Roseau Enhancement Project delayed

A project which was expected to begin in the “first quarter of 2015″ will not go ahead as planned.

A Memorandum of Understanding (MOU) was signed between the government of Dominica and NSG Management and Technical Services Ltd of Barbados in October 2014 for the upgrading of Roseau and Portsmouth.

Consultant at the NSG Management and Technical Services Ltd, Ian Fields said at the signing of the MOU, actual construction on the project would begin in the “first quarter of next year.”

But Tourism Minister, Robert Tonge, was unable to give an update since he said a committee has been assigned the task to examine the project and is scheduled to meet soon to discuss it.

“So once we have that [meeting] we can have a better idea as to exactly where we are,” he told DNO on Thursday.

The Roseau Enhancement Project was described as a comprehensive Plan comprised of a number of different projects related to the urban infrastructure upgrading and enhancement to include the road network, bridges, drainage, street lighting and streetscape of Roseau the improvement of the flow of traffic in Roseau among others.

At the time of the signing of the MOU, Chairman of NSG Management and Technical Services Ltd, Stephen Hobson said that Dominica’s decision to upgrade both its towns could become a model for other Caribbean islands.

    Hate to say this, but I would have been surprised if the project had started onetime. Hopefully this project comes to pass, because our capital does need a little facelift / sprucing up

    We are really living in a fools paradise – In Portsmouth we are the upper class residents of the Fools Paradise. In other words we are suckers with myopia. In October of 2014 Rodney street was dug up for repair and upgrade. The project has been halted since December and there is nothing going on. Rodney Street is impassable at this moment. According to the contractor they are waiting on the “levels” from the engineers. Well that makes no sense at all unless one lives on a fools paradise. How do you start a project without the most vital parameters – elevations, dimensions etc.
    But what was most interesting to me is that at the time the government desperately started the project on Rodney Street they were declaring that the Portsmouth Enhancement conceptual designs – no actual design. Rodney street would obviously be a major feature of the Portsmouth enhancement plan yet Rodney street was dug up out of desperation as the government was too busy trying to fool people.

    it is a pleasure to announce the construction of a new football complex for the next world cup with a capacity of 50,000 seat, finance by “Fool you LTD” from MAlaysia !!also a state of art “Space base” for the new “moon tour” attraction , the opening of the 600 rooms luxury hotel on the top of the Morne Trois piton” finance by a guy which we don’t really know but apparently Mister has money ” and finally the increase of the Public work force salary by 50 % before year end. NONE of this is true, but it sound good anyway. and there is more to come stay tuned!!!!

    Everything takes time and has to take its course. This is a huge undertaking which will cost an exorbitant sum of money. At first it looked like the project would commence in the first quarter. Now it is delayed. I suppose there is obviously a good and acceptable reason. A matured adult would comprehend that and hope it will commence as soon as possible.
    Have confidence. Do you think the PM would deliberately lie to you? You must learn to give him credit rather than criticisms. As nationals, project your patriotism, cooperation and encouragement. Your comments lack these attributes.

      The city of Plymouth and surrounding villages perished, the old municipal Airport no longer exist, however, in less than twenty years the people of Montserrat a population of less than ten thousand people has already rebuilt a capital city called Brades!     A woeful litany of projects that keep on being deferred by this government: geothermal energy plant, abattoir, indoor sports facility for Roseau, new hospital, Roseau River promenade, road and sidewalk rehabilitation in Roseau, new call centres, 2 ships to transport agricultural produce, feeder roads, and the list keeps growing

    What did I say about our nation leading the world in everything? We are always out front running, but sad to say this is another of our foolish ambition to lead the world; which has starts at the beginning line, and end right where the race began. Has Hobson ever been to Trinidad, Barbados, Jamaica, even Guadeloupe, and Martinique, I wonder if he ever visited Puerto Rico?

    Well in October of 2014 – plans were supposedly on the drawing board, MOU was signed, Conceptual design was made public, first phase of project assigned to Emmanuel Nanthan’s brother at over $100 K higher than the lowest bidder. The retaining wall section was built by George Nanthan in record time. Gullible Laborites swallowed this crap line hook and sinker – what lse the minister need to know about the project.

    As far as Skerrit and the DLP machinery are concerned, Dominicans are too dam foolish. To help a fool get some sense at list three of their five senses MUST be responsive. They are: hearing, seeing, and feeling. Since Skerrit and the DLP want to keep them that way, they have succeeded in preventing them to listen to Q95 so they don’t hear the truth, they blinded their eyes with sewo so they don’t see the precipice and would not be able to tell the difference between a 6 and a 9, and then he made them feel good by promising them tablet, enhancement projects, International hotel, State of the art hospital, coffee plant, abattoir, just to name a few.     How in heavens name could they have announced in October 2014 construction was slated to start in the first quarter of 2015 and now that the first quarter in all but over, they are now saying it is put off to a later date (if ever).

    If the statement was so late in the game one would think all the plans, studies and financing were in place to see the project to fruition.

    Do these guys have any credibility left. I thought that “promise everything under the sun” type of politics was dead.

    These are the things that UWP should be making noise about rather than those useless protests they have embarked on. Another promise made, another promise broken.

    Months i reading about de project on social media.
    Nothing was approved yet de company have our country name spreading in their foolishness.
    Lack of accountability….you spoiling your credibility.

      We already have too may committees and meetings, everybody writing reports that don’t mean anything except to extract money from donors. Meeting, meetings free lunch at the Fort Young for boys and girls, while more than half the country is not working. Everyone wanting to look and sound important and we haven’t got a potcham to pee in. Boy, I love my country too much just to let go but often I’m tempted to follow senior counsel and move to Florida for an easier life. When will it stop, when are we getting real?

      I do not see how the poorest, the most backward place on earth is going to splash paint on some old buildings, and that is going make Dominica a model in the Caribbean!

      They lie, and fool the unsuspecting so much; that they fool themselves in the process, and believe their very own lies!

      When people hear Skerrit gone on high powered mission looking for investors; they sleep with one eye open, waiting to see what he achieved: Gone to Malaysia, looking for investment, not knowing the Malaysians themselves need help, speaks volumes, and proves how naive, and ignorant Skerrit and his cabal are of what’s happening in the world around us and the world economy.

      Yeaaah, a model for how politicians can mamaguy a dumb electorate while enriching themselves with impunity. I have a simple advice for Dominicans: just bend over, and grin and enjoy your just deserts for the next five years.
