Mother of nine says she is still waiting on government assistance

Cheryl Peltier, a mother of nine children living in a 12×12 shack at Massacre, says she is still awaiting assistance from Government.

In April 2009 members of the Dominica Freedom Party (DFP) spearheaded an appeal for assistance for Peltier and her family. The DFP members had donated groceries to Peltier on more than one occasion, and following an invitation to the media the entire country and persons abroad learned of Peltier’s situation.

She told Dominica News Online on Tuesday that while she was visited by the parliamentary representative for the constituency, she has not received any assistance from government.

Government has a Housing Revolution Programme geared towards improving the living standards of Dominicans. There is also the Squatters Regularisation Programme, which is an extension of the Housing Revolution.

Housing Minister Reginald Austrie had told the media following the Cabinet’s swearing-in ceremony that the Housing Revolution Programme is expected to expand in the Dominica Labour Party’s new term based on its success.

Government spent over $43 million in its previous term on housing assistance. In excess of 2,500 homes were renovated, while 300 new homes were built.

“Up to now they not yet come… nothing happened yet,” Peltier said in an interview. However, Peltier admits that she has not followed up with Government as yet.

“I have to go up and check them,” she added.

Peltier is unemployed. She receives a monthly stipend from Government for her children’s education. Her youngest child is the only one not attending school as yet.

“I does get a little money from the government for those children and I not working nowhere … It’s getting hard to send them to school,” she said.

Peltier had to find $200 to send one of her children to primary school. She receives no more than $400, according to her.

“The father working … but not to say he [helping]. I don’t know what he doing with the money,” Peltier stated.

    All I have to say to say is u see some DOMINICAN they woudnt see good light atall atall..too me everybody makes mistakess and it reach a certain part in life when everybody figures out where they went wrong!! That is my mother there and I don’t give too shiit what nobody say bout she coulda use bith controll and she shoulda use that..that is not the point, even if things aint too good for her I am still grateful that she had me and all my other 8 siblingss!!!..If yu don’t waan help her FINE is up too you people, cuz I kno good things happen to goood people…Its a dsisgrace and shame while reading this, with tearss all these negative commentsss, its hurting man but who knowwwss what good the future holdsss??..I wish all allu bad-minded people the best in lifeee!! I know about her case personally. …make dem children take bus to come to school and back, instead of just walking it. … .. does buy a Chubby drink for them everyday instead of ..buy some grapefruits and some sugar and make juice for their recess, and give them all kind of sweets that not good for their teeth. .. doh make Cheryl joy all you sorrow.

    There are many women who hide behind breeding because they do not want to work. I know one with 6 and counting and she is a sakway fenyan. She too lazy to wash the childrens clothes even if she has soap. She prefer to pile the clothes on a stone behind her house. PEOPLE LIKE THESE YOU DO NOT KNOW WHAT TO DO WITH THEM.

    I agree with Shocked…institutionalized welfare programs will create dependent citizens. The question is: How do you balance a welfare state that is able to provide for those that really need help without making our citizens dependent and complacent? As we all know, complacency always leads to dormancy.

    Also, to maintain long-term government assistance programs, the government’s coffers (GDP) must be financially healthy. Although I am happy that the government is taking important steps to provide assistance for the needy, I am afraid that if we do not build a sound economic infrastructure, and assess our most vital needs (jobs, healthcare, education, etc), many of these programs may find it difficult to survive when the economy suffers. Let us keep in mind that government programs are the first to to feel the pinch when there is fiscal hemorrhaging.

    NOTE TO MS. PELTIER: IT IS YOUR RESPONSIBILITY TO FIND THE MEANS TO CARE FOR YOUR CHILDREN. WHY ARE YOU WAITING FOR THE GOVERNMENT TO COME TO YOU.     If they give this woman anything it will start a problem as more people will come forward to get the same help. America calls it welfare, dominica can’t afford it. All the previous comments suggest the woman stop having children, my mum had 9 without any man around. She worked her ..off doing anything, this woman needs to do the same and stop looking for hand outs. If my money goes to her I feel entitled to what the other men received as they didn’t give her nothing.sadly she falls under the dumbnicans category. Not to say anything bad about the woman, she is someones child after all, but she made her bed or did the damage on it. Reality is a bitch, grow up is all I can say to her

      I do agree with you. My mom raised nine of us also with very little help from my dad. She struggled alot. thank God we made it, so can she.
      I know we all are entitled to our opinions but please don’t be too hard on her.
      We all go for pleasure and never consider the consequences. Eventually she will figure it out.
      I hope it’s not when she has a dozen mouths to feed.

    Wait people don’t you think that she is also a victim? If she was an educated, independent woman do you think she would be in that state? If she was from an affluent family do you think her dignity would be that compromised? Come on Dominican people. I must admit that there is some personal responsiblity that needs to occur here but poor people are always taken advantage of. In Africa and other 3rd world countries, AIDS is an issue of poverty. So stop basing the woman. She has already been based for her whole life.

    No government “gives” anybody a house for free. How are the monthly utility bills paid for? No amount of VAT is going to sustain a “give-away” housing revolution. Afterall, Dominica’s GDP per capita is about $10 400.00 ( IMF 2009 estimates ). Many families are in the same predicament and we need to stop the cycle of dependency and replace it with self reliance and sweat equity. Having said this, we must give the kids a hand up. The government must embark on an aggressive school feeding program for kids whose families are 50% or less below the per capita income. This will feed the kids while encouraging them to attend school to secure an education if they are to become self-reliant. Every constituency needs a regional boarding house/hostel that can house at least 20 of the poorest families.Each hostel should be furnished and have basic utilities like water and electricity. Each hostel needs at least 20 acres of land, a daycare center, art and craft center, sports facilities and a cooperative groceries store. Here you have it! A model for self reliance, full employment, art and craft, child care, sports, crop production and animal husbandry. Government should also promote adult education and skills training. No one should get a title to the land to encourage them to leave when they get a leg up. At that point their sweat equity becomes cash for a down payment on their own home and acre of land.

    There is a saying that goes ” give a man a fish and you feed him for one day, but teach a man how to fish and you feed him for a lifetime”. this lady need to get off her *** and go find a job or seek help. The gov offered her help and she has the audasity to say she didnt follow up with the gov on getting that help, yet she on dno saying that she still waiting on help.

    Nothing is free in this life and no one owes her anything, as much as i would like her to get help i dont thinks its really going to be of any long term benefit to her. If she gets help without taking responsibility for her mistakes, and things become easier for her she going to get pregnant again. In that case giving her help only worsens the problem.

    Welfare along with the law should intervene and punish these fathers for not caring for their kids too…

    I am amazed at the level of ignorance i see being displayed in the comments here. On one hand, i totally understand the anger that individuals have towards Cheryl’s sense of entitlement, however, on the other hand, i do not understand how people fail to see her as a product of her environment… A lack of education can alter the path of life for each and everyone of us.

    I know Cheryl personnally and i remember when i was backhome some 12 yrs ago she had a few kids. From what i remember the last time i saw her 2006, she had a few more kids but she looked happy and her liittle kids were always with her. What do i say to a woman who has 9 kids? I guess the samething i tried to say to my aunt who was in the same situation – protect yourself. However, when a woman is uneducated and feels trapped and desperate in a fruitless sitaution, she’ll resort to whatever it takes to try to elevate herself. Usually- that form of rescue is in a man offering sweet nothings in their ears.

    Women like that know that they cannot afford to maintain the kids, but at the sametime, they are caught up in the lies being fed by the men who are trying to get something from them. Women like that do not know their self worht and value and although they do not have the means or efforts to care for these kids, they refuse to abort them. The logic behind that is one which i cannot understand… but people are live in poverty do not choose to live in poverty. There is generally some hindrance to them getting to a comfortable level. In this case, it is eveident that Cheryl has no education- an although she may know about birth control – she may be caught in some of the myths about using them. In the end, although she went down the wrong path, she has the kids already and the kids are the future of Dominica and IT IS the government’s job to safeguard and ensure the well being of these children.

    IT IS the government’s job to provide for the less fortunate by implementing social assistance programs for the poor.
    IT IS the government’s job to provide more opportunities for housing, health care and employment.

    No matter what the ignorant people may say- it’s a government for the people, of the people, by the people.

    And of course, when the government implements new measures to assist the poor- these measures will be geared towards assisting persons in getting out of poverty – there should be rules and regulations governing the recipients of any social assistence offered by the government.

    And to Cheryl I say, get some help for you and your kids. Go to the government a.g.0encies responsible for assisting you.

    Nothing is worse than knowing you can help yourself but you are choosing not to, then you go out there and place blame on others. First, accept your mistakes and work to improve what you can change… you can’t change the fact that you have 9 kids, but you can change the future of those 9 kids.

    AND STOP MAKING CHILDREN – YOU OWE IT TO THE 9 YOU HAVE TO GIVE THEM A PROPER LIFE.

    the saddest part of all this is the kids who gonna suffer. The kids did not ask to be born therefore everything possible should be done to assist those kids. My heart goes out to the kids. On the mother situation, My opion is that she knew her situation, therefore she should not be popping out all these kids knowing that u cannot financial care for them. Either you use contraceptives or u keep your legs close. She better not be popping out more kids.

People like to say “don’t say that about your mother, she could have aborted you.” I say to that,,,,then i wouldn’t know the misery of the life that I am living. If she had aborted those children, they wouldn’t be denied of a proper bed to lay their little heads, a propere meal to keep their gnawing bellies full, a proper education so that when they grow up they won’t do like her and keeping making all those babies…..because all you know that situation there is a cycle.
    Poor litlle girls. Somebody take them before they end up in the trap.

    my opinion on this situation is that the government should at list help the mother by providing her with a job. i mean she wants a house but what is the use of a house when u cannot even maintain your own self,how are u going to maintain a house. don’t get me wrong the place she staying is not in good condition but she need to be more respnsible. cause if you give her a house she going to get more comfortable and boooom pops out another little head . (more dramma…………………..)

    and about the kids put the kids in some institution like welfars to help them. i mean is not like giving the mother a house is going to put food in there mouth. oh God help this childern put them under the covert of your wing and protect them. they did not do anything to deserv a life like this help them to be strong in all the struggles that they are going through.

Woman get your lazy %&$ up and go to the welfare office, they sure gonna help you. if you want you can also leave some of the kids at the office. twenty years from now they will come back to look for you.

    Awah garson! Cheryl full of it. You have feelings and may want a little wankarlay every now and then but it looks like you getting pregnant even when you dream of making a wankarlay. Let us not drag the government into this one. They are already assisting and I am certain they will continue to assist because she at least voted for them based on some promises. But, she have to learn to close her legs and after that, take those reckless fathers to court for bastardy arrears. Shame on the men for not taking care of their children. What happen to the sweet-ice, sweet-ice they were saying when they were making the wankarlay. Looks like when the kids came it was sour.

    The problem in this situation is that the woman keeps getting pregnant. The solution is to stop her from being able to get pregnant and organising foster care for the children.

    She also needs job training and a job. Maybe she can look after children or help to fertilise animals.

    As we see in places like the U.S. and other countries with standard welfare programs, people tend not to pursue avenues that will better themselves, because they are getting a hand-out. For most people, there is no incentive to become industrious or resourceful if someone is going to give them the basic necessities. There is a reverse side to this argument: jobs or the potential to become self-employed has to be attainable in order for one to be resourceful and industrious.

    I do not completely agree with those of you who say that the government should not provide for this woman and her children. The problem is, if you withhold assistance from this woman, you inevitably punish the children. The obvious reaction to a situation like is saying that the woman should not have had so many children. We know that already. The children are already here, and they must be taken care of. If they are not given some level of care, we could be looking at a group of children that may contribute to our future social ills (continued poverty, lack of education, crime, etc). You have to be proactive in order to solve future problems. We need education (for old and young) and structure (from the government).

    We need to institute strict child welfare laws that also take into account parents who do not provide financial help for their children. Trust me – if Dominica enforces its child support laws, many of these guys running around having kids all over the place would think twice, because they know that if they do not care for their children, part of their daily bread will be eaten up through garnishment. Conversely, since poverty hovers at 25%, with 30% of the population living below the poverty line, there would be no money to garnish from many of these fathers, because many of them may be in the 25% category. What a predicament…

    The women need to be smart about their lives and future as well. Every extra child you have in poverty takes away from the standard of living that your family could enjoy, because you have so many more mouths to feed.

    the children are not responsible for the mother’s behaviour
    this family needs help. The Gov’t ought to have a programme
    to assist the family …..family planning should be in place
    maybe the goverment should give her a job so she could help

    Anyways, to come on DNO and express yourself have to take a lot of courage. I admire the woman for that. Secondly, we can’t punish children for their parents “mistakes”.So, if it calls for other people to take care of the children for their sake, then let’s not be selfish. Given that she has all these children and at this point crying for help means she’s probably sucking salt. Too bad she’s feeling the heat only now. For goodness sake’s haven’t you heard about birth control?? Give me a break; in these hard economic times i’d not advice anyone to make more than they can manage. My lady you need to start somewhere. First, get yourself in gear – don’t bother depend on the man & find yourself a job. Every little bit helps. If anyone is willing to assist you by lightening the burden(by adopting a child), take the opportunity and run with it in the meantime. Don’t feel ashamed for asking for assistance, but at the same time don’t blame anyone for no being able to maintain yourself & your children. It was your democratic right to vote for your choice in government. Don’t believe that the government owe you for your vote! It’s time for us to get away from that mentality.
    Now, life in Dominica ain’t the easiest, but it’s still not the worst, so always have faith. Where there’s a will there is surely a way.

    This woman has not even attempted to follow up on her own situation. What does she think will happen? Does she think everyone will just drop what they are doing and come running to her assistance?

    This is another example of a person not taking responsibility for their actions.

    Why is she not using the court to look for the man that gave her those nine children? At what point did she realise that she could not manage the well being of these children as well as her self? Was it after the 1st, 2nd, 3rd, 4th, 5th, 6th, 7th, 8th or 9th child?

    When was the last time she saw her period? Did this man only come calling when they saw her panties on the clothes line?

    Is this situation caused by stupidity ..? Yes, all right we know there is a good measure of ignorance, but this is an outrageous position. Where did she think the money to feed and clothe these children was going to come from, let alone beds for them to sleep and the building to house them?

    It is sad that women have to go from men to men in search of love only to be impregnated by them and left alone.

    Men need to stand up and take their responsibilities. Look at the amount of stories on this site of illegal sexual activities among men in Dominica. Its like they are perpetually “sweff.”

    And the women too should have pride in themselves and stop sleeping with every Tom, Dick and Harry that come with a smile and a Twenty Dollar note.

    Don’t depend on the government for assistance. Go take contraception and take your .. baby fathers to court.

All the money we pay for vehicle license and insurance and the roads are a death trap look at the goodwill highway. So when you saying they don’t owe her anything you are so wrong.     She should find a job, but the way you women especially speak against this woman is so dispicable. Have a heart and some respect becaus emany of you Dominican open your legs for men not for children but for money and favors. Stop acting up on DNO like you guys are better than her. …….     DA people like to claim they have facts and all they have is lies! What the hell all you know about the woman family and what they ask her to do? Tie her tubes? What about empowering her? Supporting her emotionally? .. These .. obviously took advantage of her. She isn’t the only Dominican woman this is being done to. Open your eyes. No one is saying the government has to poor money into her purse but they haven’t even contacted her after lieing to her.

    These are children and the government needs to help those children not by giving cheryl a bunch of money but ensuring that through the housing program they have running water, food, proper shelter, sanitation etc. These are the more pressing matters, not meeting with caribbean leaders. Clean your back yard before trying to show off! May god help those so called god fearing Dominicans who have nothing but nasty opinions about this woman.

    This should be an eye opener to our young people. Go to school, learn and educate yourself. Don’t just settle for high school; go to college and find yourself a job; Then you can find a man stick to him and marry; then you will not get yourself in that mess; If for any reason you get pregnant make sure that this man can take care of his child then think twice before getting another one. If you cannot take care of children don’t go making nine of them for the government. they have othere ppl to help.
    My lady you should never put this info out on DNO before you go back to the minister who promise to help you. You are making a fool of yourself. They give a hundred days to get back on track and we only have about 45 days after election. But even if, had you gone to them they would consider your situation. You think is you alone they have to think of? NO. Election is just over and they have things to put into place; opposition taking them to court; they have not sat in house; and the many more that they have on their plat.

    @wow exactly, This is the issue I have with many black women. You have one.. and you still go make a bunch more.. But , many of these women sacrifice their bodies thinking it will payoff, meaning that they think if they give them men sex etc that those men will stay with them. Dominican men are just DOGS! And there is no way in Gods green earth I will ever marry or make a child with a black man. I avoid Dominican men at all cost because they like to have you there for years and no wedding and no permanent stable life. Years they will have you making babies and then you know what they do? As soon as you make a baby and you waste 5 years or 7 years with them they telling you that they don’t want you. Some doesn’t even tell you they just up and go. A bunch of cowards. They will live you for another woman who has no kids. Wicked dem men wicked.

    But now since she can’t chnage the decisions she made the government has to help her. They should and she is entitled to feel that way. We elected the government and they are suppose to help women like her. She has nine children living in a shack no running toilet, they need school, clothing, food. I sure she would like to work but come on who going to take care of hr kids? Secondly, on average many Dominicans make about $600.00 EC a month . Please tell me what that going to do for them. I agree she should work but the gorvnment needs to start helping her so that she can feel comfortable living her kids wit people who won’tabuse them. Bceause thats how many kids in DA get abused. When their parents are so desperate and live them in the care of supposedly “nice” people who take advantage. Check it out because of their mothers situation all her nine kids run the risks of being abused or becoming criminals, behavioural problems etc etc etc. Its a bloody cycle and the government neeeds to step in.

    They need to make those men pay. One of my suggestions is that if you don’t pay child support you shouldn’t be able to get a passport or your passport should be conviscated.

    The US have very strict reualtions about living your dependents uncared for and immigrating to the states. If you have a man that live you and go states on greencard or not and you can find his address. You can actually contact the immigration USCIS and get his .. in trouble. Because there are many instances where men lie on thier immigration documents stating they have no kids in DA and because DA doesn’t track those things these men are given clean police record. On your police record they should conffirm whether you have kids or not.

    Its ridiculous what these men do to Dominican women. I just don’t get why you can’t take care of yor kids. Its so disgusting!!! Then in DA we have a bunch of neanderthals running the government so should we expect some kind of chnage? Not really. This country need a revolution.

However, this woman is behaving like they owe her, she should say thank God that she is getting the much needed assistance not only from Government but I am sure other persons are contributing towards food and clothing for the children. What drives someone who is unemployed and certainly not well off to make nine children. I am sure she was struggling after she had three, she still went on and made six more. These people have to be educated and their tubes should be tired. Now she has to be a burden to government. Sorry to be harsh.
