Gov’t distances itself from allegations of former Nigerian minister relocating to Dominica

The government of Dominica is distancing itself from published reports that a former minister from Nigeria, who was reportedly arrested in England on allegations of corruption, is attempting to flee to the island where she had reportedly obtained citizenship.

There are several reports circulating that Ex-Minister of Petroleum Resources, Diezani Alison-Madueke, is currently under investigation in Britain for alleged corruption while in office.

It is reported that Alison-Madueke’s Dominica’s citizenship was confirmed in a May 29, 2015 approval letter by the Prime Minister of the Commonwealth of Dominica, Roosevelt Skerrit.

The reports also stated that the letter also claimed that the ex-Minister has been appointed Dominica’s Trade and Investment Commissioner and given a diplomatic passport, with the number DP0000445.

The reports further stated that the diplomatic passport is expected to expire on May 20, 2020.

It is also reported that the National Crime Agency (NCA), which is investigating Alison-Madueke in the United Kingdom, suspects that she acquired the citizenship of Dominica with the intent to relocate.

But in a statement on Sunday, the government has described the matter as rumors.

“There is no truth to the rumour of a former Government Minister of Nigeria being offered or encouraged by the Prime Minister or Government of Dominica to make The Commonwealth of Dominica her home,” the statement said.

The statement also noted that after due diligence, the government agreed to the appointment of Alison-Madueke as “Trade and Investment Commissioner for Dominica, with the specific remit of promoting and marketing the trade and investment opportunities of Dominica.”

In the statement released by the government Prime Minister Skerrit said, “The issue of her relocating to Dominica was never raised in any of our discussions, because at the time Mrs. Madueke was to my knowledge in good standing in Nigeria and United Kingdom, having only just demitted office in Nigeria and established living arrangements in the United Kingdom.”

Skerrit said the Ministry of Foreign Affairs has “suspended all relations with Mrs. Madueke immediately following her arrest in October 2015, pending the outcome of the investigations. This suspension took place in the month of October. Our position is that the relationship with Mrs. Madueke and all that flows from this will remain completely suspended until such time as the probe into her conduct as a Minister of Government is concluded and a determination made by the relevant authorities.”

There is no truth to the rumour of a former Government Minister of Nigeria being offered or encouraged by the Prime Minister or Government of Dominica to make The Commonwealth of Dominica her home.

Prime Minister Skerrit explained that in May of this year, during a routine stop-over visit to London, Madueke was introduced to him as the immediate past Minister of Petroleum Resources in Nigeria and also immediate past President of OPEC, the Organization of Petroleum Exporting Countries. These discussions however took place well before any question of an investigation by the relevant authorities arose.

Prime Minister, Honourable Roosevelt Skerrit has made clear that the idea of relocating to Dominica was never discussed, far less agreed, in any discussions with or on behalf of Diezani Alison Madueke, the ex-minister of Petroleum Resources in Nigeria, who is now under investigation by United Kingdom and Nigerian authorities. Indeed, the Prime Minister said the discussions surrounded her continued residence in the United Kingdom and ability to travel to Africa in order assist Dominica.

The Prime Minister stated:

“The academic and professional credentials of Mrs. Madueke were impeccable. She had been a senior government minister since 2007, having served also as Minister of Transport and Minister of Mines and Steel Development. Additionally, she served as an Executive Official and Director of Shell Petroleum Development Company in Nigeria.

In my Budget Address to the people of Dominica two years ago, I outlined the intention and policy of my Government to recruit persons of experience, influence and integrity to serve and represent Dominica in various capacities abroad. As a small nation with very limited resources, we do not have the capacity to establish consular or other offices in many regions of the world. In this case, who better to speak for and on behalf of Dominica in parts of the African continent than a former President of OPEC and former Chairman of the West African Gas Pipeline Authority.

Also, it must be recalled here that Mrs. Maduekewas educated in the United Kingdom and United States of America, having studied for her Bachelor’s degree at Howard University in Washington, D.C. and post-graduate studies at Cambridge University in the UK.

So, on the recommendation of a number of outstanding individuals of note, and after thorough due diligence studies were undertaken, the Government of Dominica agreed to the appointment of the former Nigerian Government Minister as Trade and Investment Commissioner for Dominica, with the specific remit of promoting and marketing the trade and investment opportunities of Dominica. This was especially the case considering her obvious contacts following her stint as President of OPEC.

The issue of her relocating to Dominica was never raised in any of our discussions, because at the time Mrs. Madueke was to my knowledge in good standing in Nigeria and United Kingdom, having only just demitted office in Nigeria and established living arrangements in the United Kingdom.

The arrangement of Mrs. Madueke serving in an honorary capacity, with no direct remuneration from Dominica and Dominica facilitating her travels across Europe and Africa with the issuance of a diplomatic passport, was entirely in accordance with existing convention, protocol and practice, until the very recent and unexpected development of the investigations by UK and Nigerian authorities. This development was not foreseen nor anticipated by the due diligence undertaken on behalf of the Government, and could not have been and was not foreseen by me or the Government of the Commonwealth of Dominica.

I should add that the Ministry of Foreign Affairs moved with dispatch to suspend all relations with Mrs. Madueke immediately following her arrest in October 2015, pending the outcome of the investigations. This suspension took place in the month of October.     in all of this melee irrespective of whether we vote blue or red the dominican people WILL SUFFER ..we will not be able to get visiting passports to the US or anyplace for that matter .every dominican will be placed under scrutiny.i went for my visa years ago to go on vacation i was denied i planned on going this year or the next but iv just changed my mind i know i will not get it.

    You note how mr. Skerrit is concentrating on the denial that this lady is seeking to relocate to Dominica? That is a red herring, and not the issue at all. The point is that, once again, he provided a diplomatic passport to a non-Dominican, with a very questionable resume but without informing the people. And in return for what? I for one can not believe that mr. Skerrit does those things pro Deo, out of the kindness of his heart when we know that what drives him are a penchant for wealth and an unsatiable lust for power.
    The lady is welcome to live here, provided she has a untarnished record and all the proper procedures are followed. Don’t fob us off with a red herring Roosevelt It is an insult to our intelligence.

    My PM is equal to the chosen one since he gives diplomatic status to a cancer patient. My PM is fully confident that while she undergoes cancer treatment she can do diplomatic chores for my PM. My PM is one unique individual. Only a chosen one , one anointed can effectively give diplomatic status to crooks, criminals and jail birds and still be in office. Truly amazing. Dominica has had more diplomatic characters with criminal background than any other country in the world.

    There is a saying by a local talk show host, which Skeritt should take seriously, ” it is better to be considered a fool, then to open your mouth and remove all doubts.” Many allegations have been made on local issues, eg corruption in Government and after a short period of time they disappear with no apparent political damage to him and his Government, but when he tries to open his mouth in defense of his Government, when questioned by the international press, he appears to make a fool of himself. For instance, in defense of Alison-Madueke, he is telling the press that the lady received her citizenship in May of 2015 and thorough due diligence was done, but she has been investigated since 2003. He is also saying he met her recently and her relocation was not discuss. She is Dominican, they are closing in on her, why would she want to tell you, as Prime Minister, that is she relocating to your country, later for you to be accused of aiding and abetting her.

DiezanAlison-Maduekei has been under investigation by the UK Crime Agency for more than a year. She met with our dear Supreme Leader in or around May of this year and was subsequently issued a DIPLOMATIC passport (number DP0000445) shortly thereafter. What about our Prime Minister’s repeated statements that our Citizenship by Investment Program vets each applicant through a vigorous due diligence process? A quick google search of this lady, under investigation for corruption and the theft of approximately $40 BILLION dollars of Nigerian Oil Money, would have given our dear and beloved Supreme Leader far more than sufficient information to know that she does not qualify for citizenship much less Diplomatic position and protection.       Since you stated this, I was informed that, a few years ago James bought a house in Toronto for his children so they could attend university and that they are residing there. Do Dominicans know about that?
      It costs money to purchase a house. There is an extra cost when purchasing a house. If it is not fully paid for, mortgage has to be paid on a monthly basis. The house has to be maintained, utilities as water and light. Then property tax has to be paid. He must be a rich man to maintain this house which may be a house with a few bedrooms, etc.
      Then during the time he was PM, many Chinese traveled to Toronto with D/can passports. Who were they?
      What made the Canadian authorities also suspicious, they could not speak English. From thereon, it was established that D/cans who visit Canada must have a Visa.

      It is very very sad to see what Da has become. Once upon a time we had pride in our poverty.
      Since by -products of dire poverty( guys who fathers left for England and elsewhere living to fend for themselves and in addition their mothers had to work too much so could not breast feed) have come lawyers, Doctors, Accountants Engineers etc we began having this problem we have today idiots, opportunists, sick guys bc of their history they elbow their way into position leaving us with a Banana republic, corrupt sick nation today.

    How much more will this country take . The question that should now be asked is how much money was paid for the diplomatic passport, and if you think that moneys didn’t pass hands you are an idiot. And how on this earth are you in your right mind to take a Nigerian to give a diplomatic passport. Mr. Skeritt were you high at the time the decision to provide diplomatic passport was made? Why is it that this government always have to be involved ……….have they ever brought someone of repute to represent the people of Dominica?

    I wanna see what is it going to take Dominicans to get fed up of having their resources marketed in the international community like hot bread on a corner street.

    Very interesting Mr. Prime Minister, you were on the move in October to terminate her association with Dominica. I cannot remember hearing the same being done to Lap Seng. I hope it isn’t a case as to who is more detrimental to the your Administration. The lady appeared to be axed since October. ……….. maybe she didn’t give a bulletproof BMW to a Minister or maybe she didn’t sell sufficient passports or maybe she could not find someone to build a top star hotel or maybe she didn’t have billion of dollars in a bank in Macau. I would like to advise Maduele that as a citizen of Dominica, there are two popular senior consuls that maybe, would love to defend her in court.

    So a report from a news outlet in the UK is just rumors? ok fine…lets pretend it’s just rumors, lets give you the benefit of the doubt. BUT the word on the international grape vine to authorities is A) Anything that comes from Dominica, scrutinize it with a fine tooth comb, triple check it and look for discrepancies and B) the word to international criminals is, if you want to travel under the radar…try getting a Dominica passport and Diplomacy. Just now, our passports going to be so worthless….not even in the sea we can go and bathe with it MUCHLESS to travel. Have no fear…his (i doe call name) children were born out of state so thats not our concern. It will be our poor children that cannot get opportunities to go anywhere. When rain fall is all of our roof that getting wet. 5 no…10 more years….
