Police down-play passport fraud allegations

Dominica police are down-playing reports alleging that the country’s passports are being targeted by fraudsters and that the matter is a source of concern for some US states.

“Dominicans caught in unfolding identity fraud seek answers,” screams the headline of an article written by activist Thomson Fontaine on his website Dominican.net

The article points to what it says are a number of such cases, including that of a Dominican woman who “went in to have her United States passport renewed when she was pulled aside for questioning. It turned out that someone with her name and date of birth had entered the United States just a few months earlier on a Dominican passport with a US visa issued at the embassy in Barbados”.

Fontaine was on a flying visit to Dominica earlier this month when he reiterated his concerns to a privately owned radio station about alleged fraudulent use of Dominican passports.

At a news conference on Wednesday where he reported on recent police activity, Police Commissioner Cyril Carrette suggested that the alleged passport fraud was a matter being blown out of proportion.

“I am satisfied that the control of our Dominican passports is being done properly.  So when people go about talking talking, they have to come with evidence,” the Commissioner told reporters.

He said such cases should be referred to the police, instead of being taken to the media in an attempt to sensationalize the issue.

“You have information, you pass it to the appropriate authority and let us investigate the veracity of those statements that they are making,” Carrette insisted.

“The producers of our passport, CBN – Canadian Bank Notes – they are one of the best in the world.  And the security features on our passports, it’s very difficult to really forge the Dominican passport,” the commissioner said.

He conceded that “everything is not a 100 proof, but I am satisfied that our passport is sufficiently secure that you cannot really forge the passport easily”.

In his April 15 (2012) Dominican.net article Fontaine says “since the initial reports surfaced, more than 8 persons have recounted similar stories about finding out that someone else is using their identity to travel”.

According to the former IMF accountant, the initial finding points to “birth papers used to fuel the burgeoning trade in human trafficking taking place in Dominica”.

He adds that anecdotal evidence points to documents given to Haitian migrants who first travel to Dominica and are subsequently accommodated to move on to other countries.

Commissioner Carrette has acknowledged that there is a bit of a problem with “Haitians coming in here with fraudulent passports and they are being detected.  And sometimes they may pass through the cracks as well”.

Thomson concludes that strikingly, the Dominican authorities are yet to comment publicly on the troubling cases of stolen identity.

However Commissioner Carrette says the police are yet to receive any such reports, and can’t probe such matters on the basis of people going on radio talk shows to make such claims.

    I think the issue is less to do with the security of our passports than the security of our birth certificates and prominent dominican figures signing pictures saying that people are who they know they aren’t. At the end of the day I feel that the problem has alot more to do with birth certificates than passports but that’s just my personal opinion

    I agrees with the Police, if you knwo of someone with a false passport before going to the media and making the story long, why not go to the police anonymously .. that way they will look into the matter. and I do not believe the story where two persons went into the US with he same passport and same US Visa. there is no way that can happen, they would have to hold that last person for sure and you would have heard it already on the US news or even on DA news…

      It’s very blantant now you a pretending you cant see take for example the SACCO SACCO SACCO mater with the FIRE at Mr. Emmanuels home didnt your Commissioner said they were going to contact the USA authorities what was the result of that so dont say police is above board and what is so painfull their are a lot of good police officers on the force which for no fault of their own are bearing the brunt of the public hostility.
      The police keep saying they are doing well but the important cases are out there not even touched.

    The person in charge of immigration need to say something. He can be ridiculous about all kinds of petty things, frustrating born bread Dominicans from getting a passport. As a citizen of a country, a passport is not a favor it is right that every citizen is entitled to.

    I have my personal vendetta with this immigration office in Dominica, but my case is not just about me, and so I think the other parties involved needs to be protected at this time. But there is going to come a time when I’m going to take it to the air waves because the way that this immigration office in Dominica is operating today is ridiculously disrespectful to the citizens of Dominica while rogues from all over the globe are parading with our birth rights in their hands.

    This is becoming even more interesting.
    A few months ago I wentt to get a new passport because mine had 2 pages left and to get a visa most countries ask that you have 5 clean pages in your passport. I was made to follow all the procedures that one would have to go through for persons getting there first passport or at least that was what I thought.
    Meaning pictures signed by witnesses and a declaration from someone that said I was who I say I was. This happened even though I had my valid passport in hand and also I had to wait 7 days.
    If the procedure for renewing a passport is so ridged. I would assume that the issueing of a first new pasport would be even more ridged.

    So my conclusion is if the article is correct this would mean that someone or some people are doing this intentionally and illegally and sooner or later we will pay the price with our passports.

    I think we need to look at this very closely.

    Sometimes I wonder if thompson have been living under a rock for all these years. Daily in the good old U.S.of A identies are stolen, credit cards are duplicated. American, Canadian, Israeal and British passports are forge. Why is Thompson so outdated to think that it could not happen in Dominica. His reporting is so shallow without any depth. You would think the guy living in America for such a lenghty period of time would be more informed about the problem all governments face with identity theft. but am left to believe that he is not tune=in to what is going on in the world.       Thomson Fontaine is hardly some recluse, naive to the ways of the world. The man has a PH.D. in economics and has travelled extensively all over the globe. Secondly, he naturally would be concerned, first and foremost, about the authenticity of Dominican identy papers, since he is a Dominican citizen by birth himself and uses a Dominican passport, rather than worry what happens with other nationalities that may be compromised. If I read him correctly the main thrust of his message alleges that the fraudulent issue of Dominican passports comes from within the authority that is upposed to safeguard the integrety of these documents.

I live in the US and I know of the identity theft and etc that takes place every day.         Any patriotic citizen of Dominica who hear of crimes committed against the state, it is their responsibility to inform the police about these acts. If and when that is done and the police did not act upon the information they received then the other avenue would be to make it public knowledge.

        To put something out their without telling us in the public the process he followed to ensure the proper action was taken is just wrong. Sensationalizing any issue will not bring the action needed but on create more drama.

    Recently, two staff members of the Registry were arrested and are before the courts for alledged forgery of Dominica birth certificates. Who else are involved? Cyril Carrette fail to acknowledge that our Dominican passports, especially our diplomatic Passports, have reached the hands of questionable foreigners.

    Carrette forget one is now in jail in the US? He forgot about Corallo, appointed D/ca Ambassador by Govt. to the FAO based in Italy. He has our diplomatic passport. Dominicans never knew about that. They were never told by their Govt. Corallo was raided by Italian police. They did not accept him as Ambassador.

    So no transparency and accountability problems in that passport sales business Carrette? Everything OK? It is a lucrative business for some people, of course. Millions of dollars are being amassed from sales of our passports. Dominicans have been asking, “Where have all the money gone?”

    Didn’t someone confess, provide info to the police, Mr. Carrette regarding the GON Emanuel firebombing? The confessors statements are not credible? Whose confessions would be credible to you in that controversial passport sales.

    Mr. Carrette, of course if you do not believe your Govt. is doing no wrong re. passport sales, secret Ambassadorial appointments, giving of diplomatic passports to guys like……… we know whom, you would do nothing to confirm those revelations and investigations from private citizens.

    Again, it is Q95 which is not liked and bashed for informing the people of bad governance, and corruption. People are pleading to their Govt. to stop the sales of our passports because of the scandals.

    The system has tentacles in every institution, ensuring that those friends who committ wrongs, are defended, protected to the max. Dissapointed totally with, but not surprised of, Carrette’s comments about passport sales and fraud.

    No Layou River Hotel as promised by those who sold passports and made millions. Where all that money gone Carrette? Where are the investments as a result of the sales of our passports?

    CLICO former boss of the CLICO fiasco where investors lose millions, again made our Ambassador with our diplomatic passport? Still no problem?
    If Carrette publicly admits there is no wrong with our passports sales and giving to foreigners of any repute, well Let us tie our waist hard for what is on us in Dominica.

    Hmmmm…Mr.Carrette what would you have done if the individual(s) had decided to travel all the way from the U.S. to Dominica to report that someone used their information to attain a Dominican passport and thus get a U.S. visa?     I just don’t get it that we black people here in Dominica still thinks that we black can develop this country. The odds are always against us the must be a rich white man preferable from the states to bring the finance and ideas. Then we blacks work for them, look and all over the world where black is majority and see if it isn’t white people who brings the development. I know it is hard for us to accept but that’s the reality and we must accept. Everyday am hearing people on radio and on DNO crying making all sorts of complains giving themselves stress all because they don’t get it. The only way Dominica or any all black country can develop is hand it over to rich white people. All the governments past and present in all the islands knows that, and they know it’s beyond them so they just come in fill their pockets and leave which I agree with them. People give yourselves a break only time and some luck will bring development here and many will not like it because their next complain will be they loosing their country. Just felt I needed to say so even this is not the subject of discoursion there’s lots more to say but I’ll leave it there.

    Carrette,Carette,Carette,what are Dominicans stupid.We watch world news every second,we are aware of what is happening in the world by fraudsters when it comes to passports. In order to get a passport you must produce a birth certificate.Resently,a young lady was arrested because of birth certificates, how do you know those certificates did not reach in the wrong hands, crooks.Their was a report that a gentleman arrived in Dominica in the morning and by afternoon he left the country with a brand new passport,whereas Dominicans have to wait for months in order to get a passport.

    i am a dominica residing in france i have work for so long yet to get a french passport only last year i got it thank god .now we have a problem in our little dominica no hard fellings for no body but we have to maney haitians in dominica in the longer run we will fell it now all the politians have thair big money but we dominican have to fell it . it start by amrican visa but after we will have a lot of problem haitians are not the type of people to have our passport un less married to a dominican like other countries it is too easy to have a domincan passport they makeing it look like it is not worth it at all the law need to step up for real…..

    Anyone with $75,000 USD can BUY a Dominica Passport from Dominica. You have people entering Dominica with questionable names. The PROBLEM is the 75K “appears” to be more important to Dominica, than a PROPER and THOROUGH BACKGROUND CHECK,.. outsource that to Canada or USA, or any country with the SYSTEMS and proper resources to get it DONE CORRECTLY! (lets face reality, if dominica police can’t even lift a simple fingerprint at a crime scene from what I have read up here on DNO, how does dominica conduct these back ground checks? I am rather curious myself) The way it is right now, dominica ends up with some very questionable people becoming citizens of Dominica.     words cannot express how ashamed I am. that my country so willingly accept this as SATISFACTORY….

    no wonder some of our young people spit at our feet when we come proclaiming how righteous we are and trying to point out how they have fallen short. after all if most of our young people turn to a life of crime because of the lack of opportunity we are “blowing that out of proportion” too right???

    I believe this is part and parcel of the level we have sunk to… no one is safe. yes even in your nice residential area, with your big house and sheltered kids….

    Ok Mr. Carette enough nonsensical parlay! You have a database of passport holders of the Comm. Of Dominica. Please listen to me and I will guide you accordingly:

    1. Go to immigration Department
    2. Talk to the Inspector incharge
    3. Do a search on Mr. Backaneck Doward (example) and see how many names will appear
    4. Check the dates of birth on each passport
    5. If you have more than one with the same date of birth go to step #6
    6. Check place of birth (Roseau, Mahaut etc)
    7. Get the supporting documents (Birth-papers etc)
    8. Check who is mother, father, nenen, parweh,par-,or parwhateva etc.
    9. If you now have cause apply for arrest warrants and extradition orders for those outside the state involved in the mess

Imagine i went to B/dos not too long and i got 10 yrs visa thank God ! This Haitian lady came with “OUR” passport and got REFUSED ! I am happy i went before her cuz she would spoil my chance right there..”PLEASE STOP GIVING ANYBODY OUR PASSPORT PLEASE !!!!!!!!I WAS SO PISSED TRUST ME !

      How would she have spoiled your chance? You had sufficient documentation to prove you would return to DA after vacationing in the USA and she didn’t! There are Dominicans that possess passports of other countries so STOP stereotyping and discriminating against Haitian Nations. If she legally possessed the passport then there is nothing you can do. Enjoy your vacation and relax!

      In response to Alpa’s comment, those who highlight ‘questions’or raise issues which need to be discussed and/or investigated, should not be seen as persons who want to ‘bring others to the gutter’or who bring the ‘country to bad light’, but rather persons who are concerned about their country and it’s future. They are voicing their concerns about the future repercussions of maladministration or corruption, if in fact it is the case, on the direction of our country. If you simply shut up and say nothing when you have persons in authority exercising arrogance to such an extent that they feel that they can, IN POSITIONS OF LEADERSHIP, tell anyone who QUESTIONS
      them to ‘GO TO HELL’ and ‘IT IS NON OF THEIR DAMN BUSINESS WHERE LABOUR PARTY GETS ITS MONEY FROM’, then you are doing a disservice to yourself, your youth and your country!!!!! You are giving this person the support which makes them feel that they have a ‘mandate’to go even further, and you will realize your mistake eventually, whether it be because he has gone ‘too far’for you to continue lending your support, or because you begin to finally feel the negative effects of his arrogance in your everyday life. But at some point, you will come to the realization. AN EXAMPLE TO LOOK AT IS THE TREATMENT WHICH HAS BEEN DISHED OUT ON PERSONS WHO HAVE BEEN SOLID SUPPORTERS OF THE GOVERNMENT FOR SO LONG BUT, FOR WHATEVER REASON, HAVE EXPRESSED DOUBTS OR RESERVATIONS ON THE RADIO PROGRAMMES HOSTED BY GOVERNMENT OPERATIVES. Those persons have been SLAPPED DOWN in the most embarrassing and disrespectful ways, PUBLICLY, by the hosts of the programmes, and told in no uncertain terms WHERE THEY SHOULD BE STANDING AND WHOSE PRAISES THEY SHOULD BE SINGING!!!! The manner in which they were SHUT UP was so extreme that if they are not of strong character, they may be ashamed to walk the streets in the days and weeks following these episodes as they would feel that all eyes are on them talking about what transpired on the relevant programme. These hosts who are prominent persons in the life of the communities, should listen to themselves on tape and reconsider whether or not they are portraying responsible behavioural tendencies which would be beneficial to those young persons who may be looking up to them for an example as to how to behave as adults. Shocking!!!!!!! Shocking indeed, when persons of influence in our communities, from our holders of highest office in the land as well as some of our highest earners are providing such negative examples of ‘integrity’ and ‘success’to our youth. Rather than teaching them to love their neighbour and to look out for the poor and deprived in their communities, you are teaching them to do whatever it takes to get to the top and that while getting there or once there, you can be as arrogant and uncaring and dismissive of the others around you as you like because you do not need to answer to anyone……..AND THEY WILL HAVE THE AUDACITY TO SAY ‘EXCEPT GOD, OUR FATHER AND CREATOR’. But remember, God is a just God and sees and knows all things, so people, stand and be strong and face up to the challenges presented to you to speak and to question those actions of those in positions of authority on behalf of your country my friends! God bless and deliver us!! One God, one blood, one people, one nation!!! ONE LOVE……….
