Businessman accuses Digicel of improper use of sidewalk; not so the company says

It may be a case of what’s good for the goose is good for the gander but Car Dealer, Peter Karam, who has been accused of using the city’s sidewalk for his business, believes Telecommunications giant, Digicel, should not be allowed to utilize the sidewalk for the placement of a generator.

CEO of Digicel Vivec Sharma is insisting that the generator will be there temporarily but Karam is hearing none of it.

“I’m concerned like all the neighbors are concerned in the neighborhood. I reside right there, the noise pollution, the smoke pollution, the environmental hazard…That is what will happen,” Karam told Dominica News Online (DNO) on Wednesday. “I know generators tend to be noisy and smoke a lot.”

However, Sharma said this is not going to be the generator’s final resting place.

“It’s just a temporary one and we have a permanent location for it but that’s not public property, that’s inside our office building,” Sharma said.

Karam also took a shot at the Planning Division and the Roseau City Council on the matter.

“Is this what Planning and Roseau City Council is approving now? If this don’t stop a precedence will be set! What’s that? Dominica is a lawless country? Is cowboys and Indians that running here then?” he stated.

But Sharma said the generator’s present location is on private property and permission was not sought since it was not needed.

“It’s part of our property, we do not need permission to put it there,” he stated.

Karam is now calling on other business entities, who may be guilty of using the city’s sidewalks, to stop.

He feels that if it is not halted, it will become the norm.

“That’s nonsense! Those things must stop. Sidewalks are for pedestrians. So tell me everybody in Roseau, every business house can now put their generator on sidewalks?” he noted.

In 2012, Karam and former Mayor of Roseau, Cecil Joseph clashed after Karam was accused of using the sidewalk for his car dealing business, Acme Garage.

But according to Karam, the Digicel matter and his own are two separate issues.

“I remember the Mayor tried to kill us the other day for sidewalk usage, he claimed it was sidewalk and we eventually found out that he was wrong,” he noted. “That was not side walk that was Acme Garage’s property where we park out vehicles. So that’s two different issues.”

    I agree with this comment about the greens wholesale HUGE vehicles which are parked on the sidewalk in goodwill. the police have been informed and am sure that they can see the dangers when they pass by.this man don’t only occupy on side but both sides of the road.dominca police is just a waste of time.when something happen there they will come with their caution tape and play like they doing their job.now is the time to do your job mr police.get out of the traffic dept. and go and do what it takes to have these vehicles off the dam sidewalk, I have seen vehicles come inches away from hitting kids walking to the school near by.because of the huge vehicles which are parked on the sidewalk,they are forced to walk on the street. from what I understood there is an empty lot next to the road where this man use to park his vehicles.why can he not park them on the empty lot?his sense of selfishness is heartbreaking.God is watching you RICHMAN karma will get you down the road.just wait .

    Peter makes sense to bring this up. There is no sidewalk ‘per say’ in that area, people walk in the road , including the police. All sidewalks in Roseau need to be redone and brought up to decent pedestrian standard. That’s a project to be undertaken after or some time during the recovery, period. Sidewalks in Roseau are prehistoric. However, Peter needs to clean up his personal back yard, (not just the sidewalk at front of his business) and ‘He’ knows what I mean…. the way he treats ‘others’.
    The Nassiefs for instance were given inherritances, they expanded and developed them, he was handed a business on a platter to develop and is yet to take it to expand and develop the business, still forcing with town council over a sidewalk he occupies from time to time. He knows he has preety much failed a family business to be still at that stage. What a sidewalk issue.

    it’s a know fact that public space within the city is managed by the city council and the safety of the public is looked after by planning division. therefore I’m wondering why are these institutions not making their authority felt and taking a stand on the issue?

    jharris you can read a tape, a measuring tape i mean,and have you noticed the distance from mr karam’s place to the road?once you have 5 feet from the road thats sidewalk.can you see the amount of space thats left for mr karam to park his vehicles?thats more than ten feet. besides i would like to think that mr karam was born and raised in dominica.Where digicel come out again? IT’S time we stop pulling down our own while we big up foreigners

    Tell Peter to go move his vehicles so people can safely walk on the sidewalk in front of Acme Garage. If he does so, then we’ll not have to walk on the road, while he ‘blockup’ the sidewalk.

    The Karam’s have been in that area for many, many years. No one then made a fuss. I recall, there were times I would pass by and talk to JoJo’s daughter, Peter’s sister I suppose.
    Today, some people are so picky. What they accepted in those days/years, they no longer accept.
    The location is close to Bath Road. It did not bother anyone in the past. Why now? It is too bad Peter did not own where Digicel is. That problem would have been avoided.
    Generators make a lot of noise. Consider the noise It is not only noisy, it is annoying. Consistent noise is bad for the ears.
    Generators do cause pollution Should Digicel not have discussed this with Peter prior to placing the generator close to his place of business?

    Peter Karam all the lubricants and grease and waste goes straight into the gutter by the look of things at ACME garage. Your garage is by no means one of strict environmental standards. You of all people talking about pollution and environment.

    DNO, I really do not see the significance of this news article at this pointing time. I mean this is online news and something like this article in my opinion is not important. I know I am not the owner and I cannot tell you what to put out.

    In my humble opinion I feel Dominica has much more important issues to deal with than Karam and Digecel. We are in a crisis put upon us by Erika and now one put upon us by our politicians especially after the NG Lap Seng arrest.

    To me is either DNO is Bias or Fearful. I mean it’s world news now that NG Lap Seng was arrested on Sept. 19. This gentleman is a good friend of Dominica and super good friend of the PM. For some strange reason DNO said nothing about it until yesterday, when they briefly mentioned it and based on the amount of comments DNO moderated, 68, it is clear that DNO is not busy to moderate too many on this subject.

Nowhere in the world can a private company utilize a public road to operate a private business except in DOMINICA, proving once again that this is not a real country.

      I would imagine that all of you people will commence riding on Peter’s back, I suppose if he had something giving away for free; you all would be on his side. The good book teaches “a prophet has no honor in his country.”

      Nevertheless, do not forget for years, it is people like Karam, and the Astaphan’s, as in J. Astaphan, Brisbane, the Nassif’s and all the other merchants and small shops even the rum shop, and cook shops which kept Dominica, afloat. They import commodities on which they pay duty, and consumption tax on.

      There was no VAT!

      Such taxes were used to run the country, they did not get concessions as it is given away these days to whoever in the cabal ask. Where was Digiceel, (a Johnny come lately); it seems we have turned on the hands that fed our people for so long. No wonder Charles Savarin told Dominicans to Boycott Brisbane!

      Boy our people are wicked, what kind of people are we?

    I agree now that everything is wrong with Dominica. No one is being held accountable for anything.The Planning Division has had a poor record for ensuring safe zones for rivers, buildings, & people. The traffic department is like a scapegoat for certain privileged entities. They have no bols. The Roseau City Council is weak and will not set standard for the city. No respect for pedestrians. Money is being paid under the table and the weak hungry elements of society who have been given certain responsibilities are filling their pockets, while Dominica face continues to go down hill. Shame on everyone who don’t think that Dominica deserves better. WICKED, WEAK ELEMENTS!!!

      Whether its Peter Karam or Digicel, it is not right, morally, environmentally and legally to introduce a health hazard that will impact the health of neighbours and citizens negatively. It is one thing to build a structure, change the neighborhood, increase the noise level, introduce new noises that will add new stresses to those already suffered by the neighbours, especially those in close proximity to the source, when the objective of the perpetrator is to make money, irrespective of how his/her behavior affects hapless victims. The same is true for noise emanating from loud speakers, pounding of dominos at times throughout the day and night; t is as if there is no more respect for peoples’ feelings in DA, its all about me, myself and I. Oh God, what a state our society has deteriorated to. Where are the authorities, what legal redress is available to those affected and how quickly can this noise monster be dealt with to restore peace in our communities.

Now on the case of Digicel, truth be told, government should stop them on putting there generator in such a spot.       The government of Dominica is not going to do anything about the situation, pollution created by some fusil fuel cause cancer, CO 2 (and that should be written in subscript): anyway is a deadly poison, how many people are going to be exposed to the emitting fumes?

      Well, anyone going to that building, and the workers inside will be exposed! So, here we have it; one goes into Princes Margaret Hospital for treatment the comes out dead!

      You walk the streets of Roseau and you breath, and ingest polluted fumes carelessly, and deliberately emitting; one way or the other, the government is the cause of your death! In America their many billions of motor vehicles on the road, cities, and towns. However, they all are equipped with (“Smog devices) which eliminates the amount carbon they emit Every two years one must get a smog test, and if the car fail, you either fixed it or scrap it!

    Peter, the trend is simply this: no matter who they are where it pertains to foreigners, they seems to be at liberty to do whatsoever they wish and get away with it. And if we are not careful, and even the government object chances are the foreigner will take the government to court, and prevail.

    We had an example of that when a Jamaican thug came to Dominica, and violated the Immigration, and Naturalization laws of the country, when he was deported, he took the government to court and prevailed.

    Now; the Dominica ………Roosevelt Skerrit, told the nation, that he could not do anything about it excepts pay the criminal; stating he must comply according to some CARICOM agreement, to this day we do not know how many millions of dollars he paid to that guy!

    I do not want to the impression foreigners should not be welcome, however, they should be prepared to follow the laws of the land! in stead we find some are operating above the law!

      You might be on the wrong track, as far as we know The Karam’s has been doing business right where they are for more than sixty years, anybody in their late fifty’s know that. In those days there were less than a hundred trucks, cars, and motor cycle on the island.

      Now there are thousands of cars on the island, parking became more difficult, hence people started parking on the sidewalk in front of the Karam’s business, blocking access; people could not enter to conduct business, Peter complained. Even, that former Mayer Cecil Joseph violated the law, and blocked passage into the man’s business! Even at that what DIGICEL has done is worst than Dominicans blocking the entrance to Peter’s business.

      Everybody comes into our country, and step on us, they have more rights than even Skerrit Prime Minister of Dominica!

    Peter made an interesting observation i.e. noise pollution, the smoke pollution, the environmental hazard. Accordingly this should be of concern to all dwelling within vicinity and by extension the City. Irrespective of being temporarily place on private property and the questionable notion that Environ planning is not required to run a diesel operated generator for (xx hrs, weeks, months continuously??? and note the difference between continually) this explanation by the company rep still lingers in clouds of grey because the permanent place is reported as being inside the office building. The observation holds solid ground and what good for the goose good for the gander!

    Peter is correct. This is less than 6′ from the road so this is sidewalk, even if the plan says that it is your property. My property goes to the gutter and I must leave 6′ for sidewalk. Karam on the other end is not installing any permanent or semi-permanent fixtures. He parks cars in front of his building. If he does not park his cars there, other Dominicans will use there as a parking lot because his building is at least 15 feet from the road. Digicel should know better than installing a generator at that location be it temporary or permanent.

    Interesting,

    I must be a real idiot. For in my eyes, based on what I see, this spot with the newly erected concrete platform) is not private property as the Acting GM of Digicel suggests.

    And, I think I am right about this one, and welcome in order to erect a permanent fixture, (the concrete platform) the Roseau City Council should have given permission to use that space.
    Maybe if they had erected it in teh Driveway in front the gate, I would call that private property, but there should be some allowance for SIDEWALKS, no?????

    There is no space in that compound, not on the roof, not in the back, not in the yard. So where exactly do they intend to put it in the long run? Digicel trying to Mamaguy. Sounds like a cock and bull and mr. karam has every right to voice his concern, as should every other citizen of Dominica. This is PUBLIC space. The boundary of Mr. Alexanders property certainly does not goonto the public side walk.

      Even if it is in front of their business on their very own land that is not the appropriate place to install any type of generator, regardless to the intended purpose!

      Only in Dominica people can do that crap, and take advantage of people: On any day of the week if I have a party, in my house, and my music is loud, and some neighbor call the police to complain, the police will come to my house and shut me down, if after might I do not turn off my music, or play so soft that it cannot be heard outside, and some called the police they will visit me, and might even take my behind to jail.

      So, why should anybody tolerate that sort of crap all day, and night simply because it’s “digital” are they more important than anybody in Dominica?
