Plans afoot for new public library

Movements are being set in place for the construction of a new public library however assistance from the public is being sought for an ideal location.

“The people of Dominica will have to assist the government in where do you put the library,” prime minister, Roosevelt Skerrit, said on Monday.

According to him, the library’s present location is not adequate and there is strong opposition for the demolition of the present structure.

“Clearly the space between this library and the DBS Radio does not have sufficient space. It will require the demolition of one of the buildings, I understand that there is strong opposition for the demolition of this present library structure,” he noted.

Skerrit said the new library must be within walking distance within the city so, “once we design the library we will be in a position to engage the general public as to where we place the library.”

He also made mention of having received a design for the new library but, “I am not satisfied with it.”

“So we are now re-designing the library and we will present it to the country in very short order,” he stated. “Clearly in the second decade of the 21st century this cannot be our national library … we have to do better than that and we must do better than that.”

Following a visit to Azerbaijan in 2011 the prime minister said officials discussed the possibility of that country funding a national library in Dominica.

    How can you design a library without a specific location determined for its construction. We losing points on building architecture and master planning. To do design in such a way is crazy

    There is nothing wrong with demolishing DBS, as long as in doing so, it will be replaced with something better, such as transmitting power boosted, and a Free Public Television Station with performing Studio added.

    Demolition of the old Library should not be debated, since it is an nation historic building: It should be left alone so that we remember and informed the present, and up coming generation, that there was a time when a “black child, or in general person” was not allowed to enter to borrow or sit and read a book.

    There were Dominicans allowed to enter, however, they were the children of the mulatto bourgeoisie of the day, the complexion of their skin had to be yellow, we must also not forget that a black person could not save money in Barclays, nor the Royal Bank of Canada, nor work in such banks.

    That was the reason for the founding of the local Penney Bank, owned by we know who, but we doh talking eh!

    Hahahahahahahahahahahahahahahahaha!

      What do you mean we lost our way? We were never there. We cannot change who we are. Our ancestors were brought here forcefully. We have a lovely population which is mixed, predominantly of African descent. We just need to know the history and remember from whence we came.

    Skerrit chose to build a State Palace instead of a Public Library, because at some point in the near future, he plans to rule by decree and occupy this white elephant as his official residence. He surfaced the Roseau to Portsmouth coastal road and convinced himself and supporters that this is a High Way. He got a donation of a hotel, which has been under construction for the past 4years, from the repressive government of Morocco and is convinced that, government can be involved in a business of that nature and be successful at it. We must remember that Skerrit was the Minister of Education in the Roosevelt Douglas administration and he did absolutely nothing to enhance the reading capability of the young and not so young people of this country. Now he wants the young people to read more, when improving the literacy and numeracy skills of the young people was NEVER a priority for him. The labour party’s philosophy under Skerrit has been, the more ignorant you can keep the young people, the easier it is to control them. So you can tell us to “go to hell, it’s none of our damn business where you get your money” and think you can get away with that level of disrespect. You can say to us “No law, no constitution can prevent I Roosevelt Skerrit from doing what I want” and feel you can get away with this lawless act, because again you have convinced yourself that we are a bunch of simpletons. Continue to take us for fools Mr. Skerrit – Your day of reckoning is at hand.

    By all means build a new library. I would suggest the vacant lot along the bayfront, next to Dupigny, would make a perfect location. This ad-hoc parking lot has been an eyesore for more years than I care to remember. Acquire the land by compulsorily if necessary. It would fill an unsightly gap in our premier facade, which is the Dame Eugenia Charles boulevard and enhance the view from the sea for arriving cruise ships.

    Leave the current library building where it is. Restore it, install up-to-date facilities and give it a new destination as the tourists’ premier port of call. It could house the Discover Dominica Authority for example, as well as the reception centre currently housed on the ground floor of the old post office, killing two birds with one stone. Even the DHTA may want to make it their home. The P.M. has made much of the Palace being a tourist attraction, in order to justify its construction, so why not incorporate the old library in that plan as part of our heritage. To destroy this historical building, a philanthropic gift to our people, merely to create a clear view to the sea for the occupant of the palace would be sacrilege and and philistinism.

    I suspect Fort Young Hotel wants to expand. Let them do so and sell the land. Use the funds from the land sale to assist with construction of the new public library.

    What nonesense am I reading…another political gimmick? You have a design for the library that you do not like, so you are designing another…In a another breath you are asking for suggestions for a site? My people, a plan must be site specific…so if there is no site yet, how can plans for the library be designed? All You people too gullible and sot…all you not tied of being fooled????

    people dont design a building and after look for a location. A location is the first part of construction . you locate, you design and then you build. This government does everything upside down. Well i suggest you put the library in viellcase under your mansion.

    A Modern Library should be just that “An online Library”then all Dominican Children could access it from their local Schools or at home!Please do not build another historical building because that is what it will be the day it is built!Mr. Skeritt could probably buy time for all Citizens from an already established modern online Library
    As I said before the Babies now are navigating Ipads and iphones at 12 months and that Librarry will be for them ,do not build another historical building!

      John Paul, are you aware that every junior two year collage, four year college, and university’s all over the world do have library’s located somewhere on campus, or within some space within those institutions.

      They are all equip with computers, nevertheless, students still to the library and pull books from the shelves to study, these days they utilize the computer to search for the locations of the preferred books, the system of taking the book home still exists.

      The USC is near to my home, there is an all night Library on campus, it remain open all night where students are found reading, studying, and conducting research.

      Just thought I would drop that in on you.

    Nothing in this world remain the same look at around you from day to day and tell me what you see. There is now a new or reformed UWP with there punch line change must come. Look back at the Roseau bayfrant look at the Dominica air and sea port look at the Roseau valley road the east cost road airport road the old post office the Roseau credit union, first Caribbean bank and the stadium just to name a few and tell me what do you see. This is the wind of change. Look at the cars trucks and other transport forms on island and if we do not change things where will we go.

    I really think that we need to look at the things we say and if we want to keep history it starts with the history as a people, lets not try to recreate the past lets move on and accept change. If we want to keep everything as it was then we need to start with the roads the we drive on and get them back to what they use to be and lets start with you to MAKE THAT CHANGE.

Nasief always wanted that land to expand Fort young hotel.well look he getting the deal. Is the same deal they made when they increase duty on importation of vehicles to Dominica,so Nasief vehicles would sell. Open you all eyes. Don’t be fooled by that. (design building and then look for location.) what a joke. To those who have,more will be added to them. And to those who do not have,even what they have will be taken away from them. They said that the children coming to the library and playing in the yard making too much noise disturbing guest in their hotel so they want them out.

    Mr Skeritt if you want to give Fort Young the land where the library is presently located just go a head and stop making a fool of yourself. Why did you not consult the general public when you decided to build your palace? Could the palace not be located on the Morne and the New library located at your palace site? If you do not have a site how comes you have a design? Shouldn’t the site be first determined then the design follows? Man your really think all Dominicans are as foolish as your support base? There is more than adequate land at the present site to build a new library while maintaining the basic architectural feature of the existing building. A rap around multi-level design will do the trick. Sir please get out of the way so that UWP Team Dominica can begin the work of getting Dominica back on the right track. Team Dominica will build a new library at the right time. Tell Fort Young that the library site like Peebles Park is not for sale. Reposess the public works site you sold to the Chinese and call the elections. Patriotic Dominicans are really fed up with you.

    I want it to remain exactly where it is. 2 stories with all modern technology. I used that library quite a lot while studying at Convent and SIFOCOL in my day. That are is quiet, Get another spot for DBS.

    I totally agree with a modernized public library and I also believe that in this 21st century a very modern and suitable structure can be erected in the very location,so I am not taking that bait.
    Given the history of this current gov’t,I don’t believe that ppl opposing demolition of the old structure holds much water. The prime minister and his loyalists have accomplished many great things despite strong opposition from the populace.
    What would I would greatly appreciate is to tell us truthfully what is the current situation with the ‘Land’? Was it sold? for how much and why?
    I’m seeing this as a clever opportunity for D/can’s to serve as scapegoats.

    I find it particularly funny, almost,the way the Dear Leader is now soliciting opinions from the people of Dominica for relocating the public library. “The people of Dominica will have to assist the Government in where do you put the Library” he says. Then he speaks of the space between the library and DBS Radio as being insufficient. At face value, you really want to believe in the Dear Leader’s sincerity but if you remain alert you will realize that this is the same man who told Dominicans in effect to go to the place where Satan lives when asked a simple question in the past. Now we are actually being asked for our opinions? Why now? Whilst plans are afoot for the new library, it also seems that other plans are ahead for a smoke and mirrors pre-election strategy. Is the current library location central to another business’ growth strategy?

    If all else fails, I submit that the library be relocated to Vieille Case.

A modern Library for Dominicans should be available online for Dominicans free! i have a 14 month old and He is more interested in my Ipad and Iphone and know how to navigate them.How do You tell Him about Books if they are not E-books?

    Let us consider where the new Library could be built, in a convenient location and within walking distance. I visualize the present location. However, if it is not suitable for the size of building planned, those who are responsible for this new project and who will have the final say should take a walk in Roseau and determine where it could be built.
    I do think you will have a problem to decide on a suitable location. You may have to build it around the old library while keeping its historical structure. It could be done with adequate thought and planning. Please do not demolish another historical building for another as the new library. Good luck!

        Put your glasses on friend. That picture of our three musketeers was taken with the Capitol in the background, the U.S.A. seat of democracy like our House of Representatives should be. Dominica State House (Palace) would be the equivalent of the White House, the residence of the U.S.A. President. I think you have the two confused.

    If is to sell the land to rich hoteliers, then NO! re-build it right where it’s located and just put it on multi-storeys…I wouldnt be surprised if is the hotel next door that offering Skerritt big money, because I heard they want to expand and they cannot go further into the sea.

      At a time when hotels are struggling to fill beds, expansion of Fort Young makes little sense, especially in light of yet another 150 room hotel planned near the deep water harbour. A desire for an unobstructed view from the Palace to the sea would be more rational, especially since it would also enchance security.
      Mr. Skerrit’s invitation for the public to participate in the search of a new location for a library is very clever. If eventual a referred choice is presented, that would remove many objections to the demolition of the old Victorian one, the P.M. being able to claim:” well, that was the public’s choice”!
      My view is that we should keep both the old (restored) old landmark and build a new library,. After all, according to the P.M. contributions towards the costs of a new building are already being solicited (…intimating that he must have a good idea himself already where he wants that structure to be located).

    So Skerrit is Architect now! I imagine the novice architects design a library but the Senior Architect Honorable Know-it-All Designer by excellence Roosevelt Skerrit, doh like the design so he going to design it himself. The people only have to tell him where they want it and he will place his design.
    Are there any architects in Dominica? I know one is hustling planting agriculture, another sell out his house and office to the Easy Door and left town, another making toilet paper, one in Castle Bruce become hotelier preparing for Valentine’s day, another is licking his wounds after a narrow escape with three men dead at sea on a boat, the others in government rubber stamping the Chinese work, another was advocating for the legalization of Marijuana. What a waste of professionals.
    Do these Dominican architects know the importance of their profession, how it impacts on on the society and the built environment?
    Instead of Skerrit asking for a design competition from our architects he …. The time for change is NOW!
    Skerrit is becoming more disgusting day by day and will only get worse if allowed to stay in power.
    This is it for me! When Skerrit start playing architect then he has stretched the joke too far. Time up Pack Up!

    If this comes to past i think Skerrit himself should make full use of the library to improve his English,and his communication skills.Maybe Linton will volunteer to help you Skwerrit in this regard. I mean Linton is so far ahead of Skerrit on the use and execution of the English language it is a darn crying shame.
    After the Library is built, build a bridge that will lead you to France, or Venezuela,or Libya after the ballots are counted on election night 2014.

    This was supposed to be the first major project for the country… A main National Library… Any Government with vision, and a priority to rid the people of their ignorance through education must focus on libraries and other institutions of learning.
    One would have thought that these politicians loved the people, but its just a load of tricks and game playing… The other point is that, here comes the prime minister, with announcement of a new library, – How come he did not say state of the art … as is the case of everything they are building now? And the library is in gift form.. a grant form,,, how can any serious government be surviving on grants and gifts like this? One is now left to wonder, what will be Dominica’s gift to these countries, which simple folks like me cant pronounce their names…..
    Another thing, to the PM, when will there be a multi purpose sporting complex in Roseau or somewhere close by so that the youths and other Dominicans can enjoy sports such as: tennis, swimming, volleyball, netball, and so forth, instead of having to play sports in places that are not even good enough got donkeys, horses, and dogs to play on?
    Stop playing games with the people, give them what they want……….. stop thinking for the people ask them what they want.. A sign of good leadership is to ask the people what are their immediate needs and concerns. So far this government has demonstrated poor leadership qualities- the best thing is for some country to give them a grant for a 5 yr program in leadership .. cause really there is no leadership but signs of a sinking ship…….
    Let those with eyes see, those with ears hear, nuff said…….
    Congrates to the PM for placing emphasis on reading – his entire Government must start the reading campaign so Dominicans might follow, you follow , you follow, follow follow…..

    Please put it in MARIGOT, the citizens of the North-east will make the best use of it and will also serve in the decentralization process. Moreover, I am willing to donate five acres of my land for this noble purpose!!

    I hope it will not be like the nonsense library they made in Portsmouth. The garage is bigger than the library, two little computers are just taking up space, they are not working. Books are outdated, the staff have to write spine. Can’t believe in this day and age that’s the standard of a new library they build for Portsmouth.

    Make a good library, with at least three floors, computer labs, meeting/conference rooms,archival room, as well as kitchenette and workroom for staff.

    finally! i have been speaking about this way too often and it is now becoming a reality. It really needs to be in a central location or near a park. the same location would be ideal but since we can’t break down the old building a new location near a park would be appropriate.

    A New site should be is needed for this New Library. Public Works should be the site with Under ground parking.
    We need a brand new modern building with parking, computer lab and photo copy room.
    We need children section, teens section,toddlers, fiction and non fiction, magazine section, adults, architectural section and also pastry and coffee shop.
    The old building on Victoria Street should be upgraded and used as a Children Museum.

    Not to ask a silly question but: Wouldn’t the location affect the plans??? Take for example if the location is an L shaped area wouldn’t the library have to be drawn to fit into that area??? Just asking cause I am seeing where we putting the cart in front the horse again here!!!!!

      LoL, you have written the only intelligent post on this issue; indeed the site rules the design, and there are other considerations such as the rapid erosion taking place at the seaward end of the lot, inadequate parking, traffic distractions and construction planning.

    If we cannot rebuild the library on the same site I suggest we use the old Grammar School grounds with the ambience of the Roseau River in the back or at the foot of the Botanical Gardens trail to Morne Bruce.

    Perhaps the site where Ruins Rock Café presently is located at the old market would an ideal location for Dominica Central Liberary. The Building can be constructed into a mulch-level facility that will not only provide great retail space but a modern learning center for the public to utilize. It is ideal for those that live within the city and those that are traveling to the city. It is also strategically located to all the school in the surrounding area for students to easily access when they have their assignments. Lastly a well designed and constructed facility will help revitalize this historic site in a way that will make the city looks great!! :-D

    Roseau has lost so many of the historical old buildings to ugly replacements, it would be a shame to break down this wonderful old building, Mr PM I beg of you please to find another location or restore this building.     In this day and age libraries are no longer being used, why not just renovate the existing library, its sufficient. Plus its of significant historical value, breaking it down would be a shame on you Mr Skerrit, have some respect for our history and you could also used the old building adjacent to it that you all have sitting their and rotting. Mr Honeychurch please advise your friend the PM.

    How can you design the library BEFORE knowing where it will go? that’s not really making sense. They should make the old library into a museum about our independence, presidents and PMs, etc. will compliment the location of the statehouse and Parliament buildings. Don’t give it to FYH please.

    Somebody needs the land the now house the historic library..? Coming to think of it, that area would be great for hotel expansion or even a car park. Who needs books anyways now a days, we have the internet.

      The country already does not have anywhere for socializing, why destroy one of the few remaining ones for the internet?

      Where would the students who go there after school for projects and ‘studying’ go? Would you rather them out on the streets?

      There are still people who enjoy a nice reprieve from the everyday by sitting under the tree on the library grounds.

      The library is more than just a wealth of knowledge, it is a place of recreation, something that Dominica seriously lacks!

      You are not intelligent and have lost your common sense. Never give up the old for the new. A library is necessary. Some of us still love reading books. They are here to stay.
      I recall those days as a child and then as an adult when I would go to the library to borrow books to read or sit in the library to research some information.
      The library was always a quiet area where patrons could read and concentrate peacefully. Let us not even consider to get rid of them.
      I visualize the day will come when libraries will once again be more important than the Internet and e-books and will not cause eye strain and more eye illnesses as these modern technologies.
      Do you remember and/or know what it is like to quietly sit in the confines of your home and read a good book, some literature and also Holy Scripture as also studying? Think of this.

    That is sooo loooong overdue! We need libraries in every Parish and village in Dominica! At least one building in every village should be dedicated to the cause. children will flock there instead of hanging around rum shops. Put a little movie spot next to it that serves popcorn and pizza on Friday and Saturday… help keep kids out of trouble and generate income for these small villages.

      When you comment, ensure that you think of also adults who will be utilizing the library.
      On condition the students/children do not hang out/congregate in droves in that area and create a disturbance.
      A certain area of Toronto had a similar problem of a non-profit organization, funded by certain businesses where students could go after school to utilize computers at no cost. It also included adults who did not have a home computer.
      The children congregated in the area and created unpeaceful conditions. It was not long after the building management demolished the building which was a shopping area mall and built a strip mall which means the stores are now outdoors and do not require as much security. They could bring down the prestige of a building. The area lost some excellent stores.
      I know because I reside in the vicinity, not too far away from that area. We miss that indoor mall and some of those stores.
      The library will have to be built in an area which will also serve adults and in a peaceful area.

        @Simply the truth; I’m speaking about Dominica, there are many examples about good and bad in every situation. When I went to Grammar school as a child the Library and Botanical Gardens was all had. The atmosphere provided a quiet place to learn new things, sturdy, read the books we wanted not just text books, research ideas that came to our imagination and socialize. People learn more effectively when they have the resources and the means to search out the knowledge that interest them not just what is forced upon them in a highly structured school environment.
