Minister for Carib Affairs and Parliamentary Representative for the Salybia Constituency which includes the community of St. Cyr, Ashton Graneau, is pleased with the progress of works on the St. Cyr Resource Centre.

The St. Cyr Resource Centre is one of six components under the Carib Territory Capacity Building Project currently being implemented.

Graneau stated that the Dominica Labour Party Administration recognized the need to construct the facility for the people of his constituency.

“Work is progressing satisfactorily; they have done all the major works and what is required now is the roof and that is where they are. So soon we hope they would be completing by October based on the contract,” he stated.

When completed the St. Cyr Resource Centre will house a modern pre-school, a post office, a cultural performance and community activity auditorium and administrative offices for the St. Cyr Development Committee.

The project is funded by the Caribbean Development Bank to the tune of $1,445,575.39.

The contract for construction of the facility was signed on August 8, 2013.

The contracting firm is Ace Engineering.

I am looking forward for the Government of Dominica to use the facility as means to provide full-time employment for the Kalinago people. We need more gainfully employed and independent persons in the area.

The St. Cyr community Resource center it is part of a wider project the Carib Territory Community Capacity Building Project, that was launches in 2008,there were several components to that project to include the St.cyr resource center, the Bataca Resource and training center, the road from the Salybia church to the Kalinago Barana Aute’, to resurface part of the horse back ridge road and to build a continuation from the horse back ridge to concord village joining the main transinsular road that lead from the airport to Roseau. There was a component of enterprise development that i never saw as well as a retrofitting component that was very poorly built the project had a lifespan of three years and a steering committee was in place when the new chief and the new projects officer from the so called ministry of Carib Affairs too up their respective positions as well as Minister Graneau himself. The project found itself lagging behind so much so the period of time for implementing the project had come and gone, there were no more funds for keeping the project staff they to had to surrender their services, while a poor housing retrofitting exercise was conducted, a narrow road to Concorde was built, the stcyr community center still lagging behind, no sign of the Salybia to k b a road, no sign of the Bataca community training center, no knowledge of the enterprise development component, yet you are trying to blow your pipe, you should be ashamed of the failure, you, your Ministry and the Carib Council you and your government put in place, has failed the territory so badly and have 8.5 million dollars going down the drain just like that.

The reason for such a huge difference is that the C D B has regulations and stipulations that guides the project, but in this case is who will bell the Cat?

The PM always has the best interest of the Kalinago people at heart. It is my belief that this is just one of the many facilities to be constructed in the Salybia constituency.

It doesn’t matter which political party is in Government, it will be something the people of that constituency can be proud of. It will always belong to the people of the community regardless of which party is in power. Small minded and colour blinded people like yoy see everything blue. Change the lenses on your outdated glasses(spectacles)

        June 2, 2014

I agree with the fact that it will belong to the people. That’s what will be in place once Team Dominica is elected. The narrow-minded, low critical thinking and colour blinded people are those in government and their supporters. It’s real sad coming home after studying and seeing the condition of the Marigot hospital, the closest hospital to the airport. It’s an utter disgrace, why? because its a SURE, UWP seat? Why don’t you go change your lenses, because you have not seen this attitude from Team Dominica BUT it keeps repeating itself with this disgraceful Government. “Home sweet home”? I cant even say that when arriving here anymore….Change is needed…….its a must.
