The people of Salisbury have served notice to Public Works Minister Rayburn Blackmoore that they are ready to take action to have their roads fixed.
The minister is being told that he is being given one week “and no more” to respond to their request for dialogue on the road conditions of feeder roads in the area.
Parliamentary Representative for Salisbury Hector John has warned that if Minister Blackmoore fails to respond to the community at the stipulated time, they won’t be responsible for what happens next.
According to John, on November 24, 2011, the people of his constituency wrote to the works minister asking for dialogue to address the matter of repairing feeder roads in Salisbury, Morne Rachette and Coulibistrie.
“(No response) Up till now, tomorrow will give it two months and he has not responded. He has disrespected the people of the constituency. He has failed to even acknowledge that he received the letter,” John said.
“We are giving him one week and no more. If he does not respond to us, do not blame the people for what happens after,” the Salisbury MP said.
“We have been doing everything in our power to ensure that we repair the feeder road in the area and Blackmoore has refused to meet with farmers,” area parliamentary representative John alleged.
I may not be able to vote for Pelham but i would be in full support of him i have watched him travell with the youth Cricket team and i know that he is a committed person he wants the best for his People.
I wish I could take my vote back like observer said in one of his calypsos. I voted for Earl Williams and then Hector John thinking that aas a young person like me he would understand the issues concerning young people BUT I was so wrong he has allowed himself to believe that he can do as he please because Salisbury is a strong support base for UWP. I have read your two coments with interest original stupes, and while I am not a DLP supporter and one who has voted for Hector John I must say that I support your comments fully. I live in Salisbury and I know both individuals and the one you speak of has all the attributes necessary to be a a great MP, but, he will not contest for the UWP, the party I support. I am a bwi citizen and living in the USA/ Student, I would support Pelham with all my family votes cause this is the man I know would take Salisbury to the next level for real. Hector is no where close to this guy in making things happen and caring about people. All the youth calls him coach and thats the respect they have for him. I was told by a very reliable person that he was spoken to to contest for UWP and they told him that it would be an easy victory and even knowing that he would win easily he rejected the idea and thats a man with integrity who is an example in Salisbury a man who knows what it is to struggle in life. He use to sponsor trophies at ITSS and was always at our graduations handing out trophies annually. He arrested me some years after for wounding a guy who attacked me with a gang of thre in St Jospeh. Wads extremely professional charged all four of us for I beilieve bad conduct and me for wounding one of the guys. After calling in some parents and giving us our charges we were refused bail as one guy had made threats abiout when he go out what he would so. While feeding us and allowing us to take our baths he lectured us for over two hours and shared his life experiences with us.Told us how is was lucky to even be a police officer. I cried in the cells and after going to court I was fined and all of us shock hands in the court room me and the other guys. I met hiwhen he was in WCK when they came to SM and that guy told me how proud he was of me that I had learnt from my one mistake while others never do thay continue. Its like he is a father figure and that is what our youth needs now, role models. He is a very serious policemen dont play with him but he will not abuse anyone just a tight cop. Mr. John your representation would be more effective if it was done in the correct venue, which is at the House of parliament. You are the one failing to represent the people of Salisbury. MP Rayburn Blackmoore is one of the hardest working Ministers in DLP. We see that the there is a major road rehabilitation project being done island wide. He can’t be evrywhere at once. Wat needs to be done is:
Salisbury needs representation at the house of parliament so that the situation can be addressed in a more efficient and professional manner that is lacking in UWP.
While i’m not a supporter of UWP, I strongly believe that the opposition needs to follow up on their concerns at parliament and to uphold the integrity of the government. DLP cannot build Dominica alone, it involves all of us and it must be done at a central point of interest.
If he is the hardest working MP. so long the Canefield Urban Council elections pass and the road they promise us a Yandah is yet to be made. Short cut and mud is what’s there.

If the Honorable MP for Salisbury was attending Parliament he would have been better able to represent Jean Bawi. He could have tabled the matter to the Minister himself. But he wants to be in the People’s Parliament, so while I do not wish that your roads continue to be in whatever state that it is, for the MP to say “We are giving him one week and no more. If he does not respond to us, do not blame the people for what happens after,”sounds really foolish maybe childish and even can be considered a threat to incite violence.
This does not sound good coming from a Minister of Parliament. Some people just don’t know what to say, and when to say it….If I was Hon. I look back on the days when laborites the very same ones today stood behind mike Douglas and Rosie when they boycotted parliament for 18 months only because Mamo decided not to broadcast parliament. To the Laborites that was their right and so they felt rally behind Mike and Rosie. Rosie Douglas was more than happy for the opportunity so he could do his traveling. Today the opposition is protesting something that is fundamental and essential to democracy and the very same laborites have a problem with that. What hypocrisy. The great leader that she was Mamo while Mike and Rossie was protesting Mamo was building the cruise ship Berth in Portsmouth , building the Long House port , building the pipe line from the heights of Picard. I say this show the difference in leadership and maturity.
While your excuse for poor government performance is attributed to the absence of the opposition in parliament the roads in constituencies of the government parliamentarians are in dilapidated conditions.
Salisbury people are known to block the roads when the government will not listen. I encourage the Salisbury people to demonstrate simply because the 27 million dollars now being spent on a useless malice could have gone a long way in helping the farmers get back on their feet.
What difference would it make, if you follow the events in parliament, when parliamentarians from the opposition ask specific questions of ministers about their costittuency the simplr response they get is “I will look into it” when a supplimenatry question is posed for a time frame the response is “The project is budgeted for and is due to commence soon”. years gone by and project is yet to see the light of day; so there comes a time when the Parl Rep. and his constituents must apply pressure by whatever means necessary to draw attention to their needs

I agree %100. It is okey to fight for what you believe is right and just. The people need to take to the streets and protest, get a permit if needed. I recall not too long ago the people of Calibishie took to the streets for the same cause, and if I’m not mistaken, they got that road done in no time.

If you were in the house you would have had the 2011/2012 estimates in your hand and would be able to educate your people and show them under what head funds were available for feeder road repair all over the Country.
UWP supporters and Dominicans in general must all be aware that the days of toupatouism is over; it lead to a massive budget deficit while the revenues for the state remain the same and was even declining. Governments (UWP ) then sold a number of state assets at a fire sale and obviously received little for entities like Domlec and began attacking DSS pensioners’ funds ( to service recurrent expenditure) and were not able to pay monthly contributions though they took it from public officers’ salaries.
We are in a new era with the management of Public funds in Dominica. Thank God for Skerrit!!! You may slam the State Palace but it is a sound investment. The impact and benefits to us will shortly follow and generate revenue for the State.
We are in the period of results based program budgeting!!! And that means deficits are very much out of the question. As long as revenues continue to remain at its present rate without much of an increase then we cannot just continue to spend like it is business as usual.
These days the state has to identify Inputs; Activity; Output and Outcomes when deciding to spend state funds. As head of the public accounts committee you all should know that already!!!!
If the roads will lead to more persons in Salisbury getting work then that will be money well spent. If it is to benefit a man that can help out the situation then he should take the initiative and come around with a community effort and then ask government to match his contribution.
