Dominica has a new police chief

Police Commissioner Daniel Carbon

Prime Minister Roosevelt Skerrit and Opposition Leader Hector John have agreed that acting top cop, Daniel Carbon, should be given the green light to take on the job full time.

The instrument of office was expected to be given to Carbon today.

John and Skerrit met on Thursday to consult on the appointment, according to sources.

It was widely tipped that Carbon would be given the nod for the job.

Carbon’s tenure as acting police chief expires on December 31.

His appointment as acting police chief was mired in controversy after John claimed that he was not consulted by Skerrit, as dictated by the Constitution.

According to the Constitution of Dominica the power to appoint or remove a police chief “shall vest in the President, acting in accordance with the advice of the Prime Minister, given after consultation with the Leader of the Opposition and the Police Service Commission.”

    Congratulations on your appointment. Well deserved. Let me start by saying that we need to use technology to help reduce crime at home. You need to advocate for cameras in certain parts of Roseau that are linked to your headquarters.
    A mobile unit with cameras is desperately needed. This unit can be deployed during events such as; Carnival, Creole Music Festival, thus providing officers with an extra pair of eyes. It’s tough to tell a sitting judge that it wasn’t you, when you’re caught on camera. Laws also need to be updated to allow video evidence into court.

    Congrates! I don’t know what was the reason for the long delay! Please make sure that you hit the streets and allow people to see the commissioner with the people and moving with the people. Make sure you do like other commissioners of worth who find themselves on the battle field of combating drug trafficking, illegal activities and so forth.. Let the people see you as a young man who is skillful and strong and not a puppet to anyone. Please mr commissioner, make sure you come up with a comprehensive plan for better packing in the city and a no nonsense attitude to slackness and unlawfulness especially during independence season, namely creole festival. Imagine this year seeing folks park their vehicles on the round about near the stadium, was the high point of lawlessness. You all can make plenty money by giving tickets to slack drivers. Oh and please organise a clamping and wrecking of vehicles illegally packed in Dominica, by so doing lots of drivers will be careful. For example, Use lindo park or some other place around roseau as an area to secure the wrecked vehicles during festivities. Drivers will learn a good lesson when they come back to their vehicles and report the news to the police, just to find out that their vehicles have been towed away… for a serious fine… You would seee Slack Dominican drivers become law abiding over night.

    Congrats to Carbon. We went to high school together and his demeanor is still the same. A very intelligent and thoughtful guy. I am not surprise that the opposition leader came on board to support him. Carbon will serve his people well. He knows how to bridge the gap and to solve problems without sowing discord.     Mr PM, u are obligated to step off ur high horse and show de Opposition Leader some respect. Our Constitution says uu shall and so u are obligated to obey.
    All right thinking Dominican citizens knew that Mr Carbon had de support of de Opposition Leader. Mr John never said dat he wasn’t in favor of Mr Carbon as Commissioner. He was there waiting to give de PM his support as de constitutional process demands. De PM was out there mischievously trying to give de public de impression dat Mr John was not cooperating and hindering the process.

    So u finally give in then Mr PM. U see how simple it is for U to prove URSELF WRONG? And then tell me nothing is wrong with our leadership.

    How mischievously deceptive can a so-called loving leader of a country be.

My prediction for 2013 is sometime during now and the next general election. MR John{yes I said it!}is going to cross the floor and join the Labour Party.     This author has in the past lamented the unconstitutional manner in which we have appointed high level state officials.

    However, this appointment appears to be the product of proper exercise constitutional authority, albeit by a president who was not constitutionally appointed and based on the recommendation of a Prime Minister whose legitimacy is still in question (By the way, why is the OECS Court of Appeal taking so long with its decision. Do we have to wait another year to know who our validly elected members of the House of Assembly are-by which time general elections will be constitutionally due?)

    As long as the procedure stipulated in the Constitution of Dominica is observed and respected, this is the extent of my concern with these appointments. In that regard, there is no issue or controversy in the exercise of the authority to appoint the Commissioner on this occasion, except to hope that very soon the issue of discipline within the police force will be seriously addressed and we shall have some movement on the G.O.N Emmanuel matter among other excessively and unduly protracted police investigations.

    Let’s all join in wishing Mr. Carbon the very best as the new Commissioner.

    Happy New Year to the President, the Prime Minister, the Leader of the Opposition, the Commissioner of police, DNO and its many readers.

        I hear you. However, this is the democratic system in which we function. The Commission of police is appointed by the president on the advice of the Prime Minister after having consulted with the Opposition Leader.

        Let’s be practical, the Prime Minister must have the prerogative to decide who he wants for Commissioner, albeit he has to consult with the Opposition..

        Actually both. What is going on with this case is symbolic of what is wrong with the entire country.

        You see, whether it was Jane, Peter, Astaphan, Dublin or whoever was so viciously attacked on that Christmas morning in 2010 and made to suffer in the way that Mr. Emmanuel and his wife have been, I would be equally disgusted.

        But as we know, the case with G.O.N should not be isolated from the other socio-legal-political issues confronting and retarding our advancement as a civil society. The Emmanuel case is core to the corruption in government and is a central thread linking important players in the cesspool of corruption.

        In that regard, therefore, while we care about justice for the elderly gentleman and his wife, this case affects how our law enforcement functions, the efficiency or lack thereof of the justice system and the sincerity of our political leaders in doing what is right.

      Actually governments and oppositions have always been working together in Dominica. This is nothing new. It is the agrogance of this administration in open violation of our laws and constitution that have made working together difficult.

      Had Mr Skerrit simply followed the letter and spirit of the Constitution when he appointed the acting Commissioner on previous occasions and had he together with the Speaker and the AG adhered to the provisions of the Constitution when electing the president, there would not have been any controversy.

      All we ask for is good governance and respect for the Constitution. In the absence of that, do not expect the opposition to simply follow the government blindly.

    We the people will support you in taking the Police Force to a higher descipline level. Security, Safety of the people and a reduction in crimes are our biggest concern. The Gon Emmanuel’s saga still drags on, and don’t seem to get anywhere. Demand that the investigation gets on track, and eradicate politics out of the Force so you can excecute your duties and responsibilities as prescribed.

Firstly,let me congratulate Mr Carbon, someone i trained as a young police officer, quiet as he likes to keep it, he always showed promise,and i hope he does a great job as Commissioner although in the present atmosphere surrounding the police force it`s going to be a big challenge.Needless to say the post of Commissioner of police is always and will continue to be a political position. Lord help him with that! But it is what it is and he has his head:handed to him, forgive the pun”. I call on all true loving dominican to support the new chief and the dominica police Force it is all we have and Law and order must be maintained! To those who think they were over looked I share your pain and knows what is going on in your minds.Been there done that”! Just remember that promotion does not come from the east,or the west, but by the way we all serve so later we can be proud to have served.     Congratulations sir, I applaud the decision, now please crackdown on illegal parking, especially around bakeries when bread is hot (police do it too in official vehicles), Stop “gangs” of police strolling in town in groups of 5 or more doing nothing. and see if there’s anything you can do about ignorant drivers.
