Access to funds in the Kalinago Territory is still a major problem for residents there.
Kalinago Chief Garnet Joseph said seeking ways to make credit access easier for the Kalinago people will be top priority this year.
“Across the territory, people will tell you that they need access to credit and I think that this should be priority for the council and government. The lands of the territory cannot be used as collateral hence people need access to credit for their own personal development,” Joseph said.
Meantime Joseph said the setting up of a Kalinago development corporation could soon be established.
“We are also looking at the possibility of re-establishing our credit union,” he said.

As a Kalinago I am of the option that we should be entitled to our land title. I understand that the Carib Chief and Council want to preserve the Carib Territory. I understand that they do not want to risk losing land within the Territory if certain individuals do not payback their loan. However, should Peter pay for Paul? In life there are always going to be individuals who are going to be delinquent in their payments while there will be others who are responsible. I believe that as Kalinagos we are stereotyped as “not paying back our loans”.
Look at the bigger picture, the Carib Chief and Council wants to ensure that the Carib Territory remains the “Territory” but at what cost? Students can’t secure student loans, working men and women can’t secure a sustainable loan in general. What do you want us to do? Depend on the Government for their Venezuela and Cuba scholarship. Going to study things we have no interest in because we cannot secure a sustainable loan to cover our education? Waiting for when they giving materials away because we are unable to secure loans to build our own houses!! I do not want a hand out!! There are many hard working Kalinago men and women in the Carib Territory, ranging from doctors, teachers, managers and farmers. All we are asking for is the same opportunity to access loans like the rest of Dominicans. This has been an issue for years!! And from what I have noticed it will continue to be an issue until someone in the right positions decided that enough is enough. As to who that person will be I have not a clue, because this issue was been talked about it the past.
I am a Kalinago and I want to settle down and build within the Carib Territory; I will not do it if it means that the land and house that I will place on Carib land will have no title or value. How will I develop myself and my future children? Will I have to beg the Government for everything I need? I say tradition and history is every important, however not at the sake of the further development of us kalinagos. As humans beings we have a right to develop ourselves, to educate ourselves to want more for ourselves. Mr. Carib Chief and counsel, give us our land titles. Let us decided the path we want to take in life. Don’t keep us in chains out of fear that the “Territory” will no longer be the “Territory”.
Good thinking Mr. Joseph, but credit can be a burden rather than a blessing, if the person does not know how to manage money. what would you be taking the credit for, and how would one repay the lone.
Firstly the Kalinago people need to be educated about finance. It is a good place to start, commencing with their own credit union. Proving that they can save, then lend to each other and manage their finances. Never sell the reserve land, or use it as colateral, that is the protection and inheritance of future genreations. There are unscrupulouse people waiting to exploit the reserve and make the Kalinago homeless.Then before u know it the reserve is no more.

Get the Kalinagans to get off their butts, grow stuff and then sell it on to DCA residents to make money and then invest that money in bigger schemes. It’s a hot, slow day in Roseau. It’s – 100F and the sun is beating down on everyone’s head and times are tough. In 2011, everyone is in debt and lives on credit.
On this same day, a rich tourist is walking near the bay front. He stops at a hotel and puts down a 100 Dollar note on the reception desk and says he wants to inspect the rooms upstairs in order to pick one to spend the night. As soon as the tourist walks upstairs, the hotel owner grabs the 100 Dollar note and runs next door to pay his debt to the shop next door. The shop owner then takes the money and runs down the street to pay the month’s rent for the shop.
The renter then takes the 100 Dollar to pay the manager of his local pub for last month’s bills. The manager then takes the money to pay his gambling debt to manager of the nearby casino. The manager of the nearby casino then takes the money to pay his debt to the local massage parlour and the girl at the massage parlour takes the 100 Dollar to pay her hotel bill at the hotel and gives it to the hotel owner.
The hotel owner then puts the 100 Dollar note back on the desk. The tourist comes down from inspecting the rooms and says he doesn’t like any of the rooms and picks up the 100 Dollar from the desk.
Ask yourself, is the hotel owner happy with the result?? Are you??
Way to go Garnet. However our people are to are not honest when taking loans at the other institutions. They give false names, dont pay loans and take monies to do other things other than the project it was intended for. Just ask AIDB. Proper forms of indentification would have to be used in order to secure funds.

In the first place which bank in their right mind will give loans to an individual who does not have some form of identification? Secondly you should be ashamed of yourself as a Kalinago. To generalize that “our people to are not honest when taking loans at the other institutions” When a non Kalinago hears a statement like that from a Kalinago what are they to think? If you want to say that there are “some people” and these people can be found anywhere in Dominica, not only the Carib Territory that would be another thing, but to say “our people”, shows me the narrow-mindedness that still exist within my own people and that makes me sad.

This is a bold idea, It should be explored. I am not to sure that this is a good idea. This is a risk to the culture and heritage of the Kalinargo people. We would need to know what are the real effects of privatizing Kalinargo country. This is a study that should be undertaken.
As one living out of the Carib Territory it is so difficult to access a loan with security much less without. I know that the Government has been very generous to the Caribs but I know that most of them feel that the worl owe them and may not pay back the loans and create problems for others
They are truly owed. Their native land was stolen by europeans & now they are outnumbered & governed by former enslaved people. If you are Dominican you owe them.
We dont owe them since our ancestors, the enslaved negroes, did not ask to be brought here!!!!! With external assistance, create a revolving fund with atleast one million dollars at one of the Banking institutions(Marigot Credit Union) that can be used as collateral by our Kallinagos to secured loans.
Ensure that there is an independent body to PROFESSIONALLY monitor the effective disbursement, use and repayment of the funds.
Ensure that the interest rates are low.
Ensure that there are professionals who can write viable business plans are made available.
If this is done properly and in the very near future, I am sure that many of their will very into small business..

I think they should go out and seek employment outside the ‘carib territory’ and save so they can purchase land or whatever they desire. You can’t own the land within the reserve but you sure can own it elsewhere. Many people start with nothing and end up building quite a comfortable life for themselves.

It is high time that we realise whatever race we come from, we are all Dominicans and to build this Nation we have to be our brothers keeper and put our hands, hearts and minds to achieve this goal. Sometimes we criticize without thinking that fortune is having lots of $ but the biggest fortune in life is being healthy and happy with what you have. Some of us have and we are not content instead we get jealous and choose to live in enmity. I know that there is unity in the Reserve and ofcourse UNity is Strength and there is nothing that can beat that except we who try to discourage such unity. Pray for each other and be an encouraging force rather than a destructive one.
