Chairperson of the NGO Coalition for the Protection of Children and Youth, Delroy Williams, says he is pleased that a man was sentenced to eight years in jail for having unlawful sexual intercourse with a 12-year-old.

He is also happy the matter went through the court system in a “speedy manner”.

The Vielle Case man was sentenced after pleading guilty to the offense when he appeared before a Roseau High Court on June 24th.

He is said to be a close friend of the teenager’s family and helped her with her home-work.

“We are pleased that the case actually went through the court system in a speedy manner,” Williams told DNO on Thursday. “We are also happy that with the outcome of the case the gentleman did not waste the court’s time and pleaded guilty.”

Williams stated, however, the NGO Coalition would have appreciated it, “if the judge had given him the maximum sentence.”

“We understood that there was some leniency as being a first time offender,” he indicated.

In fact, Williams pointed, out that the NGO Coalition is calling for much harsher sentences in the future as it relates to child abuse and sexual abuse.

He announced that the NGO Coalition will be hosting a few more Town Hall Meetings as it continues its battle against the abuse of minors on the island.

“This time we will be visiting the rural communities to engage all of Dominica to get their views on the various happenings on child sexual abuse,” he noted.

The group is also currently reviewing the Bail Act.

“We have also been an active member in the reviewing process to ensure that we are pleased with the outcome,” Williams explained. “We will also be looking at other avenues to raise awareness … we are looking at doing a short film with the current situation in order to raise awareness.”

Williams revealed that the NGO Coalition will continue to dialogue with the various government officials and institutions and also will be looking to open dialogue with Crime Stoppers Dominica.

“We are hoping to engage them soon so that we can actively pursue a reporting scheme that is more comfortable for the victims,” he noted. “We understand that a lot of the victims, sometimes, they don’t want to come forward because of the stigma and discrimination that are associated with reporting such cases. So we are going to seek an avenue through the crime stoppers network to see if we can make it more comfortable for them to report their cases too.”

Meanwhile he pointed out that many cases of child abuse take place at the home and is warning parents to be vigilant as to whom they expose their children.

“Always be attentive to their needs and always keep an open eye and an open mind when they are discussing these issues with their children,” he noted.

He called on children or individuals who are undergoing abuse to seek relevant authorities, like the Police, the NGO Coalition, and the Dominica Welfare Division to report these cases.

He said there are many safe avenues in which cases of abuse can be reported and is important to report to the police, so there can be a thorough investigation.

Williams said the NGO Coalition continues to follow the cases of child abuse and child sexual abuse in Dominica very closely.

    Prison is a place to reform.8 years is enough to reform an offender. Only the Lord Jesus Christ has the right to punish. So call friend of the family

    What? No, no. Eight years is NOT an adequate sentence for this kind of sick crime. The man likely scarred the poor child for life. He unquestionably deserves a much harsher prison term. I agree with Mr Williams here.

    Eight years is not long enough. He might not even serve eight years.

    There are emotional scares left upon the child often for a lifetime. There may have been a physical injury. Certainly there was the risk of pregnancy, and sexually transmitted disease. Often the victim has mental health issues, alcohol or drug problems, or becomes and abuser himself (herself) later in life. Some in Canada have committed suicide.

    Pedophiles are usually considered incurable. Many pedophiles repeat the offence and each time the violence is greater until eventually the victim is killed. The gradual escalation of violence is the most fearful aspect of pedophilia.

    It is not unusual for a pedophile to wait a considerable length of time between victims. Some will move away to another part of the country or even another nation and then strike again in the new place when he thinks he has thrown the police off his trail.

    the chairman of the ngo coalition is pleased with the the sentence of 8 years given to a man for sexually abusing a 12 year old child. he even went on to describe the perpetrator as a gentleman. i say rubbish that sentence is a joke.on every 12 months sentence 4 is automatically removed the criminal takes 8. on an 8 years sentence 32 months is removed that adds up to 2 years and 8 months. what is there in that to be pleased about. A 12 years old child life has been turned upside down and a man in a position like that is pleased that the phedophile go

    8 years is an appallingly inadequate sentence. Won’t he be out in less than 3?

    He raped a 12 year old child. The poor girl could have ended up pregnant, with an STD, and not even to mention the mental scars. When she is 15, will she see him in the same village?

    The man has been found guilty. Why is his name not being published? What if he moves to another village upon release? How will the villagers know to protect their children? If he finds a girlfriend, how will she know her children many be in danger?

    And to use the word “gentleman” when talking about this criminal???? He is a paedophile. Full stop. Sometimes I think the criminals are being treated with more respect than their victims.

    You call him a gentleman? It should not to be used for criminals/rapists. They are no gentlemen. I would never make the mistake of calling them gentlemen. Prior to calling them gentlemen they must first prove by their actions in also words, their entire deportment, that they deserve this status. This man does not deserve it. Save it for those who deserve it.
    It is a good idea that you will be traveling throughout D/can to meet with parents and other nationals. Everyone must be made aware of the seriousness of this crime committed on the children which will leave a lifetime mark on them. It is something they will never forget. Thank God if their sanity is intact after this terrible experience.
    Parents/guardians must report child abuse to the authorities. Of course they must counsel their children about this peril which they are not aware of so that they could do their utmost to avoid it.
    God bless and protect the little children of the world, of Dominica.

      I repeat again.

      Every nation should have an online registry for convicted sex offenders. It should include his (her) name,
      picture at the time of conviction, what the conviction was for, what the sentence was, and be kept up to date with the current address best possible.

      This would serve the needs of:

      Potential landlords.

      Potential employers.

      Government officials who control the issuing of passports.

      Police.

      Librarians.

      Park Security.

      Customs officials and border crossing officers.

      School principles and teachers.

      Parents.

      I say the same to our own governments at very level in Canada. No government refusing to provide such a registry could convince me they are concerned about the sexual abuse of children.

      reading is essential, understanding is fundamental… did Mr Williams say that he agreed with the 8-year sentence? No… he said he was pleased with the guilty plea and that the case was swiftly dealt with in the courts… He said that he wished that the court had thrown the book at the rapist, meaning that he had gotten the maximum as allowed by law… clearly, you lack understanding

    This NGO Coalition is all about “hate.” Hear them rejoice when a sinner is condemned. But in the dark corners of their homes and outdoors, I hope these Coalition members can stand the scrutiny of “the one who knows everything.”

    We live in a very sinful society, where many sinners are trapped in a vicious circle of poverty and mental depravation. Many were abandoned by family members and were taught on the streets to be touch to survive. I in no way support their sinful practice, but I do know that condemnation and jail are not going to cure their ills. They need rehabilitation, love and inclusion. Can we help them?

      The Law is, all democratic countries punish them by imprisonment and rightfully so which they deserve. While in prison he could be rehabilitated if he so wish. This is where he should receive rehabilitation, while being incarcerated so that when he is released, hopefully he will lose the urge to sexually abuse children.
      This man was a friend of the family. He took advantage of this trusted friendship and abused the child. For a grown man he should have known better. Did he not have a girlfriend? Yet he abused the little girl? He is a pedophile. For what he did to the child, he should be put away for life.
      If excuse is to be made for one, it should be made for all. Too many use their situation which they brought upon themselves as excuses and people as you do likewise for them.
      You cannot compare his situation with every unemployed D/can situation. They do not all fall in the same category.
      What about his victim who is scarred mentally of all, for life?

      Offenders need conversion to Christ. This is the only thing that will produce a true inner change.

      But this does make justice unnecessary. The guilty party must still face justice. Otherwise criminals would be feigning “conversion”, and using religion as a free pass out of jail!

      Here is the gospel plain and simple. We are all sinners. Sin separated us from God. We cannot save ourselves. Christ took our sins upon Himself and died for our guilt. On the cross He paid the full price for our salvation. All who personally believe this and receive HIM as their Savior are saved! This means their sins are forgiven by God and they HAVE (yes, present tense) the gift of eternal life. Not only that but God delivers them from the bondage of sin.
