Minister of Public expects deadline in Carib Territory road project to be met

Minister for Public Works Rayburn Blackmoore has recognized a slight improvement in the works currently being undertaken by the Public Works Corporation (PWC) in the Carib Territory.

The Minister had recently given the PWC an ultimatum stating that all works were to be completed three weeks from August 10, the deadline of which expires this week. He reported that he expects the completion of the project this week.

Blackmoore said, “I have seen slight improvement in the Hatton Garden area. I hope that during the course of this week the PWC can wind down that project and that contract, because they have a number of other contracts with the state that they are yet to fulfill and I believe that, within the Corporation, we have the requisite talent for the PWC to be competitive.”

He continued, “We have over the past couple months continued to give the Corporation all the support. The bank is now injecting working capital into the Corporation. We also have a consignment of bitumen and we have a commitment for asphalt for the West Coast Road Project.”

The Minister made known his belief that the PWC has the adequate human resource base to remain viable through efficiency. He thinks that the Corporation being in that position would best serve the interest of the country.

He stated, “It is in the interest of Dominica to have a viable PWC. What exists now is totally different from 10 years ago when the Public Works was a department of the Ministry. We now have a Corporation which is being managed by a board appointed by the Minister. What I want to see is a PWC that can compete alongside ACE Engineering and other such firms but the customer must get the best quality product and that can be done by the PWC adhering to the principles of commercial efficiency.”

Blackmoore added “I have asked for a business plan. No company can grow without a business plan. No company can grow without a budget, more so a company of the magnitude of the PWC.”

He did recognize the workers of the PWC as hard working people who were going about their work diligently and had high praise for commitment to completing the project on schedule.

He concluded, “I want to commend the workers who are currently working on the project, I know that last week they were working day and night, so I hope that throughout the course of the week they can complete the project.”

    To be honest I tired hear some of u all guys crying for election. So tell me when the next election reach who u all going to put on power? Uwp? Really?u all can’t be serious.I want to knw what good the uwp parties did when they where in Power?

    Hon. Blackmoore,
    with all due respect sir, why won’t you express things as they are in reality? NO bank has ever injected any kind of working capital into the PWC. What the bank is doing presently, is forwarding to PWC, monies in small amounts, which are allocated for critical expenditure. The bank is giving this money based on an IOU from the MPWE&P. This monies are owed by MPWE&P to PWC for works that were executed in the previous financial year. Of course there are a few incomplete works. How will PWC complete works, if they have a very irregular cash flow? how will they complete projects, if they are owed monies for completed projects? And still giving a deadline, knowing the financial status of the PWC. PWC has never received monies that they did not earn. Indeed,PWC has received support and assistance from MPWE&P, this is part of their duty. In the securing of loans etc. But it is very unprofessional, to put PWC in that light. Painting a picture, in which PWC is covered with red Xs, to gain the public’s support.

    Mr. Blackmoore, good morning to you sir. let me start by applauding your recognition of the employees of the PWC as hard working and Diligent, they indeed are… with that being said i have a few questions that i need answered. firstly, why is it that even while your ultimatum was being published on DNO, BIDS for the said Carib Reserve Road Project were already being reviewed by your ministry??? it can be misconstrued that your intention was really to cut public works out of the project bidding as it was accidentally learned that bids were being submitted…. i will not go on to say the things that were said by the engineers at the MINISTRY of public works concerning the bids tendered and the reasons for PWC not being invited to tender their bid…..Sir you must understand that nothing is hidden so deep that it will not come to light.. i will not make accusations but the motive behind all of this is certainly questionable. wouldn’t you agree??? the expression on your face during your last interview on Marpin news in regard to the pond casse project I think is a reflection of the weight on your conscience, especially now that you know that someone out of the loop knows what is going on…. don’t be uncomfortable sir, just do the right thing always…there is more to be said, but this will suffice.

    Great report from the minister, however we did not see any information about whether there are any incentives of penalties for not meeting the deadlines, or bonuses for finishing ahead of time, without compromising quality. Although the minister acknowledged the hard work of the employees, more has to be done to showcase the security and safety of the men and women who leave footprints, on the nations infrastructure.
