French national fined $70,000 for stealing from NBD ATMs

Another foreign national has been convicted of stealing thousands of dollars from the ATM of the National Bank of Dominica (NBD).

French national Idis Louzola, who between August 23 and August 29, 2019, used a Deftus Card Reader Writer and also 10 value loaded magnetic counterfeit strip cards to stealing over ten thousand dollars at the ATM of the NBD, has been nabbed by the police.

Court documents reveal that Louzola had used the counterfeit cards to steal EC$12,345.

He was slapped with three charges: possession of card-making equipment, possession of counterfeit cards and theft.

The prosecution alleges that between August 23 and 29, 2019, he used several of the bank’s ATMs in Roseau to fraudulently obtain cash.

Louzola has pleaded guilty to all of the charges.

He admitted to the police after he was apprehended, that the cards belonged to him. He also revealed the various ATMs to which he went.

His lawyer, Wayne Norde, pleaded with the court to be lenient on Louzola, stating that he “had fully cooperated with the police in their investigations and had not wasted the court’s time.”

However, the court frowned on his behavior and slapped him with was fine totalling EC$70,000.00 to be paid forthwith. Failure to do so will lead to a one-year jail sentence.

The fact is the banks with emideate effect should put much better security into these ATMs 🏧 it is becoming a burglar Paradise in todays advanced world come on stop sleep walking and do something constructive about it.

    The state of Dominica with our government and those foreign thieves we have imported, reminds on the story of the good Samaritan found in Like 10:29-37. In that story thieves robbed the poor man and beat him up so badly and left him half dead. The beaten man reminds me of Dominica that is almost dead. The thieves in the story reminds me of those that we call Honorable. In the story it is the lawyers and religious leaders that saw the man dying but instead of giving a helping hand, they passed far from him. Is that not what some of the pastors, the Evangelist, priest, bishop and greedy lawyers doing? They not saying a thing. In fact some of them are part of the thieves that helped put DA where she is today.     Dominica is in a terrible state and some people tend to not notice, claiming the country is doing great.Some people have to beg Skerrit on a monthly basis to survive we have high unemployment and the lowest hourly wages in the OECS the economy is none existence because if passport sale goes flat the country done, beause some concrete is being poured that is not progress. We need industries and a diversified economy plus the money need to circulate in the country and not let foreigners drain it out.

    Interestingly the name.of the presiding magistrate is withheld from the story. Why? I would want to believe that if one is sentenced that custodial sentence in default of payment would be even to the fine. A prison year is eight months. Why would one pay a fine of $70,000.00 When he can go to prisons and relax for eight months. Surely he could never make that much money working in Dominica except he is a politician on the labor side. The sentence is ludicrous. Secondly how did the magistrate try that case? Isnt the theft of such an amount an indictable offence? How then did the magistrate hear a case of theft when the amount exceeded his jurisdiction? Seems to me that there is no standard in Dominica. Any and everyone does as he/she/they wish. I am at a total loss as to How a magistrate could try such a matter and turn around and do such nonsense in his sentence. Further which summary matter carries such a fine in Dominica? Some thing is wrong. Where is his lawyer? What did he pay For?

    Only in Dominica, ATM seems vulnerable to thieves; I do not understand how someone, be they Dominican or especially a foreigner can walk up to an ATM, used a bogus card and steal thousands of dollars from it.

    Only on one occasion I remember in 40 years in America; thieves used a truck to pull, and pluck an ATM out of a wall where it was installed.

    The thieves were not successful in opening the machine, hence they got no money!

    Again only in a backward place like Dominica such things happens.

    In America; you go to an ATM, and you fumble with your account number or password for a longer period than designated, that machine shuts you out, and confiscate the card.

    I mean with all the security technology the banks in Dominica money are so readily accessible to foreign thieves?

    This has have happened before, maybe many times, but we are just now hearing about it in recent months!

    No doubt since Skerrit became PM he turned Dominica into a den of thieves with international thieves and fraudsters. Whenever those foreigners want to do their act somehow they find where Dominica is.

    Am I the only one seeing a pattern here? NBD has been hit multiple times with fraudulent ATM withdrawals. Wayne Norde is the thieves go-to lawyer. He then makes all kinds of bogus BS pleas before the courts asking for leniency. It seems to me that there is a network that knows exactly where NBD’s weak point are and they are exploiting it. They seem to have Wayne’s number on file in case they get caught.

    Two things need to happen. Firstly, NBD needs to upgrade their security and secondly the courts need to send a strong message to these thieves that that sort of behavior will not be tolerated. They should not only be fined, but in addition they should be made to spend some quality time in our prison.

    It begs the question, how many other times have NBD been hit and we have not heard about it?

      @Zandolli, most of the time I like your comments, and so is this one.

      So we have that guy to pay seventy thousand dollars or one year in jail, considering how fast the years go by, why would he not take the jail verdict.

      I mean if he had seventy thousand dollars, he would not still almost fourteen thousand from the bank; why not simply incarcerate him for a good number of years.

      And you are right also. Why the same bank and the same Lawyer, each time.

    Boy that is organized theft that going on with all these foreigners. Of late we have some thieves from China, from Brazil, from France, from friends of Zampolli that trying to steal his CBI money. Is thieves alone Skerrit them giving permit to come to Dominica man? I wonder if all these stealing is related to our CBI money and if any of this has anything to do with the $1.2 billion dollars Skerrit cannot account for? I am asking questions man

    Foreigners not tired of stealing our money boy? A few days ago it was a Brazillian, and today is a French man? But not only that you know, because last week we saw Mr. Zampolli before a NY court filling for his fair portion of our Dominica passport money and he went on to say that two men were given $30 million each through a Bank of Dominica account all the way in Ginevea. But it even gets worse because right here in Dominica the PM is tricking us about the disappearance of $1.2 billion dollars. So of late it seems that Dominica has become a den of thieves and some of the theft are legal and some are illegal. Alibaba and his forty thieves attacking us from all sides.
