Police Chief, Daniel Carbon, has sent out a warning that there will be no protest outside Parliament which convenes today.
The opposition United Workers Party (UWP) has called on all “patriotic Dominicans” to go down to the Parliament building and let it be known that the people are not accepting a Bill to amend the House of Assembly (Elections) Act.
According to the UWP, the amendments will legalize treating and bribery, which are electoral offences in Dominica. The government has shot down the claim, saying bribery and treating will remain on the books.
Carbon said he is mandated by law to provide security at Parliament.
“I have my operation in place,” he said. “I have my mandate by law. Parliament will proceed and parliament will be provided with maximum security,” he stated.
He stated that no one should come close to the building to disturb the proceedings.
“Again I am warning that people should not down to Parliament to disturb the proceeding of Parliament,” he noted. “Parliament is our highest court, Parliament is a solemn place and Parliament is where the business of parliamentarians and the business of the Commonwealth of Dominica must take place.”
He added, “I am asking all those with their intentions to be guided accordingly.”
you cannot stop the people from gathering outside the building. Why are you trying to act like people are trying to enter parliament and disturb? That is not the case. the people are peacefully outside of the compound of the parliament. you cannot stop that. yo cannot tell the people when to show dissatisfaction in public. To ask to protest is asinine. senseless and defeats the purpose. If we allow you to tell us how we can protest is defeats the purpose and takes away from the action itself. again protestors and the calls made will be ignored and dismissed. Parliament is our highest court, the people of Dominica’s highest court! It is not a place for Skerrit and his band to play mini-Chavez and implement laws to further cripple our voting process. At this rate, I’ll not be surprised if they ask ppl to do voting by show of hands. This is the type of meddling that creates dictatorships. The few homes that were recently given away to his supporters will not make a dent in the housing crisis on the island. Our land use policy, coupled with a mountainous terrain will always lead to a deliberate housing shortage. A bold visionary would have excavated land over the past 17 years, adding the necessary infrastructure and spear-heading policies leading to independence. The quest for power at all cost, coupled with its huge financial windfall, has led us down this path. We fought the new enslavement back in 79. We said no to the mulattoes who enslaved the Blacks for decades, never allowing them to own any land in Grandbay, Morne Prosper and the West Coast. Today, we are back underneath the same crap again.
We know of M. Stevens and Sons who held the contract for the importation of meat and meat by-products on the island for several decades. This was a EC$25,000,000.00 a year cash cow. We know of the Heineken Beer factory that went to St. Lucia after the wholesaler of beer on the island killed it way back when. We know of the death of one Eric Shillingford who was murdered in a carnival band, because he was about to land a vehicle dealership from one of the big boys in town. And the list of corruption and the mob like mentality just continues. Those who write about a peaceful Dominica, deliberately buried their heads in the sand. The Dominica I know has never been peaceful.
We read and are privy to the chief law enforcement officer on the island, writing his own laws and enforcing them as he sees fit. Maslow spoke about the basic human needs. Whenever human beings lose the ability to meet their basic needs, all bets are off. Dominicans have never understood nor have they valued the nation and all its people. The group that has and still matters is a small group of mulattoes in and around the Roseau area who today, still make all the major decisions on the island.
Blacks are in a steady state of war all over the world and don’t even know it . After 400 yrs they did not give us the tools to think , they have us fighting each other like savages , and they gave us a white Jesus that we are waiting on to help us solve all our problems , for us to correct all this madness going on, read doctor John Henry Clark , we are promoting our own demize.
If after 400 years we still blaming those folks for having us fighting today then all what they said about us is true. And based on how I see our people allow themselves to be treated by our government, note I said allow themselves, black people can still be enslaved again. As a matter of fact it seems like the only way to slap some sense in some black folks is to enslave them and whipp thier backs daily. Unions,Political opposition parties, Churches, Merchants, some one should take the lead and organize to get this nonsense that in happening on Dominica to stop. Send out letters with in tent to have a meeting of those organizations needed to make the move to get the people together to straighten out what is going on, on island. When you have sent out the letters and request a reply. If the request is not met by those you have written too, call them out, let the Nation know you have written to prominent persons and you must CALL the names of those organizers who do not respond or do not want to assist the Nation, then and WE the people will know who are really ready and willing to Fix what is going on.

Is this really happening in Dominica? The government is attempting to stop peaceful protest which is the constitutional right of the people to exercise freedom of assembly in a democratic society. Restricting the movements of the people is a classic example of dictatorial rule and we will express our displeasure for imposing these restrictions upon us. Just imagine Trump telling Americans they cannot protest. Same concept of dictatorship.
I have to say that Carbon is not a hypocrite. Look at the odds.
This man has found himself in a very precarious position where he has to do as he is told, or else he will be found wanting and begging bread. A sad state of affairs where the Government of the day has a minister of national security where the office of the commissioner of police is a direct position under this ministry. So if you put the cards straight you find that the Minister is ordered by the PM and the COP is directed by the Minister of National Security. To solve this issue and have an independent Police Force the Constitution must be amended so that the President has the say of what happens to the Police Force. But then the office of President must be independent, restricted from political affiliation and prohibited from expressing a political opinion, including voting. HIS position cannot be directed by the Government of the day, either.
Unless these amendments occur, I suspect Dominica will remain as is.

Parliament is also of Assembly for the representation of the people, all the people of Dominica Daniel. Please, remember that. You are therefore answerable to the people of Dominica and not just one Prime Minister. The law makes that clear also.

So why is he commanding citizens to stay away. Is this man that arrogant or has the authority he’s been given made him ‘tebeh’ as my father would put it. I don’t condone disruptive behavior however if there is a Bill of Law that garners such controversy and stirs public unrest then how can you try to suppress public opinion like this. There is no forum for discussion outside of parliament so why lock us out or use threatening language to defer all protests until it’s too late. Either I don’t understand democracy or our leaders are the ones who are in the dark.
How are Dominicans not scared by this? They are silencing the citizens. This is not democracy. This is typical dictatorship behavior. I sadly await the day when this man who remove voting and limit our ability to travel. Only then will we have wished that we had taken a stand. Skerrit and his family have foreign papers.
