Opposition Leader questions legitimacy of granting Chanderpaul Dominican citizenship

Opposition Leader, Hector John has branded Prime Minister Roosevelt Skerritt’s move to bestow citizenship upon West Indian cricketer Shivnarine Chanderpaul as an act of contempt for his cabinet.

In an interview with Dominica News Online, John described the Prime Minister’s act as “impulsive” and one of showmanship deliberately aimed at covering up the fact that, for the third significant event in the life of the stadium, he failed to show up. He pointed out that the PM had previously missed the opening of the stadium, the first One Day International and all but the last day of the first Test, which concluded on the weekend.

“This move by the PM shows contempt for the cabinet, to take a decision like that without consulting them. Furthermore, the Constitution makes no allowance for the conferring of citizenship. One would need to apply and go through the process. Also, citizenship is a matter concerning the applicant’s next of kin and their entire family, not just them, so a lot of things have to be considered during that process,” John insisted.

Additionally, he says that the offer now puts Chanderpaul and his family in the uncomfortable, embarrassing position of having to apply for citizenship.

He believes that alternative reward could have been considered. “The PM could have offered Chanderpaul and his family the opportunity to return, at the expense of the state and take him around the country impacting the lives of the young people of this country and used that to possibly boost our tourism industry. How does this act benefit the young people of Dominica?”

John, however, extended congratulations to the West Indies team, and especially commended Kirk Edwards and Chanderpaul for their centuries, Fidel Edwards for his 5-wicket haul and Darren Sammy for his leadership,  as well as the people of Dominica, whose support was evident most on Sunday as 10,000+ Dominican fans piled into Windsor Park, in support of the team.

It was announced at the Windsor Park Stadium on Sunday that Chanderpaul was to be made a citizen of Dominica effectively today.

    Shiv is a caribbean citizen from the United Islands of the Caribbean, just like the United States of America, the United Kingdom, consisting of England, Scotland, and so on, The Provinces of Canada. The only difference is is that we are separated by water and we have to fly to get to the other islands. Shiv is not a thug or a hoodlum; the man is a professional cricketer and should be able to travel freely to any of the islands of the caribbean. So, I see nothing wrong in bestowing Honorary Residency on a caribbean man doing good work. The Queen bestows Knighthood in the Monarchy, why can’t our PM bestow Residency in the State House? They called Antigua “Lara Land” after Lara broke Sobers’s record twice in Antigua. Irvine Shillingford is loved in Guyana by yesterday fans, St Lucia is thinking of renaming one of Castries streets, the Grayson Shillingford Avenue. We are all caribbean people, and we need to behave like caribbean people. Don’t we want to see the caribbean islands develop?, its people develop?, its institutions develop?, its systems develop?, its infrastructures develop?, so we can boast one day to foreigners how great the caribbean is? Hector John, the young new mexican puppeteer, needs to focus on developing Salisbury and while he is at it to stop at MACYS, GARFINKLES, SAKS FITH AVENUE, and buy some professional suits and ties and not those cheap suits at BY-TRINEE.

    Dominican citizenship will soon be offered in raffles. Why did not offer him ‘Freedom of the City’ when/if he chose to return to Dominica.

    Impulsive decision. Clear abuse of power. This should have be dicussed with Cabinet prior to the match on a ‘what if?’ basis, and an agreement reached.

    Lara was rewared in his home country for his magnificant score.

    John is right people, thats utter rubbish to confer citizenship on chanderpaul- dispicable indeed, and has no provision within the constitution.Whats happening in Dominica is just unheard of- why did he not give one of his Villas- This PM is cluelessy squandering the states resources to all suandry. If only Dominica could talk. I quess if Obama lands here they will confer citizenship on him- may be Chavez carry our diplomatic passprt and every chini man as well.
    The PM is bankrupt of intelligent ideas and worse the nations seems to support his every move and tactic. One day dominicans, one day.

    u ask to invite him to come at the country s expense so he can touch the young cricketers well spags wen he is a citizen he will come on his own. for the record hershell gibbs did not play for the west indies and he got citizenship in st kitts by hitting 6 6es. hector what will skerrit do u will ever support?

    In the US they give out KEYS to the city or the state. He could have simply been given a key to Roseau, Portsmouth or wherever. If there is no delineation in the constitution of anyone having the right to confer instant citizenship.. Then this was an I’ll-advised move by the PM. Let us think an research before we do things in this Country.

    Dominica is not the first Island to Citizenship to a West Indian player for good performance on the field. If Mr. Skerrit did not discuss this before making a decision as Mr. John said then I can see that there is some problem which has to be resolved. But I see nothing wrong in citizenship granted, besides it’s not like he going to live here permantely, the man is an athlete I mean come on Dominicans come on.

    From the interview the pm gave it was actually stated that shiv would be offered residency, not citizenship. If John wants to make the matter that the pm cannot just decide something like that it is true. But what does it have to do with missing events at the stadium? Rubbish! The man is running a country, if he misses some cricket matches then that’s understandable. I don’t see what the big deal is anyway. Shiv RESIDENCY is however an issue. Since the pm discussed nothing with the relevant authorities. However, this has been done for many wet Indian players in mutliple Caribbean countries

    Oh How foolish are we when we seek to oppose just for the sake of it? This is not the first time a caricom country has bestowed honorary citizenship on a cricketer! Mathew Hayden of Austrailia was made an honorary citizen of St.Kitts for his fastest hundred in the world Cup, Hershelle Gibbs of South Africa received a similar honor after carting 6 sixes in an over. Did that country opposition seek to make political mileage from it?

    Why do we continue to engage our mouths before our brain is asked to intervene. I strongly beleive that we have two ears and two eyes but one mouth for a reason, we should listen more than we talk and when we do not know we should read before we start talking.

    The opposition’s comment was most unfortunate, the only negative that I have found thus far in Dominica’s effort to host its first test match. It is a pity Mr John!!

I GUESS THEY BELIEVED BECAUSE HE TALKED AND TALKED AND TALKED THAT HE WOULD LEARN QUICKLY WHAT IT IS TO BE AN MP, BUT IT IS SAD THAT THE YOUNG MAN JUST DOES NOT KNOW WHEN TO SPEAK AND WHAT TO SAY WHEN HE HAS TO SPEAK. SALISBURY REALLY DESERVES BETTER, MUSH BETTER THAT THIS JOHN GUY.     I just like to add something to the debate. The President, Prime Minister, Chief Minister The Queen for that matter, can in their capacity as leaders use their discretionary powers at anytime…And no matter how small, they are wise enough to take some form of advise from their legal team. Maybe the PM should have bestowed the office of the Opposition unto Chanderpaul and then Hector John would have checked himself and return to the house to conduct the buisness that the people elected him to do…Maybe if Hector John was a better diplomat(and by that I mean do his job as the Opposition Leader) Skerro would have informed him before announcing or better yet as for his opinion….I wonder aloud if He Hector John ever hear the term “Empty Vessels Makes the Most Noise”…calang calang!!!…To be continued

We are in the era of one Caribbean, one people, free movement of Caricom Nationals, passport travel to be replaced by ID card.

    All Dominican politicians must have a wider perspective of just how the classier side of politics works.

    When Brian Charles Lara of Trinidad and Tobago became famous somewhere in 1993 or 1994 in Antigua – West Indies V England Test match the Prime Minister of Jamaica , the Right Hon P.J. Patterson gave Lara a piece of land as a gift. Now to own land in Jamaica you must be or become a citizen!!!!

    But more importantly what the opposition member fails to realize is that every member of the West Indies Cricket Team is already a citizen of each Country that makes up the West Indies!!!! Every politician knows that and every citizen of the West Indies knows that. This is why we as West Indies Citizens get so passionate about our game!!! Somebody post the Holding advert on DNO please for Hector to listen to.

    What the politicians do is deliberately wait for the West Indies players to make their fame and then open their doors to serve as a strategy for tourism, mentoring the youth, celebrity status, building of their next home, having a business and employing locals, attracting foreign direct investment – the world will want to meet and touch these stars – a hotel room or two becomes occupied ever soooo often when these sports journalist visits to know and understand how is life in Dominica. That is promotion Dominica cannot afford to pay for………

    Chanderpaul, is he an Indian or a Kalinago?

    He looks Kalinagio to me!!! That move by PM Skeritt was a good move.

    Oh and by the way has the young man accepted our offer?

    When UWP was in power with a one leg majority on (“crutches”) and later grew a second leg PM James use to remind all of us that his UWP had a mandate from the electorate to take decisions in the best interest of Dominica – closing down the DBGA to get rid of Jeff Scotland, Selling off DOMLEC, and getting rid of all who did not drink the blue Kool-Aid. So people draw the logical conclusion … if it was good then with a one leg majority it must be better with a 18 vs 3 majority and that is mandate.

    I am a dominican citizen living oversears- I have a 5 year old daughter who was not born in Dominica and I tried twice to get a Dominican passport for her. I was refused because she was not born there- someone please explain that to me.

    If someone can name at least 3 Dominicans who got overseas citizenships in the way Chanderpaul was awarded Dominican citizenship, them´n maybe, just maybe I will accept the PM offer

      Well the situation also exists that I was born in England, grew up in Dominica from the time I was an infant, both my parents are born Dominicans. I am a Dominican citizen with a Dominican passport, but my two children who were born in the US, cannot get a Dominican passport because neither of their parents were born in Dominica, even if I am a Dominican citizen.

        The Opposition is not just to Oppose – the Opposition is there for the benefit of the country – to collaborate, keep the govt in check, oppose when necessary. It doesn’t mean that they should oppose even if the decision is for the best for the country. Get real – Oppose within reason..everything needs to be done within reason.

        He just looks like a damn fool – because he thinks that it is a bad reflection on the PM…but what about on his party. Think how the outside world will look on his criticizing such a gesture, especially one which seems to be a standard practice in the Caribbean.

        When he thinks he is making a fool of the PM, it’s Dominica/ Dominicans whom his is making the fool of.

        But then, he’s not speaking or acting in my best interest. He needs to learn the art of political diplomacy and not have his head too far up his ass

    I’m just not getting the logic – enlighten me please.

    And i’m not sure why the Constitution would make provisions for honourary citizenship, and which laws would govern that. I’d expect to hear policies in place for events like that – but since this has not been done before, i do not understand what protocol needed to be followed if granting of citizenship was honorary.

    The Constitution doesn’t have to govern all things – somethings are made up as we go,thus, the need for precedent setting cases adn events. Then laws/ policies are put in place to deal things like that next time.

    If Skerritt did not consult the cabinet – then that’s not acceptable on his part, however, as the PM he can make certain decisions without the approval of all the cabinet – not all decisions need or deserve a vote – some deserve counsel and guidance.

    I like the idea of honorary citizenship – things like that are done worldwide… it shows appreciation for his contribution to cricket.

    It was a gesture which garnered regional attention – thus bringing Dominica, the stadium, cricket and Chanderpaul more in the limelight

    If it was money, land, or other things at Dominicans expense, the Opposition would still cry foul.

    Spaggs, you need a job – desperately. Your implication that the PM, any PM for that matter, is obligated to be at each and possibly every major event at the stadium, a stadium that you opposed, is ludicrous. There is such a thing called “matters of state”, a function you are not familiar with but which is the job of the PM. What would you have preferred? that the PM come and sit with you in the stand, watch cricket and drink rum while the country’s business gets neglected? You are no leader; you are incapable of leading anyone anywhere but a ditch. Please get a job somewhere – make yourself useful. Furthermore, this citizenship thing is small matter – unless you can show me otherwise, i see no negative from this. I am not condoning it but i do not see the reason to blow a gasket over something as trivial as bestowing “honorary citizenship” unto a an accomplished West Indian like Shiv…these things are routinely done, and you know it. You are being deceitful with the people of Dominica; yet more proof that you are no leader. Since you will probably not pursue a career in the private sector, let me suggest you try to gain employment for your constituents. the function of an opposition is not just to oppose, but to show that you are a reasonable alternative – your party fails miserably in that regard. keep it up and your party will be extinct.

        (a) how do you know? you have no clue who i am, where i am, what is my profession, and how much i am paid. so how do you come to this conclusion without making a fool of yourself?

        (b) if i am to humor you and say he may be making more money than me, are you proud of the return on investment? he’s doing nothing – NOTHING – for his constituents EXCEPT make noise everyday about the government, reside on facebook, always in a cookout eating and drinking. what has he done since being elected that could count as constructive work in the service of his constituents and Dominica on a whole? has he offered any viable alternative to something, anything that’s going on in DA that he does not like?     St kitts gave citizenship to Austrialian batsman Methew Hayden and Some other island have it to Steve Waugh of Australia and them countries and no problem but the PM giving it to an islander a west indian is a big deal! Everything in Dominica is about politics what a shame go get work to do Hector like attending the house of paliament and shut the hell up

    This guy needs to grow some hair..and by this guy I mean Hector John. I am not a big cricket fan, but boy I like Chanderpaul. I respect his contribution to our cricket and the fact that when Lara retired, he came in and represented us well.

    The sun is too hot on Hector John’s Bald head so he should grow some hair.

    Ironically, John is faulting the PM for not attending a sporting event at the stadium…but he John does not go into the house to conduct the business he was elected to, using the same voters list and no ID cards…..

    Correct me if I’m wrong but doesn’t Chanderpaul already own land in the Soufriere area in Dominica. Also I think the opposition leader is making this thing a lot bigger than it’s meant to be…while I give a thumbs down to the PM for not consulting his cabinet before making such decision I think it is a good one. Honorary Citizenship is given to individuals all the time who are deemed as admirable or worthy of the distinction. In 2007 in St.Kitts and Nevis Matthew Hayden and Herschelle Gibbsdue to their record-breaking innings in the 2007 Cricket World Cup. Chanderpaul I believe has made his mark in cricket and in Dominica at it will forever be known that this is where he became the most capped test player in West Indies History. So while the manner in which it was done can be frowned upon because of the lack of respect for his fellow cabinet colleagues I think it was indeed a good move. 8)

      Can you compare an honorary doctorate to bestowing citizenship on someone. You need to figure out what being a citizen of a country means to the person becoming the citizen and the other citizens of the country. Citizenship is not something that should just be given away like this, especially to people who may not even want it.

    I have never heard of such nonsense and was already braying on FB about it. Since when a citizenship, one country’s identity becomes a gift/reward? I mean there wasn’t anything else the PM could have offered Chauderpaul. And who tell the PM that Chanderpaul want Dominican citizenship; one that had been abuse for money and given to all sort of scoundrels, dogs, cats and sheep of foreign extract.

    Look at the number of Dominicans who cannot wait to give up theirs. Every day, they lining up at embassies and when they get a little escape from the island; is gendarme and US officials that have to deport them for them to return. That is what Chanderpaul wants to put on himself.

    Chanderpaul lives in Miami, not even in Guyana, his homeland; who on earth would think Chanderpaul would want to come to live in the second poorest country in the Western Hemisphere just behind Haiti,according to the UN…He can do much better in his homeland, Guyana, which according to the UN is richer than Dominica.

    Skerrit is just too coparaizon for my liking ,you hear. A one week free vacation at Fort Young, would have been a more economical decision, one which Chanderpaul would surely appreciate, not a Dominican Citizenship.

    John the man knows his cabinet that’s why he can afford to take those decisions and they will agree unlike you that cannot do that.
