stars like Mariah Carey, Elton John, Jimmy Buffet, Rod Stewart and so on.

    No other country except Dominica do you hear of a Prime Minister also being the minister of finance, something is up with that. The prime minister should never be allowed to also control a countries treasury, this opens up the possibility of fraud and theft of the peoples monies in shady deals benefitting the politicians and their friends who most likely put the money in overseas bank accounts after they flee when caught dong something crooked.

      Erase your suspicion. Dominica is a small country. Therefore, it is understandable that he would also perform the work of Finance Minister. Does D/ca not have an auditor who audits the books?
      Look at it this way. If there is a finance minister, this person would have to be paid. Is there enough work to keep him/her occupied in that capacity and worth the salary which this person would receive?

    This article has generated a large number of comments, and so it should. My concern has to do with the fact that we always seem to put the cart before the horse when it comes to infrastructural development. How do we plan to fill these rooms when the is little or no talk of an international airport.
    By the way my friends, the recent annoucement by the P.M with regards to renaming of Melville Hall Airport should indicate that he has no intention of building an International airport.

      Pertaining to this new hotel, you should adopt a wait and see attitude for no one can tell the future and what will occur then and from thereon.
      Your comment in the second paragraph may not necessarily be so. You are jumping ahead and assuming that it is so. You should ask the PM if he plans to build an international airport instead of assuming that he has no intention of doing so. It is like wrongly reading his mind since you do not have privy to a person’s mind. You are also accusing him and judging him of what you do not know and cannot prove.

    PM Skerritt is the minister of finance for Dominica, and he likes to boast about the good job he and his ministry are doing, but actions speak louder than words.To say to the Portsmouth council that the first $170,000 given to put lights in the town was only able to put in the infrastructure, so he now has to give an extra $80,000 shows there is a lack of proper financial management. For crying out loud, the PM should have know that the first amount wouldn’t be enough to complete the job.It sounds like he just throws money at things without having the proper evaluation done before hand. This is the people’s money and better management is required. No wonder the economy and the country are the worst in the OECS

    First of all Dominica don’t have night life, so apart from our natural attractions that the tourist can visit during the day, what are they going to do at night? Building hotels alone that are always incomplete, is definitely not going to encourage stay over visitor

    I still do not understand why whenever there is talk of funds for projects that only the Prime Minister delivers the news. Why can’t the parliamentary representative be the one to inform the people that the government has allocated x amount of $$$ to fund a particular project. This truly baffles me and points to a leadership style that always places the power in the leader’s hands. What about shared leadership? Leadership and followership require similar qualities. In order for the PM to be an effective leader, he must also be an effective follower, and that means that he also needs to take a backseat and promote his followers – allow them to shine; allow them to bring good news to their constituents.

    i am not saying that tourism is bad. it gives us only half a year of employment.
    focus on farming and manufacturing. where is our agriculture skeritt? you kill it dead
    you building roads for my family to go to garden but they cant afford the products. you giving their old parents sheds but if you had not killed agriculture we would have been able to give them a comfortable house with our own money. you would not have to use tax payers money to do this.
    look at how you pay teachers a paupers salary. 1500. they have sleepless nights. bills to pay. kids to take care of, and some of them, their parents too. they work 7 days a week, preparing, planning, correcting. you increase their work each year. no concessions like when the other parties were there. you gave them 0 percent raise but you get 50 percent. there is absolutely no respect for the people who teaches children to be everybody in society.
    when are you going to show them respect skeritt. when are you going to stop the suffering among my people?
    give us our agriculture and manufacture. give us our lives and freedom back. fix our crooked judicial system. fix all you made wrong or just get out

    To Ian Douglas and the Mayor of Portsmouth,
    If you all want to help keep Portsmouth clean, you two must first start picking up the mountain of garbage that accumulate in all neighborhoods in front of people houses. The Mayor said that garbage will be picked up every Friday or Saturday, but as we all know and see that garbage only gets picked up every two or three weeks. I am surprised to see that RATS have not yet started sleeping in people beds. The only thing that enjoy this type of nastiness are the neighborhood dogs. So IAN start doing what you are paid to do, keep the city clean.

    I am not sure who is advising the PM. However, I am certain that it is someone of unsound mind and judgment. We heard so much talking about the Moroccan Hotel Too Chaud Too Flam.
    It’s still not finished yet, but here we go again with yet another hotel. Can we at least finish one hotel first before starting another one.
    The coast guard base never materialized. Tim Tim promised us a new hospital in Goodwill and we still waiting. Wood Aunts took away the hospital in Marigot and left them with none at all. Bats and other rodents ran our first responders out of the Portsmouth Fire Station.
    Bondieu!!!! Help us in Dominica.

    the Hotel in Woodfordhill I doh know what to say, so what 125 room Villa Hotel you talking about?
    I hear you talking about a government building in Portsmouth, since 1999 under UWP, Mark Frampton win de design competition for the post office, treasury, social security and other government office building in Portsmouth, the toilet paper architect come out second. So what are you talking about new building for Portsmouth after 15 years?
    How long? Not Long!
    Time to pack up and leave people country for them because with this type of desperation you will do some desperate thing that will not be good for the country.

    More passport for sale! Pm skerrit let me give you a little advice. Firstly the island of Dominica has enough hotels. The ones we have cannot even meet their occupancy quota, so selling more passports to build hotels isn’t the answer to our economic woes.
    Please invest our passport money in making Dominica the # 1 sustainable agricultural island in the Caribbean thats the island competitive advantage utilize it!

Let me try to answer your question. when we pump money in Hotel it worked out well for us, ie we put a 1million and we take back 500,000 under D table even project stop like D Moroccan Hotel; so you see we can not do the same in agriculture to many farmers to deal with, under-table ting can`t work, people will see

    Roosevelt Skerrit really believes that Dominicans are dummies-in-cans that he can drink and pee-pee as he likes. I’ve said it before and will say it again. Only in Dominica the Prime Minister will do what he’s doing and get away with it. He knows the people, his supporters are gullible, greedy, lack of pride for their country and are unable to stand up for what is right, once they can get crumbs and aid from the Red clinic.

    Does ‘the North’ mean Portsmouth only? Because I can not see anything meaningful happening in other parts of the North.
    As far as Ian’s remark is concerned that 95% of the roads and drains in Glanvilla and other parts of Portsmouth have been repaired, that is all well and good. However, if he was to continue his journey from Portsmouth to Melville Hall he could not say the same thing. This road is an utter disgrace: pothole upon pothole getting larger by the day. The vegetation on the roadside has taken over 50% of the road in some areas. This is not only dangerous but very unsightly. What are all the tourists supposed to think? Numerous single file bridges on that road which the DLP promised before the last election would all disappear.
    Nothing but promises. The North of Dominica (apart from Portsmouth) has been forgotten by this incompetent government. Skerrit and Co. its time to pack you bags and go. We can do better without you!

    I am dumbfounded, and out right confused with the language in the above quote. So, confused that I thought it appropriate to ask Mr. Skerrit to define only; “Economic Citizenship.” I am sure even Skerrit himself have difficulties understanding the statement he made above.

    Internationally when governments grants economic citizenship to an individual, or a group of people, the people receiving such privileges are requested to invest in the country, creating employment, the recipients are also expected to reside in the country where they obtained their citizenship. As far as we know Dominica has a citizenship program according to the Labor Party which only involves the sale of Dominica Passports to crooks, criminals, you know thieves, murders, vagabonds and the worlds outcast!

    Hahahahahahahahahahahahahahahahahahahahahah!

    I wonder what is the difference of the two programs; then again a fifty room guess house donated by Morocco after all these years cannot be completed, I do not know how they are going to get a hundred twenty-five room completed. They always get started and by the time the roof goes on construction usually halts.

    What happen to the one in the valley between St. Joseph, and Roseau? I hear the economic citizenship money that was supposed to build it some China woman thief all the money from the sale of Passports and flew to China!

    We have tried to engage a few Morroccans on the hotel fiasco and in their limited English they are saying that they are not allowed to talk. this hotel has Scam written all over it.

    But under Ian Douglas as minister of Tourism and Reginald Austrie as minister of ports the cruse ship berth in Portsmouth the terminal is leaking and Portsmouth people have not benefitted from the facility tat was built by the Freedom Party. The same Eugenia Charles who was hated in Portsmouth just because she was not Labor. Now Labor in Power for 14 years and the people cannot even say I made a living due to the cruise ship terminal.
    Now we hearing about a new hotel again. Get tge Cruise Ship terminal into operation and stop fooling people with your garbage.

      Dominica and Dominicans cannot believe begging or hand outs are the best way in life, wouldn’t you like to have your own money in your pocket…

    Another classic case of hot air. No mention – at all is made by the PM about the abandoned hotel close to the Cabrits – but he makes mention of yet a new contract. SMDH

    I dont feel sorry for the people of Portsmouth – they have dug in there heals and stuck with Labour – let them continue to be ignored cause clearly they like it so.

    DNO this is where I believe your news department fall short but that is just my honest criticism meant to be constructive. Here it is that the PM is reporting about this supposed new hotel in Portsmouth. I believe that it timely that the readers are provided with an update on the Morroco Hotel that was suppose to be up and running by now. It is an easy gig to find out the status of the hotel – what is goig on and why it is that the hotel project is as it is. Maybe DNO you will find out a lot more than you bargain for. Maybe just a few phone calls would help; A call to Ian douglas to give an explanation.
    Honestly DNO I get the feeling that you guys are a bit too intimidated – Put the reports out there and let the chips fall – UWP ites say you guys are partial to Labor and Laborites say that you are bias to the UWP. That should suggest that DNO is balance and so DNO that should be a greater source of motivation to put the news out there.

    the fact is that the Morrocan Hotel is suffering serious set backs – from failed electricals , to Morrocans doig nothing, to buildigs at a stand still. We were told that the hotel was a gift from the Morrocan Government yet the Morrocan gift seem to be in the hands of private interest – do your research. The Moroccans are a proud people and I know for sure that the government of Morocco cannot be proud of their gift at this point. if it is a Moroccan Government gift then the government cannot be proud.

    Also DNO you may want to investigate the what has happened to the coast guard base that was donated by the US government and also find out what the US embassy is saying or asking. Where is the money and why it is that we had a Bwois Bandais ground breaking ceremony and 2 1/2 years later there is no sign of the construction of the coast guard base- Where thee money , where thee money gone.

      I couldn’t agree with you more. There is such a thing called investigative journalism. All I see here are reports. Lenox do his fair share. Matt also unearths a great deal. those who chose to remain in the dark hate them for bringing the truth to light. Why so many reporters? Get a few journalist on board who will go out there and get the story behind the story.
      The media needs to show that they are not intimidated by the tyrants (A tyrant in its modern English usage, is an absolute ruler unrestrained by law or constitution) who are being allowed to run loose.

    OK we want more stay over visitors, and we need somewhere to put them, but we also need a decent up to date hospital.

    Have you ever tried leaving chores, home work, studies or paying your bills for the last minute? I am certain that most of us know the feeling of LASTMINUTE.COM.

    Well just imagine that lastminute.com feeling and multiply it by 1000%. This is exactly how Skerrit is feeling right now, sick like a Jaco(our local parrot). The guy is running around like a headless chicken evading the dumpling and red beans when he clearly knows that the pot is boiling and his demise is inevitable. He knows hence his irrational promises :-D :mrgreen:

    There are so many songs which make reference to being too late, from Love songs to the train is leaving , to Im leaving on a jet plane. I am not sure which one best describes this mushroom called Skerrit but I think even he knows that the writing is on the wall.

    The PM has done everything in his power to give Dominicans every reason not to vote for him . He is the epitome of a failed leader, so I don’t know what more Dominicans need to see and hear to convince them that their poor leader has finally hit the wall and run out of gas, steam, electricity, whichever form of energy or fuel he uses.

    He is not one of the Japanese Ronin so please don’t expect him to fall on his own sword. He isn’t brave enough and besides, this would be asking way too much from a coward.

    Now the power is in our hands and the future belongs to every Dominican. Seize the moment when it arrives and make your fellow countrymen who live far and wide proud to once again say, I was there when this most disgraceful leader was voted of office.

    So – another meaningless “white elephant” project for Dominica. I guess Atlantique View and Rosalie Bay must be turning away customers because they are full – and the Moroccan hotel in Portsmouth must be full too. In fact, every hotel in Dominica must be bursting at the seams for us to be contemplating building an even larger hotel that nobody will want to stay at…..lol.

    Wait nuh, so dem fellas signing on new villas but the Moroccan hotel apparently in a coma as far as construction is concern.

    I understand that bush and animals have taken up residence in the Moroccan Hotel. Boy is maybe well a zoo with a Jurassic park component dem fellas was building…….(and the PM mistakenly thought is a hotel the Moroccans were building).

If you cannot convince the people of Dominica you have improved their lives in fourteen years, by making those outrageous promises cannot help you to win the elections. The Morocco Hotel appears to be in limbo, the Chinese funded international airport is on vacation, the new hospital is in waiting like Mr. Lennox Linton. They talked about Mr. Edison James breaking ground just before a general elections, them fellers have broken so many grounds, presently, no more grounds are available to be broken. :lol:

      This is another political ploy/gimmick by the ruling party to continue misleading the electorate of this country. Recently the PM stated that he was not going to give monies to Public Works, because that would be throwing away tax payers down a river. However, with election looming around the corner we have never seen more tax payers monies been given away as a vote catching mechanism. In recent times at every inaugration of a village/town council we see thousands of dollars being distributed. It would appear that there is no longer an office of Community Development, which would have been the ideal department to distribute such funds. Recently I visited Capuchin, and have never seen this road in such deplorable condition. However, while the road was in such deplorable condition the brother to the parliamentary representative for that constituency was incharge of a crew building a house for one of his labor supporters. I was born in this constituency and have never seen the people of this constiuency in a worst state than they are now. There must be some serious political intervention to stop this mismanagement of our country scarce resources.; and put our country back on the path to economic growth.

      Because Most Young People don’t want to work the soil all they want is fast money and to sell drugs and sit on the road side and say they can’t find job and still when some finds a little job they want big money now for now…so that’s why de haitians ar makin it in agriculture other than we dominican’s….
