Guatemala ratifies ban on nuclear tests; Dominica and Cuba have not signed or ratified

Guatemala has has become the latest country in Latin America and the Caribbean to ratify the United Nations-backed international treaty banning nuclear tests.

Among the 33 States in the Latin America and the Caribbean region, 31 have now ratified the Comprehensive Nuclear-Test-Ban Treaty (CTBT), with Cuba and Dominica being the only countries that have not yet signed or ratified.

In welcoming Guatamala’s move Tibor Tóth, the Executive Secretary of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), said Guatemala’s ratification is an important building block towards a world free of nuclear weapons.

“It underlines Guatemala’s commitment to outlaw nuclear testing and to enhance non-proliferation and disarmament worldwide,” he stated.

Guatemala’s Foreign Minister, Haroldo Rodas Melgar, handed over the instrument of his country’s ratification at a ceremony on Thursday at the UN Headquarters in New York.

      it is astonishing to know that you are defending the ban of nuclear weapons. America have already signed simpleton, they are the ones who in the first place championed the cause of disarmament; but when you have other rogue countries like Iran doing such testing for nuclear purposes, giving to the world, like south Korea, not intent of using nuclear for non-military purposes, then how can you ask America to do away with theirs altogether? plus america isn’t telling Iran to abandon its programs, all country have a right to have it but when you are using it militarily then you are a threat to the world safety.     So what happens as we have neither signed or ratified? You see, whether Dominica signs or ratifies is of very little, if any, significance. many of us do not understand the ramifications of geopolitics. Our decisions must bring BENEFITS to us as a country. Dominica’s policy at this time should be as Churchill one espoused: England has no permanent friends or enemies, only economic interests.

    The US and other powerful countries want us to sign but they have not. Most developed countries have nuclear weapons yet don’t want Iran to so do but Israel can. The US created an International Criminal Court to prosecute genocide and crimes against humanity; you know what? US personnel are EXEMPT!!!!!

    The point I am making here is that we should not be entangled in other people’s business for when the elephants fight, (we) the grass gets trampled or put another way when the large animals sneeze, we catch the cold.

    Yet there are so many of us in this country who desire nothing more that to be someone else, and our model is the USA.

    Think about this fellow sufferers!!!

      We do no business, in the right sense of the word business, with Venezuela; we are just beneficiary to them and, likewise, indirectly, Iran. The two countries(Venezuela and Iran) are intent on the proliferation of atomic weapons and it seems you have sided with them too– one of whom kills it’s citizens for adultery and other such desecration as there culture deem. You should go and live there, i thing you would love it. Iran, like north Korean, have shown to the world no signs of using this potentially mass-destructive science for mild reasons ( which they have said in words, though unbacked up by action) other then using them for military purposes.
      The to countries, as are all others, are dispose to cruelty, but the world is this way. I endorse america because i refer there ideals– freedom, democracy, and they doesn’t kill someone because they commit adultery.

    I would not be in anyway astonished if the united states as well as England and Europe embargoes or altogether in the future cut relations with Dominica and its allies — for example, Venezuela, Cuba, and Iran; well, of these, it is already effective.
    Iran has a huge influence on Venezuela; the two countries are close partners, share the identical interests and ideologies and are, in the most part anti-democratic. The U.S, as well as England and Europe, are suspicious of their nuclear ambitions. If they continue in this manner, as they are doing now, and enmity gets even stronger between the opposing countries on their equally different foreign policies, Dominica will suffer the most since it is more limited in resources than all.
    For sure, the west would stop its citizen from traveling here, cancel aid to us, and directly and indirectly stifle our economic growth. Such a disaster, if it was to recrudesce, would’ve in earnest fatal result on all fronts– political, economic, commercial, educational, and so on. Even students, travelers and others seeking a better life in America and Europe, as it has been in the past to the present, will be Prohibited from entering their land– the U.S and British virgin islands, prima facie, will be, of course, as would be expected, no exception.
    Such a prophecy will doubtlessly be unfulfilled, such that the ground work for accomplishing this ideals has already be taken. Can’t you see that Dominica can’t be among the signatories or ratifiers to this disarmament of nuclear weapons and testing program, as such? Why? It is owing to the facts that signing such a treaty will, it is true, be against Venezuela and Iran ambitions, to which our present government are dearest friends and, consequentially, beneficiaries. (Didn’t you see the Iran president, Mahmoud Ahmadinejad, visit to Venezuela recently? guest what that was about.)     To be honest Dno I don’t think that is any relevant news. Does that say anything? Just this week Ahmadinejahd was in South America meeting with the same leaders who ratified the non proliferation treaty.Brazil and Argentina have nuclear reactors.
    What is the latest about the Geothermal plant in Da? Is it under contruction yet?
