Former Cuban Ambassador passes away

Former Ambassador of the Republic of Cuba to Dominica, Hugo Ruiz Cabrera has died.

According to reports from misiones.cubaminrex.cu, he passed away suddenly in Havana on the afternoon of January 11, 2025.

Ruiz earned a degree in International Relations in 1986, which marked the beginning of a career that would span over three decades. His professional path led him to a posting in Angola as a member of an internationalist mission between 1987 and 1989.

In 1994, Ruiz transitioned into a prominent role within the Ministry of Foreign Affairs, where he assumed a variety of leadership positions, including specialist stints in the directorates of Asia and Oceania, Dissemination and Information, and as an advisor to Deputy Minister José Armando Guerra Menchero. His tenure also saw him play a pivotal role in the directorate of Latin America and the Caribbean, thereby accumulating a comprehensive and extensive expertise in the region.

He undertook numerous high-level official missions and served as an official in the Cuban embassies in Tanzania, Kenya, and China. Notably, he held ambassadorial posts in Saint Lucia, Saint Kitts and Nevis, and the Commonwealth of Dominica.

A distinction of his early career was being part of the inaugural group of young diplomats chosen to study the Chinese language in the People’s Republic of China.

Ruiz was awarded the prestigious Distinguished Service Medals of the Revolutionary Armed Forces and the Internationalist Combatant Medal.

At the time of his passing, Ambassador Ruiz was serving in the Directorate of Central America, Mexico, and the Caribbean of the General Directorate of Latin America and the Caribbean.
