New insurance program to assist young pregnant mothers and children

The Dominica Social Security (DSS) has created a Pilot Health National Insurance Program that seeks to give financial assistance to young pregnant mothers and young children.

Initial funds for the program will come from the island’s Citizenship by Investment Program (CBI).

The program is set to be officially implemented in April 2017, and caters to mothers aged 35 and under who are pregnant, and children three years and under.

Executive Director of the DSS, Janice Jean-Jacques Thomas, said on state-owned DBS Radio that initial funds required will come from the CBI Program. Following that, when the program is implemented, contributions will then be required from the beneficiaries.

“It is too early to say how much will be required from the insured person. As we said earlier, we have to rely on the advice of the persons from PAHO. For now, the program that we are launching is already funds that will be provided, coming from the CBI Program,” she said.

Thomas also noted that persons accessing those services will be required to cover 20 percent of the expenses.

“Eighty percent will be met by the Pilot project, and the other 20 percent will be the responsibility of the beneficiaries,” she remarked.

    While we have families hungry and can’t send their children to school because they cannot afford a good meal for them.

Especially as regards the Passport-For- Cash scheme, with all kinds of foreigners, with our DIPLOMATIC PASSPORTS. Many of those foreigners, with our DIPLOMATIC PASSPORTS have been arrested or jailed or in serious problems, with the Law either in the UK, US, Italy, France, Spain,. Iran. Dominica’s name has been seriously tarnished, maybe irreparably damaged, thanks to that secret, corrupt Passport-for-Cash scandals. Where all the money gone all that time before? since when Passports selling, nuh, Last Year?

    Now it is time for our Social Security to be taken into that scheme and to fool the people about funds from those sales for young mothers. They are CORNERED. How Long? Not Long !!!!!

    This is a great initiative. Implementing this would be good for young mothers who are struggling and can’t always make ends meet. At least they will have some sort of support through DSS and hopefully they will be more mature and responsible.

      Perhaps before they become mothers, the women should be taught to practice safe sex, so that they only bring children into this world when they are able to take care of them, have a man who is committed to them for the long haul.

      Looking after struggling mothers after them get themselves pregnant is not the answer. If you are struggling, DO NOT HAVE BABIES.

    Also, has there been a study of the potential impact this could have on the insurance industry on island? having the government providing free health insurance, why would i buy insurance?

    have you seen this?? There is something weird going on here..I met a woman a few days ago about mid forty… She has eight children and no job..Fathers are nowhere to be seen…. A male supporter of DLP came to borrow money from me.. The place is going nuts..There is a dark cloud emerging in the Dominican culture, politics and social conduct..Standards of morality, ethics and observance of the law have flown out the window..

    there is so much ignorance and poverty many have lost any sense of honesty..in work, relationships, family etc..will this now encourage women to get pregnant hoping to get money..??What CAN WE DO ABOUT THIS??       You resided in Jamaica. What is the JA system for assisting people as they? Probably you could enlighten us about that.
      In Canada, the government does not interfere in the personal affairs of nationals/ residents. Meaning, we have a medical care system which will assist those who are in need of. The funding comes from taxpayers’ contribution to the federal and provincial revenue.
      If they need help they will receive it, even housing. Some may be displeased with it and their lifestyle but there is nothing they can do about it.
      The department which administers the funds must adhere to the system. Those in need must apply for it. After approval they will be granted the help.
      In addition, each Province has a national insurance hospital plan. Each resident has a medical health card which they present to their doctor and the hospital.
      Dominica does not have that system. Therefore, the government must assist them in the best manner possible.

    Is this an indication that quality of these services are so poor that people are now encouraged to seek these services from private doctors.

    I am a total idiot but for the hell of it I don’t understand why we do not use the CBI monies in areas where we will eventually realize a ROI (Return On Investment). If I was the labor government I would use the CBI money to make Dominica a premiere Medical Tourism destination. All the monies spent in hotels etc should have been spent on “specialty hospitals and clinics” with top of the line equipment built and bought with CBI monies. For instance;
    1. Regional Cancer Treatment Center
    2. Regional Non-Communicable diseases treatment center (High blood pressure, diabetes)
    3. Regional Imaging and General Surgery Hospital where surgeries are performed 24/7 by surgeons from the region.

    You see, in this way the spent CBI money will keep bringing in monies until eternity and creating employment etc.

    Folks, every developed country; those that have obtained developed status are characterized by the provision of free medical care for their citizens; Canada, USA (Obamacare) ..etc. It is poor third world countries that are unable to provide this service to their citizens. St. Kitts and Nevis also launched a national health insurance program recently. The provision for those who are most vulnerable and unable to take care of themselves is a high bars for a civil democratic society. The government has informed that it is being advised by PAHO on this initial pilot program and the intent is provide national coverage to all citizens eventually. A pilot is a prudent way, to learn important lessons , that will inform the final national program. Beside the government clearly is of the view that an insurance program will cost it less that the amount it currently spends on emergency medical costs.

    I think its a great idea. I just hope the money from the health insurance scheme is not used to finance anything else but health care. If we build a “state of the art’ hospital we need to make sure it is up to date and efficient. I am very serious about that because I was one of the people who mentioned putting a National Health Insurance Scheme in place. We need it in Dominica. Too may people are dying because of lack of proper health facilities and poorly skilled staff at the P.M.H. I am not a party follower but if any right thinking Dominican really examine their conscience, he will understand my view. Best Wishes. :)

Some queries…how much money will be required for the initial investment? How many years or months of coverage will this initial investment cover? Janice you guys have not even ascertained what will be the amount of the premium to be paid? This is a quarter baked scheme that needs much more thought. Actually,it sounds like an electon campaign promise like the promise of apartments to single mothers in Elmshall andBath Estate. Folks election is coming soon. By December I estimate.

    Skerrit is hell bent on turning Dominica into another Venezuela.

    I have been living outside Dominica for close to 40 years and when I used to talk to people about Dominica I always spoke highly about families being the source of support for the less fortunate people in Dominica. By that I meant we did not have this dependency mentality. That forced people to be more resilient and better able to fend for themselves because there was no government to rely on to look after them.

    Now we have a government that is determined to change the character of our country by encouraging people to sit back and expect government to provide for them.

    If you look back at the condition of people back 30 to 40 years ago they were much better prepared to face the challenges of the world than they are now. People had more money in their pockets. Now we are more like beggars waiting for a handout.

      I do not entirely agree with you. Every child also has a mother and conception- & birth normally occurs with the consent of the mother. Therefore, a mother has responsibilities too and if she willfully decides to produce a child without the assured support of the father she must be held to account for making such a decision. Fathers not only have duties but rights also and that should not be overlooked either. Today, there is no reason why one should get pregnant if one does not want to and I firmly believe that the future of a child, even an unborn one outweighs any religious considerations. No child asks to be born and if there are no reasonable prospects of providing proper care, nutrition and education, don’t have a child. Having child is not only a right but even more a commitment to its well being.

    This is a premium for breeding future supporters of the Red Clinic, the way I see it. You should put plans in place to discourage this kind of thing instead. And how do you expect them to contribute if it is not compulsory and they do not have money in the first place? This is just vote catching and not of benefit to the poor children. Why is it a limited amount of money and these at risk pregnant parents will deplete the plan of funds necessary for funding the under 35 pregnant mothers?

      I think that all services for all pregnant women should be covered, as are services for under 18 and over 60 . It makes no sense to try to collect any fees at all, it is uneconomical in that it costs more to collect fees than you will get in. Older pregnant women are more at risk and more likely to have other demands on the finances and to therefore skip care. so it makes no sense to stop at 35.

      In fact in my view All health care should be paid for through a “contribution whilst well” system and not charged “at the point of delivery”, when stress is high and resources low.

      I personally would add a mandatory contribution to water and sewerage and abolish the hospital accounts department except for paying for optional private services. If you cant afford water and sewerage then I think you can count as indigent and so could have free services.

But thank God some of us are no longer asleep. Do not be fooled, yeomen and peasants, there is another source of all this cash. This is oil money! This is Flag-State money! This is our “hush” money for being part of the axis of UN Violators. We now know that all the assistance we were receiving from China and Venezuela was our share of the UN Violators scheme. Dominica provided the means for Iran to beat the UN Sanctions, hence the inflow of all these China and Venezuela donations. What a bunch of schemers!

    – What would the insurance cover?
    – Given this is ‘National’ -IS it mandatory by employers to deduct or liek a salary deduction

    It may be early to talk still, but how will they know who to target as far as contributions are concerned? Is it going to be compulsory that every female 35 and under contribute, or will the contribution from that group be only during the gestation period (0-9 months/40wks)..
    Now even more dangerous than the volatility and high risk exposure in this seemingly shortsighted project is the unsustainable nature of this program..
    This seems like a hastily cooked idea..Insurance schemes require studies on feasibility and sustainability..Why is CBI money again? What happens when this money dries up? Jah Guide Dominica..But the people can only depend on themselves..

    Mrs. Jean Jacques I have the utmost respect for you but … who launches a program of that nature without knowing something as basic as what an insured person will have to contribute? And when the CBI money will finish where will the needed funds come from? AND HOW LONG ARE THOSE CBI FUNDS EXPECTED TO LAST BY THE WAY?

    Eh beh is now I know my pension money in FIRE!!!

    IN THE NAME OF JESUS CHRIST THAT PROGRAM WILL FAIL BEFORE APRIL. ALL YOU PEOPLE TOO DAM WICKED NOW.

    Ok. Now I really beginning to believe the opposition. It seems as if the government is desperate to spend the CBI money.

    OMG You people are nuts, you all don’t do anything to make people independent and free, everything is designed to force people to be dependent, this country is a fools paradise. An island with no international airport and high taxes focused on welfare. 8)
