State House project on schedule – PM

Rendition of what the project will look like upon completion

Despite changes to the original plan, Prime Minister Roosevelt Skerrit said work on the $27-million State House project is on schedule.

Prime Minister Skerrit along with members of his cabinet toured the project site yesterday.

He told the press that adjustments are currently being made to the certain components of the facility.

“Clearly the housing component for the commission would have started already but the government has made some changes. In the process of engaging everybody, the commissioner raised concerns about adequate space and while we do not necessarily agree, we have taken their concerns into consideration and they have been patient with us. But having not made those changes, you would have seen the advance state of the construction of the project, but we are satisfied with the project,” he explained.

The Prime Minister pointed out the next component of the project is expected to be the Dominica State College. “The second component of the financing has to do with the State College and we are well on our way with that project. We are excited about that component of the State College project that will certainly improve the environment for learning for our young people, because education is critical for a country’s development and clearly we cannot be in the second decade of the 21st century and still have our students in less than comfortable accommodation particularly with regards to the technical wing of the college,” he remarked.

He thanked the government of China for providing the funds for the project at ‘concessionary rates.’

Skerrit said that contrary to statements in the media, the project has provided economic benefits for Dominicans.

“People were saying that there is no impact on the economy with regards to those Chinese-funded project but when you look at the West Coast Road and the extent of concrete works, and the number of local people employed, no one is talking about this,” he said.

Skerrit said all the aggregates, stones and blocks for the project are being purchased locally.

“When you have such a huge project and all that remains in Dominica in terms of the purchase of goods and services, you can imagine the extent of economic activity,” he said.

The State House facility is expected to comprise of residence for the President, the Electoral Commission, Police Service Commission, Integrity in Public Office Commission as well as a conference centre. It will be completed in May 2012.

    I was reading a book about the mindset that keeps people poor and another keeps others rich.

    Poor mindset- Always seeks luxuries first(big tv, nice house, nice couch, nice car etc), which usually turns out to be a burden later down. Because these luxuries are often financed by debt, and paying back becomes a burden.

    Rich mindset- Always invest in revenue generating ventures first,and then the luxuries come as a results of the extra revenues. So no burden stemming from debt is incurred.

    I think we in Dominica and in particularly our leaders is suffering from the Poor Mindset syndrome. Acquiring luxuries for Dominicans(state house) financed by debt. When in reality they should be investing in revenue generating ventures, which would not only increase gov revenue but create jobs also.

    The question the PM must answer is how much of the 27 million is benifiting the Dominican economy. Let us in on the payrol; How much building material are we talking about- the chinese cshould not even talk about this. If we are paying for the loan the country and the people should be enjoying the expenditures we shouldn’t have to be waiting for crumbs from the Chinese and Skerrit table. No where else can this happen.

    One question…What are the plans for the Public Library?
    I am only asking because from what is known the entrance to the existing state house is directly opposite the dilapidated Public library…..it would be a shame that the entrance to such a beautiful building be marred but the unsightly Public Library!!!!

One question to the PM and other leaders,” Whilst building the roads, Don’t you think it would be beneficial to have the telephone cables run below street level, taking into consideration that with every hurricane season telephone connection to the island is disrupted”?

    i still dont see any solar panels, solar water heaters etc on the roof, will it have solar lighting in the grounds, will any of the roads up and down thew island have solar lighting. or is too much to ask.

    The Big Picture. The DLP Govt. borrowed $27,000,000.00 from China. The loan would have to be paid back overtime by Dominican Tax payers. Govt. awarded Chinese Construction Co. to build that project,”The State Palace.” Local Construction Cos. cast aside although they could do such a project easily and professionally.

    No Tendering of that project. Local contractors, engineers, masons, carpenters, painters , handymen no chance to even get the job. That is the treatment We construction workers face.

    So Dominica do not have competent and hard-working construction workers and professionals to do the job, since it will be Dominicans who will be the ones paying back?

    There is an underlying reason for building that non- priority project. Let it be told. Dominicans advocated, pleaded for those funds to be diverted to more productive, revenue- earning use, given the poor state of the economy at present. Our Food security issues are sliding down the drain. Agriculture on the back-burner. The standard of living of the majority of Dominicans are declining.

    Looking at the Photo of how the State House is expected to look upon completion; well is unbelievable. If you really look at lanscaping, you will notice that the Palace will not look as half as good as it is on the photo as there is not enough space,in the area it is being built. Nevertheless i anticipate something beautiful.

I came back to Dominica last year after five years and I most definitely saw some major changes and improvement and that made me quite happy. Those of you who live in Dominica may not see it but those of us who live abroad do. Be thankful for your Prime Minister; he’s only human but he’s doing the best he can.

    I would have been more impress with a state of the art hospital in the North with state of the art equiptment and available medication to serve the patients who seek care. It is indeed a shame that one can go to the hospital in Marigot and you are told there is no doctor available and treatment?, God help us, limited or broken medical equipments. I hope they are reading this because I know can and should do better.

    That looks beautiful. Barring natural or man-made disasters, this project is sure to last over 50 years, thus making it a good investment. Those who favour using the $27 million for recurrent expenditure, should realize that recurrent projects require as much funding every 10 years. For example: the same roads built by Premier Leblanc and PM John were the same ones rehabilitated by Dame Eugenia Charles, PM James and now PM Skerrit, costing hundreds of millions.

    It’s about time we improve other areas of our infrastructure. My only concern for this project is the parking space. I hope that adequate provision is made to accomodate parking for the offices and convention facility. Looking forward for the next big project.

    why not use that 27 million to fund the cancer project and stock up the PMH,Dominica has survived many years without a state house,where as number of people have to seek better treatment else where because of the lack or resources…whats about the people who have recently been affected by the flooding, how about the roads and the dangerous cliffs..think about the people of Dominica they are the most important..its sad to see that the state house is priority and the health depart has to seek funds for cancer project…smh…

    I do not know how they say the money is staying in Dominica in terms of purchase of materials. The chinese bring in everything in containers from China. So I want to know, which hardware stores are they buying materials from in Dominica. I see them at the College every afternoon with their containers from China, even the blocks they make, whether up to specification – I dont know. No wonder they buildings dont stand up to earthquakes. Someone answer me, please!

    It is really scary reading the comments regarding this building. There is a saying ” The greatest trick that the devil pulled, is to convince Man that he does not exist”.
    For all those thanking God for skerrit, God has nothing to with all this. Do you really think that God is the non believing Chinese to our rescue? Not the God of Abraham.
    It troubles me that none is concerned about the real cost of all we are getting because I fear the time will come when the real cost will be revealed and it will be too late, nobody gives for free.
    It troubles me that the head of state, the police, the ipo and other legal and security apparatus are all to be housed in the same compound.
    It troubles me that after the speech about people trying to overthrow him and that the time when he will take action is fast approaching, that he will declare himself president for life.

    Beautiful building.. this is gonna enhance Roseau. .I am not quite sure where they are building it.I dnt support everything tht gov’nt does, but every country has a state house.. I dnt see what u all are complaining about.. even if the gov;t build the state house now or 5 yrs from now it still has to be built one day,, So y dont they just build it now while they have the funds for it..
    Dominicans complain so much about the stadium now they r the same ones who go in dere and take dere foot for creole festival..

      People, what building would have survived the magnitude of the earthquake that took place in China then? I looked at the construction daily for about a month and they used serious steel in it, so at least that is great!

      I didn’t want to say it explicitly, but a ruler’s palace is what came to my mind, as well, when I came across the article….I wouldn’t necessarily say the second half of your statement, since I do not see Skerrit as a “dictator” in the way that true dictators of recent and ancient history have acted (just look at Papa Doc and Trujillo, for a Caribbean reference point). But this is unquestionably meant partially as a monument to Skerrit’s reign, and it will be remembered, for good or for bad, as that.

    It looks good…

    But i have to look at the bigger picture when i see this things happening. Its a concessionary loan, as with every loan it will have to be paid back. Commonsense tells me that if you keep borrowing and not increasing revenue to pay back the loan you will eventually end up in trouble.

    So what i am seeing is an increase in national debt, with no long term economic and revenue expansion plan. Which will only end up bad for Dominicans in the end; IMF with their austerity programs. By now everyone knows what these programs are; raising taxes, gov job cuts, privatization of country’s utilities and resources

      And when all the dignitaries they saying can now visit and stay there. How would they get treatment heaven forbid one of them fall ill and the hospital is in such a mess. Will they have time to hop on there jet back to their hosptial back home or will they dies in the nice mansion. The State house could be built but does it so to be so extravagant that Dominica can handle. Remember that this house has to be maintained over the years. Biting off more that we can chew could be disastrous. Some of that 27 Million could have been used for other projects around the country and the State House could have still look good along with an improved PMH etc. Spread the funds around man, not all the eggs in one basket.

      A grand museum would be excellent. We have wonderful artists (Moses, Etienne, Roger Burnett) on island, and if some of their work were put together into a really impressively designed museum, that would be fantastic. And a natural museum! Yes, that would be fantastic. Our entire island is a kind of living museum, and yet I certainly think an “official” museum would be a fantastic and logical way to get people to re-examine the beauties we have around us–beauties that can vanish quicker than many may think.

    The money spent of this state house could have been spent on sewer processing plants for the entire country, instead of letting all that sh** go into the sea, that is what I call development, not a state house. Again people who lead this country are short sighted and all they see is what is in front of them. Oh well as I have always ask myself what I am going back to DA for.

      For your information that project was done in the late 1990s when DOWASCO dug up all the roads in Roseau and the environs and a sewage treatment plant was constructed along the northern lower course of the Roseau River’s mouth. That is why anyone who has stayed in Dominica over the last 10 to 15 years would know that.

        You speak as if Dominica is centered around Roseau and Environs only.Do you know what is the sewage disposal situation in other parts of Dominica like the west coast from Massacre to Capuchin and from Pointe Mitchel to Scott’s Head. A large majority of the residents in those villages do not have toilet facilities and the public conveniences in those areas are in various states of dilapidation. “True’s” comment make much more sense than yours. This money could be better spent on a large majority of Dominicans to better their lives than be spent on a state house that would benefit only a few. We all know that only a select few Dominicans ever enter the state house, some Dominicans never will. Presidents of the past have chosen not to live at the state house and even if they should now decide to, we do not need a mansion. It seems as if we are going back to the colonial years when the Big Whigs” showed their dictatorial/ colonial/ slave-master characteristics by building the biggest of mansions. And do you mean that there is no qualified Dominican contractor capable of building a Dominican State house? Do you see where the interests lay?

    Seeing is believing and confirmation that the State House is well on its way to completion.
    What a beautiful setting. The buildings are beautiful. They are a beautiful sight and will enhance Dominica’s beauty. When completed it will be a Jem, another pride of Dominica and will be worth visiting. I cannot wait to see and visit this one. In time it will surely be called a historical building.
    If similar projects continue to be constructed in the future, Dominica will be the envy of the Caribbean. I would love to see/hear this occur in time.
    The PM has a vision indeed for Dominica. I visualize that he too loves beauty and who should not if they want what is best for Dominica.

    Deviating a bit, we in Canada are celebrating this weekend “Thanksgiving Weekend/Day”, the Monday being the Holiday.
    In Toronto the weather is warm; no snow yet. As I write this I feel warm. This type of weather before the frost is called “Indian summer”.
    It is unusual to have such warm weather in October (also referred to as mild weather) for Thanksgiving. The weather could have been cold and snowy either before or during.
    God is giving us a sunny weekend as well after the hot and humid summer. I thank God for that. Then after that I assume, watch out, the weather will change. Whatever type of weather we are to enjoy it for it could always be worst.
    Our Lord Jesus Christ said, “In all things give God due thanks and praise.”
    The beautiful State House which will soon be completed is also ample reason to thank and praise God for. It will serve a necessary and important purpose. God bless all, again!

      You easily see the cost we are paying for accepting those Chinese Funded Projects. If you browse throuhg town, well i dont think its town anymore, u can already call it “China Town”, nevertheless you will notice that most of our local businesses have been demolished. The thing is, all decisions you take have benefits as well as disadvantages.The question is, “Does the benefits surpass the loss by a great extent that can move our country forward and increase the rate of develpment?”, because if we gain as much as we lose, then there is no point in the chinese being there.

    I agree with a poster below that the State House design looks gorgeous–a true building to go down in history books and tourist pamphlets. It’s palatial, really. If it can be even a brief stop for photos for tourists on tours, it will add something interesting to what we can offer to show non-locals. Despite the numerous allegations against his name, Skerrit will definitely be visibly remembered, at least, for creating this masterpiece of architecture (if it is finished, of course).

    But I’m just concerned that this is first on the list and not the college. A state house is important, yes–but our college on the hill has needed significant help for a long time, and I would have preferred to see it helped first. And 27 million? Wow. If a portion of that were going straight to the college’s repair plans, as well as to other tangible repair projects, I would feel less irked at the sense that such grand projects are going on while poverty rages around it. Yes, he has made jobs on its construction, and it will offer jobs afterwards–but something just feels wrong, instinctively, when such pricey projects go up against the salaries of many people on the island.

    We’ll have to wait and hope the other projects indeed get done.

    This man has vision and foresight with regard to where he wants this country to go. Best time to take advantage of the Chinese generosity and get such projects funded. Such projects will definitely give Dominica the 21st century look and is much cheaper to fund now rather than later when interest rates will have escalated to such an extent that small countries like DA won’t even be able to have a look-in on getting developmental loans to advance our country.
    Well done Skerro, you continue to dumbfound your detractors.

    This is really cool, “The Prime Minister pointed out the next component of the project is expected to be the Dominica State College. “The second component of the financing has to do with the State College and we are well on our way with that project. We are excited about that component of the State College project that will certainly improve the environment for learning for our young people, because education is critical for a country’s development and clearly we cannot be in the second decade of the 21st century and still have our students in less than comfortable accommodation particularly with regards to the technical wing of the college,” he remarked”
