The community of Silver Lake is to become a model for other communities in Dominica when improvements to housing in the area are completed.

The Government of Dominica on Tuesday October 8, 2013 launched the Silver Lake Housing Initiative at a ceremony in the heart of the community.

The Silver Lake Housing Initiative is a continuation of government’s drive to improve the living conditions of all Dominicans.

The $1-million project is done through the Ministry of Lands, Housing, Settlements and Water Resource Management in collaboration with the Ministry of Social Services, Community Development and Gender Affairs.

At the ceremony, Prime Minister and Minister for Finance, Roosevelt Skerrit, declared that Silver Lake is no longer a forgotten community to be looked down upon by others.

He said the government will continue to give Silver Lake the attention it needs. The Prime Minister has confidently stated that in spite of opposition, government will not change course until poverty is completely eradicated in Dominica. Prime Minister Skerrit has maintained that under his stewardship, state funds will be utilized to develop the lives of the people of Dominica in particular the less fortunate.

Parliamentary Representative for the Roseau South Constituency which includes Silver Lake, Ambrose George, described the launching as a historic day and a day for which the people of Silver Lake must be proud.

George, who has ministerial responsibility for Constituency Empowerment, views Silver Lake as a special area and said that improvements in housing will make a significant change in the lives of the people.

Minister for Housing, Reginald Austrie, said that when he first visited Silver Lake three years ago, he became emotional when he viewed first-hand the conditions in which residents were living.

Austrie said that with the guidance of Prime Minister Skerrit, the cabinet took the decision to improve not only the living conditions but also the general social well being of the people of Silver Lake. He called on the contractor of the project to ensure that a first class product is delivered for which the people of Silver Lake can be proud. While Minister Austrie has confidence that the contractor will do good work, he has, however, advised that his ministry will provide strict and daily supervision to ensure that the project is of a high standard.

Minister for Social Services, Community Development and Gender Affairs, Gloria Shillingford, described the launching of the Silver lake Housing Initiative as a joyous occasion as better and improved living conditions for the people would soon be a reality.

Shillingford stated that this initiative “demonstrates government’s commitment to transforming the community of Silver Lake into one which will be a model to replicate in other parts of Dominica.” She called on residents to be a watchdog for the project and for them to get involved and participate in whatever way possible.

The first phase of the Silver Lake Housing Initiative is expected to be completed by January 2014.

This will see the construction of a three story six apartment complex.

The apartments will be distributed to the people of Silver Lake at no cost to them.

    Such an approach to the housing needs of poor and largely unemployed persons is not sustainable. Evidence all over the world to substantiate this statement. Maintenance cost of the building will be a major concern and nothing was said as to that need. Building likely to be a slum in quick time. Worse yet the units will be free to all hence the beneficiaries have no obligation to ensure that the property as a whole will be properly maintained.

    The preferred solution to their housing needs would be to provide them a starter home, sometimes referred to as a core house, which is expandable on a privately owned plot. Over time as household income increase the house is extended and the family has security of tenure. Also proper maintenance is more likely because of outright ownership. The Savarin-Skeritte Free-lab party AKA DLP, is simply on a role to undertake quick fix political projects with the hope of holding on to power. Dominicans will not fall for this, Plan Dominque.

    Everyday all you there bawling the place don’t have work, people being laid off black and white, but all you vex the government providing free housing for the Fly City people?

    All you talking about all you tax money, but is it not better that Skerrit spending the country’s tax money on the country’s people? All you prefer he had given it to a foreign company such as he did with LIAT instead?

    Which one of all you is willing or able to hire these people so that they can be able to pay for the apartments? Have any of all you been to Fly City to see how these people have been living for years?

    We are all Dominicans man, when something good happens for a fellow Dominican it happens for all of us.

    There are times to play politics and bash the PM, when he deserves it, but be glad for the people man. At least their standard of living is being improved just a little bit and this is a reflection on all of us on a whole.

    Wrong, Apartments don’t keep the economy going. Apartments are just another problem that will have to be addressed later, They don’t improve lives because people don’t own them and over time will look bad. Dominica is a good investment, over time people who own land and homes will become wealthy, if you don’t empower the poor now, foreigners will buy Dominica and lock out the poor, so why not let the people benefit from rising property values.

    The people of Silver Lake must extend a special thank you to Mr.Joshua Francis. He spent a little time speaking to the people of Silver Lakes, the news reached Ambrose and after thirteen years of a DLP Government, they will be the recipients of free housing. Remember, the building of the school in New Town by the DLP Government since the time of Miss Williams years ago, well, Mr. Francis met the people of New Town recently, I understood the building of that school is back on track.     Such Housing projects fail all over the world. You don,t build apartments and place poor people in them. All types of social ills will take over and the structure will become rundown. Who will pay the maintenance cost? Who will pay the utility bills. These people will be forever be dependant on government. They should have been given assistance to develop their homes.

      Although I agree with you, I would say that housign projects of this type is never meant for someone to live, but rather as a stepping stone to move unto bigger and better things. The rent that they should pay, shoudl go towards the upkeep of the project…

      Also, you cannot give everyone a home, but an apratment complex for the same cost as a home, cn house several families.

      Sorry, Silver is not and was not a Landfill. The Land fill was situated at the Copthall/Fond Canie junction and as a result there was a lot of flies in the Silver Lake community hence it earned the name ‘Fly City.’ The Dump/Landfill was later moved on the order of Henry George who at the time was acting Prime Minister. Miss Charles fumed. When she asked him on whose authority did he move the dump, he replied, “on the authority of the constituents of the Roseau Vallet constituency.

    I am very happy that Mr Skerrit has finally accept my project proposal for Silver Lake;; after he gave me my mepwis on a podium at a function. Yes Mr Skerrit time will tell. You must implement the other projects too. Silver Lake people need help and I am happy for them. I am waiting to see if Dubique, Tarish Pit, Yam Piece Woodford Hill and the rest will be addressed too. I am watching.

    It is the government’s right and duty to create affordable housing etc for persons who are disadvantaged. It’s just an issue of human rights and dignity for all people.

    My question is, does Dominica have a Poverty Reduction Strategy? Or even a Poverty Reduction Act? What policies and guidelines are guiding these initiatives?

    Are there grassroots organisers advocating and monitoring these initiatives?

    I am all for the enhancement of human life esp the disadvantaged and I do believe that it IS the govt’s responsibility to protect and provide for the less fortunate. However, I am curious as to the plans behind these actions and how they are to be properly implemented?

    With all the dilapidated houses across Dominica, how many apartments can Skerrit build and give away Free of charge?
    $1MILLION contract to Felix Thomas, Ambrose compaign manager, without TENDER after a Procurement Bill was passed. Did anyone see this project open for tender?
    Do you know how many low income houses $1 million can build if managed properly? Are the recipients going to sit on their backsides while an apartment building is constructed for them or are they going to at least give free labor?
    Very dangerous initiative Skerrit because people all over the island need housing and to believe this is the way to go is total madness.

    I just don’t get it. Dominica is truly becoming a welfare state… The government begs foreign governments for money…. and then gives it away to the people. So you can squat on someone’s land for 10-20 years, and then you get a free house/apt?! Wow, what a lesson for the hardworking folks! Way to go!

    I just don’t see how you can build a nation and encourage people to expect everything for nothing… no cost at all! What message is that sending to especially the young folks? Soon enough, you all will have the whole Caribbean squatting on Dominica…

    I don’t care how poor these people are, but they should pay something for these apartments… $100, $200, $300/month… something! Are they gonna will it to their kids, too? This kinda stuff encourages laziness… simply put! So gov’t gonna pay their cable, phone and water bills too? And cell phone maybe.

    Free housing is never a good thing. At the very least they should be required to invest some sweat equity into the project. They will be more likely to take care of the homes if they have invested something on it. Well intentioned, but a bad move all the same.
    They should use a variant of the Habitat for Humanity model. It works.

      They talk about education but they do not educate themselves on anything. The very basic person knows that it is easy come easy go. They should have some kind of investment in this project. Whether its free labour or paying a small amount monthly towards a fund that will accumulate to at least maintain the apartments or possibly contribute to building homes for others, the residents should give something. It is well needed. However, the other question that must be asked is: Are the apartments going to be given to those who most need them or to Potto Labourites?

        In the Uk you may have a council (Government) home but you still have to pay for it, as it is in the US and else where.

        Your government is doing this for the sole purpose of retaining power and nothing else.

        Are there only 6 needy families in that community, how can 6 apartments be considered a housing revolution,. If the whole community is so poor why have they been so poor in all the years this government has been in office.

        You people should remember, give a man a fish and you feed him for one meal, but give him fishing line, teach him how to catch fish and he will eat all the time and it will cost you less.

      Jimmi FREE is good especially if you are financially unable to support yourself and your family. It is up to the residents of that Village to show their interest in that project, they should be the first in line to participate in rebuilding their community. I agree that they should be employed since there are so many unemployed. I think these people MUST be allowed to participate in rebuilding their community.

      Jimmi, how is rebuilding a community a bad move? They do not need Habitat for Humanity because they have a contractor. Let us hope that the apartments are secure and safe, EVERY resident is housed, and the residents keep them up to standards, well maintained.

      Asterix, good for them. I think the money was there all of the time, Skerrit was waiting for the right moment to put it to use. Wise move. At least IF Skerrit should lose the election he would be living the pot EMPTY so Lennox, Monel and Joshua would have to cough up their own.

      My opinion, if Skerrit has ulterior motives, at the very least he is trying to do the right thing with that money.

If the arguement is that the PM is now doing this for election the same can be said of the oposition. The question now is who is the lesser evil? I guess the PM might stand.

        Haven’t there been many other projects since the government has been in power. Even if you do not support the government, when it relates to infrastructural development especially in roads and housing, they have done a lot.

      All shall eat. See what is going on in UK, USA and Canada. They are better off than us yet they do the same, that means that we are doing something good down here for the poor. I agree that now that we have feed, clothed and housed them, we must now find jobs for them that can make them self sufficient.

    Hello and good afternoon my people. This is the first time I am hearing of Silver Lake and I don’t have any idea of where its located. It’s very sad to see that some of our citizens are still living in such poor conditions. I am certain that our Government owns land they can sell a house lot to those people for about five thousand dollars so they can build a house.

        The Government should provide the lot and build detached homes for them. Then they should train them with entry level skills or a trade, ext , Auto Mechanic, Plumber. In that way they can find employment but if you just give thing to people then there isn’t any incentive for them to do better. We have a small population but we have a lot of open land to accommodate our citizens.

      Well if you don’t know of Silver Lake you should stay away from that conversation. Just compare the residents to the citizens in US and UK that get assistance from the Govt. where their housing, food, school et. are paid for by the Govt.

        Hello and good afternoon. I left Dominica in 1970 at the age of eight and I returned for the first time in 2010 therefore there are many places I don’t know. I have returned twice a year since then and I drove all over Dominica trying to enjoy my homeland so I really didn’t know where Silver Lake is located but I have since glean from different post where its located. Just by seeing the photos that’s attached to the article make he feel bad to see our people living in such condition which the article say goes Back to 1979 after the hurricane. We cannot compare the support America provides to their poor citizens to that of our people because America is a very rich and they provide training to their poor to get them of the welfare roll. We should train some of those people to be Auto Mechanics, Plumbers and Electricians so they can be self employed which would help move them from the poverty roll.

      Tony, don’t you read the Govt. is building apartnment for free? You know why that is? These people don’t even have money to pay their light bills, leave alone buy a 5,000 sq.ft. lot. You will see that place deteriorate as soon as the people move in. They will have no reposnibility for maintenance for a start and will the utility companies cut them off when they don’t pay their bills? What the Govt. should do is concentrate on creating jobs. That must be the first priority.

        Hello and good afternoon to you. I read the article and I understand what it said. Maybe the Government should build six detached single family home for them because they will have a better attachment to their homes than an apartment building. Many of us know that any countries are moving away from such accommodations for the poor citizens. I do agree that the Government should concentrate on helping the private sector create living wage jobs and providing training for our citizens. The Government can start by removing the sole proprietor contracts that are preventing the private sector from expanding.

Since two elections ago, they went in homes in Silver Lake and other poverty stricken communities and Tony Astaphan said he never see poverty so and he was moved to tears. I guess those that were at the ground breaking today were moved to tears too.

      Are we all living in the same world? Dominica is part of the world for those of us who do not know. The super powers, UK, USA etc. provide housing, food, school and even money to people (like those who reside in Silver Lake and even in a better position) in their countries. There will always be the poor and it is the Govt. duty to assist them.
