More police officers coming

The Commonwealth of Dominica Police Force will be receiving about 100 new officers, National Security Minister, Rayburn Blackmoore has announced.

Speaking at the handing over of military vehicles to Dominica from China, he said the move is part of strengthening the force.

“We have spoken about taking the police force to 600 in strength,” he said. “Currently we stand at 501. I want to report that the Honorable Prime Minister has approved the request for the training of an additional 100 police officers.”

He said recruit training will begin as early as May 1.

“So we are hoping to have 601 police officers over a two-year period of time,” he stated. “And the reason for that is to ensure that certain specialized departments within the police force are brought to the levels where they need to be brought at.”

Blackmoore said the process will start with Special Service Unit (SSU) “to ensure that the Special Service Unit becomes a reserve department to be responsible for internal security and civil defense.”

“In order to achieve that, therefore, a very robust and sustained training program will be embarked upon, placing emphasis on technical training, among others,” he said. “And to say further, that we are looking at additional specialized units, the Task Force, to ensure that we augment the numbers so we can have the kind of coverage we need to have.”

Meanwhile, Police Chief Daniel Carbon has said the Commonwealth of Dominica Police Force is presently building a type of security apparatus which he said will respond to internal security.

“I want to assure you that the handing over of these vehicles is very timely since the Ministry of National Security, especially the Commonwealth of Dominica Police Force is building a robust security apparatus to respond to internal security and other security matter,” he said. “And also to render assistance to our regional partners if and when they need our help.”

He gave the assurance that the vehicles will be “maintained and preserved” to especially respond “to certain sitations and events.”

    A bunch of sell outs , filling there pockets like Judas, where was the police when the LOOTERS was destroying Roseau ?where was Carbon ? he told the people everything was under control, O REALLY , but when the opposition has a rally the police are every where , SKERRITT is militarizing the police force , he just get militaty vehicles from China , we need to stop the crap before it is to late , we are being sold to China, our BIRDS , PASSPORTS LAND, our crabs , and seewiques, are being smuggle to guadelupe and Martinique , the coast guard and the police are being paid to look the other way, the French Island has depleted the CRABS, and now ours are being smuggling out to them, we need to patrol our shores, foriegners are being smuggle in broad daylight 4 money the the locals to make a living, so we are being screwed, by the politicians , some of the greedy locals ,selling there souls .

    Nice to have new equipment While it’s nice to have new equipment It remains are they going to take care of the equipment As they have done in the past :?: .While it is great that we are increasing employment with well labeled psychologically stable individuals would be great, however in the past I have seen there’s no accountability in elevating the training or Lack of . The ability to be on the street not utilizing such training Leads me to believe They might be no improvement. My other point I would like to make clear is Are there going to be Monies to pay this individuals as civil servants or they will be working for free which leads them to go down the wrong path and engage in illegal illicit activities to support their families .Nice to have new vehicles .maybe have a place that they could rest the head at night after the shifts with no leaksWeather issues no more no health issue like mold etc.

    . What is this talk about civil defence? Who is going to invade us? I hope it is not a code for crowd control, restrictions of movement, banning public meetings and in general harassing people preventing them from getting together. Perhaps even paid informants like they used to have under the old soviet system. The reduced population of Dominica is already poor, struggling to make ends meet. Are you now going to your tonton macoute, your S.S. troopers to take away our freedom? Well, in that case, if I can not escape from Skerrit’s paradise I say better dead than red because life would not be worth living again.

    Dear Reader
    I do not intend for this short post to be one of criticism, although I am almost certain that someone is going to read it in a negative light. However, it is all good to increase the police establishment to better serve its community. I also believe that diversity should play an integral role in allowing the force to be reflective of the community it serves. Since Dominica is becoming diversified in terms of its population, I believe it is an important idea to give thought to making the police force be reflective of the population. This would mean getting at least one Chinese national to be recruited in the force and at least one Spanish national. The count does not have to stop at one; however it is a good start in diversifying the population of the force. That would mean that we would also have to look at interpreters for the languages. we cannot rule out the idea that foreign persons commit crimes and needs to be dealt with. Therefore it is a step in the right…

    I think with the pending cabinet reshuffle, Blackmoore should be named Internal Affairs minister that means repression, military , spying on citizens, intimidation, lack of free speech and movement and disappearances of persons in the middle of the night come to miond etc.–folks this is not good—Haiti, Iran and other repressive regimes come to mind- mark my words.

    In Dominica we have 95 police per 10K population but we are still unable to reduce and solve crimes.

      It is telling that the first augmentation will be for the S.S. Unit, which is a paramilitary police force, equipped with assault weapons and dressed in camouflage. Why does a peaceful little country like ours need this? Hitler had also a notorious S.S. State Security) unit, even the regular troops and police were scared of. The question is valid: Are we turning into a police state?

      Id like a Change too, but you all need to change strategy. Island was just 70% destroyed by storm yet the day after the storm you all kept relentlessly attacking one man like nothing happened, took no time to regroup, population see you as very insensitive, no caring but to get to the helm where the money is, just because you fear he will steal money.     Do they perform psychological assessment on the new recruits, or any of the police officers.
    Some of them are so short tempered/savage and unstable, those are the ones walking around with guns.
    There is one i saw recently with a gun and I don’t understand why they would see it fit that he be the holder of a firearm. This guy was already threatening that he would shoot certain individuals and a report was made
    on more than two occasions; low and behold, he pops up posting a profile pic with a gun. WTH.

    Sir no matter how much equipment and how much Police Officers that this CDPF receives but as long the Chief of Police remains at the helm Dominica will see no improvement in its security. Human resources is the most valuable asset to any institution so when the morals of men is at its lowest, junior ranks with no knowledge of policing is promoted over senior and competent officers, transfers are done not because of wanting the best results but because of friendship and punishment. The CDPF is at the worst stage it has ever been. The true facts are u can give a man with ambition and vision 1 dollar he will use it better than a non ambitious man with 100 dollars. Under this Government the CDPF has received the most asset, more man power, more training, increase in corporals positions, better police stations, don’t talk about vehicles and bikes yet seems our Police Force is becoming the laughing stock of the Caribbean. Its time to clean up the head.

    Building the Police Force to the requisite number needed for proper functionality of this most crucial institution is a good idea. However, this institution needs much more than numbers. First and foremost, it MUST be completely depoliticized. Perception is reality. The Police Force is perceived to be an instrument that the government uses at its whims and fancies to harass and suppress its own citizens. The leadership of the Force leaves much to be desired. The personnel in the hierarchy is positioned there at the behest of the PM. Much more long term and ongoing training is needed. The Police need to gain the confidence of the vast majority of citizens and residents to properly serve and protect the country. The majority of the inhabitants are distrustful of police officers, rightfully or wrongfully so. This perception has to change if the police are going to make a positive difference, in the quality of life of all citizens and legal residents.

      You have gotten to the heart of the point. The increased numbers are critical, nonetheless, it is not always a question of quantity as it is of quality. The lack of proper and sufficient training produce mainly men and women who are incapable of executing their duties in a professional and impartial manner. Additionally, the approach to promotion in the police, as it is in many sectors in Dominica, must take a radical shift. Let’s promote on merit which is consequent of self improvement and performance.

Meritorious promotions, continuous training, community policing, a honest and articulate Chief who can convincingly sell the Vision and the Mission of the Police Force are all critical factors that are presently absent from the Police Force. I don’t worry when I’m excoriated by the blind supporters of the DLP. They have a severe discomfort with the truth. Truth is the new hate speech for them.
