Duncan Stowe defends CBI Program against ‘political opposition attack’

Stowe said the program has been attacked by political opposition forces

Authorized Agent of the Citizenship By Investment (CBI) Program in Dominica, Attorney-at-Law, Duncan Stowe is defending the CBI Program which he said has come under “tremendous attack” primarily from political opposition forces.

He was addressing a two-day meeting of the Citizenship by Investment Programmes Association (CIPA) held at the Fort Young Hotel on Thursday morning.

“We all are aware that the Citizenship By Investment Program has come under tremendous attack, primarily from political opposition forces,” he said. “Often times you will not hear from the attackers that persons who operating the program are involved in a Citizenship By Investment Program. What you would hear is that [so and so] or this person is in the business of peddling passports.”

He described this as “the highest level of ignorance.”

“This to my mind is the highest level of ignorance displayed by persons who often times should know better, or it may be that such statements are premised on malice,” he stated.

Stowe explained that he was making the comments because, time-after-time, “we hear through the media reports that the source of funds for a national project or program is the Citizenship By Investment Program.”

He said he therefore implores all governments to continue to ensure that there is full accountability for the funds obtained under the CBI Program.

“After all, it is public revenue and as such our people must be satisfied that the program is working for them,” Stowe remarked. “We in Dominica we know that CIP [Citizenship Investment Program] funds are used for job creation, caring for the elderly, infrastructural development, youth empowerment and a number of other areas.”

He said the CIP is a tool for development, “for all of us.”

“We have all witnessed the dwindling of grants, politics or no politics the monies derived from the CIP is a non-tax revenue,” Stowe stated. “We have few options available today to source funds, to manage our states…it’s not just the government and agents, but it is the responsibility of all citizens to protect the program.”

He pointed out that though there have been many changes and continuous challenges to the CBI Program, he believes that these are exciting times.

“I believe that notwithstanding the competition from much more advanced countries, we as a region and Dominica in particular, has held its own in marketing and maintaining a program with integrity,” he said.“I believe also that we still have some issues that need to be addressed,”

Stowe stated that he is one of those who subscribed to the view that, “we have to guard and protect this fragile sector.”

He explained that one such way of doing so is by agents self-regulating their industry.

“Agents must know their clients, we must know who they are, where they live, what they do for a living and what is their source of income,” Stowe explained.

He mentioned further that protection must also come through the policy makers, “enacting and enforcing minimum standards for all agents.”

“For example it should be mandatory that agents have office space in the jurisdiction that they operate,” he stated. “The offices must be staffed, we must have professional indemnity insurance, timely and proper accountability of funds should be a must and not an option.”

Additionally, Stowe noted, “We have to ensure that responsibility is held at the highest levels by all agents. This is serious business.”

Meantime, Head of the CBI Unit of Dominica, Emmanuel Nanthan said Dominica is looking to establish a stronger CBI framework.

“We are ready to move in a new direction and find ways in which we can become more effective and competitive on the global market, but also ways in which we can uphold the value of the citizens of the Caribbean,” he stated. “Today we continue the process of strengthening and uniting bonds to ensure that the Caribbean Citizenship Program is a strong one, it’s one that is united, one that safeguards each other, one that goes out on the global market and tells the investors who are interested in citizenship, here we are, solid, united and good.”

He stated further that, because of the importance of the programs for the countries involved, “we need to be mindful that we do not misconstrue the realities of the program and that we stand firm and that we stand together as one Caribbean people, promoting one Caribbean program at the best interest of our Caribbean and particularly that of the OECS.”

The two-day meeting being held here will involve discussions of how the countries involved can act effectively to achieve a unified goal of prosperity for the Caribbean. Also participating members will look at current endeavours to bring together all actors in the CBI market and look at actions they can take for the future in developing our programs.

Participating members of the Association include St. Lucia, Antigua and Barbuda, St. Kitts and Nevis.

Other presenters will include key promoters: CS Global Partners and Henley and Partners.

    As long as this Initiative is properly policed and regulated, then there is no issue. Remember, life is not unilateral.

    Self Regulating may be the way to go as participants must be in a position to minimize the associated risks, otherwise, they (the participants/agents) will fail.
    It’s not about politics. It’s about proper governance.

    It is amazing that many on this blog would want to decry this initiative, yet some of them may be recipients of similar initiatives in other jurisdictions. I would like some of the Doubting Thomases to refer to the USCIS which states “Entrepreneurs (and their spouses and unmarried children under 21) who make an investment in a commercial enterprise in the United States and who plan to create or preserve ten permanent full time jobs for qualified United States workers, are eligible to apply for a green card.
    The applicant must invest $1,000,000, or at least $500,000 in a targeted employment area (high unemployment or rural area). In return, USCIS may grant conditional permanent residence to the individual.” This is a Global plan and adopted by other countries.
    We seem to be still living in the days of the plantation. It’s OK for the Master, but not OK for the slave.
    As long as this Initiative is properly policed and regulated, then there is no issue. Remember, life is not…

    It´s amazing that those involved in this Passport selling business can´t come up with a more viable way of growing the Dominican economy. It´s obvious that the population of Dominica is too small. Seventy thousand people, most of whom are below the production age or already retired, can´t sustainably grow the economy. Therefore we need an influx of inhabitants, with their money and skills to do so. The government should consider inviting these economic citizens to make Dominica their home and headquarters for their various businesses. This would bring a wide range of jobs and of course much needed revenue to the island directly and indirectly.

    Additionally, the government could offer incentives to Dominicans and their families living overseas who would like to return to the island. These people certainly have valuable knowledge and skills and money which they can employ in growing the economy.

    Duncan without even realising it gives credence and support to those he calls opposition forces. The very core concerns coming from those who are critical to programme is highlighted and reiterated by Duncan. 1) this is serious business; of course it is ! Since it has to do with our sovereignty and national security; 2. It has to be properly regulated isn’t that what we have been saying all along. We have no idea who is selling and under what terms and conditions.3. Government has to be more accountable and transparent well Duncan I do not know how many times have we said so.4) Its the people’s business and therefore the benefits have to be people focus oh Duncan the critics are on the ball. The projects under ,CBI is not filtering down to the ordinary people instead a few benefit the most. what bothers me is if Duncan is saying the same thing we the critics are saying how does he then conclude this is the “highest level ignorance he has ever heard “. Beats me! Unbelievable!

    Mr Big Shot the first thing you should have disclosed is what investments have been generated from your sale of passports and how many people are gainfully employed as a result. It would also be very interesting to inform the Dominican public by how many persons did you increase the population; until you guys answer the relevant questions go ahead and enjoy the cream while the ordinary man collects the crumbs;and you are correct it’s the highest level of ignorance since the DLP motto was changed from “all shall eat” to “some shall eat all”.

    Lets find out whether born Dominicans are in agreement with people who don’t even know how to spell Dominica being given the right to vote in Loubier or Grand Fond. People voting in constituencies the name they can’t even spell like fond colais, Morneau wachette. Lets see how far a people are willing to sacrifice their country for one man and his political puppies

    yes regulation is good. but self? I mean thats good too but it should be supported by a legal framework whereby if you break certain rules or breach certain agreements then you should be fined and our punished. I certainly would not send myself to jail were I to break the rules knowingly or unknowingly.

    I recall so many conversations with Duncan Stowe when I was a young man. Back then, he was always pleasant, polite and idealistic. Since becoming a hot-shot lawyer and quiet millionaire, you wonder ….?
    When Dominicans ask questions, it’s not to criticize, but rather we are doing so to seek clarification and understanding of how matters of the state are handled, especially if we feel that our best interest as citizens isn’t being represented.
    I live in a country with many issues, but one where millionaires and billionaires give away their entire fortune to help mankind and those who are less fortunate.
    One listens to Kenneth Darroux, a medical doctor by training, decry criticism of the Princess Margaret Hospital and you are left to wonder, what are they seeing that the rest of us is blind to? These guys continue to amaze me with their myopic Labor-first and country no where in the cards mentality.

    The sheer genius of the CBI program:-

    1) CBI holders now amount for more than 40% of the voting population of Dominica;
    2) They are rich, don’t live here and don’t care about how we poor resident Dominicans live. They only want our passports for their tax and/or international criminal endeavours;
    3) Because vote-holding CBI holder and resident elite voting supporters are more in numbers than resident Dominicans not in favour of the ruling elite, the elites can be in power forever;
    3) CBI passports sales are 100% non-transparent and are an INFINITE COMMODITY. This means that sellers can sell as much as they want without any accountability;
    4) Resident unsympathetics are now totally useless now for the ruling elite and can be ignored and eventually dispensed with – remember GON?

    URGENT SOLUTION. RESIDENT DOMINICANS MUST DEMAND:-

    1) FULL ACCOUNT OF PASSPORT SALES AND THE NUMBERS OF CBI HOLDERS
    2) THAT CBI HOLDER MUST BE DENIED THE RIGHT TO VOTE IN ELECTIONS.

    I don’t understand why they made that presentation to people, who already make a living form that citizenship prgram. Do they need convincing? Why was it not publicized for the general public to attend because they are the sceptical ones but perhaps they don’t count, are not important because their leader decides their birthright is for sale, whether they like it or not and they may get some ratoon thrown to them if they are kind to him and vote him back.
    Let people buy our citizenship and come and live there, build or buy their house and come and spend their money here to create jobs. But no, honourable leader says they don’t even have to visit Dominica to get their citizenship. Is he ashamed and embarrassed of his own country?

    Ok, so here’s the deal: Some people are never going to be satisfied with that program until they can have couple boxes of passport behind a counter in a little shed, covered with a couple sheets of galvanize, a concrete floor, and a tarpaulin to keep out the rain, by the road side. There they will be able to broker a price for each passport to cruise ship tourist or anybody who looks like they have money, and then boast about how much US they make on each passport. Then and only then, will the CIP have meaning and value to them.

    It depends whose side people are on which is what is evident here as always. The side that is attacked knows this too well.
    Keep up the CBI Program and with integrity. Dominica and nationals are benefiting from it. Therefore it is doing some welcome good to the beneficiaries with more to come. These are grateful for it.
    It is better to offer encouragement than discouragement. It is better to be positive than negative. This also projects the type of personality trait and frame of mind which one possesses. There are some who will never change their manner of thinking and talking negatively. These make poor conversationalists.

      Have u applied to be an agent so u could also huckster passports. For what I understand it is a simple process, just ask Prevost former UWP MP for Mahaut , he is in the passport huckstering business to and from what I can see doing quite well.

    All those guys, who are making millions from that passport peddling scheme, do not care 2 hoots whether the sovereignty of the country is gone, whether the country is being sold to the highest bidder, whether we will not be overwhelmed by those foreigners, with money, with our passports, diplomatic and ordinary, whether the standards of living of the majority of Dominicans go down, down, down.

    They know their roles well to defend, protect that new kind of slavery, Massa.. How could Duncan Stowe and the others selling our passports, defend the handing over of 15 acres of our land from our Cabrits National Park, to the foreigner Range Development? Duncan defend the giving of our passports to the foreigner, Range Dev. to sell to make millions, to build Range Dev. hotel?

    Range Dev. come empty-handed. We gave our land and passports/$$$$$, but hotel not ours. Whose Fool? Invest what?

      I feel your pain. But unless the present oppossition can state clearly, that if elected they will immediately shut down any program that allows for the sale of Dominican passports, that would include the CBI. The oppossition should just shut up if it can’t give such a commitment.

    I would like Duncan to show the people of Dominica
    1) How many passports have been sold?
    2) Who are the people who bought them?
    3) What are their nationalities?
    4) What means are used to transport the passports?
    5) How much does a passport cost.
    6) Who collects the money? Checks or cash?
    How much money has gone into our Treasury from the proceeds of passport sales?
    7) How many of the recipients have visited Dominica?
    So answer just these few questions and tell me not to criticize the program. When you guys are being bought ,don’t tell me what to say and not to say. Shame on you.

    But this is one thing my integrity will never allow me to do.
    For a guy like Duncan to say that opposition attack on the highway selling of passports is not valid , is rather laughable. There is no accountability! Everybody who is leaving Dominica going to the States is asked to transport bags overseas (NY) . Some people are being given free airline tickets just to bring back a package to where they came from. How could this be legal and in the best interest of Dominica?
    I am a strong critic of this lawlessness that is going on in my country and no one will stop me.

    This is the kind of mentality that destroys a country, when the intellectuals put integrity and national legal obligations aside for their own personal gains.
    Dominica is waiting for people like Duncan (Brains) and others to expose the corruption in Government so that the people would come out of their ignorance, but instead we have the very man compounding what is so obvious to us all.
    I know many of us in Dominica are falling on financial hard times , but it is due to the very practices of the DLP government , and there are times we have to let our leaders know when enough is enough for the good of Dominica.
    The caliber of people I have seen turn to beg has surprised me, since DLP came into power.

      Too many times in the past ,new Gov’ts have been unable to bring charges against the out going.
      I hope when ever this happens guys like these in the photos are made to play monopoly.
      This guy Stowe about 6-7 yrs ago tried his utmost best to defend this very programme on a Radio show.
      after a caller presented a scenario. basically the caller asked a simple logical question which expose him.
      he was caught with his pants down below his knees.
      The scenario went some thing like this( to my recollection: If a rich Saudi prince wanted 6 passports for his family how much would it cost him ?
      The caller went on to ask if the price offered say x 10 the selling rate what would a passport vendor like U Mr. Stowe do with the difference, say the family package went for US $250k
      7 YRS AFTER Duncan can’t answer the simple question today he has the cojones to come again?
      Only in DA my brothers and sisters as Medard would say.
      All these pirates current passport pushers

    Mr. Stowe was an attorney used by the UWP to represent it in legal matters, years ago. I never heard him defend the sales of passport when the UWP was under pressure by Tony and the rest of the Laborites. Today, because he is a passport sales man under the Labor Party, the program is at its best. Here is a situation, I am selling delicious mangoes, a customer comes to me and tells me my mangoes are not good, would he expect me to agree with the customer, publicly, that my mangoes are not good. Mr. Stowe sells passports, in order words, he is a passport sales man, therefore, I don’t expect him to say anything adverse about the program. As far as I am concerned, anything he says about the program is tainted.

      Didn’t know that the all righteous UWP use to sell passports? That must be typo. :twisted: Please correct this gross error :oops: :oops: . Did they account for every passport that was sold? What was the money used for? Are there any programs, or infrastructure that can be credited to the revenue collected from the sale of passports under the UWP. Just asking.

    Duncan said that there are many challenges to the CBI program and I wondered for a moment what are the challenges. But he intermittently stated a few of the challenges and one caught my attention. He said
    \“For example it should be mandatory that agents have office space in the jurisdiction that they operate,” he stated. “The offices must be staffed, we must have professional indemnity insurance, timely and proper accountability of funds should be a must and not an option.”

    Very telling.

      You should know by now from Angelo’s reporting that a lot of these agents use so called “serviced” offices. That is you can hire professionally maintained an staffed offices , even by the day, to receive your potential customers or have a meeting. They will even arrange such things as flowers and refreshments. Such offices can also, redirect phone calls and forward mail. So really, you can do your business from your kitchen and use such an office as a front to impress people. Ask O.J. , he knows all about that. Duncan is right, this does not create confidence and trustworthiness.

      But why should there even be agents nuh doesn’t that increase the likelihood of privatizing a scheme to benefit the Dominican Nation???

      So that means anyone whom have affiliation with the ruling party can establish some sort of Fraudulent setup claiming they are agents???

    Where is Roosevelt Skerrit? he has no problem promoting his programme in Hong Kong, Bangkok and especially in Dubai but at home he is a no-show? I don’t understand this. Are we below his esteem, since none of the native born Dominicans can make him benefit from this scheme? Where are you Roosevelt? In Dominica you are becoming noticeable, if not notorious through your absence.

    I love such awareness and sensitization fora/meetings. The more people are sensitized the more informed decisions can be made, or more informed conclusions and the less room for ambiguity, unfounded conclusions or shrouded uncertainty attributed to the Program.

    Even if an entity may be doing something perfectly, if there is even an iota of doubt or uncertainty it breeds distrust and it defeats the very purpose. Awareness is always better than lack of knowledge.

    Duncan Stowe’s presentation and outlined issues is very clear, concise and very informative. This is very good.

    I pray that the program become extremely successful, a lot more stringent in due diligence and an advice: every year (or in between where necessary) outline concisely receipts for that period and where allocated to. Once the majority is aware that there is transparency that is visibly manifested then there will be little room for critiques. I pray success towards our economic development.

      One thing for sure is thst Duncan confirmed that the program needs more accountability and transparency but it is rather intriguing thst after many years of selling passports Duncan is only now telling us that the program needs improvement. When opposition or just concern Patriots voice concerns regarding the very same inefficiency of the program prople like Duncan think that it is unfair or that we should simply shut up.
      I cannot say that I have heard the opposition ask to discard the CBI and if the parliamentary oppositionot has done so it would be quite stupid. I do support the opinion that we should not after 15 years of one administration be almost solely dependent on passport sales to keep our economy buoyant

    Of course Duncan Stowe would defend this. He can hardly be considered a neutral party as he is a significant beneficiary of this programme in its current form. We should seek the opinion of some, who have no axe to grind with regard to this controversial issue.

    CIP legal personnel says this nonsense: “He, therefore, implores all governments to continue to ensure that there is full accountability for the funds obtained under the CBI Program”..Really, from when, what period? All you CIP people are nervous or what, as we Dominicans ask for transparency and accountability. This CIP programme is not developing Dominica, it is a lazy government system. It is like a lazy mother who depends on prostitution and also selling the passports of her daughters or children into prostitution rather than send them off to school to be educated, resourced as they grow older. It is time that the likes of Skerrit, Duncan, Nanthan and those others realise that we Dominicans are no longer Dummies of your scheme. There is not investment in this programme, that is why I refer to this corrupt Labour party government as lazy, and clueless to development. Its a fast food operating government and this country is obese in corruption and deception. Go away.

    Sad thing is Duncan Stowe was once UWP but now he making money with passports Skerrit is the greatest thing since slice bread. It seems Dominicans only care about themselves and people who defend the Government benefit personally these people have no love for country and only care about getting rich while the country is getting harder and harder everyday. Duncan money will not save your soul my friend, u cannot take it with you when you die, but a good legacy will live for generations.
