Fisheries official raises concerns over user conflicts of world’s oceans

Concerns have been raised about user conflicts in the oceans of the world and the need for proper governance.

Acting Chief Fisheries Officer Harold Guiste made the remarks at the start of a series of region wide workshops on “Resilience in fisheries governance and social network analysis” currently underway in Dominica.

He says policies and legislation must be put in place for proper governance of the ocean and marine resources of the world.

“There are people who have interest for fishing, there those who have interest for oil exploration, for recreational purposes, research and science and some of these interests could become conflicting, hence we have user conflicts, and there is need for ocean governance,” he said.

He says small countries will be affected if they do not find ways and means to be resilient in the face of changing environment.

“There are some major players in the world that change the rules and it will have negative effects on small nations and we need to be able to be robust enough, strong enough to gain strength and resist some of the regimes that are imposing such serous rules and restrictions on us,” he added.

The workshop is being held by the Marine Resource Governance in the Eastern Caribbean Project collaborates is collaborating with the Fisheries Division.

    Big man,at this stage in world developement it is very difficult as small nations to confront these larger industrialized nation who exploit the resourses of the oceans.All the international conventions that exist are to the benefit of the richer nations. Just a thought: why havnt the USA ratified the Kyoto convention.

    Yes Mr. Guiste,
    Having fond memories of you no nonsense attitude as my former lecturer
    I am confident that you have the testicular fortitude to stand up to the attacks on our food security.
    I know you will have no fear to use the scientific data and research findings (local and international)to stand up to the quarry companies and their indiscriminate siltating and destruction of our reefs and coastal fish stocks.
    To the toxic asphalt fumes and particles settling in our fish nursery the layou river.
    To demand that the migratory needs of the crabs are catered for in all sea wall construction.
    To the attack on the marketability of our dive sites by the silt spewing quarry at solomon reef which is chasing divers and destroying the livelihood of young Dominicans and the string of guest houses and hotels in the area.
    To the health hazard of the silica dust being inhaled by the innocent children of the exposed villages.

    Harold is on the right track! By the way, why “acting chief fisheries officer”? Make his appointment permanent. We have too many “acting ” this and that, even the P.M.’s position. Are we a nation of actors? Either we believe in appointing the right people in the right job or we don’t. Let’s stop this theatre.
