Prime Minister and Minister for Finance, Foreign Affairs and ICT, Roosevelt Skerrit is heading a three-member delegation to the People’s Republic of China.

The visit is to advance discussions on the construction of an international airport and other development projects.

The prime minister announced at a Dominica Labour Party Rally on May 5, 2014, that his government was actively pursuing several project including the construction of an international airport through the BOOT – Build, Own, Operate and Transfer – option, with a team of private developers from China.

Skerrit is accompanied by Secretary to the Cabinet, Steve Ferrol and Chairman of the AID Bank, Martin Charles.

Minister for Information, Telecommunications and Constituency Empowerment, Ambrose George, is performing the functions of Head of Government in the absence of Prime Minister Skerrit.

    The blue supports have gotten more scared since the massive red tsunami hit St. Joe on may Day. They have intensified their posts on DNO and other friendly social media sites. But, woe on to them because if they haven’t learnt, then they may never, since it is clear that no amount of negative posts here or anywhere for that matter will win UWP votes. It’s the support on the ground that counts, and it is clear that the DLP is way ahead in this area.

    In any other country the PM would be labelled a joker and forced to resign…This government came into office and met plans well advanced for an International Airport…Instead of continuing the project they got support from PM Gonzales and proclaimed that the country did not need one. Well Gonzales proceeded to build one in St. Vincent and Labour proceeded to dump millions of dollars into the sea at Melville Hall to upgrade an airport which can only accommodate LIAT….
    Now UWP led by Lennox has stated forcefully that an airport will be built, Skerrit is running around like a ‘Chicken Without a Head’ trying to get a sponsor…

    How can anyone vote someone like that who is so inconsistent in his thoughts..Dominica can never progress under such “Lack of Leadership and Foresight”…Any strong leader woluld have grabbed the opportunity presented and continue with the airport plans..

    .When are we in Dominica going to take our future and that our children seriously…No leader of a country should be allowed to play around with our development…We need to kick out these jokers and take back our country.

    The question that must be asked is what has changed?? This visionless, inept, dishonest and corrupt government has been saying all along that an international airport was not important, so what has changed?? The UWP purchased land paying millions of dollars to farmers to secure a location – ASK TONNY ASTAPHAN, only to find out that, because of Skerrit’s cheap and ill-conceived political posturing, the land was given back to most of the original owners and a few squatters. Also, Skerrit has not told us where this pie-in –the –sky airport is going to be built. Skerrit takes along Steve Ferrol and Martin Charles, more reason to believe that this is just one of his political JOKES. Take note that these jokers are going to a private company and not to the government of China, which would give them the latitude to say anything to the unsuspecting and ill-informed supporters.

    I’ve listened to Lennox Linton and I see that the prime minister and his party have very little defense against the many of the accusations except hurling back many insignificant rebuttals and ‘school yard’ insults.

    BUT…

    I also remember the UWP running their mouth about ‘JURASSIC PARK’ (carnival city) and the road from Roseau to ‘Port’ and other major projects that seemed unfeasible at the time but DID get ACCOMPLISHED!

    Skerrit has a way of getting things done. How the projects are managed during and upon completion is another story. The road network in this country is far better that it has ever been at anytime in Dominica’s history, but people still doubted that it could or would be done, but it was DONE under Skerrit’s watch.

    Skerrit can get that airport built. I don’t know if we probably have to give a pound of flesh in exchange, but I know he and his team can get it done.

      fada, thats stadium was never seemingly impossible, skerrit as min of sports along with the DLP stopped the building of a complete facility complete with indoor gymnasium. the pulled up foundation and framework and dumped it in the sea. the rest of the material in still on the port under the watch of Mr. Bardouille so i dont get it. what project has been deemed near impossible that the DLP has done. the Delice and Warner roads on the other had were apparently impossible to build and today they have changed the dynamics of travel and land ownership and land use in Dominica without any of the fan fair. quiet sensible encouragement of productivity

      Granted, they have not been receiving the due appreciation, gratitude and respect which should be accorded to them. Dominica is more beautiful because of them, roads, highways, stadium and state of the art buildings and more to come.
      Only yesterday, I had a conversation with someone who told me that when D/cans who visit Dominica, upon their return they state they are surprised that quite a lot has been done in D/ca compared to the last time they visited and the place is changed. There is not one who has spoken ill of D/ca and the present government. They are pleased with the progress. The Chinese have immensely helped in this transformation. They should be thanked.
      Visitors can see the difference but some resident D/cans, the critics, are blind to it because they chose to be blind. They are too busy criticizing the government that the beauty of Dominica is veiled over their eyes.

    You know another thing if the PM was smart he should have offered one of the opposition members to be part of his delegation to China to seek funding for an international airport – I guess he would not have choosen Lennox Linton but he could have gone with Hector John and or Ronnie Isidore – who knows that would have been a better strategy as he would now have Salisbury since on Spraggs return he would jump ship. Ha Skerro you missed an opportunity to grab Spraggs knowing that you already have Ronnie half way in the bag; I hear you just waiting on him to put his other leg inside the bag to tiel it hahaha.

    The PM going to China for an international Airport is a fake. I think he realizes his mistake when he mentioned the signing of a loan to upgrade our so called international airport and is now trying give some legitimacy to that by bringing Charles and Ferrol with him I wonder to do what? But not wwithstanding what I just said the question remains what did he sign in regards to the International Airport upgrade – does it mean that we are taking a loan to upgrade one airport and now seeking another arrangement for some company to Build another international airport for us separate from the upgrade. – it is really confusing to say the least. And finally where is parliament in all this? Is just so crazy!

    At this point time in Doiminca’s development, another Airport is a waste of time and somebodies money.

    Let us not follow St Vincent over a financial cliff.

    What Dominica needs to build on access with Airlines that currently serves Dominica.

    IE
    get LIAT or whoever to introduce a Hewanorra to Melville Hall service.

    Get an airline to provide a jet service into Melville Hall.

    We had one before…….CaribExpress used BAE146 jets from 1996 to 1998.

    When frequency and supply of airline services, has built up and volume and quality of Hotel bedspace has improved………then think about building another airport.

    Building one now and they will come, will not work and by the time they do come, cost of maintenance of such an airport would have crippled Dominica Financially.

    Even with Geothermal income.

    Dominicans, an International Airport in any part of the world must get World Attention,Federal Avaition Admin FAA/ Airport Civil Rights Programs etc. It would be wise to understand a bit of global politics/economics in all of this. We are central in the Caribbean Chain therefore we are strategically placed. However, none of our neighbours welcome us to have such except Barbados. There are battles to be fought and won,(do some research furthermore, basic politics-talking is not all. Being member of the Banana Regime, the EU ensured that we god a four-pillar project part of which was to improve/refurbish the Melvill Hall Airport, and the Melville Hall Rd to pd/casse. Through which door does the PM tel Europe part of whose Kids (Guadeloupe/Martnique) are sandwich with us, Keep your AID.?Obviously not! Prudence must be exercised until it is exhausted. Now we have reached the meniscus, there is none to stop us.(no matter which govt was in power at this time.) This is the way forward. It was just a matter of time. I knew deep down in my heart, we will emback on such a venture one day. Though some BIG PEOPLE here still fighting for this not to happen and the govt of the day has to deal with them. It is really not easy when our own people fight down CAPTITAL PROJECTS. Dominicans, do not only think of business/vacation-travel only. Think Climate Change, Global Warming, Managing all types of disaster. Think possible Volcanic eruption. Think possible evacuation. Think Medical Tourism. Just Think and give THANKS.

    Just another election gimmick, another ploy, what happened to all the years which has passed since the China government advised this same administration, that the only time Dominica will begin to make some progress is when they build an International Airport!

    That was the time they should have zeroed in on the China government as ask for assistance, and a loan to construct the International Airport, however, because they were so brainwashed by Ralph Gonzales they were powerless to even use simply commonsense to embrace an opportunity that was presented to them by China, on a silver platter; I suppose they were anticipating that the Chines would offer an Airport to them for free; it does not work that way anywhere on earth, it is all about profit!

    The Chines government; the government of the PRC will remember they had already contributed free money to be invested in the International Airport the UWP was build, the same one which this same Labor Party shut down, and chase the contractors from Trinidad out of the country. The heat is on, so they are pulling all the stops out, no stones unturned; this is their only hope.

    Nevertheless, I predict when they return, they will claim that they have secured a loan, for the purpose, all they need is another chance to get elected, and after the election they will get to work. That is going to be the dangling carrot in the face of Dominicans next year, he/she who falls for this will be disappointed, for if they win the election, after they get in they will revert to square one!

    I am open for the attacks, from the idiots such as those who write under their fictitious names such as anonymous, and dogs, and little wet rats.

Well according to Matthew Walter, Skerrit is jesus and maybe 15 years for us is like one week with lord Skerrit. In other words what we know the man could not do in 15 years, he can do in one week. According to the out going candidate of the Salybia constituency, Eradicating Pit latrine was the best thing that he ever heard in a decade. So in 14 years, according to them, the best they could talk about was pit toilet; but in one week they building everything from airport to transforming Roseau and Portmouth. Even Mega Ships we have. So with all these brilliant ideas for 14 years? Were they hiding in the pit toilete?

According to DNO of Dec. 3,2013, “Skerrit was accompanied to China to sign the deal by Hartley Henry, who was referred to as a ‘political advisor’ to Dominica, and Martin Charles (Chairman of the AID Bank.” so I just want to know if that same Hartley Henry, who is a bagan, will be part of this trip.     According to DNO here, the international airport is through the BOOT – Build, Own, Operate and Transfer – option, with a team of private developers from China. However, the team of developers is not given. point #2
    According to DNO news posted on Dec. 3, 2013, Skerrit signed US$300-million deal with Chinese company ASCG when he visited China on November 8, 2013. ASCG’s mentions that part of the money is for reconstruction of an international airport. Ok. the airport is through BOOT but however he signed a deal for that same airport? Point # 3.
    According to DNO on Dec 5, 2013, “The prime minister made it clear that the airport has to be financed through grants because Dominica is in no position to borrow money for such huge undertaking. “Anything outside of that is a fictitious project,” he said. “So our approach to financing this airport has not changed because we know for a fact that Dominica will not get a loan to build this airport; none whatsoever.” So now its a grant. Can you see the lies and confusion?

    One could use both abductive and deductive reasoning to conclude that after 10 years at the helm, the Dear Leader’s record should speak for itself and his win at the polls should be guaranteed. In fact, to hear him, his ministers and their cronies tell it, they have built schools, roads, hospitals, clinics, houses, created jobs, reduced corruption, honoured the constitution and most importantly they have turned the ailing economy around and taken Dominica to “the next level.”

    That the Dear leader now has to fall back on our all too-familiar election year strategy of “international airport building” smacks of desperation and almost pathologically so. This is the same strategy used by Dame Eugenia in election year 1990. PM James used it in 1999 and vowed that that Dominicans would be landing in it for Y2K reunion. This recurring election year theme has become almost satirical.

    To undergo major capital projects like that, questions have to be asked.
    1. Where is the money gonna come from?
    2. Who is going to pay for it?
    3. Can the present state of the economy handle such MASSIVE projects at the same time?.
    In the last year or so, the amount of projects that have been promised is amazing. I didn’t know that Dominican treasury is leaking money. Again change is a must, not an option.

    A state mansion was negotiated, planned and built well before election season – no positive effect on the economy. An int’l airport sorely needed to advance darn near every sector of the economy…and we wait until the 11th hour to start negotiations? Clearly a political tactic with no regards for the Dominican idiots that love their PM more than their children, country, and future.

    Though, I wonder what the ultimate self-serving result is supposed to be here:

    a) negotiations go well, so please vote us in to execute the project?

    b) we may lose the election, so let the UWP inherit a shoddy deal. The economy will downturn, folks will blame UWP for their “new-found” suffering and oh please lets vote the DLP back in!

    c) UWP rejects the shoddy deal much to the frustration of Dominicans. Lets vote the DLP back in to finally get the airport once and for all!

    d) Any of the above, because ultimately, the DLP has no real plan for economic progress, so lets talk about something, do anything that sounds like we are hard at work.

    My comments may sound cliche’ but it is never fair and moral whenever politicians maliciously seek to sway voters by te lling untruths and giving false hope. The PM ridiculed the idea of an international airport for the country because it was unaffordable….the genuine effort came from another source, that is, the UWP. All of a sudden to quell the long running goals of the opposition an international airport now becomes necessary and plausible. Come on, Mr. Prime Minister your desperation to hold on to power is ever so visible.

    DNO since you seem to be playing such an important part in selling what Skerrit has to sell, why don’t you have a session with him so you could ask questions? I know and respect Tim Durand as a balance journalist and I believe you need to ask the man questions before selling everything he says in the dark. For example, you need to ask him if we are getting a brand new International Airport or reconstruction of the current airport as ASCG’s website alluded to. Then you need to ask him where will the airport be built? You need to ask him how much money will it cost since the $300 million he signed in 2013 has other projects attached to it. DNO you need to help the citizens of this country and if you cannot get the man to answer questions, then you are to let us know.

    What I find strange is when Linton became leader of the UWP in Castle Bruce and said the party intends to build an international airport, Skerrit ridiculed the idea saying Dominica cannot afford such an airport.

    Now, probably a little over a year, if that much, Skerrit going to build an international airport.

      It appears that the Roosevelt Skerrit administration is making moves towards the construction of international airport facilities in Dominica.

      The project is part of a US$300-million deal signed by prime minister Roosevelt Skerrit with Chinese company ASCG when he visited China on November 8, 2013.

      ASCG’s website mentions “reconstruction of an international airport” among projects to be undertaken under the agreement. Other projects include a hotel to be built in Roseau estimated at US$70-million and construction of a new hospital, according to the website.

      “(The) Chinese government will provide preferential loans to support those projects,” ASCG said.

      Skerrit was accompanied to China to sign the deal by Hartley Henry, who was referred to as a ‘political advisor’ to Dominica, and Martin Charles (Chairman of the AID Bank).

      The signing was also attended by many high ranking Chinese officials.

      During the signing, Zhang Wuyang, Under-Secretary-General of Anhui Provincial People’s Government said since both countries established diplomatic relations, the Chinese government has “paid high attention” to the relationship with Dominica, strengthened the cooperation with, and support to, Dominica and encouraged Chinese enterprises to invest in Dominica. He said it was also the hope of the Chinese government that Chinese nationals would visit Dominica for tourism and sightseeing.

      He pointed to Dominica’s support of the One-China Policy which he said “builds a solid foundation for the cooperation in politics, economy and trade and culture, and made remarkable achievement.”

      For his part, Skerrit expressed his appreciation of the results achieved since China carried out its ‘reform and opening-up policy’ and re-iterated Dominica’s adherence to the One-China policy.

      “The government and people of Commonwealth of Dominica are willing to build (a) partnership of mutual trust and benefit between both countries together with (the) Chinese government and people, and make (a) joint effort to serve both countries’ people,” he said. “The cooperation must drive the communication and development between both countries to (a) deeper level,” the ASCG website reported the prime minister as saying.

      Dominica and the People’s Republic of China established diplomatic relations on March 31st, 2004.

      According to its website, ASCG is “a large comprehensive joint-stock company centralized in general contracting of project construction and integrated in commercial investment, real estate development, hotel & tourism, S&T incubation, and workshop renting.”

      Now he tells us they will Build Own Operate and then Transfer to us. So what was the 300 million loan for.

      Your god is sinking the country into un-payable debt and you sit there rejoicing. So yes we are not lemmings and we will question, because our children’s future is at stake.

    Interesting. I have been advocating this concept for a while and its teh first time I have seen any official acknowledgment that they are thinking in that direction instead of the traditional lets gets funds to build concept. That transfers the risks and financial cost to another entity but at what price. What price will we pay to have the chinese own a piece of Dominica? And why the chinese being invited and not say the Arabs? Do we owe the Chinese some sort of kickbacks to employing their contractors with such a venture? Why can’t we explore the open market and may the best consortium win such a contract? If its their money, we can be open about it. Much the same way as we are open to offers when we put up Government treasury bonds for sale. Yes, its one possible way to get such a project off the ground…Now what is the tie with this sourcing and the previous announcement by the Chinese of a loan arrangement for the International airport. Is it a fait accompli just awaiting a signature? Nothing wrong with a BOOT arrangement but make no mistake about it. It means we will give full rights to the construction and control of this airport, collection of taxes etc to a foreign entity until such time as the property is turned over to the government and people of Dominica. the government has not yet told the public those details.. Ah..here goes a piece of Dominica! Looking forward to the media asking these hard questions!
