US assists Dominica combat drug trafficking, money laundering

Two new sea patrol boats to be commissioned next month and funding for initiatives to fight illicit drug trafficking are being made available to Dominica by the United States under the Caribbean Basin Security Initiative.

The help is being offered through an agreement signed in Roseau on Monday.

It provides US$673,000 to Dominica, with US$134,000 intended to help deepen the professional skills of the island’s law enforcement, according to a Government Information Service (GIS) release.

“Key aspects of this new project will include the purchase of equipment, training and the mentoring of Dominica personnel by United States Government experts”, according to the release.

It also states that “in the area of Rule of Law and Anti-Corruption the US Government will be devoting US$343,000 to expand the capabilities of Dominica to operate prisons and correctional centers which are safe, secure, humane and in conformance with international standards”.

The US Government will also make available US$131,000 towards strengthening Dominica’s counter-narcotics control capabilities.

Another area of cooperation, according to the GIS, will be devoted to combating money laundering and financial crimes.

It says US$65,000 will be channeled towards increased training, technical assistance, mentoring and equipment for Financial Intelligence Units, the judiciary, prosecutors and bank regulatory bodies.

Prime Minister Roosevelt Skerrit said the signing of the new US agreement to fight illicit drug trafficking compliments his government’s efforts to identify and dismantle drug networks.

Through the 2009 launched Caribbean Basin Security Initiative the US has reportedly committed a total of US$2.9-million in direct bilateral assistance to Dominica to reduce illicit trafficking and increase public safety.

    Dominica seems to be a transit point for drugs destined for other more populated and prosperous nearby islands. It is true that these patrol boats will be useful in the interdiction of such contraband, I truly wish though that the US would focus on establishing more positive support for Dominica’s youth, support for superior educational opportunities, low interest loans and grants to improve green energy generation to reduce electricity costs, making profitable, job creating small industries possible. There is so much more that could be done to make drug traffic unattractive than just more patrol boats and better jails. Let’s get creative and ask for what we need not what Big Brother is willing to give serving their own best interests. Remember informed, independent, educated, intelligent citizens are the enemy of all tyrannies—foreign and domestic.

    It is a fact that Dominica is certainly infested with crime. Yes we want to go forward but somthing must be done about the crime rate in Dominica. I remember a time when crime in Dominica was prctically a shock when it took place. Today it is sickening. As a Dominican, I would not like to return there to live.

    As i see it the only thing that really matters is that money received is put to good use, weather it is from China, America or anywhere else. Every country gets money from other countries, why do you think America is in debt? Because they too borrow from other countries. No country is an Island unto itself. The French helped Develop Martinique and Guadeloupe. We are an independent country with limited resources to develop our country.     I think it is a good thing on the part of the US and we must all be grateful and appreciative. My concern however is that even if we do have the boat, our major problem, enimies and hindrances in fighting those illegal trade is within the police force. There are way too many corrupt cops and in order for us to curb the illegal trade, something drastically must be done to get rid of those cops. It hurt my heart when I see and hear of the ranks within the force that are involve in illegal dealings. they are the best friends of the notorious drug dealers and snipers. Police officers need to set a standard that will make the public have confidence in the association because right now people really have very little trust and confidence in the force and no one can blame them. the very ones that are supose to be protecting people are the ones people need to be protection from,, how sad

    First of all i am stunned by some of these comments, some of you have no sense whatsoever. No matter who give the boats we should be thankful even it is their interest or not. So many young people die in the drug trade, so many young men and young women get hooked on drugs. I feel sorry when I see some of my classmates begging for a dollar just to buy drugs :cry:. If we getting help to slow that down, why should we be so Negative. Ok lets say it is in the interest of the US, don’t you think it is more in our interest. Whatever affects the US negativly will affect us as well. Remember 9/11 when the whole world paused. I think we should stop meing so hard on the US since the are the ones who are basically feeding us.       Some people are never pleased and satisfied. Be appreciative and thankful. If the U.S. gives none, how will Dominica be able to combat drug trafficking and crimes? You can state that the islands are dependent on financial assistance to also survive.
      The U.S. assists every West Indian island including other countries. Every one of them receives a certain portion. Some thousands of dollars appear to be sufficient at least for the time being. This money is no pittance. If I had that amount of money I would be rich. If you or other people have that amount you would be rich. Have a heart and be grateful for whatever the U.S. offered. Sometime ago I read what some people stated on this Website that the U.S. does not help.     Just look at Skerrit smiling and doing the dirty work for the Americans. If I were prime minister, I would tell them, do not waste my time. If they think drugs are a problem, they can use the money themselves to fight their own war on drugs.

    When was the last time you see America’s name on any big project in Dominica? When they are serious about alleviating people’s suffering, then I would be willing to assist them in their war on drugs. It’s amazing that our PM does not try to get something from them for doing something for them.

    Lets not forget the mountain of evidence that suggests that the CIA actively supports the drug cartels and shipping of drug to the US. They are really double dipping..they get to help supply the drugs and then they get to arrest the offenders and lock them up. With the fines and jail time – business is booming. The US has the highest prisoner per capita by far and the majority with over 2.3 million in jail and another 5.1 million in the prison system paying fines to the government every month.

    While many will argue the Chinese and Venezuelans have an ulterior motive in assisting Dominica by building roads and stadium and the like, the Americans (and any others as a matter of fact) also have ulterior motives.

    Hence countries with limited resources like Dominica are left with little choice but to take “hand outs” from countries with far more resources than us.

    So, if every one of these countries have ulterior motives, why bash the Chinese only?

    The US wants to help Dominica operate prisons and correctional facilities – not surprise since the US has the largest prison population on planet earth and the majority of the prisoners are black and brown skin people. Why not provide more money for education and sustainable job creation which will reduce the prison population.

    This is a good thing and I applaud it but I think the biggest problem and obstacle lies withing the police force. There are too many corrupt officers in the force that is why the problem is difficult to curb much more to eradicate. It surprises me to see the level of officers that are so closely associated with known criminals. To fight the problem, we need to do a thorough and indept investigation into the dealings and associations withing the police force

      Seems like you know alot but refuse to report what you know to the authorities. The other thing is you may just be speaking with no evidence as we usually do. Everyone knows that police officers like all other professions have their bad eggs. To labell most of our police officers as being corrupt is blatently false. Do your investigations and comeback with facts or stop these false accusations. Lets lift our people instead of bringing them down.

      Refer this to the Prime Minister. It is not fair to make such statements about the Police and all of them. Can you prove this? Have you caught any police or have you seen any one of them performing crimes? Talk is cheap; be careful what you state. You do not fear what could be the repercussion of your statement. You may end up in trouble. If I were the Police I would sue every one of you who make such damaging statements on this Website about them. Recall that the Prime Minister stated he will take action for making damaging statements about him. The same should apply when some of you make such statements against the Police. You are undermining their name. Have respect.
