The Prime Minister said Dominica show gratitude for foreign assistance

Prime Minister Roosevelt Skerrit is of the view that Dominica should “extend gratitude” and not question the motives of the People’s Republic of China (PRC) for its assistance to the island.

Skerrit’s was responding to questions raised by Dominica News Online at a recent press conference following his declaration that Dominica was receiving a grant of US$16-million from the PRC.

DNO had asked Skerrit whether Dominica has gifts to give PRC in return for the many grants the island was receiving from that Asian nation.

But according to the Prime Minister countries such as the PRC, and also the European Union (EU), are not obliged to assist Dominica but they recognize that they have a greater responsibility to the world as developed countries, “not-withstanding their own domestic challenges.”

“These countries recognize that they have a greater responsibility to the world as developed countries, and notwithstanding their own domestic challenges, they continue to assist us,” he said. “So I think we need to first extend gratitude to them for that, rather than questioning their motives as to what it is that Dominica gives them in return.”

He stated that Dominica and the PRC work on several international matters together that is of mutual benefit and “we have to be grateful to these people.”

“They’re friends. So it’s about mutual friendship, it’s about being sincere,” he said. “If you have a little friend and you are sincere the relationship will flourish. And in respect to China and Dominica, it is sincere so the relationship is flourishing. So at a time like this, whatever help you can get now is important.”

The $16-million grant contract was signed by Skerrit and the Counselor of the Embassy of the PRC, Wang Zhaofeng last week.

The contract is for an economic and technical cooperation agreement between Dominica and China for a number of projects which is expected to commence in a few weeks’ time.

Skerrit said the government will decide on which projects that the funds will go towards.

    Today, I drove down the EO LeBlanc Highway (donated by the PRC), and visited the State College (donated by the PRC), which has a beautiful view of Roseau and the Stadium (donated by the PRC).

    Thank you, the Peoples Republic of China. You are a good friend to Dominica.

        The real Cyril Volney is a retired banker and I have my doubts this blog was written by him. The real mr. Volney would be aware that most of the financing comes from concessionary loan money (Import Export Bank of China at 2%/annum) as per Tania Green’s own GIS report of Jan.15, 2013.
        Yes, it is a relatively low interest rate but it is a debt we have to service, with capital repayment, nonetheless.

      You have to be very careful when say State college was given by some China man! Now if you say that Skerrit borrowed money to building I might believe you. Nevertheless, “Clifton Dupigny, college long existed prior to Skerrit becoming prime minister of Dominica, long before he stabbed Charles in his back when he went to Barbados kissing the Chines but as if he was PM; you know the rest.

      Clifton Dupigny college is now known as the “Sate College”, the originator is a Dominican, I do not remember his name, however he is now a professor at a university in Miami. That existed prior to any China man setting foot in Dominica!

        Well dog-boy Francisco, intended to say Skerrit perhaps borrowed money from the Chines to build a new building to house the facility, nevertheless, the college was in existence long prior to Skerrit, and any China man connection. The college was started by a Dominican; the name was Clifton Dupigny College. When you say Chines gave us a college, you are insinuating that before the Chines came to Dominica the shadow of a junior college did not exist on the island, and that is false!

    I suspect the PRC is getting a bit impatient with mr. Skerrit for being tardy in implementing the projects under the “consensus reached by China’s President Xi Jinping” in June of 2013. He was publicly reminded of this by V.P. Ching Zhang Gaoli, during a meeting in Guiyang on 19 July of that year. The agreement apparently comprises “co-operative projects, people-to-people-exchanges and to lift bilateral relations to a new level”. You can make of that what you will but not having been made privy to details of these arrangements,reading between the lines they must be of an urgent nature and an intensification of our ties to China. Under these circumstances it is only natural for Dominicans to question the P.M.’s motives.

      Yes, I agree, that is a disgrace. Volunteers have been patching the holes with concrete but that is not the way it should be. I believe the Brazilian ambassador lives up there too. That is a poor calling card for Dominica.

    All I want to know is why all the Chinese merchants not paying VAT, I also doubt whether they are paying any income tax and import duty. Also, all the profits they are making off our backs is not being invested in the country. That money is being sent back to China.

        Well said. As for little Titiwi’s comments, it should be asked of this person, why do the islands ask and expect the tourists to pay in US currency rather than EC currency when they vacation in their hotels and also eat in their restaurants?
        This person just beats his/her mouth/fingers to the keyboard without thinking and criticizing the good that others state. I wonder if this person has any basic common sense?
        When the goods arrive from China to the US, China pays for them in US dollars. Furthermore, China is performing business with the US. It is to be expected that it is paid in US currency. This money is obviously deposited in China’s bank account in the US. An intelligent person should know that. Titiwi is far from intelligent why he/she makes this unintelligible comment. It is a case that Titiwi has failed in this respect to be sure that brain is engaged before putting mouth/fingers in gear.

      Nice to see an erudite response to a story on DNO. I did click on your link and read the entire article. Most informative and interesting!

      Although I agree with most of what the writer had to say, I must admit as an expat living in Dominica, I believe that the Prime Minister has made the correct choice in accepting aid from China. I also believe that his decision to accept help will not influence in any way China’s potential goal of world economic, political and military dominance. Frankly, Dominica is a non-player in international affairs or geo-politics…but that’s ok.

      One only has to look at the recent new highway between Portsmouth and Roseau…yes I know that it was built primarily with Chinese workers and did not employ many Dominicans…but the new highway has improved business transactions and ease of access between the two main cities on the island.

      @Chakademus, while you are on the CIA website looking for information on China tell us what the US policy is towards global development. Tell us also the number of inocent people killed in US drone attacks, compared to those killed in China drone attacks. Tell us also why America have excelent diplomatic relations with China. Do you have any information that can explain why China continues to invest in the US and vice versa? The US have recognised the one China Policy, China enjoys the most favored trading status withb the USA. So what is wrong with the Dominica China relationship, when Dominica is just looking out for its own interest. Mr. PM please use this 16 million wisely, probably that is a small fraction of the interest that China has received from investing in US securities.

You Skerrit are the one who rather than industrialize the country in order that jobs be produced, and revenue raised from pay as you earn tax to rise revenue, you prefers to crawl on your belly looking for, and accepting handouts from China and Venezuela. The ordinary man in the streets of Dominica never left the country on a mission of begging; that is your call; you owe the Chines, we the people do not!         Because people shouldn’t worry about the country they’ll leave for their children. It’s sad but it seems that this is how many dominicans think that’s why nobody is really thinking of what will happen 40-60 years down the line when it’s time to pay up. A bunch of short-sighted ppl giving away their freedom for cheap but you’re right it’s not them that will suffer, it’s the younger generation most of whom can’t even vote yet.

      Since you stated this, the same pertains to businesses. Borrow money from them with high interest. Purchase their items with also interest and you are their best friend and smiles and laughter abound. Fail to honor your monthly obligations, they will not be your friend and smile with you or at you. I personally have stated that in business people do not have friends. They want your money. It takes a mature person to know that.
      Up to now, what has the PRC asked of Dominica in return?
      You must concede that the PRC has immensely aided Dominica as other countries. Simply look around you. Visitors of all are raving at D/ca’s progress in this respect. Do not be blind and critical. There is too much of that among you critics which do not assist Dominica in any manner.

    Everyone knows that nothing is free in this life. The ‘Big Men’ in society who support young ladies, in the country and elsewhere surely know what their return is. When a parent spends money on their kid there is a return, the pride and joy of seeing your offspring progress, and avoidance of shame if they would end up malayway.     Please remember, we are not China but a democracy and as awkward as it may be to the P.M. we have every right to question the motives of any one dishing out gifts. There is no free lunch and I simply don’t believe there are no strings attached. China must also understand that many of us do not trust our own P.M. We are not all naive children and it would help mr. Skerrit if he disclosed what he has agreed with China to make sure he has not sold us behind our backs. Maybe then we could be truly grateful.

    The EU may give without wanting anything back except at least 25% of the budget to go to European firms and consultants but China definitely does not give without getting something back in return. And that return is definitely not a warm little friendship with a no-name country like Dominica.

    Skerrit you did not answer DNO’s question, the question was simple and clear: what does Dominica have to give to the PRC for all the gifts, but in true Skerrit style you do not answer that simple question. Maybe one day we show gratitude when you show us the MOU with the PRC. In the case of The EU we all understand that their development held usually has no strings attached to it. In the case of the PRC we all know the old saying, there is no such thing as a free lunch.
    So for once do your duty to the citizens of Dominica and show transfers you, show us the MOU with China.

I did not hear the question or the answer myself when it was originally made, I am hearing it being referred to so frequently, I thought that is the answer he gives every time because I keep reading and hearing that phrase all the time.

      I am glad to learn it was some years ago. The UWP must become unstuck with that phrase if they ever plan to move forward. They should believe in the change they were promoting. You cannot have change when you refuse to change yourself. The last election showed us that.

One of the main reason the communist regime of China cuddles as many countries in the world, is because of China’s intention to annex Taiwan. When they invade that country, they will be looking to puppet governments such as Skerrit’s, and his toy in the United Nations to stand on the side of China. China enslaves nations economically. In the book of Proverbs it is written ” the borrower is a slave to the lender.” Hence Dominica and some nations in Africa such as Daffur formally “Nubia” has become slaves in economic bandage to the Chines. The difference however, is the Chines have spent billions, creating thousands of jobs for the Nubian’s whereas in Dominica, our government is contented with a petty Stadium, and the resurfacing of roads where imported Chines perform the work. Skerrit should learn from what the Chines are doing to the people of Hong Kong this very day, perhaps he can express…
