Vagrant still harassing passersby

Half a month later, a vagrant who attacked a woman on the streets of Roseau because she failed to give him the “dollar” that he asked for, is still on the streets “harassing” passersby.

A DNO reporter says he came into contact with the youth on Monday as he passed by the ACS store, with the young man asking him for a dollar.

Our reporter says he did not reply and kept on walking only to hear some major swear words following in his wake.

He did stop to stare at the vagrant, who then hastily explained that he was swearing to say why was he in the predicament that he was, and not at the individual who had just failed to give him the desired dollar.

Our reporter was able to confirm that it was the same vagrant who on May 15 slapped Eggleston woman Carmen John Jules after she told him she didn’t have a dollar to give him.

The incident had escalated when John quickly phoned her husband and he turned up fuming and ready to have a go at the youth who had accosted his wife.

DNO reported the matter at the time, and our reporter says he was surprised to find that on Monday June 4th,  the young man is still on the streets doing the exact same thing, getting confrontational (only verbally this time) when he doesn’t get his way.

It may be time for police intervention to help protect an unsuspecting public from a young man “prone to violence”, according to our DNO reporter.

    Thanks to everyone pertaining this problem.I was in Dominica last month, this same homeless man confronted me on the street, asking for money i gave him a dollar, then he said a dollar cannot buy him a soda to drink.looks like he was about to get violent with me, so i had to ran away from him.the police should get involved before he hurt somebody.

    What is aggravating with this chap is that he is strong, young and appears healthy.

    that bottle of alkali i have in my purse i won’t hesitate to throw it in his face…let he come and trouble me…i waiting i not taking no chance with mister….the authorities don’t want to do anything about him on di streets then he will go up hospital for sme time away from di streets…. because no paro not coming and harass my life in roseau not today der a.a…

    as for lucia der she is another nut case alwaz insulting pple infront of whitchurch also allowing her son to do di same by save alot…welfare not seeing that i guess is only sex cases they deal with…

    This morning i see that fella trying to grab a little boy arm that going SMP. Police waiting for an incident to occur for them to deal with that fella. Mr is the first beggar i see that like to touch people…most of them “in my experience” ask and dont touch you

    The problem is the addiction. They are hooked on drugs and it is causing a problem for them. The Government needs some farm land with a facility in the centre of it where these addicts can be rehabilitated. BUT! they need to work the land to farm the land to pay for their counseling and medication where needed, come out clean, not on the backs of tax payers. If the prison had a stern system where the prisoners work to pay for their utilities and service, I think there would be more money to put better security in place for our tourists/visitors and locals….please take this to the Government someone…..that’s a sure way to get them off the streets, one by one.

    And what do these Parros feel the need to walk into church, walking down the Isle all the way to the front seat, sometimes in the Pastor’s seat?

    So he swears and says why is he in that predicament? Many ask why and blame others for this except themselves. Someone should inform him why, if only he will listen, pay heed and not attack them. He may have been a disobedient child and a school drop-out; following bad company; godlessness; being on illegal drugs; lazy; living and thinking solely of oneself; self-centeredness and the lists goes on.
    Does he not get a certain amount of money from the government, as social welfare benefit?
    His attitude could lead to a worst crime and you know what I mean. It is a crime to harass people and disturb their peace. It is time for the Police to step in and arrest him for harassment. He should first be warned. If he continues, he should be arrested and imprisoned. Time for rehabilitation. This may aid him to change his ways.

    OK OK OK, now see the problem I have with this.

    u have sight, two working hands and two working feet.

    even if ur mind is not working. u can definately do some manual labour…. little as it is, 1 is better than 0 at the end of the day…

    I can say this too.

    with all these things in consideration, ill ensure that your gall is broken and that you won’t ever have the audacity to think that the world owes u anything u did not work for.

    authorities BEWARE,(potentially unstable) father of two girls, brother of two sisters and one significant other…

    First of all this is not tolerated any place in the world that I know of? It’s ok to ask a person you know for a dollar but my God man Roseau is out of control! A man once put out his hand to me and stupid me thought he was someone my husband may know and I thought he was just tagging my fist? The man grabbed my hand and tore the skin off my palm with his tuff fingernails! My husband asked me if I couldn’t tell that he was a parro? Strangers can’t tell one Dominican from the next. Just because a man is poor does not mean he is of bad character? If you want to get tourists to enjoy the area I am sorry but you must remove Yellow girl and people like Mister from town.

    Begging is a huge problem in Roseau. I used to give, but there are so many asking. Now, I only give if they help me carry my shopping, for example, although when I once gave someone $5 for the 20 yard trip, he looked at the bill in his hand, and said “Have you another $2 – it costs $7 for food.” I can’t ever recall anyone I have given money to actually saying “Thank you”.

    And the number of times, I have walked past paros with plenty of shopping, and they ask for money, but don’t lift a finger to help.

    Yes, I have been cursed plenty, and one actually said if he didn’t get some money, he would trash my car. Once someone spit on me for not giving him money.

    A friend of mine once found a female cruise ship passenger in tears as she had been followed for 2 hours by an abusive beggar, and she had been unable to find a policeman.

    I am now of the opinion that it is MY money, and I choose what to do with it, and now I choose only to support the children in my local village, and other children’s charities, in the hope that I can prevent some of them ending up on the streets in the future.

    i went to skool wit him……. he was a very intelligent young guy…. he started usin drugs n messed up his life…. started stealing n now on d streets beggin n usin indecent language wen he doesn’t get wat he wants. he uses these words in front of minors (he scares them) wat hurts d most is dat his mother is alive n livin life like nuttin is wrong…… sumfing needs to b done quickly….

    Nothing wrong in giving a dollar to a vagrant but not everyone has a dollar all the time to give. Also there are vagrants who are rude too, if they ask for money and you extend a dollar they say they don’t want a dollar they want 20 dollars like you working for them. Boy, I tell you, if a vagrant ever raises his/her hands on me …somebody going to jail

    I am asking myself the same question, What is he doing at ACS still…I live abroad and my mum shops as ACS, She is a Cancer patient, And I am telling you right now, If I hear that man slap or touch my mum, I am sorry but I will be on the next flight down to Dominica and I myself will beat the living hell of out him, So the police or the Government need to do something before something seriously happen to someone we really love, Government DO SOMETHING…..

    But Mr. still there doing his nonsense. He had a big piece of metal(iron) in his hand on Thursday last outside Scotiabank. I was just arriving to find my wife walking out and he started to tell her things but when he saw me and I told him never make a mistake and even look at my wife again he cool down.

    I thought that would have been a repeat of the incidence that was reported, except that he would definitely get a break hand or two. Allu better take Mr off the streets before allu have to charge me or any other husband for beating him. I hope the “law” listening. Don’t say we didn’t warn allu.

    I blame the woman’s husband. If mister had given that vagrant a good pound, he maybe would have learned his lesson.

    Mayor of Roseau:

    Alot of beggars are having a negative impact on tourism. Business owners chase them away regularly. Customers feel awkward going to an atm, a bank, a grocery store, knowing they going to be confronted by a diagreable vagrant.

    Their reputations precede them. Officials and law enforcement know about them. Do we need a real violent act to do something? Here is a suggestion: Charge them for disturbing the peace, using foul language, and many other charges that can be added. The reason? If you feel that the law does not apply to you, what recourse do law abiding citizens have?

    If the officials and law enforcement do nothing about this, some frustrated vigilante might. The added violence is not needed. Peace

    Well I, in my high heel got approached by him and very angrily I told him “If I working for him”! He told me… He giving me one slap and proceeded to tell me what type of bitch I was….I told him try it.. and we will see who parro today.

    Them ppl so aggressive when you don’t give them money!

    Authorities need to do something really quick about those guys…. before they hurt someone or someone hurt them and go prison.

    Is this just a matter of begging for a “dollar” or is it that these persons are hungry or just plain lazy to find something ,eaningful to do to obtain a “dollar”? Are they vagrants or “paros”.

    I believe that the same energy they have to go around asking for a dollar they could use it to ask someone for a little work or something like that, in that way they may just see the importance of working.

    On the other hand, why is there not a place, some building, structure or an organisation set up to assist these persons who can if desired to or encouraged to come in to have something to eat, and possibly rest. If something like that is set up then these persons may not chose, and I say “MAY NOT” chose to harrass passersby.

    My view, please don’t choke me!!

    The police need to arrest him for vagancy. However, if the magistrate does not send him stocky or sentence him in a way that he gets medical treatment he will be right back on the street the same day doing the same thing. Hence the police hands are tied becuase they are only allowed to deal with crime not medical conditions such as lunaticism (lol).

      Well, as for that Lucia woman, I’ve had my share of abusive language from her outside Whitchurch. She even has her children doing the same thing. I believe that the security men for those business houses should deal with these vragrants outside their businesses because they are running away the customers.
