Sixty apartments will be made available in the Bath Estate and Elmshall area when the housing project is completed in June.
The Government-funded project which began in September 2013 is being undertaken by a Chinese firm, the Shanghai Construction Company through a soft loan from the People’s Republic of China.
Sammy Ye is Marketing Manager of the company.
He said, “In Bath Estate, we finished most of the internal decorations and only have the landscaping left; we are starting that now. ”
The same is true for the Elmshall project.
The project which comprises 36 apartments in Elmshall and 24 in bath estate are all part of Government’s commitment to provide adequate, affordable housing to Dominican people, through its Housing Revolution Programme.
The apartments form part of an urban renewal project by the company which included the construction of the Dominica State College and the new State House.
It’s a new style of housing for Dominica, one that uses light weight steel material.
Ye says Dominicans can feel confident that the technology which is being used in the United States and in China is durable and can withstand Dominica’s climate.
“This structure is a very nice design. You can make any style and it withstand earthquakes.”
The structures are prefabricated and assembled on site.
When Dominica’s leader revealed plans for this project two years before its start, he cited the main reason as assistance to single parent families struggling with high rent.
He said then, ” When I speak to people about the amount of money they have to spend on rent in some small apartment, there is no way these people will survive. The Government recognises that challenge and we’ve gone ahead and started to build apartment to provide for single mothers who have to pay $1,000 or $950 for a one bedroom or two bedroom home in the capital city.”
With a team of 10 locals and 30 Chinese nationals, the company hopes to hand over the apartments to the Government of Dominica in the coming months.
Work on the main structures began in June 2014.

Sixty labour families at an average of 4 individuals per house will easily translate to 240 votes at some stage. Political strategy you say. I could not understand why the sudden and abrupt change from DBS Radio to “Right on Cue”. Some a very bright red flag was raised whilst reading the captioned story. Now I understand why. Thirty plus apartments in the immediate neigbourhood, “peace and tranquility” will be disrupted on top of that the contract was not renewed on the basis of having passed the age requirement. Therefore “birds of a feather, flocked together”. Now I understand why the calypso commentaries were not good for DBS Radio.
No drug dealers and dumping garbage on the grounds. All apartments must be sold, people must fill they have a stake in the building.

The big question is how did China get to enjoy 2.2 trillion us dollars in foreign reserve. How does China boasts of more than a million billionaires. Because they are a hard working people who is not letting even a communists dictatorship keep them back. Because they have increase their exports over a 100 fold.
With over 1.5 billion people they could easily depend on internal trade.
The only way we can boost our capacity for capital expenditure is through import substitution and export by the improvement and expansion of the private sector including the tourist sector.
If a central planning and central control economy like China can do it. Why can’t free enterprise Dominica do it. If we follow the China model our per capita income would go through to roof.
