Minister of Public Works Rayburn Blackmoore has said that there has been a marked improvement in the work of the Public Works Corporation (PWC) and has pledged the Ministry’s support for the organization.
The minister was speaking at a ministerial site visit to the Canefield Cliff section of the $100 million West Coast Road Project. Blackmoore indicated that the PWC will be providing asphalt to the Chinese construction company working on the project.
He said, “It is in the interest of Dominica to have a PWC that is viable, one that can change the culture of work and have a more competitive spirit and I think going forward that. That is the kind of approach that we have to embark on. We have to work with the PWC and give them the support and guidance and we have seen some improvement. As of Friday the PWC began supplying the Chinese on the West Coast Road with asphalt. There is also a proposal by the Chinese for the PWC to get involved in the actual paving aspect of the road.”
Blackmoore also stated that the PWC’s new asphalt plant, which can produce 128 tons of asphalt per hour, is the way forward for the Corporation to liberate itself from its current financial constraints and hopes that it can embrace the concepts of efficiency and financial viability.
He also spoke of the road works in the Carib Territory, on which he had previously given the PWC a three-week deadline, reporting that the major works had been completed.
“The works have been significantly completed. All the asphalting that needed to be done has been done. What is left is some minor areas that are yet to be completed. But we have seen a marked improvement in the work of the PWC,” Blackmoore said.

pwc is facing alot problems ,it new asphalt plant has problem in mixing,it has all its roads supervisors sit down in their offices,cannot pay salaries on time and there is still alot of work to be done on the carib reserve road,so all the talk we hear going on that place is plague with alot of problems.
I would really like that govt to stop fooling the plp of Dominica!How can the
Co-operation be efficent and financial viable when the govt has assigned 90% of all road project jobs to Gaddarkhan.Should’t the govt first be looking out for its own? Instead of foreign companies, who send our money overseas.

The first supervisor that was on the Carib Reserve road IS ONE OF THE BIGGEST UWP SUPPORTER’S IN DOMINICA SO HE WAE UNDERMINING THE WORK JUST FOR THE CARIBS TO COMPLAIN.He is from Castle Bruce and was publickly campaining for wilchare.so we dont expect better from him.

Now PWC can provide asphalt and more Dominicans working on the road. It is surprising that so called smart men have to be pressured in to doing basic common sense actions.
PWC cannot complete the Morne prosper road because your government not paying as they are supposed to. MPWE&P playing ring games, bouncing money here and there using money from funded projects to do other non-funded projects to suit themselves. It’s a big game of politics people.

I will never accept that the PWC was by passed in favor of a foreign entity.If you are trying to tell us that within a 6 month period PWC has suddenly become qualified to work a project that they were not qualified to work on then miracles still happens. we all know Gardakkhan has the contract for supplying asphalt to the chinese…..to my mind i dont believe that PWC has the funds to run such a huge plant. Between buying aggregate and Bitumen etc. ……PWC cannot pay their workers is materials they can afford? The Crusher at Pond case is dead for years now there they have to buy aggregate from either Paris Williams or Gardakkhan himself……All u relly think all of us dottish!!!!!
