The Organization of American States (OAS), through its Universal Identity Program in the Americas (PUICA), has begun scanning all of the birth, death, marriage and adoption registries in the civil registry of Dominica.
Responding to a request from its six Organization of Eastern Caribbean States (OECS) member states, the OAS began a comprehensive modernization of civil registry information to increase the transparency, accuracy and efficiency of the civil registries in the region and provide a secure repository for these public records.
Between 2012 and 2013 the project has completed the digitalization and data entry in five of the six countries.
The OAS has procured equipment and has tailored the Caribbean Civil Registry and Identity System (CCRIS) to the specific needs of Dominica.
PUICA hired data entry clerks to scan and input information, and an IT specialist will provide technical support.
Upon completion, ownership of all the hardware and software will be transferred to the Ministry of Tourism and Legal Affairs in order to ensure the sustainability of the benefits achieved by the project.

It scares me when I read such thing.What has become of sovereignty.Why is it a country civil registry has to be scanned under the auspices of some foreign organization in the guise to increase the transparency, accuracy and efficiency of the civil registry this is utter nonsense only the gullible would believe such thing.

Organization of American States is undergoing this implementation? Well, consider that they will have a copy of the record of all Dominicans and other countries, wherever they will be implementing this.
Could Dominica not have its own private department to implement this? Why include this OAS who will obviously keep a record for their files? I am suspicious about them. I do think Dominicans deserve an explanation for utilizing this OAS.

This is a great step forward. However, it would have been advisable to have a public records component to this project where real property records, among other public records, could be accessed. Perhaps, this could be the next project.
I sincerely hope they do something about registration of land titles, to get a piece of paper someone has to wait years, not one but two and three, this is just “PURE RUBBISH”. I mean when will things move a bit faster so people can move on with their lives. It’s like everything on slow motion in Dominica.

You are so correct. More and worst to come. This is also the result of when foreign countries assist smaller countries that are not self-servient. They are the boss. They own those countries and can dictate to them what they should and should not do.
Look out for your religious freedom and for institution of immorality according to the standards of those countries.

Technology is a good thing but it could be a bad thing. As long as you live, wherever you go, until the end of time, your name will be etched forever in computer files. This is our dilemma and that of the world.
