PM Skerrit announces ‘massive housing intervention’ for south east

Six months after Hurricane Maria the southeastern coast remains scarred

Prime Minister Roosevelt Skerrit has announced what he described as a ‘massive housing intervention’ for the southeastern section of the island.

Communities to benefit include the Kalinago Territory, Castle Bruce, Grand Fond, Morne Jaune, Riviere Cyrique, Delice and La Plaine.

According to Skerrit about 400 apartment units will be built “in the first instance.”

“These were the communities that were hardest hit and we have decided to bring sharp focus to the housing challenges of the people there,” he said on state-owned DBS Radio on Wednesday.

He stated that the government has been able to identify both public and private lands in the communities for the construction of the apartments and the firm that will be building them will be finalizing contracts ‘in the next week or so.’

“We will be having a meeting with the Kalinago Council, along with the Kalinago Chief tomorrow (Thursday, March 15) to seek to get their Okay and no objections to the available land in the Kalinago Territory, as you know because of the land situation there,” Skerrit said.

He remarked that finding land in Morne Jaune/Riviere Cyrique had been difficult but small lots were found in Riviere Cyrique where some apartments will be constructed. He said the search continues for more lots.

The Prime Minister stated that the ground floor of the apartment building will also double as hurricane shelters.

“We will have an entire ground floor with the appropriate kitchen and washroom and the other amenities,” he stated. “In the event that residents have to find safety, they could certainly use those hurricane shelters that would take into consideration all of the elements of building back better and building back with greater resilience.”

Skerrit also gave an update on 1,000 homes to be built by the Barbadian company, Preconco Limited saying the Ministry of Housing will be in a position as early as next week to inform the nation on which communities will benefit.

“For example, with Coulibistrie, we are looking to relocate a number of homes and I believe we have set quite a number of homes for the residents of Coulibstrie,” he stated. “We have identified two possible sites, one owned by the National Bank and one owned by a private individual and we are hoping to finalize one of these two sites in a matter of few days.”

    The Punjabe Dr. Skerro of Enbar sure knows how to play the game. Folks, the areas identified are the seats that the survey identifies as those DLP will loose in the planned General Election. Therefore, it is only prudent that he try to make an impact while importing votes in these areas. But I am leaving him in the hands of the Hon. Joshua Francis. Josh is know as the David who will eventually slay the mighty Goliath (Skerro).

    Hello and good afternoon my people. Well we don’t need apartment buildings in LaPlaine rather we would prefer that the Government extend duty free on building materials for another year. If you want to build in LaPlaine please build single family detached homes on a quarter acre lot. My aunt reside in Bath Estate and she have a detached three bedrooms,living room ,dining room,bathroom and kitchen home which would be suitable for LaPlaine. We have enough open land that can meet the requirements on the community.

Yes my comment is my opinion and it’s based on what I know about my village. Don’t you think it’s best that if the Government decide to build homes wouldn’t it be better to build single detached homes where the owner would be responsible for maintaining the home And they won’t have to worry about a next door family who have troublesome children. If you reside in a apartment building and if the main plumbing line is clogged or damage then who is going to fix that.

      The walls are sometimes very thin, and people hear every word one speaks in their apartment. I would never live in an apartment after my first year after getting here. Sometimes people punch pinholes spying on people in their bedroom!

      But as everything else if it seems good elsewhere, it must be good for Dominica. Apartments means individual land ownership will be come a thing of the past, all designated to the building of apartments. In a city where land might be limited that might be appropriate, but in a village?

    Roosevelt knows how to play in the mind of his gullible supports, and the no ambition people who like to depend on him for getting his free handouts, which keeps them poverty stricken. It is almost election time, so he is making all sorts of lying promises.

    Before Maria, there was  Erika which caused a tremendous amount of damage. After Erika he promised to move mountains, and give everybody new houses. He had artists renditions, and drawings as usual on DNO making people believe the new communities were already built and occupied by the displaced persons.

    I remember receiving one such picture from someone in Canada who try to impress me that the homes are built; my question to the enthused of this new tactics, where are the houses Roosevelt supposedly built for the people of Petite Savanne? 

    Where are the white plastic building the Venezuelans dumped in Dominica after Erika; more promises from a liar that only foolish people will believe!

        Right now I allow who I wish to do whatsoever they wish to do with it. For your information, the millions of dollars of property I own in America, Ma John land is like a drop of rain in the ocean; it does not mean squat doodle to me; spread too let it be know that I took care of both my mother and grandmother financially while they lived, and buried them when they died.

        Nobody in Wesley had to beg, people to throw up money to bury them, I still have copies of my citified bank drafts I sent home to pay the place you all funeral home. Richard who owns it late mother was my aunt, he can tell you I paid to bury me parents, nothing to say to me!

    All the ordinary man needs in order to help rebuild is duty free concessions on building materials from the local suppliers (The Nassiefs, Astaphans etc). Everything that can be done to ease the burden of rebuilding is most welcome. The people needs to be empowered to help themselves.

    When Roosevelt suggest intervening in the building of houses in the South Eastern section of the island, am I to understand he is going to simply get between the residence private efforts to rebuild, and simply build as many homes and give the houses to the people; or the plan is to build, and the recipients pay for that which they receive either over a long term period; or in the interim?

    And what about people in the North Eastern villages of Marigot, Woodford Hill, Calibishie and the other villages where there are people who suffered as much damage, and are struggling to get their feet back on the ground; are going to also be recipients of such aid, grant, gifts, the opportunity to pay for the houses that they too should benefit from?

    Our beloved island was ravaged by Hurricane Maria and most of what I’ve read since is negative and does nothing to improve the lives of most Dominicans. We all love our island and it’s going to take all of us to contribute to it’s revitalization. Now is the time to bring forth big and bold ideas instead of the constant drumbeat of arguing amongst ourselves. I’m really hoping the Govt will take the lead in inviting all Dominicans willing to participate in a brainstorming symposium where the best ideas will form a blueprint for the great Dominican awakening. It’s time to start looking at the brilliance of many of our people as one of our treasured resource. Together we can all build a new Dominica!!

    There are 3 bridges on the west coast ( how does Lady drive on them every day and don’t say anything to Skerro) they are yet to be fixed since hurricane Erika , roads impassable, hospital without doctors, nurses and little medication for the masses, sports and culture non-existent, education the lowest its ever been in Dominica, agriculture abandoned , tourism poor and the citizen hopeless. The list of Skerro and DLP failures are so long , DNO does not allow enough space to write them all, so I will write them in a subsequent posting.

    Still there are Dominicans who can’t see through that thick Curtain of trickery. Ask yourselves, why can’t more Dominicans afford to rebuild their homes?
    Apartments may be a temporary solution but in the future this will be a major complication for families owning and procreating in those apartments. Apartments are more suited for Urban areas where ppl live short term and work and build their dream homes on their own piece of land whereby raising their standard of living and personal wealth creation. It would seem that much less Dominicans have hope at all of owning their own house and land and Skerrit seem to be satisfied with that.
    Many Dominicans have a bit of difficulty looking beyond immediate circumstances and PM Skerrit himself is the anithesis of a Visionary.

    When you try to force your ideas down people’s throats without any serious consultations with the people who are going to be directly affected by your decisions and actions, you are going to meet with resistance. Nobody likes to be bullied. It is total arrogance for you to decide what’s best for me. Any relocation of an entire community wound profoundly affect the people’s lives. Keep town hall meetings to discuss the pros and cons of relocation., the types of structures to be built, green spaces, access to recreational facilities and the likes.
    A good leader should have vision, integrity, humility, courage and focus. He/ She should be articulate and fair-minded. Does Skerrit possess any of these qualities? The answer is a resounding NO!.

    Even trying to determine how big the issue currently is causes headaches. We live in an era where the bounds of the gov’t have been stretched to the extent that one can’t tell where the gov’t ends and the private sector begins – whether it be in housing, education, tourism, infrastructure, building, construction or otherwise. The gov’t has created numerous types of entities that share public and private characteristics. Getting a handle on just how many of these types of entities exist is mind-bugling.
    A few originating from gov’t are the “quasi-official agencies,” and the “gov’t-sponsored entities,” among others. Additionally, there are other “instrumentalities of indeterminate character.” In most instances these entities are engaged in activities that would be better left to the private sector. Doing so would save taxpayer money, better enabling the gov’t to focus on what it is supposed to do, i.e., those activities that are specifically enumerated in the Constitution.

    In the Communist countries dictators usually set buildings on fire so they could build for victims in other to get them dependent on them. They will vandalize places and say is an opposition planned coupe and even arrest members of the opposition for political advantage. They will use humans as war victims by putting them in strategic places they know will be bombed by the adversary, just to be seen as a hero and for political mileage. I hope that the Skerrit I once voted for is not introducing us to that behaviour ? That’s surely not a good sign. It’s very scary

When will the Honourable Prime Minister realize that had he involved the stakeholders of the country, to include the Opposition, the DAIC, Hoteliers and other businessmen, teachers, etc, there would have been far more progress. Let’s face it – the country is in disarray; he is the Prime Minister, the country’s leader. Therefore he must shoulder the responsibilities, successes and failures.

      I don’t usually take things from people because it is free. I much prefer to pay my way through.

      We do not want another Venezuela on our hands where people sit on their lazy duffs and wait for the government to give them things. One never gets ahead that way.

        First of all, I want to believe that those projects will give jobs to many local people. My sister’s husband works with home construction–he employs quite a few people from our village, and he works all year round, except when his Primary Employer takes a vacation. far more so for now. His family house was the only one which did not suffer the wrath of Hurricane Maria because it is completely built with concrete.

        But I completely agree with you, pertaining to the “handout” idea; this is one of the things which I do not understand about our Government. I am confused as to why or how the government can simply spend money to build houses to give to the people–without a monthly charge for rent, small as it may be.

        I am thinking that some or part of the money which goes out should be able to return, through revenue, I hope that my understanding is wrong about this handout projects

      Are you saying the villages mentioned are not all in the rural areas or do you simply want to feel smart? I don’t see where the term urban was mentioned in the news article–so maybe it wasn’t all that smart to mention the differences.

    Skerrit can call elections at any time now , the opposition and people of Dominica are waiting vote his one-man party out of office.
    I am from Mahaut and I voted DLP last elections, but not this time around, I know that Skerro has given every minister $2 million to start running their campaigns . So they are going around handing every one who is above 60 years old $400 a month until June 2018. I know that things are hard in Dominica now and we really need the cash but I have taken an oath to resist that temptation of bribery and hold-out until election day, to vote them guys out of office.
    Join me Dominicans in my en-devour. It will worth the wait for a better Dominica. Country before self and party.

    Everyone in the diaspora is seeing how fake Skerro is, it seems like we need to go home to open the eyes of the cool-aid drinking Dominicans to get them off their behind and see Skerro for what he is . A Big Con-Man . We have heard that kind of talk before every election that Skerro has been involved in. How about the houses for the people who were swept away by the landslide in the south? So long that happened and nothing up till now.
    Skerro you have fooled the people for too long now and you will be voted out of office this time.

      Prime Minister Roosevelt Skerrit is not anywhere a god, but the Lord God of Heaven and Earth gives His people Hope, especially in the most difficult circumstances–the time that all of us are seeking deliverance from Him. We people in Dominica need to know the hope, from God, and to be faithful with patience until that hope from God is fulfilled

      We never know the movement and the length of time that God’s fulfillment of His hope to us will manifest, but He gives us tolerance, endurance, and self-control to hold on to our hope along with joy and peace of His Love to carry us along the hard journey.

        However, we are called to speak our hope as God has given it to us, that is what PM Skerrit does all the time, but you ungrateful people, who have no connection to the God of Spirit, in Love, Truth, and Holiness, you all continue to speak against the Prime Minister’s hope which he receives on you all’s behalf.

        No wonder those hope of his, cannot materialize, because it would be for you all sake; for where would God find the glory which He wants from all of you, even PM’s Skerrit’s supporters; when you all do not know what is that glory, which I speak of.

        So God cancels them until you all can come to your “spiritual sense to know that the project or work for the better-ness of our Country, was, is, and will be, fulfilled by the Will of God, through the hands of men But O God, how long!     I have said before several times on this site that the ONLY person that benefit from Maria is Mr. Skerrit, as he continues to use Maria as his political platform to hide in office, like he did with Erika. Maria destroyed all of Dominica and I am happy for everyone that gets help no matter where they are located. But when one looks at the constituencies to benefit and the timing of those 400 apartments on the Eve of announcing an election, I can’t help but cry foul on Skerrit for using the desperate needs of the people for political advantage. These four constituencies, Carib territory, La plain, Castle Bruce, and Morne Jeaune are all very shaky and apart from the territory, all others without imported voters, would be won by the UW P operation. He carefully and systematically delayed the recovery after Maria and motivated by the election results of Grenada, Skerrit seems to have gotten everything in place to stat building and call election

    I don’t pay much attention to what PM says these days because I feel he missing his migrated wife and our foreign based first lady Melissa.

    Concerning the houses to be built I believe the PM should shuffle his cabinet and move Hon. Francine Barron from foreign ministry and make her the Minister for home affairs so she could be directly responsible for the new houses to be built.

If our locals had been contracted we would have built at least 200 of these houses in the time. but all you fellas have to get all you cut from the money so all you send it to them bajans.     Ghettos mister is planning stuffed with people that have to vote for him because they have nothing else. Who will own these homes or will the occupants be tenants that have to pay rent to government? Who will maintain them like painting on time, fixing windows, doors and plumbing? Where is their sewage going? Will there be streets and streetlight and who is going to pay for water and electric? Did you consult anybody who is supposed to live there. And where are they suppose to work to earn an income? All of a sudden you come with this and nobody knows anything about it. I feel sorry for people because I certainly would not want to live in a place like that. Would you and your Ministers? I don’t think so. You will say I’m negative because I don’t want you to help poor people but this is not helping them but put them in purgatory or worse.

    According to Skerrit about 400 apartment units will be built “in the first instance. I hope when the PM made that comment he meant houses. You cannot take people out of private homes and put them in an apartment it won’t work. Dominica and the USA or London culture is different. People want to plant a garden as much as i hate to see it but hang clothes on a line. When you in an apartment building you are very restricted. Mr PM I know you mean good and want to help your people but please don’t change our way of life. People in the country not use to being in apartments. It sounds great but it’s a recipe for disaster.

      You don’t understand that 400 houses would need a lot, lot more constructing space, than one building with 400 units. When we are able to provide for ourselves we can choose what will make us more comfortable, but when we have none, we have to learn to accept what is given to us–bottom line!

Can’t you not understand that if there was an enabling atmosphere for investment and there was work in the country people would be in a position to choose for themselves what they want but the government either by design or ineptitude has made it so the people have no choice but to wait on them.
