Gov’t looks at Assistant Commissioner for Crime in police force

Minister for National Security, Rayburn Blackmoore, has revealed that the government is looking for an Assistant Commissioner for Crime for the Commonwealth of Dominica Police Force.

He said the matter has already been approved by cabinet and was already on the Order Paper for Parliament.

“We are looking at the rank structure to have it reflect the times,” he said. “So we are looking at this rank of Assistant Commissioner for Crimes in the first instance and that will create a ray of hope for the other folks to have opportunities for upward mobility.”

He said it has already been approved by cabinet and regulations will be amended “to give effect to that rank.”

“So that is something that we are going to pursue…” Blackmoore said.

He stated that recruitment of police officers, which was halted by the passage of Hurricane Maria, is going to resume soon and all new recruits must take a polygraphic test.

“Every potential candidate has to pass a polygraphic test,” he said. “That is critical we have to ensure that persons who join the police force are of the right spirit because providing vehicles, improvement of our stations and police stations are critical but that by themselves will not create a better police force.”

Blackmoore explained that policing is about people having the right spirit, the right temperament and diligence.

“So that is something that is being pursued every day and how we can make it can become part of the psyche of the officers in the police force,” he said.

He pointed out that Maria had damaged parts of the police training school and a new design is being done for a new training school.

    As a st.lucian who work in dominica for two months after Maria, i recognized that post is necessary so as to have that crime fighting strategy taken to the next level. I can tell you we have four 4 ACP’s in our police force. It was sad for me to know that the Commissioner and his deputy was the executive of the CDPF. Two persons? Home we have COP, Deputy and four ACP’s forming the executuve of the force. Dominica thats the step in the right direction. Rise Dominica Rise Dominica.

From Badwind in the port to Carbon Copy the Commissioner we have a bunch of “yes men” who leave their brains at home when they go to work. The old police officers should dorm a committee and make a mass citizens arrest of this government and its mafia like associates. Put honest men and women in goverbment and then we shall see results. Anything else on Dominica is futile when we are 40 years independent and we have one man rule and half naked women with feathers for carnival while the hospital, schools and infrastructure are in tatters, no electricity for most of the island and Block Mouth talking and saying nothing. Crimes are not only killing stealing and the likes. All this is just lipstic on a pig. You could assign a superintendent of crimes and define the same function. Making a new position does not solve a problem. What solves the problem is action and desired results. This government comes up with some fancy scheme everytime to give the illusion that they working when infact irs more of the same BS.

    That’s why I say that these politicians are just idiots… How are you going to ensure that those who make it into the police force will continue be of the right spirits? You guys are fools.. this police force is a joke.. first of all to ensure that police officers remain of right spirits you fools have to make sure you provide the proper environment for them to remain motivated. You have to make sure that the policing is profitable so that professional tellents could be sourced from outside. . What I see now is a failing police force with a sinking gap in the human resource where person keeps resigning from the system.. Police are not motivated … they areally sick and tired of the current system.

    Black Moore is calling for a commissioner of crime and says that a polygraph test will be administered to new recruits.This suggests to me that there is a high level of criminal activity by and among police officers.In that case, all attempts to weed out bad elements in the force must be made starting with new recruits but all police officers should be subjected to a polygraph test by a trained professional from outside the Dominica police force twice a year.All those who fail the polygraph test should be fired and lose their benefits and privileges

        @Me, no one but you is talking about the court system and I don’t know where you are going with this.However, all companies or organizations are free to make rules that apply to their place of employment so the police can make a rule that one has to pass a polygraph test to be accepted and so can any other business place.If you don’t like the rule then don’t apply or try to fight it in the courts where you will most likely lose.The only requirements are that the law be applied fairly and by a competent person or body

    Rayburn what about the Commission of of Inquiry by the Colonel from the Jamaica Defense Force? You said that the results will be in by Mid January is that still the case? Are you going to share that report with the public? We were hoping that the Colonel would include in his recommendations the firing of Daniel Carbon.
    Was this just talk , talk, ‘parlay, parlay, parlay”? Now you are talking about Asst. Commissioner for crime- I hope this includes white collar crime like election fraud and misappropriations of treasury funds right?

    I think it is time that a female been appointed that post in Dominica. There are hard working females officers in the force that would do a much better job in that area without fear or favour. What about inspector Moses? She is a brilliant and hard working officer who takes her job serious. Let’s have a female officer for that post Mr. Minister.

Police on crime scenes should take note, swabs and collect anything or evidence that could help to determine who or what was involved in the crime. How can a government use loans which are given by foreign entities to pay police officers which are being employed every year while crimes such as murder, burglary, and rape are on the rise? We need to be self-sufficient; this isn’t the time to employ government workers.I know everyone must eat but if the country is not producing anything to make money; how long can loans pay government works? Skerrit and his dummies are sinking Dominica even worse than hurricane Maria.

    Guys in every police force there is a commissioner of police with his assistance, with responsibilities, for e.g Asst Cop responsible for crime deals with all crime in the country, Asst. Cop for operations deals with day to day operations e.g raids, traffic, Carnival duties etc etc. Asst Cop for intelligence i guess Dominica might not have and Asst for this portfolio but one of the ASST might have it covered the Deputy Cop should be responsible for Administration work such as training etc. The Commissioner of Police is one man he cannot be responsible for all these work at the same time, he just has the final say. Is just like the PM and his gvment ministers with diff responsibilities.

    I am not one of those who is opposed to the idea as in my view compartmentalization, and ascribing specific asks to specific individuals can only lead to increased efficiency. We are in desperate need of competence and efficiency within our security force. My concern is that the position will not be filled with a friend of the powerful who is unable to deliver quality.
    Sometimes it would be a very sweet joke if it were not a serious matter when you look at the individuals who occupy top positions in the country. Yet we wonder why true progress eludes us.

    I note with interest the polygraph Test and think that it is a great modernization of screening techniques that will help in the recruitment process for our police.
    But then I thought – “I hope the Polygraph Operator is not just a recent trainee in polygraph techniques who merely watch a needle shift from side to side but a seasoned personnel in polygraph and psychological testing”. I say this not to give the notion that the police personnel is not equipped for indeed I do not know that or know the examiner. I am just saying I HOPE !!!

    Very few police applicants have done anything serious enough to cause them to fail a pre-employment polygraph exam but it is very easy for 18-24 year olds who are so nervous to GET THAT JOB (maybe their only glimmer of hope) that they are jumpy on any and all issues (some more so than others).
    I think that each recruit should do the test more than once (2) on consecutive days in slightly different room environment (one austere, one relaxed)….

      …then the other psychological testing and psycho-analytical indicators brought to bear and juxtaposed with the background checks and community fact finding.
      I do not know that our police force has psychologists or psychoanalysts – if there are then one in the know should enlighten me immediately so I never repeat it again :-D :-D.

      Meanwhile, I applaud the new approaches and advances that are being considered.
