UPDATE: Make geothermal EIA a public document – protesters

protestersProtesters who gathered outside parliament on Thursday morning have demanded that the government make public a geothermal Environmental Impact Assessment (EIA) done in the Roseau Valley.

“We want the EIA to be made a public document for the rest of the Dominican people to see what is in the EIA,” PRO of the Geothermal Awareness Committee in the Roseau Valley, Jeffrey Charles, said.

The government of Dominica has said it is pushing ahead with its geothermal project  in the Roseau Valley but the move has been met with opposition from some sectors who claim that it may have an impact on the environment and the island on a while

Placard bearing protesters gathered outside parliament on Thursday to express their dissatisfaction with the process so far.

“The country is at stake and in this southern part of the island, which is one of Dominica’s main tourist’s site, we fear that there will be serious economic and social implications with that geothermal development project,” Charles stated. “We also fear that there will be a lot of land acquisition and mass relocation of the valley.”

Secretary of the awareness committee, Alysha Charles-Marshal, was straight-forward in her approach to the matter. “We do not need it, we do not want it,” she said. “There are different other sources that the government can tap in for electricity.”

She said the people have been ‘fooled’ by the government on the project. “We are foolish to think that the government is going to decrease on the electricity bill,” she noted. “This is just a gimmick… it is not going to happen because the geothermal plant is not going to be our own.”

She was adamant that Roseau Valley residents do not want the geothermal project in their area. “We do not want geothermal in the Valley, period,” she remarked. “We have our tourism we can live on, we have our vegetables we can live on, we have other resources we can live on. We will pay our electricity bill like every other person.”

“We do not want geothermal in the communities,” Charles-Marshal insisted.

    Apart from environmental issues it is disturbing to find that the Govt. is concluding a reported Euro 6.5 million loan with Agence de Developpoment Francaise for the development of this energy source when the exploitation rights are owned by West Indies Power Dominica Ltd. in which the Govt. is only a minority shareholder (10%).
    Should it not be this company, which stands to gain most from this development, that should secure financing? It is even more worrying as the court in St. Kitts recently ruled the
    agreement between that country and West Indies Power no longer valid because of West Indies Power’s failure to meet its financial obligations.

    What is the logic behind this loan agreement between a minority shareholder and the ADF unless of course West Indies Power themselves are not able to attract funding themselves, which would raise a serious question mark about their creditworthiness. It would appear that it are the taxpayers of Dominica, who are underwriting all the risks.

      The current development in the Roseau Valley has nothing to do with West Indies Power Dominica Ltd. they have a rights to explore in the Soufriere area only. Please know the facts before posting a comment…

      You forget perhaps that;

      – our own Social Security have a large stake in Domlec, not to mention a fair number of Dominican individuals.
      – Nationalising would involve having to recompense the current owners at a fair market price.

      I do not see that at present we can afford such a buy-out. As a matter of fact Domlec was privatised by the Dominican Govt. exactly to generate much needed revenue.

    This committee seems to be quite ignorant. its obvious that you wont immediately see the benefits of a geothermal plant, but your children and their children surely will reap the benefits. So many countries are pumping millions into research on ways to decrease their carbon foot print and you want to turn down what has been presented to you on a Golden platter. Indeed the EIA should be made public, but you should also actually do research on countries that invest on geothermal energy. You can start with our neighboring island Guadeloupe.

      A few simple questions for you:

      -Would you want such an operation in your backyard?
      -What is the value of these people’s properties and which bank would give a mortgage on them – if they have an exisiting mortgage it should not come as a surprise that loan now exceeds the asset value.
      – How many cabinet members live in proximity to the proposed plant?

      I do not think these people are against geothermal energy in principle but they have a right to air their concerns and protect their investment and quality of life.

    I find it strange that it is only now that the people are coming out with their opposition to the Geothermal project. Could they not have voiced their opinion before. There should have been no exploration before they had examined the EIA. This is back to front business. I am confused as to what is happening with this project. At the end of the day the people in the area must live with the impact of this proposed operation. At least they have a right to speak. But why now???????

      Why has this comment gotten so many negative ratings when it expresses something that should have been said in so many other comments. I’ll repeat it – Why only now??? Why wasn’t there any concern since all the testing was being done? Maybe the people giving negative ratings can answer that instead of just going the lazy route and giving thumbs down.

    Dominica will be unsuccessful with this Project trust me..it is being down with too much haste And Lack of open and honest dialogue with the Society…seems like a quick fix $$$ Aspect to Prove a terrible management of the economy vibe!

    I am for geothermal development, however It is right for the people to ask for the report to be made public as it will be impacting their lives.
    I applaud them for asking for the full report to be made public, then an informed discussion can be had by all the citizens.

    Why not wind solar and hydro. Here are a few questions for you.where do you purpose putting the vast number of wind turbines required to produce electricity on a commercial scale? Who will complain when these turbines are erected? where do you purpose installing the solar panels? What is the cost benefit ratio for commercial solar generation? Which rivers do you purpose damming for hydro generation? Who will complain about environmental destruction? There is no free energy available at this time there are costs and risks attached to each one. We just need to find the one which offers the most energy with the smallest footprint based on the resources we have. We may not have sufficient open space for building wind turbines unless you consider potting them in the middle of the forest and I’m sure the compliant will be that it our an eye sore. Solar may not be fully developed at this point to provide sufficient returns on investment for commercial production. For private use it may be a viable option but the conversion rate is still to low for full scale commercial use. We have experimented with hydro and the returns have been less than satisfactory. We need to remember that Dominica us a small island the size of our rivers and the force with which they flow will determine the amount of energy available. We are extremely volcanic and that is a resource that it’s largely untapped. There will be concerns but if it is carefully managed it may be able to provide the greatest return on investment. As with all energy sources there will be by products and risks but as a nation we should understand that in order to survive we need to make sacrifices. The community does not want it built in their area. When comes time to build an international airport are the surrounding communities going to say that they don’t want it in their area. We need to start looking to develop the country and not keep trying to impede development.

    Geothermal Electricity is one of the most enviromentally FRIENDLY forms of electricity production on planet earth, bottom line. Most geothermal power plants have a life that will exceed 50 years of power production, do all these uneducated people holding signs realize it is STEAM coming out of the earths core running through a turbine (like a huge car alternator) that produces the electricity??? This is the best project Dominica has focused on, EVER, yet these stupes holding signs think burning petro, and creating pollution from that burnt petro is better?!? There is something wrong with THIS. To the seriously mis-informed man holding a birth defects, pollution sign,. you could not be more wrong bro,.. the way Dominica creates a lot of the electricity today by burning Petro which will cause those problems on your misinformed sign,.. there is no pollution in steam coming out of the ground. Maybe DNO can post an article about geothermal power so all these uneducated people holding signs can get the real facts,.. those dumb signs should be thrown in the garbage, none of them have correct information on them. I cant say how bizarre it looks… people protesting ENVIRONMENTALLY FRIENDLY electricity production… holy uneducated batman!!!

      This type of geothermal requires the INJECTION of water to create the steam.The output is full of chemicals and residue that has to be REINJECTED in to another well.Also large amounts of water will be required.?????Questionable in the dry seasonLook at the EIM for the Ashphalt plant.Plenty to worry about and some honest goverment is required.But we are in DOMINICA and that is in short supply.

        That is not true, Visitor. No fluid has to be injected to the ground. The steam is already deep in the geothermal reservoir and comes out of the ground, goes through the turbine to produce electricity, the steam is condensed and the fluid injected back into the ground. Small portion of the steam is released to the air, but steam is destilled water andhas virtually no chemicals. All talk about pollution is wrong.

      I am always amazed by folks who migrate to ‘greener pastures’ and turn around referring to us back home as uneducated and mis-informed.
      Those same folks whom you refer to are better informed than you are.

      It is not just steam that comes out of the wells. There is hydrogen sulphide, arsenic, boron and other poisonous gases that are harmful to humans.

      Dominica is not a large flat space. The Roseau Valley, in particular, is where most of our fresh water originates. There too is the boiling lake, a sleeping volcano, or is it?

      When you mess with the interior at the depth at which the wells have to be dug, what happens if/when the land slips?
      Mass destruction and loss of life…..

      You need to better inform yourself and read reports coming out of Hawaii and New Zealand about the ill effects that geothermal has had on the population in terms of birth defects, respiratory conditions and ill health, including various forms of cancer.

      Our beloved Dominica is too small a space for there to be any margin of error.

      Better safe than sorry.

        Dominica spent 220 million dollars on petro last year to create electricity, the amount of emissions from bruning petro is what you need to be concerned about.

        That water steam, leaked through cooling tower, is just the small part of water steam released from steam turbine and delivered to the tower in order to be cooled and liquefied, then used again for producing the steam fueling the turbine. Just the clear water, without any toxic or harmful substances.

        One case study, comparing the coal and geothermal power plant, revealed this conclusion: Coal plant updated with scrubbers and other emissions control technologies emits 24 times more carbon dioxide, 10,837 times more sulfur dioxide, and 3,865 times more nitrous oxides per megawatt hour than a geothermal steam plant.

        As the numbers prove, geothermal power is a clean source of energy in fact, producing almost none of the dangerous emissions with negative impact on human health.

        I read Dominica is planning on installing a BINARY UNIT, which is a “Closed” cycle unit,. no need to worry about emissions,. you are breathing in more emissions today from the cars driving around you.

        As for New Zealand, the dummies release their waste into the Waikato River. Dominica is planning on a closed unit, so that problem won’t exist.

        Dominica hired experts from Iceland which is where the first geothermal plant was built, currently Iceland is 85% geothermal and 15% hydro, making it a 100% renewable powered country. Dominica has procured people from the most experienced country for this energy type. I have faith, and more importantly, understanding.

        Again, cudos to Dominica for stepping the nation up with the best project ever,.. a race between Nicaragua and Dominica to become another 100% green powered country.

      That is not necessarily accurate; it depends on where they are found, and the amount of volcanic activity in the general area. It also depends on how it is harnessed, or harvested, some have known to last for a period of only thirty-years.

      If too much cooling (cold ) water is allowed back in, it may even last less than thirty years. Some have indeed existed more than fifty years, i.e. outside of San Francisco, but the again, that is unique to the location, where we found my geysers for hundreds of years blowing out steam at intervals.

      That in Dominica may survive for a long time, since the Caribbean sits on a “ring of fire,” and we know that Dominica is one of, if not the place on earth with the most volcanic activity, however if it is true that the Boiling Lake in Dominica at one time, ceased to boil chances are ours may not last thirty years.

        Actually, geothermal surface manifestations like the Boiling Lake, are relatively short-lived phenomena. If an earthquake would be experienced in D/a, it is very likely that great changes wouldbe noted in the geothermal outcrops in D/a. Some would die-out while new would emerge.

    Actually it is a law that any EIA done be made public. If a citizen request the EIA from planning division it has to be given. So if the government does not want to make the document public it makes me wonder what negative impacts will this project really have .

      Dominica is better positioned to exploit its geothermal potential. Because of Dominica’s volcanic nature, the temperatures necessary for geothermal extraction can be found at relatively shallow depth. Also, potential locations for drilling (at a commercial level) are relatively plentiful, again due to Dominica’s volcanic origins.

      Solar (as far as I know) hasn’t been developed at a economically viable supplier level yet. A lot of square footage is required to capture enough the solar energy. And then you have the serious issues of storage and transmission to the end user.

      Again, a lot of square footage would be required to run these wind turbines continuously in order to harness the wind energy. Plus I’m not sure if we have the consistent winds required to make wind power an economically viable source.

        you are wrong my friend about wind power. We do have a number of viable or interesting sources. In Grand Bay, Palmiste Hill is well known locally as the land of wind, perched high overlooking the Martinque channel and the Atlantic Ocean. Other sources have been identified in Woodford Hill and The Carib Territory. The Palmiste Hill can take 3 or 4 turbines to generate 3 or 4 megawatts representing close to 15% of our current needs. Add that to what we can generate by baseline hydro as well as solar, we could meet a significant amount of our electricity needs from renewables. And it will be ours. All those people who are rushing to endorse such a project for that particular are have not given themselves time and space to think this through.

        Why has the EIA not been released and discussed and how can government take a resolution to parliament to borrow $24 million to construct a production plant which the people have to pay back when you have not done the proper study to tell you if it is safe and worthwhile to go ahead.

      Geothermal runs 24 hours a day,. only down time is the maintenance, it is is the BEST way to produce electricity. Solar cells only work when there is sun,.. windmills only work when windspeeds are “signifcant”, and Hydro on works when water is flowing. Dominica already produces Hydro, cudo’s to that,.. but majority comes from burning Petro,. and that is just wrong. This power plant could change the way the world see’s Dominica,… if you were to become 100% GREEN Powered (mix of hydro and Geothermal) what FANTASTIC ADVERSTING FOR TOURISM for Dominica!!!

    This Gov’t eh give a dam about anybody but their pockets.If the Constitution wont stop the leader, what makes us think that a protest will make them change their minds and think of the long term effect on the people, or those who know better, please educate us and help put our minds at ease with this Geothermal stuff. So whether there is a protest or not(which is a good thing) they will still pass their bill.
    There are other ways and means to sabotage the project if it is going to affect us as they placards say. We shall overcome one day….!!

        I agree with you, instead of bring the people to Guadeloupe where the area in less populate and flat, they should have taken them to Hawaii and the other countries to see the consequences of Geothermal plant, and what it is causing health wise and also what is happening to the environment there

        I am residing in Guadeloupe, where this plant is, is far more different than where the skerrit government want to put this death trap in the Roseau Valley

        Yes some were in favour, now the people do their research, those not residing in the Valley need to respect that, because when it is said and do with, they are the ones who will be suffering health wise

        I am applauding the Valley residents, and I am in solidarity with you all

    What an embarrassment for the protesters. It is plain that there is no support for this silly protest. The vast majority of the people of the Roseau Valley are in support of the Geothermal Energy programme. Geothermal Energy is CLEAN, GREEN and RENEWABLE, it is the best option for Dominica and will benefit all Dominicans in the future… even those who are protesting now.

      So you getting the Barrells free, and you are still crying to pay for it on the port. How will civil servants get paid if you all get everything from your family abroad for free and don’t buy things in the shops in DA? We have to pay one place or the other, either in the shops or on the port. If you don’t want to pay on the port, then buy local!

        if port duties are high how can i afford to buy local when every thing that enters the island passes through the port.

        whether its local or not local they have to import something for the factories, and they have to make there profits and is you and i that have to pay for it.

        bring down port duties and see if Astaphans will not be more affordable

        every time some body talk about port barrels and vehicles alone that come to people like yourselves minds

      Don’t belittle it brother. I doubt they get paid for doing this but even if they do $50 is more than the l;egal min. wage for an 8 hour day under this Govt.

        I guess you might prefer St Lucia’s minimum wages from 160 a month for a messenger 200 per month for a store assistant and 300 per month for an office clerk. Sounds better to you since Dominica is minimum 800 per month?
