PM Skerrit calls CBI Program criticism ‘economic terrorism’

Prime Minister, Roosevelt Skerrit, has described criticism of the island’s Citizenship by Investment Program (CBI) as ‘economic terrorism’ after he returned to the island from a promotion trip to four countries recently.

Speaking at a press conference last Friday he said he was happy that the trip was successful and blasted ‘opposition parliamentarians’ who he said was criticizing the program on social media.

“Patriotic Dominicans need to understand that this constant attack on the CBI Program is tantamount to economic terrorism on the part of its perpetrators,” he stated.

According to the Prime Minister, other sectors alone will not rebuild Dominica.

“Banana levels will not rebuild Dominica,” he stated. “Tourism earnings alone will not rebuild Dominica in the short or medium term. Payroll and other direct taxes will not rebuild Dominica now or ever.”

Skerrit said more than 90 percent of the island’s capital project this year is being funded directly from and through the CBI Program.

“And this is a program that opposition parliamentarians are on social media deriding and putting up for public ridicule,” he remarked. “When you destroy this goose, what other specimen of bird will they bring forward to underwrite the cost of developing this country? What is the alternative? That we should tax the country to raise $271-million to finance the budget? What is the alternative? How many of us can pay more taxes in Dominica? How many of us are able to pay taxes in Dominica to finance the development of our country?”

He said this is the “million dollar question” that “thinking people of this country must ask.”

“Where would those who are seeking to destroy Dominica’s CBI Program get replacement funds to build roads, contain rivers, replace homes and cater to the social needs of our people?” Skerrit queried.

    I have been to Dominica several times and find it disgusting that each political segment is willing to destroy the whole of Dominica because they are not in power.

    The majority of people voted Skerrit and his Party into office, so he should be supported to accomplish what he can for the country. As an outsider what I have seen is nothing but statesman-like behaviour and actions, looking after his country and doing the best he possibly can for ALL of you.

    Every politician must make difficult choices, the bad ones first seek personal gain, the best ones look only to the future and make their choices based on what will create happiness and prosperity for the country, even if it costs a bit more today.

    When you read the disgusting “crabs in a barrel” comments here, ask yourself what agenda the writer has and how much they would profit personally if they could pull Skerrit down. It really is that simple .

      First of all, the majority of people in Dominica did not vote Dr. Skerritt into power;
      Seondly, even if they did, they would have done so based on his pre-election promises of which 100% have failed to realise.

      In this scenario, please explain why Dominicans should continue to support the Honourable Dr. Skerritt, Millionaire and Knight of the Holy Order of the Knights Templar.

    I have much difficulty understanding the meaning of the CBI program; if it is what it is then someone please point out to me the INVESTMENTS that have been created through this program by this DLP administration over the past 20 years taking into consideration the amount of money you boast about. Did Roosevelt Skerrit consider the scrutiny that comes with the office of PM before he took up the position. Your verbal attack on persons who constructively criticize your lack of transparency is beyond comprehension; The term “economic terrorism” used by you was a distinct description of yourself sir. During your tenor as PM you have single-handedly destroyed every normal functioning institution of Government and State; that my friend is a trait of TERRORISM; but i believe you have taken it to the next level and perfected “POLITICAL TERRORISM” by your mere utterances and actions.

    Skerritt get real,you say that other sectors alone will not rebuild Dominica,but besides the middle East countries which are heavily dependent on oil and gas which can be counted on for the long term,which other progressive economies are heavily dependent on one source of income for long term economic development.Seventeen years and counting you have been head of the government and when you assumed leadership the economy was diversified,now it’s almost wholely CBI and taxes on the working people.This has made you an economic terrorist in Dominica.What do terrorists do,they destroy things the way you have done to the economy of the country.Therefore you are qualified for the title of economic terrorist.Dominicans thought that the next level would be self sufficiency,but you are only depending on CBI,a program which was there before your time,therefore what level of innovation and creativity have you brought that has worked,none.Time to get someone else to develop the country

    For those who sit and say that they agree with Skerrit… I think you all need assistance in truly understanding the economic atmosphere of a country…. please show me how this program provides any method to really simulate long term economic growth. This program does nothing to create gainful long term employment for the hundreds of young people leaving school each year, who in turn would be able to positively impact the economic growth through their investments be it purchasing homes, cars etc, paying taxes, making basic purchases of groceries etc….. creating a full on circle towards economic growth.

    This program does not do this… instead… actually what does it do, but help pay for projects; projects his friends manage..so the money goes right back to his boys and his pocket.

    Come on how much longer do you think that this program will bring in such monetary gains? There is no longevity to this program and the only people who are directly impacted are SKERRIT and his…

    a) subject to a fine equivalent to the damage deemed by the Minister of Finance to be caused by the economic terrorism event, and/ or
    b) detention without trial with no access to legal representatives until such time a case that can succeed may be brought against the perpetrators, and/or
    c) subject to summary trial without a jury and upon conviction, imprisoned for not less than 60 years.

    (A) involve deliberate, or reckless acts, which take place either within the jurisdiction of the Commonwealth of Dominica, or in any other jurisdiction, that are deemed by the Minister of Finance to appear to be intended to:-

    (i) to frighten, intimidate or disrupt a civilian population;
    (ii) to influence the policy of a government by fright measures, intimidation or coercion; or
    (iii) to affect the conduct of a government by the spreading of information which may, or may not be true.

        Terrorism must be stopped at all costs. If we cannot sell our passports, what else do we have to sell?
        Nothing. Dominica is bankrupt. We have nothing of value to sell. Even our tourist attractions are being shut down – the Boiling Lake, Valley of Desolation, etc.

        Passport sales are great for several reasons:-

        1) people who buy them are rich and they buy them to get a great deal for tax evasion and for their criminal activities
        3) because CBI passport holders are citizens and don’t reside in Dominica, they don’t care what really happens to the island. This is great news because native Dominicans can be just culled away gradually leaving the rich CBI Dominicans to run the show from miles and miles away
        4) CBI passport holders don’t really care what infrastructure there is in Dominica. Why? Because they don’t live there!!!! So, its all good, good, good for Dr. Skerrit may continue to reign over us!

    Hmm i listened to the Prime minister once speaking to the different media outlets on the economy and at 27 then i was so ashamed of our journalist. The PM stated then that if you were to ask any notable economist how to save cost in a business is to cut your Labour force. And not one could come up with an alternative idea like the enterprise energy cost like just look at the efficiency of different functions and improving on them. Will save u long term but no it was just to me as a listener kids listening to a bed time story absorbing any myth as reality. Well i got ideas to make the 280 million annually why not look into the possibility of a pharmaceutical and cosmetic industry since our people already engaged in the creation of herbal medication and skin and hair care products why not a pakaging and dehydration plant to pakage and store our perishable foods so we can have food security in disater times feed our people healthy foods and market our products year round

    This government has continually mismanaged funds while private firms close, close, close – then they wonder why our tax base is so small?! Think of all the fake hospitals and universities they tout to individuals, to make Dominica seem like more than it is. And then tell these new citizens they don’t have to visit the island (but supposedly they must invest in it!).

    Just like everything else, this program will eventually end leaving Dominicans to flee to places like St. Kitts where CBI actually benefits the people!

    Strange??… all the way through 2013 up to the election in December 2014, the government’s narrative on project funding in Dominica was by the generosity of the government of the Bolivian Republic of Venezuela. Now from one year after the election of 2014, the government’s narrative is now 90% of fundings of projects has been from the CBI programme . Am I the only one? Emm, Very strange

    Why does the government at the very least impose a residency requirement before issuing these investors a passport? How is our passport going to look on the world stage when it’s basically being sold like hot cakes to whoever has the money for it? I don’t feel comfortable with people whom have never stepped foot into our country before, having all the rights and privileges of a Dominican citizen.

    Terrorism = practice of using terror-inspiring methods of governing or of securing political or other ends” (Oxford dictionary). I leave it to the reader to determine who is guilty of such practices in Dominica, if anyone!
    We have had an economic citizenship programme in place since 1993, under respectively a Freedom, UWP and DLP government and I have yet to hear the opposition, and especially its leader, object to such a programme in principle, quite to the contrary! The P.M. is misguided in insinuating otherwise. What people object to, and not only the political opposition is the way this programmes is managed and its lack of transparency. I am not politically affiliated and never have been but I too object to the way our current government runs this programme. Mr. Skerrit may refer to it as the goose that lays the golden eggs. However, you can not eat a golden egg but a goose makes a tasty meal especially when you are starving. Christmas is near!

    The problem is the PM is not using the CBI monies to finance the sustainable economic pillars in the country and a significant amount of the CBI money cannot be accounted for…

    2. Name the people responsible , either by inference or directly.
    3. Say that these people are a threat to the country\’s security, either by force of arms or in this case by economical subversion.
    4. Suspend the constitution and thus elections.
    5. Have his own actors from his political party to carry out some malicious crimes and blame it of a group from the opposition.
    So, Dominicans if you all want to set on your hands and don\’t take this guy serious , he will soon hurt this beautiful island we all love. I am ready!
    It is time for all of us to demand of the cabinet where did Skerro get the authority to withdraw so much money from the treasury to give such a large delegation a bonus vacation for their support over the years.

People attending The United States Naval Academy are taught to be Professional military Personal, they are trained in the art of Naval warfare, why would you want The PM to study morals and Ethics from people who are trained in the art of war, what a fallacy. The citizens of any Country should be wary if their leader had training at some Military Academy.

      When you say morals and ethics are the cornerstone of great leadership and the foundation for development, so cliche that could be a topic for some other time, are you someone being indoctrinated by The United States Naval Academy with their Morals & ethics, wow.

    DNO, “terrorism” is a serious crime and if Skerrit feels those who question his secret missions of the sale of our passport as “economic terrorism”, then Skerrit should have them arrested and be prepared to give the court detailed information on the business of his passport sale, and give account of every cent received.
    Furthermore, I do agree with Roosevelt Skerrit that some are involved in “economic terrorism” but definitely he has the wrong people in mind. In my opinion, it is THOSE who are directly involved in the sale of our passports that are paving the way for terrorism, and those that are building hotels, owning villas, and have heavy equipment registered on the names of other persons have already committed “Economic terrorism” and only time will tell.     i don’t think much people are against the CBI program. i think people have concerns over the clarity of the program. we just know it is making money for the government and that is it.
    also the projects all seem to me linked to a hotels and extravagant resorts only, on an island with no infrastructure for a large tourist turnout. and is anyone qualified to sell a passport?

      The fact of the matter is the government is shortsighted with no longterm development plan. The population is not against the CBI program like the Honourable PM would like the nation to believe. There is no transparency, no clarity.
      He is correct when he states that no one segment of the economy could generate sufficient funding for capital expenditures. On the other hand, being devoid of plans to develop said segments will prove disastrous in the longterm.
      Why would the government insist on bankrolling new hotels in Dominica when the existing hotels are struggling with their fill rate?
      The CBI program, as explained by the Honourable PM, affords new citizens the very same rights as a natural born Dominican, including the right to vote.
      How many Dominicans are there? How many passports have been sold? Why is this information being so closely guarded by the PM?

      PM believes that whenever any one disagrees with his brand of logic the ppls from the other side are undermining the CBI program, but tell us what the IMF suggested was wrong, that Citizenship selling should not be the only way to generate funds that can help to develop the Island because one day it will stop. When the outside world decided to stop purchasing our citizenship what happens next what does PM Skerrit do. Not only the other side have criticizing the program people out there are learn and understand, but whenever Angelo and his team of investigators comes out with the facts PM comes out babbling, it also seem that PM don’t understand the roll of the Opposition parliamentarians they have to hold the ruling party accountable for what they say they will be doing, So why isn’t Dominica bombing with lots of jobs that every one could be making money to support their families, where are the jobs and how is the money been spent..     Skerrit is right! Since I’ve been reading DNO only critizism I reading. None of the previous comments on this thread has an alternative economic route. Becuz Dominicans can’t suggest or have ideas to give only critizism.

    There is an alternative, develop our geothermal resources. Start with us bein self sufficient, which will not only reduce our Fuel imports but help our tourism product by we truly being the green nature isle. Then keep developing to the point that we export to Martinique an Guadeloupe say 200-500MW worth. It won’t happen overnight but let it be a 30 yr plan. Ten yrs already passed since exploration and empty promises of geothermal power generation. Let’s hope the 7MW plant is operational by 2018 (was supposed to be next ur but they dragging their foot on that).

        And yes geothermal ALONE can provide a stable and sustainable revenue stream for Dominica. And also reduce the cost of doing business particularly the manufacturing sector. And give out our tourism product a boost for nature and green energy lovers out there. Imagine if we were completely free of fossil fuels- that’s free ad time world wide that we can’t buy. Like all the free publicity Trump got during the Elections.

        If there are any doubts, then Saudi Arabia, Trinidad and even the once free spending Venezuela have/had money to blow becuz of? The exporting of energy. Oil= Geothermal= energy souce.

        Now please respond with a concrete alternative. If the opposition has so many then it would be simple to list.

    I must say that I find the P.M’s view of Dominica’s economic outlook negative and downright alarming. With the current worldwide trend of increased security and immigration control it is entirely conceivable that visa restrictions may be imposed on holders of Dominica’s passports with little notice. This would render those documents almost useless for the purchasers of our citizenship under the CBI programme. Is mr. Skerrit saying that this would be the end of our viability as a country? For a start we could begin to persuade high net-worth individuals to seek residence right here in Dominica and spend their money in the local economy. One thing is certain, Dominica will continue to survive with or without the CBI programme in its current form, which only benefits a relative few.

Skeritt is not complaining of criticism of himself but of a Programme that is producing obvious, tangible and far-reaching benefits for Dominica and Dominicans. What is more, the Programme is not Skeritt’s creation but has been utilised by all Govt’s, including the Opposition when in Govt, and, God forbid, should they return to power would be utilised by them again. Skeritt has merely raised the level of the Programme’s effectiveness and efficiency beyond Opposition’s wildest expectations!

    It is only politicians or Parliamentarians making sure that the CBI program is not abused by those in power. If there are no checks there will be unelected people profiting, if not already on what is supposed to be a national privilege. Owning a Dominican passport is of no value anymore if it can be bought and sold anywhere. What you guys are doing essentially devalues what it means for me to be Dominican. What does it mean to be a citizen of this beloved country. Skerrit you are sick and delusional. You are way past you political expiration date. To suggest that there is no checks and balances in the program shows how little you are willing to read and comprehend the program.Your disenchantment with the CBI program is not based on facts but political rhetoric. To say that the Dominican passport is of no value anymore is some what foolish on your part to suggest such thing.Why is it that a holder of a Dominican passport can now visit all countries in Europe’s Schengen Area without a visa it’s a ranking boost for the passport. Where do you get the idea that a Dominican passport can brought and sold anywhere show me you facts to support such a statement.
