Government dedicated to democracy and good governance in Dominica – Alvin Bernard

Minister of State in the Ministry of Foreign Affairs, Senator Alvin Bernard, has said the government is committed to ensuring the practices of good governance and democracy in Dominica.

Bernard, who spoke on behalf of Prime Minister Roosevelt Skerrit at a public service awards and recognition ceremony on Friday, said that government is dedicated to making democracy work better for the poor.

“The practice of governance is inherently complex because it embraces many players at many levels. The notion of good governance is fundamental to the integrity of the National Growth and Social Protection Strategy. The strategy underscores government’s strong commitment to democracy and to more equitable sharing of the benefits of investments at a local level,” he stated.

“The government of Dominica recognizes that development and democracy must be mutually reinforcing. It is dedicate to making democracy work better for the poorest and most vulnerable members of our society while reaffirming our determination to attain economic development through private sector development,” he stated.

He added, “The public service of Dominica must also be committed to the process of public sector transformation through the quest for excellence in service delivery and this to the achievement of good governance.”

    Dominica is no longer going to be a Democracy in a few years it is going to be controlled by China flying the Chinese flag as a province of China with a Chinese Governor and a Chinese Naval Base in Portsmouth. Skerrit has already sold the island to China.

    Can you not all see what Skerritt is attempting to do to us Dominicans? He is trying to pull the wool over our eyes – big time. Trying to divert the attention from the real issues. Dominicans, Skerritt is MOCKING us and tormenting us all at the same time and we are not SEEING this. This is the same man that said that ‘no constitution, no law… ‘et al will stop him.
    The audacity of Senator Bernard’s speech leaves me at a loss for words.
    This senator is collecting his few tokens of silver, but once again, truth and justice will someday prevail in my beloved Dominica.

    Mr. Bernard did not even sound like he believed what he himself was saying. Alvin, I want to tell you that democracy is not a complex matter. All in all maybe you wanted to say what should be happening in a democratic country, well you had good points on that, but these ideas are not being implemented in Dominica today.

    The other thing is, why didn’t Skeritt deliver this speech?? Because he knew that he could not honestly stand there to otter these words since he is a bad example of democracy and fairness in Dominica.

    I feel sad for my country today.

    I sincerely believe and pray that God will continue to bless his people with clarity of judgement. To read between the lines of the words of those who protect the corrupt manoveurings of this government.

    I see a day of redemption coming for Dominica I feel strong vibes that Dominicans eyes are opening up and that veil that has been blinding the nation is moving…I think those concerned know it….it is just a matter of time. Good/Jehova will always win over evil. No matter what.

    My faith and trust is that Jehovah God will deliver Dominica and Dominicans
    And I thank him for it…because it is already done. In Jesus name.

    I took the time to read this article a number of times and saw that the very comments that your critics were complaining about is the very same points you are making!!!!!

    In short good governance and democracy is not limited to just a process on Election Day only. Democracy and good governance works hand in hand and it succeeds when we each becomes guardians of democracy and ensure that our most vulnerable in our country benefits from government’s programs and policies that seek to alleviate the plight of our poor persons. If all the rich people children benefit all the time from all public sector contracts and construction projects then the poor folks with skills will never get a piece of government work to make their own companies. It makes no sense for a contractor to appear to bid low in a tender, win over the tender then make up the money under the pretense of unforeseen circumstances or delay the project with little penalty suffered.

    We know it is a complex process that takes time to achieve. Just look at Obama right now. All I will say is this: what a waste of an opportunity that the history book writers cannot wait to highlight such poor leadership performance. Quite frankly we all expected better. At least Skerrit delivered on many of his promises relatively speaking.

    Hey people don’t beat up the man like that. The man was sent to deliver the prepared speech for the day. He is still a little clean so they ask him to deliver. I don’t think that Skerrit could have read that speech without his shades on not Ambrose for sure and so on.

    Just wondering if the good senator still feels that way after seeing the state apparatus mobloized to protect a wanted man. sorry I mean with an arresr warrant on his name.

How do you define Democracy. Sir, please be informed that Democracy is a dead thing in Dominica. It is so dead that you all do whatever you feel like. But don’t you ever forget sir that whatever goes up must come down. It might take a while but at the end you all will understand that there is one greater than Skerro.

Senator Alvin Bernard said the government is committed to ensuring the practices of good governance and democracy in Dominica. Alvin has deliberately forgotten the fraudulent elections of December 2009. Manipulation, trickery, bribery, disrespect for the law, dual citizenship, and shutting up the National Radio station DBS to other views. You all brought Democracy to its Knees.

    Have you forgotten the defrauding of the treasury of thousands of dollars in the Rubbish Bin and Fertilizer Bobols. You already forget about National Projects that are not openly tendered, the quick enrichment of colleagues through dubious means, Villas, Trafalgar land deals, Susan Olde and the US$400,000..00 matter and all the other questionable practices? Your DLP Govt. refuses to answer questions pertaining to pertinent national issues. Is that democracy?

    Haven’t you been aware of those corrupt practices that those persons in Public Office are involved in? Which government has strong commitment to democracy and to more equitable sharing of the benefits of investments at a local level? Skerritt’s DLP Govt.? You are not even convinced about that. Equitable sharing of benefits? Give me a break Alvin. Only a few of you all and your ilk are benefiting Oui, getting richer and richer while the majority are getting poorer and poorer.

    The courts recently issued a summon to PM Skerritt, but the Bailliff is being blocked every time from issuing it to Skerritt.

    Skerritt and the DLP Govt. blatantly refuse to respond to the recommendations of the Independent Electoral Commission which has been calling for VOTER ID CARDS and to clean up the Voters’ list to ensure FREE and FAIR elections in Dominica. Your DLP Govt. fraid to implement Electoral reform. Do you Alvin, Skerritt and your friends, believe in FREE and FAIR Elections?
    Why is your friend PM Skerritt not releasing the money to provide the Voter ID cards? Is not all you money?

    Corruption is rampant. Cheating, lying, secret deals, Bad Governance is the order of the day in our Homeland. So continue to sing for your supper. Don’t you have a conscience Alvin? Corruption you supporting? A young man like you drowning yourself in those COMMESS? Have a heart Alvin. Who are you trying to fool with those unpatriotic Lies? Your Govt. with Skerritt as PM is the worst group of politicians that Dominica is witnessing in its history.

    Dominicans have lost count of the numerous illegal, corrupt activities taking place in ‘High places’ involving ‘High Repute’ people. Those persons are all around you all in Public and Private Offices. Check the present case with the famous lawyer , who worked with and for your PM Skerritt. 42 counts of all kinds of alleged corrupt practices against him. More Mistakes made by your PM’s friend?

    As Martin Luther predicted, ‘There is a special place in HELL for people like you and your friends who continue to support creeping Dictatorship, corruption, bad governance, lies, cheating, quick enrichment by public officials, kick backs, just name those wrongdoings. Why wickedly spew nonsense about Democracy. Skerritt and the DLP govt. has turned Dominica far away from any semblance of Democracy. The country is on the verge of becoming a complete lawless state where the few with ‘POWER’ and ‘AUTHORITY’ protect themselves from being brought to justice when they commit all kinds of criminal acts.

    On the contrary to the stupidity you talking about democracy, Dominicans are seeing and hearing of those wrongdoings that are done on a daily basis. The country’s economy under you all watch is in serious decline. Institutions are being hijacked. So Protect your Fat salary, your PM Skerritt and that inefficient DLP Govt.. That is what you are being paid to do. All you do not care two hoots about Democracy or Good governance. Your actions speak louder than your words.

    With all due respect to you Mr. Bernard Sir, you have no idea what democarcy is.. One of the most important principle in a democary is equal protection under the law, and everyone is treated EQUALLY, under the law, can you say that this is the case in Dominica sir? Sir democracy is not simply going to the polls every five years.. Stop making mockery of people sir, we know better than that, and from our vantage point democracy is slipping away in Dominica by the hour.. Could you tell us Sir, when the people’s police force went amass and armed by the court house where Mr. Isidore’s matter was supposed to be heard today.. We know what is going on Mr. Bernard.. A little food for thougt. “you can fool some of the people all the time, all of the people some times, but never, never all the people all the time Sir!!! keep that in mind and ask your boss and your ilk to do the same…

    Just a question- Minister of State in the Ministry of foreign affairs. Isn’t he just the minister of foreign affairs. Please dont crucify me I am just trying to understand. If the senator is the minister of state then what is his function? I am assuming that this maybe an error in reporting. If not then it seem like we have two ministers running the same ministry- is that correct? Again I am totally ignorant of the cabinet structure so I’m just asking.

      He is exactly what DNO says…the Prime Minister is the Minister responsible for Foreign Affairs. Now I can’t tell you what Minister of State means this is the first time I have heard this title and we seem to be the only country that just creates titles just so.

    Senator Alvin Bernard is right! In order for a country to achieve real democracy and good governance there must be transparency in th democratic process and in the governance of the state. It is also critical that the poor, vulnerable and the marginilized must be empowered to become independent bread winners and independent thinkers and contribute meaningfully to the democratic process through self development and as well national development by delivering excellenct, unselfish service to the state.

        When one makes reference to democracy and good governance, one must ensure that the democratic process is not tainted and governance is transparent. One must also enusre that in addition to the rich/wealthy and middle class, the poor/vulnerable/marginalized class are empowered to provide for themselves and to be able to make independent decisions without fear of being victimized and we must always guided by the saying “Ask not what your country can do for you but rather what you cando for your country”. I am neither saying that we currently have good governance nor suggesting that we lack good governance and need it badly. I was simply commenting on the article. Hope that clears up my statement.
