DNDDF confirms receipt of funds donated in Malaysia

Dominica National Development and Disaster Fund (DNDDF), based in London, England, has said it received a donation of US$10,000 in 2014 from the KB Foundation for the purchase of disaster emergency items for Dominica.

In a release, the organization said the donation was made “in appreciation of the Disaster Preparedness and Relief work being planned by the charity from its base in London.”

The donation was made in Malaysia and was received by Dominica’s then High Commissioner to the United Kingdom, Francine Baron. It now the center of controversy after Baron wrote to Opposition Leader, Lennox Linton and journalist Matt Peltier and Angelo for reportedly ‘defaming her character’ in relation to the donation. She said they have alleged that she misappropriated the funds for my own use.

In its release, the DNDDF stated that a contribution was made to the Dominica Red Cross (DRC) from the fund and others received.

“In the aftermath of Tropical Storm Erika, and due to the availability of the $10,000 US donation received from the KB Foundation, as well as £8,000 of funds raised by the DNDDF over the years, the Management Board resolved to contribute a total of £15,000 ($65,000 EC) to the Dominica Red Cross (DRC),” the release said. “The DNDDF’s donation was presented by its local representative in Dominica on 29 September 2015 at the DRC’s National Headquarters. The purpose of the donation was to assist the DRC in its recovery efforts, including the provision of emergency water, food, etc. to several communities isolated as a result of extensive damage to roads and bridges, compounded by landslides making numerous roads impassable in Dominica.”

The release continued, “The donation by the DNDDF, in addition to the mobilising of aid and shipping of container loads of items to Dominica in conjunction with the High Commission for the Commonwealth of Dominica in London, other Dominican charities such as DUKA, DONA, DCO, CIF, DSSSA etc., other community groups and individual donors, underpinned the purpose for which the DNDDF was established and registered as a
charity since in 1991 with the Charity Commissioners for England and Wales. As such, the Management Board of the DNDDF accounts for all of its fundraising revenue and expenditure, and the donations which are the subject matter of this Press Release are no exception.”

The organization said it is committed to assisting Dominica.

“The DNDDF remains committed to sustaining its efforts to assist the development of and contribute towards disaster relief in the Commonwealth of Dominica,” the organization said.

    The whole thing does not make sense.
    Why was Francine Baron, our High Commissioner in London, celebrating our independence in Malaysia where we have no consul, ambassador or any Dominican community that I know?
    Why did she collect a check there for a London charity. That is a long way to come for U.S.$.10,000 and I bet Francine did not travel coach so the expense alone would eat up most of that money. That does not make any sense at all.
    The people behind that charity are the same behind that Duka organisation, check it So long they promise Dominicans in England to build a community in Dublanc but I don’t see any development there yet, only grass. Is that a scam, pie in the sky , a pipe dream? And now they telling us that the check they got in 2014 is part of the donation they made to the red cross in Sept. 2015 after Erika. Carcon, don’t insult us, we are not that foolish. I think you all collecting money in London to make fete and call it charity.

    The plot thickens. One of the charities mentioned as having contributed to the £15,000 given to the Dominica red Cross, DONA (charity no.279643) shows an income of £619 to the year ending 31 March 2016 but £0.00 spending and £247 for the previous year but also with £0.00 spending. Now, Ethelda Brand , a trustee of DNDDF is also a trustee of DONA. Of the other charities mentioned DSD is registered in England as Dorset Search Dogs (charity no. 1145479, DSSA as Derbyshire Schools Sports Association (no. 1051451 and the last one CIF could stand for a number of charities, none of which have anything to do with Dominica. What is going on? There are a number of charities in Dominica itself, who could have done with this U.$.$10,000 cheque such as the Grotto Home, REACH
    House of Hope, Council on ageing and others. Why was this donation not going direct to
    any of our local charities in nov. 2014 but to a London charity?

    Reading the responses here is extremely sad!! People have been given information yet they’re still not satisfied. I suspect it’s because they want Ms Baron”s blood at all cost. To be perfectly honest I blame DNDDF for not revealing the fact that the money was given to them by Ms Baron & in fact they should have sent out a press release announcing this very generous gift was given to them. The DNDDF is based in London and is made up of representatives from various Dominican Associations & this Organisation raises funds so that when there is a disaster in Dominica there are funds available to assist immediately!! St the time, Ms Baron was High Commissioner and she rightly gave the cheque to DNDDF. That money plus other funds raised by DNDDF was sent to the zdoninica Red Cross following the devastation caused by TS Erika. Lots more money was raised in London by the TS Erika Committed and the monies raised will be used for the school in Colihaut. Thank you Minister Baron. God bless…

    If the Government of the Commonwealth of Dominica operated within a culture of transparency, accountability and public disclosure, we would not be here today! Why does it have to take public pressure for the Government to disclose the people’s business every time? Why was this intended donation not publicly disclosed at the time? And why can’t we account for all the sale of passports and how the money is saved, allocated and disbursed across Government departments and development projects? Why must everything be a secret to the people of the Commonwealth of Dominica? It is our country, you are our Government, managing our money?

    Doesn’t that look as a symbolic cheque the two women are holding? That is what it looks to me. Do UWP supporters really believe that is the cheque that would have been taken to the bank for cashing?

    I went on a school tour the other day and on the walls were pictures of donations made which were blown up and framed. It was just showing that these companies or individuals made a donation of a certain amount to the school.

    We really do not have to make ourselves look so silly. If you win a lottery, chances are the lottery company will make a dummy cheque for the purpose of picture taking which could be later seen on their wall with maybe a void sign on it to show that someone won the big one. Then a cashier cheque or an electronic transfer can be made to the winner.

    How about the UWP distributed cheques in hundreds of thousands $ we just learn about, now that seem very interesting. DNO will you be carrying it as a news item for discussion and comment soon?

    Francine Baron, I do not recall hearing anyone stating that you misappropriated, mishandled or stole any funds. What I do recall is that after the My Dominica Trade House Scandal was exposed we saw a photograph of you being handed a large check for 10,000.00 US Dollars. We, through our Parliamentary Representatives, began to question you as to the whereabouts of these funds and you NEVER responded until a couple days ago….with a threatening letter!
    The question to you is: Did you attend the function in Malaysia as a representative of the Commonwealth of Dominica? Or as a personal guest?
    Did you accept the 10,000.00 US Dollars check as a representative of the Commonwealth of Dominica? Or was it handed to you in your personal capacity?
    If you attended this function as a representative of our Country we have a right to ask you to account for anything received by you during that function in a DEMOCRATIC society. Your refusal to answer caused speculation!

    Inspite of which party you support, it is clear that Lennox needs to take a breather. I have listened to every UWP candidate or official speak and not one of them sounds cantankerous, over the top and aggressive as Lennox.     DNO, I suspect that either you or the DNDDF made an error in terms of year of receipt of the funds as it could not have been 2014 when Mr John wrote a letter dated 9 March 2015 (see annex 4 of the original story) to provide his a/c # as it appears the funds had not been received within the one week time frame specified by the High Commission in the UK. In any case, why would this money have to be funneled through a charity in the UK and lump with funds raised by that DNDDF? Did the DNDDF let the recipients know that the majority of the funds came from a benefactor in Malaysia. Who told the benefactor about this DNDDF? I am sorry DNO, I was comfortable all along until now. I am not saying funds were not received by DNDDF but anyone would admit that after over 2 years of silence and the explanation from both parties this week, something doesn’t smell too good.

      Also, the cheque is supposedly in US dollars to be converted to pound sterling as DNDDF is in the UK, and then converted to XCD. Would have made so much more sense to send funds directly to DA to avoid those exchange losses. Wow, these people are opening Pandora’s box.

        Francine open a box that I don’t believe she thought about before sending out her letters to Linton, Angelo, and Matt, something is not right, why didn’t the cash come to Dominican in 2014. and why was the cash add to another amount and send to the Red Cross in Dominica in 2015, and why didn’t she come clean before now. What did Francine got herself into too, and the scandal goes on but it will nor shift the talk about the CBI program because it’s all the same thing.
        The Opposition asked Francine about the cheque in the house and she refused to complied and so the scandal goes on.
        I will listen to the Kenneth Rijock blog / John Batcher Show for more info so I would say you get some fact and stop listening to alternate new and questioner fact.

      The name registered with the Charities Commission in the U.K. is;
      Dominica National Development and Disaster fund (DNDDF0.
      It was previously known as the Dominica Natural Disaster Fund (DNDF0
      This is probably where the confusion comes in. Don’t know if the name was changed deliberately to cause confusion. Anyway, the charity registration no. remains the same 1001492.

    It seems Linton and his boys thought she could have taken the giant check she posed with in the picture to a bank and cash it. :lol: :lol: :lol: . These guys are classics. It was all symbolic, she received the check on the behalf of one charity which donated the money to a second NGO. She had no reason to stand in Parliament or have a press conference to say she received a symbolic check on the behalf of the charity. That was public knowledge. If Linton and his boys wanted to comment on the specifics of that case they should have done their necessary research. These guys are not learning from the mistakes.

    This is not correct. The official accounts of the DNDDF, u.K. charity no. 1001492, for the financial year ending 31 March 2015 show an income of £4,192 and spending of £6,234, The relevant check was issued on 3 Nov. 2014 and it is therefore impossible for it to be part of the charity’s declared income for nearly five months after it was issued. The accounts for the year ending March 2016 have not been submitted and are seriously overdue. As far as I know the £15,000 donation to the local Red Cross in 2015 was a DONA initiative, Something is amiss and the Charities Commission in the U.K. should investigate.

      You are right. U.S,10,000 on 3 Nov. 2014, the date the cheque was issued was the equivalent of British pounds 6,257 and the income for that charity for the whole of the financial year up to the end of Marchf 2015 was only British pounds 4,192. Are you telling us that cheque was not cashed till after 31 March 2015? When was it cashed and by whom?
      Also I recall that the High Commission in London arranged a special fund raising meeting immediately after Erika and that NDDP was represented there by its chair Vince John. money raided there would be separate from that cheque in Nov. 2014, 10 months before.
      In any case the 15,000 pounds donated to the Dominica Red Cross came from a separate charity, DONA ,Dominica Overseas National Association of London, which does not have Vince John on its board and whos chairman is Joseph Vidal. You are right something seems not right here and needs investigating.

    The release from the so-called charity organization is bogus at best.

    First of all the release did not come directly from the Dominica National Development and Disaster Fund (DNDDF) but from Charles Jong, the government’s minister of propaganda. (A friend in the media showed me the email.)

    So why can’t the DNDDF send the email to all media houses themselves? Why through the government? This is very fishy.

    I’ve tried to contact the DNDDF myself through its email address and phone number. The email remains unanswered for days and I am still waiting. I tried to call a number listed for charities in the UK and the phone either rings non stop or says the number it out of service.

    I wish the media in Dominica would do a little digging before they simply publish a “press release’ they receive.

      What authority do you have to send them email and expect a response? Do you think they answer to any and everybody who writes them? They know what people as you are up to which is why they did not find it important and necessary to respond.
      The same as the Media, Government and other enterprises. I am stating this in general terms, worldwide. If they feel your queries are ridiculous, out of place and none of your business they will not respond. They cast it aside and shred it which is where it belongs for nosy and wicked people who are up to no good.

      Perhaps Francine Baron was hoodwinked, I don’t know but it appears she has opened a can of worms.
      The day job of Vince John is shown as procurement director of Greenwich University in London on the university website and his direct tel.no. 020-8331-899 and e.mail address [email protected]. This information is in the public domain. so you can call him or e mail to check with him direct what is going on here. Why he uses the address for the DNDDP charity to be at Barking Road in Plaistow is a mistery to me. That happens to be the Newham borough Community Centre as I recall but also the home of the Newham African Caribbean Resource Centre, This whole thing is a tangled web of smoke and mirrors.

    So why was that information not made clear from the very beginning. Why it appeared to be a big secret which was meant only for the elect and not the people who needs to know.
    Dominica belongs to all dominicans NOT those Who think that it belongs to them only, it is not anyone person or group of person private property or possession.

    When will the Administration understand that they are not governing their private business but the businesss of the people which is public and that they are accountable to the people at all times.

    The Administration even gets angry when they are asked relevant questions pertaining to the people’s business… what manner of people are these. They villify the opposion when they ask questions about the people’s business.

    All of you guys full of crap. Francine Baron represent Dominica wherever she goes. That’s what tax payers paying her to do. If she received funds on behalf of anything Dominica she should make sure that Dominica knows exactly where it goes and what was done with it period. Do not give anyone reason to speculate. Why should I have to search Google to find out who the heck this organization is and where it is located. It should have been mentioned “based in England” no one can be trusted because even good intentions can be abused. If all this was absolutely clear in first place then no one would be making speculations. That is the definition of transparency. Stop wasting valuable court time with this damn law suits and focus of doing all you freaking jobs. Public figures are responsible to answer when there are questions and if answers not clear then there is something to hide so move on and improve on y’all attitude. Deng it!!!!

      I don’t think you understand that the Dominica National Development and Disaster Fund (DNDDF), based in London, England, has no association with the government of Dominica. It’s a private organization. It doesn’t have to tell anyone, save maybe the government of the UK, what they do with the funds they receive.

Using a name that seems to indicate it is a home grown national initiative. Is that not misleading?         Yes, they do in the U.K. and that information must be made available to the public.
        Don’t forget approved charities do not pay tax and the authorities want to make sure that all their income and expenditure is properly accounted for ansd open to scrutiny. We should have such freedom of information Dominica also to keep people straight and not put them in temptation.

        Yes! You know why, this is because as the Carnival Queen of Dominica, and going to accept a checque in her official capacity, she is representing DOMINICA and ALL DOMINICANS and therefore, she has to account to the people what she went out to receive on our behalf. The people should never be left to speculate. This is what transparency calls for, and if one does not want to operate in a transparent manner, then they should refrain from running for public office.

      If you want people to take you seriously, you need to be balanced.
      Before Lennox, Matt and Angelo went out making statements that suggested Ms. Baron misappropriated funds, all they had to do was ask and do some very basic research.

      Just because you don’t know something, that does not give you the right to sully someone’s good name.

      I have not seen the transcript of what these guys said, but if indeed they made claims that point to libel, I am in full support of her suing the pants off these guys.
