Prime Minister Roosevelt Skerrit and Opposition Leader Hector John have agreed that acting top cop, Daniel Carbon, should be given the green light to take on the job full time.
The instrument of office was expected to be given to Carbon today.
John and Skerrit met on Thursday to consult on the appointment, according to sources.
It was widely tipped that Carbon would be given the nod for the job.
Carbon’s tenure as acting police chief expires on December 31.
His appointment as acting police chief was mired in controversy after John claimed that he was not consulted by Skerrit, as dictated by the Constitution.
According to the Constitution of Dominica the power to appoint or remove a police chief “shall vest in the President, acting in accordance with the advice of the Prime Minister, given after consultation with the Leader of the Opposition and the Police Service Commission.”
Why visitors still use to read news papers when in this technological globe verything iss presented on net?
I couldn’t refrain from commenting. Well written!
Congrats mr. Carbon.. Are you going to be a puppet like Carrete was? just asking you know cause Astapahan talks on everyone behalf whether they are ……
Congrats, Uncle Carbon! God bless.
I am truely happy that this process has been concluded quickly. What happening at ythe prison now, those boses there acting for more than two (2) years. No appointment for them.Just curious.
Congratulations on your appointment. Well deserved. Let me start by saying that we need to use technology to help reduce crime at home. You need to advocate for cameras in certain parts of Roseau that are linked to your headquarters.
A mobile unit with cameras is desperately needed. This unit can be deployed during events such as; Carnival, Creole Music Festival, thus providing officers with an extra pair of eyes. It’s tough to tell a sitting judge that it wasn’t you, when you’re caught on camera. Laws also need to be updated to allow video evidence into court.
Thanks.
Congrats Mr. Carbon all we need you to do now is put your boots on the ground to get the Police Force back on track and start solving crimes.
Congrates! I don’t know what was the reason for the long delay! Please make sure that you hit the streets and allow people to see the commissioner with the people and moving with the people. Make sure you do like other commissioners of worth who find themselves on the battle field of combating drug trafficking, illegal activities and so forth.. Let the people see you as a young man who is skillful and strong and not a puppet to anyone. Please mr commissioner, make sure you come up with a comprehensive plan for better packing in the city and a no nonsense attitude to slackness and unlawfulness especially during independence season, namely creole festival. Imagine this year seeing folks park their vehicles on the round about near the stadium, was the high point of lawlessness. You all can make plenty money by giving tickets to slack drivers. Oh and please organise a clamping and wrecking of vehicles illegally packed in Dominica, by so doing lots of drivers will be careful. For example, Use lindo park or some other place around roseau as an area to secure the wrecked vehicles during festivities. Drivers will learn a good lesson when they come back to their vehicles and report the news to the police, just to find out that their vehicles have been towed away… for a serious fine… You would seee Slack Dominican drivers become law abiding over night.
Congrates Mr Commissioner! best Wishes to you and your family!
Congratulations to you Mr Carbon from Itassi with love we have always produced the better brains in Dominica i cote from my calypso Children of Itassi (Those of us who stay around to give our contribution to our Prime Minister and all those who serve in the parliment,Chief minister to Premier,President Prime Minister,C O I has given our countribution Daniel Carbon is a Child of Itassi to.We wish you all the best in your new office we will work along side you God blessings be on you and Prime Minister Skerrit.
Now Yoland, you are stretching the joke. What are you insinuating? Are you saying there are no more capable Dominicans elsewhere in Dominica to perform the duty of Police Commissioner? Are you speaking for yourself or that’s the general sentiment of the people of Itassi. How effective you think he can be without the support of the entire police force.
Again, this was from Yoland. We should not expect much!!!
We hear you loud and clear Yoland Jno Jules. That’s what it has become – one big Fete Itassi – with endless days of fun and love. Better brains you say? What about who you husband or wife is, who you “marry” to, who your aunty husband is or who your cousin wifey is, if you know what I mean. ..
seriously man or woman? you needed to go there?
Yes, Woman rights, we seriously need to go “there” and find the old cliche that “all is fair in love and war.” Yoland Jno Jules was ignoring the love and kinship elements found “there” and trying to pull the wool over our eyes with his “better brains” herring.
Congratulations on your new post, I pray that the attorney general steps up to provide you and the establisment all the necessary support both internally and publicly. I am warning you that you arwe inheriting a very corrupt police force and a ver sorry DPP!
He has been acting chief. He knows what it is all about. He does not need you to spew out this type of information to him.
Congratulations!
Commissioner Carbon, I do believe that your intentions are genuine.
The Opposition leader has consistently lamented that he wants the procedure as enshrined in the constitution to be meticulously followed. I would like to applaud Mr John for getting Mr Skerrit to conform.
congratulation tu the opposition leader for doig one thing at the end of the year to deserve his salary.
And that’s how the process should be: professional and respectful to all involved.
Congratulations to Mr. Skerrit, Mr John and the beneficiary of their professional conduct, Mr. Carbon.
Heard your interview today, Mr. Carbon, about your quest to return the Police Force to the level of respect it held several years ago. With the current perceptions, that is a very ambitious goal, Sir. It would be great if you can achieve it.
Congrats to Carbon. We went to high school together and his demeanor is still the same. A very intelligent and thoughtful guy. I am not surprise that the opposition leader came on board to support him. Carbon will serve his people well. He knows how to bridge the gap and to solve problems without sowing discord. A very wise guy. Great choice and very well done. I am so proud of what you have accomplished. Congrats!
Mr PM, u are obligated to step off ur high horse and show de Opposition Leader some respect. Our Constitution says uu shall and so u are obligated to obey.
All right thinking Dominican citizens knew that Mr Carbon had de support of de Opposition Leader. Mr John never said dat he wasn’t in favor of Mr Carbon as Commissioner. He was there waiting to give de PM his support as de constitutional process demands. De PM was out there mischievously trying to give de public de impression dat Mr John was not cooperating and hindering the process.
So u finally give in then Mr PM. U see how simple it is for U to prove URSELF WRONG? And then tell me nothing is wrong with our leadership.
How mischievously deceptive can a so-called loving leader of a country be.
And then one wonders how it is de DLP has 18 out of 21 seats and they can’t unite de country. U have all dat support wi boss. U find it so hard to be honest and truthful and u can’t unite the people?
Boss something wrong!!!!!
What really is the point u making?
Hooray for Skerrit,he has finally learnt that he cannot kick Hon.Hector John around like a football.
DNO it would be nice to know who replace Commissioner Carbon as Superintendent. Also who replace that new Superintendent.
Congrats Vigo but plse don’t let it get to your head. Now, you got to be wise how you handle complaints made against P.Os by civilians. Before you pull the trigger privately meet with your officer (s) in question and inquire into the matter. Sometimes, at this position of authority one can get over excited and this often times leads in making irrational judgements.
I used the name VIGO bcause I’ve known him very early in my life. I wish you the best throughout your term as C O P
As usual it`s not always difficult to see how the winds of change is taking place in Dominica therefore, You read it first on D.N.O. My prediction for 2013 is sometime during now and the next general election. MR John{yes I said it!}is going to cross the floor and join the Labour Party. It`s weekend and it`s time for some light moment,so Dominicans do not take this prediction to Heart and hurt yourselves, but i will settle for some thumps Down for i always laugh my a????off to see how my people react to the truth. Make my Day and lets all agree to disagree without being enimies. God bless!
Son, you all always come with some silly and comments.
Do you know Spags?
Do you know what he stands for?
Do you know the people he represents?
Hector John is one of the few politicians in Dominica who cares about the country and its people and you can take that to the bank. He is also among the most friendly and approachable
comgratulation mr.Daniel Carbon vieille case man did it again thanks god for him thats my buddy keep it up P.M
Let’s all hope that the Police Force can continue to go in the right direction under the leadership of the new Chief.
Continue was it going in that direction?
If so why so much contoversy?
Your statement is contrary to establish facts.
Don’t know why you guys don’t think a little before writing stuff on the blogs news etc.
I wonder who sold you ur instrument/pc/laptop what ever device you use.
i am very disappointed in admin. for calling the Honorable prime minister and opposition as John and Skerrit. having said this it should have read the honorable prime minister and the opposition leader met on Thursday or the honorable Skerrit and the honorable John met on …..
Isn’t that how the piece started? Maybe you should read more because it is the norm to refer to individuals by only their last names in a news item once the writer has established who they are earlier.
Good morning my people. I would like to congratulate Mr Carbon as the new Police Commissioner. It’s good to see that we can look within our Officers and appoint a truly qualify candidate so let us all give him our support to help make Dominica safe for all.
As a former classmate at PSS, let me say a very big congratulations on your appointment! You were focused, serious and dedicated back them, I pray the same in this new post. May the Lord bless, keep and fill you with all wisdom as you walk in this new estate. I am very proud of you and your achievement! If anyone can, you can!
Good job!
So what was all the hopla by the opposition about?? In the end the PM still got his way.
what if the precondition to the appt was based on ” No continuation of investigations into the GON case?
Don’t post again DNO prove me wrong or right
congrat mr Carbon
Congratulations Mr. Carbon. While acting as police chief, I am certain that you have been under scrutiny as to your capabilities. You have proven that you are quite capable and now have been promoted to “Chief”. You are aware what the position entails and will perform to the best of your abilities. There is no use to offer you advice and give you commands.
Good luck to you. I wish you well. A Happy New Year to you. God bless you!
Congratulations Mr. Carbon, well deserved.
And can it be…
The data is in the file. Plotting the pedigree using the kinship matrix and other pedigree utilities yields some beautiful results for further analysis.
In his maiden oratory as Police Chief, the officer allegedly asked the public and his officers to emulate him. His pronouncement requires respectful thought. If only more subjects were available!
Peace and blessings be upon you Mr. Commissioner. Way to go…
Don’t allow the police force to be controlled from St Aroma(Upper Goodwill)
Daniel Carbon, I hope you will work for the people and not for those people.
police we are about to clean up the force
Congratulation Mr. Carbon. Good luck with your new assignment.
I give 100% support to you as a young aspiring police officer. I see you as a mentor and believe that you are well chosen. Hats of and all the best as the challenges gets tougher inside as well as outside. Give God everything first. He never give you what u can’t bear ok.
I believe that by God’s grace you have already started on a right track. continue to walk in the same track. I believe u are well suited for the job. You have my support and wish you a 100% success.
Oh how Mr GON Emmanuel is awaiting justice Mr Carbon!
Look out for Edison James disagreement next week.
This author has in the past lamented the unconstitutional manner in which we have appointed high level state officials.
However, this appointment appears to be the product of proper exercise constitutional authority, albeit by a president who was not constitutionally appointed and based on the recommendation of a Prime Minister whose legitimacy is still in question (By the way, why is the OECS Court of Appeal taking so long with its decision. Do we have to wait another year to know who our validly elected members of the House of Assembly are-by which time general elections will be constitutionally due?)
As long as the procedure stipulated in the Constitution of Dominica is observed and respected, this is the extent of my concern with these appointments. In that regard, there is no issue or controversy in the exercise of the authority to appoint the Commissioner on this occasion, except to hope that very soon the issue of discipline within the police force will be seriously addressed and we shall have some movement on the G.O.N Emmanuel matter among other excessively and unduly protracted police investigations.
Let’s all join in wishing Mr. Carbon the very best as the new Commissioner.
Happy New Year to the President, the Prime Minister, the Leader of the Opposition, the Commissioner of police, DNO and its many readers.

We respectfully take notice of your personal confession that you have been cursed with “limiere Pot-Chambre” . Therefore, your confusion, lack of understanding and bipolar tendencies are excused.

I am afraid that someone who has the blessings of the PM may not be the best person whether or not the leader of the opposition agrees.
I hear you. However, this is the democratic system in which we function. The Commission of police is appointed by the president on the advice of the Prime Minister after having consulted with the Opposition Leader.
Let’s be practical, the Prime Minister must have the prerogative to decide who he wants for Commissioner, albeit he has to consult with the Opposition..

Valley man just now they will make U an offer you can’t say no to. They will if they haven’t send colin to you. Are U half purchased?
I heard the talk went like this “Valley pest we have a deal for you.”
The only deal that Roseau Valley is interested in is good, honest governance , fair play , adherence to the rule of law and development of people and country.
If the above is promised, there need not be any further consideration. I am onboard for free and for love of country.
Oh! wishing our elected /appointed officials a Happy New Year is merely out of respect. Not a sign of being purchased. In the meantime, I eagerly await Collin’s call.

Do youall really care about mr Emanuel?or is he being used as a political horse?
Actually both. What is going on with this case is symbolic of what is wrong with the entire country.
You see, whether it was Jane, Peter, Astaphan, Dublin or whoever was so viciously attacked on that Christmas morning in 2010 and made to suffer in the way that Mr. Emmanuel and his wife have been, I would be equally disgusted.
But as we know, the case with G.O.N should not be isolated from the other socio-legal-political issues confronting and retarding our advancement as a civil society. The Emmanuel case is core to the corruption in government and is a central thread linking important players in the cesspool of corruption.
In that regard, therefore, while we care about justice for the elderly gentleman and his wife, this case affects how our law enforcement functions, the efficiency or lack thereof of the justice system and the sincerity of our political leaders in doing what is right.

good sir i oner you you are the best
You mean “honour” or “honor”, English or American language.
Stop ur BS,It’s like cock or cork, cock a dooloodoo any one would do.
oh please
I trust that with good health and the help of the almighty you will lead the police service in the right direction. Be assured that some of us has seen a number of chiefs come and leave and you have proven that you are fit for the job. I have worked with you for the last six months and I am very much impress with your perfomance. One of the attributes that I admire in you most is a yes is yes and a no is a no. No games when you sit as chief as you often refer to it as the hot-seat. Be assured that you have my full support to take the force to the level the public has been asking for for a number years. All the best Chief.
you sound like mr. irish.
Congratulation to you sir.
Good to see the Opposition and the Government can work together.
We need more of this in Dominica.
Actually governments and oppositions have always been working together in Dominica. This is nothing new. It is the agrogance of this administration in open violation of our laws and constitution that have made working together difficult.
Had Mr Skerrit simply followed the letter and spirit of the Constitution when he appointed the acting Commissioner on previous occasions and had he together with the Speaker and the AG adhered to the provisions of the Constitution when electing the president, there would not have been any controversy.
All we ask for is good governance and respect for the Constitution. In the absence of that, do not expect the opposition to simply follow the government blindly.
Respectfully, Happy New Year
Roseau Valley
Whenever the govt. makes the right moves the opposition has no choice but to comply accordingly. But when the govt. acts hastily, and chose to violate the constitute, you wont expect any sensible opposition to tow along, that would be cheating the nation.
I agree but it is hoped
– that working together does not mean agreeing to move ahead blindly in the wrong direction?
– that working together is not synonymous to agreeing to do the wrong thing, to do the right thing in the wrong way at the wrong time by the wrong people?
Respectfully
Roseau Valley
its not working together .is called agreeing on something (together)
Lets hear what THEY have to say now.THOSE that always keep fighting progress.
Please be careful here. The conecerns have been about the lack of transparency, accountability, the absence of good goverance and the unconstitutional nature of decisions.
In terms of the progress that you speak about, the concern has been about the enormous moral, ethical, diplomatic, political and socio-econmic costs to the nation of the so-called progress.
Now that you know what Roseau Valley has to say, you will understand that the agenda is not anti-progress.
Have a happy new year citizen
Respectfully

Garson, just congratulate the Commissioner and vex with yourself.
We the people will support you in taking the Police Force to a higher descipline level. Security, Safety of the people and a reduction in crimes are our biggest concern. The Gon Emmanuel’s saga still drags on, and don’t seem to get anywhere. Demand that the investigation gets on track, and eradicate politics out of the Force so you can excecute your duties and responsibilities as prescribed.
what if the appointment’s precondition includes no follow-up on the GON case?
I suspect the GON Emmanuel case will drag on and on and thats all that will happen, drrraaaaaggg. You want to knwo why? Beause he was not the only one to be fire bombed but for political reason he is the only one SOME people shout about, not because they care but to score political points. So, brace ourself for the long drrraaag because thats all its going to do, drraaggg.
Ok DNO now please get a better picture of Mr. Carbon for future reference.
Assertive, NOT Agressive!
Agreed. That one looking like he sit down thinking…..meh sa pou fete nuh….
What is wrong with this picture? Do you expect a smiling picture? I think this one is appropriate.
hoooray but wait! i thought the country wanted Inspector Weekes. well i guess, it is not US to decide.hmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmm
The country????? Allu sit down in cold rooms and just assume that you are the masses right? Interersting!
Tell me something I knew about already? Firstly, let me congratulate Mr Carbon, someone i trained as a young police officer, quiet as he likes to keep it, he always showed promise, and i hope he does a great job as Commissioner although in the present atmosphere surrounding the police force it`s going to be a big challenge.Needless to say the post of Commissioner of police is always and will continue to be a political position. Lord help him with that! But it is what it is and he has his head:handed to him, forgive the pun”. I call on all true loving dominican to support the new chief and the dominica police Force it is all we have and Law and order must be maintained! To those who think they were over looked I share your pain and knows what is going on in your minds.Been there done that”! Just remember that promotion does not come from the east,or the west, but by the way we all serve so later we can be proud to have served. Long live the Dominica police force and God bless and protect all our Law enforcers.
De PM took a bow. Hahahahaha.
I wonder who is boss?
I wonder whose advice de PM decided to take this time. I don’t believe that Mr Skerrit decided to take it on his own and consult. He must have been nudged? Pushed? Shoved? Hahaha
Mr know it all. Mr john isn’t going to wear any RED SHIRT. Hahahaha.
Are u going to trade urs for a blue?
What does ur crystal ball say about de new slate of DLP representatives. Who going to get kicked out? Hahahahaha
Can u identify any constituency where labor power is weak? Silent? Muffled? Shameful? Slowly going going going down down down………?
I know a couple names.
Mr know it all, mind u set up urself for a big fall
DONT BE NO MAN’S PUPPET AND WE WILL RESPECT YOU
“Never let a politician grant you a favour for they will control you forever”
Favour for FAVOURS.
Congratulations sir, I applaud the decision, now please crackdown on illegal parking, especially around bakeries when bread is hot (police do it too in official vehicles), Stop “gangs” of police strolling in town in groups of 5 or more doing nothing. and see if there’s anything you can do about ignorant drivers.
These are your priorities, parking tickets???
you forgot to say , train, arm and pay the police to stop this wild wild west crisis.
Move on… nothing to see here…
????????agree with skerit wee ,,dats a first in how many years,at one point i really tought opposition in to only oppose ,,
Sprags make the news. Congrats
after all of that Mr.John, life is to short to be having fights like that, there is much work to be done. lets us go forward to build a better Dominica.
Congratulations Mr. Carbon. Long live your tenure.
finally ,the p.m and opposition agreed on something .
Stated wrongly,
Finally, the opposition agrees with the P.M. on something.
LOL
