PM Skerrit urges the international community to scale up investments in building climate change resilience

The Prime Minister at the One Planet Summit in France

Paris, December 12, 2017 – Prime Minister Skerrit has participated in the One Planet Summit, in Paris, France as a panelist.

At the summit, called on the international community to scale up investments in building climate change resilience.

“In order to build resilience to climate change, island-states like Dominica require significant investments in residential and public buildings, infrastructure, agriculture, tourism, and utility services – water, electricity, telecommunications,” he stated.

He highlighted the impact of hydro-meteorological events as well as slow onset events on Small Island Developing States (SIDS) like Dominica with impact becoming more severe and even more frequent.

According to Prime Minister Skerrit, there is unprecedented political will to stem the emission of greenhouse gases, gradually decarbonize the electricity sector and reduce reliance on carbon-based fuels for transportation.

Two years ago, the international community demonstrated these commitments with the Paris Climate Agreement and the creation of the Green Climate Fund (GCF).

“The challenge, however, is the inability of countries, especially small states which are most adversely affected, to access the resources that have been committed to combating climate change,” he remarked. “The complexities involved in procuring those funds compounded by the slow pace of disbursement, threaten to eliminate the gains made in Paris two years ago”.

He called for greater efforts in streamlining the processes to access these funds and to implement plans and programs to assist SIDS.

He sighted the creation of the Climate Resilience Executing Agency of DOMINICA (CREAD) as one solution to address these challenges.

Partnership between countries and the international community to streamline processes and to create the capacities for implementation will benefit beneficiaries as well as benefactors.

Prime Minister Skerrit thanked the international community for their support in responding to the impact of Hurricane Maria on Dominica.

He urged countries to continue to partner with the government and people of Dominica to create the first climate resilient nation.

    What’s the point of exercising proper time management without a clear plan built to take us where we want to go? By failing to prepare, you are preparing to fail. Let our advance worrying become advance thinking and planning. Think ahead, don’t let day-to-day operations drive out planning. A goal without a plan is just a wish. In preparing for battle I’ve always found that plans are useless, but planning is indispensable. I always say, don’t make plans, make options. Never look back unless you are planning to go that way. Planning is bringing the future into the present so that you can do something about it now. Give me six hours to chop down a tree and I will spend the first four sharpening the axe. If you don’t know exactly where you are going, how will you know when you’ve get there? Meticulous planning will enable everything a Man does to appear…

    To this day I know noting of CREAD. Who are it’s members, what are their specialities, is it a government body, what is their brief and whom do they report to? Maybe it is me but I am genuinely ignorant of these things and would be happy if government would explain this in detail to us. I assume this body does exist and is not a state secret?

    Roosevelt Skerrit is either the most educated linguists professor no the planet, or his comprehension and concept of the  English language, seems different from the rest of the worlds English speaking population.

    ” Resilience” defines the capability of a strained body to recover its size, and shape after deformation caused by compressive stress, it is something which has the ability to recover and easily rearrange itself., after some sort of change.

    To be “resilient” simply means to withstand shock or pressure without permanent deformation or rupture (breaking). So, I wonder if Roosevelt Skerrit language, or theory of  ” scale up investments in building climate change resilience” derived from some special form of linguist develop  by Roosevelt, and his team of Dominican scientist; hence his linguist is only understood by some…

      It would appear as if the sort of English Roosevelt speaks is only understood by him, and the people who writes the nonsense he reads, as if he is the author. “Scale up investment in building climate change resilience.” I am not an English nor linguistics major as Roosevelt claimed he is.

      However, according to my comprehension of the English, I know that nonsense makes no sense at all. I am very concern about the amount of traveling this is doing. Each time Roosevelt goes on a trip, many thousands of dollars in U.S Currency follows him in his pocket: What amount of that returns to the island.

      Both Erika, and Maria caused as much damage all over the Caribbean; nevertheless, we do not see the prime ministers of any of the more developed island running to the four ends of the earth talking nonsense, returning with nothing which can be put to use to help the country recover!

        Notice how you are contradicting yourself, or perhaps you do not what you are saying as usual.. Do you remember how you were unable to see the difference between “hustle and hostile?

        Your description of “resilient” is exactly what the forum and (PM Skerrit) is talking about. If after Hurricane David in 1979, these ideas of “climate change resilience” was put into form, it is possible that Hurricane Maria would not have done what it did to us and our Land, 38 years later. But then again PM Skerrit was only 7 years old

        When are you planning to contribute something of deep substances, lighted and digestive, and stop with your dark and futile contention against everyone and everything?

        And if you are saying that PM Skerrit took it on his own to go to France and call Leaders of the World to come together to listen to his ideas, on “climate change resilient” it would either be that Sir Roosevelt Skerrit is a very powerful man or you are an extremely mad, mad, mad, man.

        I believe the latter is what stands. You need a team of physiatrists and psychologists to work with you 24 hours a day 7days a week.–it is almost getting too late for your recovery.

        Climate change “resilient” means that human beings cannot control the change of climate, but they can prepare themselves for some kind of protection against it–if they can afford it. The term “resilient” stands for every measure of protection that can be initiated –so what are you contending against?

        Here is an example! At Mathew 7:24-26 Jesus advised His followers “to build on the rock”

        So He says: “Therefore whoever hears these sayings of Mine, and does them, I will liken him to a wise man who “built his house on the rock”: and the rain descended, the floods came, and the winds blew and beat on that house; and it did not fall, for it was founded on the rock”.

        Jesus was speaking Spiritually because we know that He is the Rock of our Spiritual Life. But He so often had to use the physical terms to help his listeners to understand and so receive. His example above is the form of “resilient”.

        Nothing happened to one of my sisters’ house through hurricane Maria because it was o a concrete house. But the family house, with the bottom, built of concrete, but wood and galvanize for the roof, was badly damaged.

        Have we to use the “resilient” forms to rebuild? Or are we to rebuild just as before and wait for another hurricane like Maria

      Elizabeth, you commenced teaching school when you were twelve years old, you should be much more familiar with the English language better than I am.

      Remember I form Wesley you know, and (ayou) say we doh can talk English eh) , so you figure out what is wrong with the cr*p Roosevelt speaks, concentrate on the definitions of both words, and draw you conclusion!

      If  you can’t get it; read the mail I  disseminated about twenty minuets ago of  which you are a recipient, take your time and read the contents, and again draw your conclusion based on the information I disseminated in regards climate change, and how long ago it started.

    A supposedly well read out script but the decency of it is read out by the wrong person. In order to promote development with people`s engagement we need honest, decent government. That is the platform for going forward. PM is in no position to lecture the world on resilience and poverty, whereas his government is the one daily polluting the small island Dominica with heavy corruption. That political climate is dangerous and Skerrit must Go.
    Dominica requires significant investments from decent and honest politics and good governance and wipe out open bobol and corruption. That will make the climate of politics safe and secure with decency in the lives of every Dominicans not to remain as beggars under the Skerrit led corrupt Labour Party Government. As long as this political clown is in government with his blind loyalists ministers, we are Doomed. Skerrit Must Go…..

    The international community is slow because politician in places like Dominica see these funds as an opportunity to score political points. There is a history of misuse of such funds by developing nations by politicians and thier cronies. These funds for climate resilience should not be handled as part of country national budget but instead separate and specific for intended purposes. To achieve this the parliament must be utilized to set up and prioritize what the path forward needs to be with the assistance of Dominican and carribbean experts in engineering, science, and technology, health etc. Once there is a clear practical informed vision then the government through parliament can go forward with implementation of those plans. To date the PM is just flying around here there and everywhere running his mouth while there is no clear practical path to face the hurricane season in next 6 months much less. We will be reading headlines next summer ” Roseau flooded” money donated…

We should ask PM whether part of his 2015 campaign millions came from the petro carib funds to which Dominica owed US 200 million. We have already irresponsibly spent millions with no returns like the >US 58 million spent on geothermal. We are spending millions on maintaining and repairing expensive gifts while all manufacturing, export and productivity declined. Skerrit is not genuine and he has proven this too many times. He does not respond to advixe of people in Dominica who knows better and thinks because he happened to sit in tge highest odfice in the land that translates to his idea. Its like the office automatically makes you have the biggest house, most money and best ideas. Unless these developing nations put plans and policy in place to ensure climate resilience funds meet intended purpose 100%, give them nothing.

    Roosevelt, sounds like climate resilience is your new buzz word? Why the did you allow Range to build a new hotel right on the beach near the Cabrits or allow the Moroccan hotel to be constructed right on thewater’s edge or your partners Silver Sands hotel right on the beach in Portsmouthu?
    You are worse than a jokerthan and can not be taken serious. Why don’t you spend some time at home helping the people instead of spending all that foreign exchange overseas. You are the laughing stock of the Caribbean Roosevelt and we suffer because of that.
