CMO offers assurance over Chinese doctors at PMH

One Chinese doctor issued with a medical license here is currently working at the Princess Margaret Hospital (PMH), while three others are going through the necessary orientation so they too can get registered and begin undertaking duties at the PMH.

That disclosure from Dominica’s Chief Medical Officer (CMO) Dr. David Johnson, who is assuring citizens that there is “no need to be worried” over the appearance of Chinese doctors at the island’s main Hospital.

Members of the public have been expressing concern that Chinese doctors with “no knowledge of English” are working at the PMH  contrary to the policy of the Dominica Medical Board (DMB).

Dr. Johnson has refuted this, explaining that only one Chinese doctor has so far been issued a medical license.

He indicated that others are going through an orientation process and being assessed before a medical license can be granted.

“As I speak, we have one registered Chinese doctor who is practicing at the hospital and I can also confirm that we also have three others who are going through orientation and are under the supervision of a consultant,” Dr. Johnson told Dominica News Online.

He confirmed that for a doctor to practice medicine in Dominica, that individual must speak English competently and the Dominica medical board also conducts interviews to ensure the competency of the individuals concerned.

Dr Johnston indicated that the Chinese doctors expected to take up duties at the PMH are into a three-month orientation period which began on March 15, 2012.

They are expected to be further evaluated in English and competencies.

“When this is done, then the Ministry of Health will have no objections in them practicing medicine in Dominica….so that should not be a concern about their presence in Dominica,” the CMO told DNO.

    Five charged after Chinese teen sells kidney to buy iPhone

    BEIJING (Reuters) – Five people in southern China have been charged with intentional injury in the case of a Chinese teenager who sold a kidney so he could buy an iPhone and an iPad, the government-run Xinhua News Agency said on Friday.

    Dominican must worry. Language barrier is a major problems.
    How is communication going to take place when their is clearly a major language barrier?

    How are patients going to make an informed decision about their care?

    How are patients going to understand what is happenning to them?

    Increase mortality amongs patients at Princess Margaret Hospital, must be investigated!

    Dominican nurses and other health professionals must be vigilant with what is happening at PMH, to ensure that these new ‘doctors’ have the necessary knowledge and skills and are fit to practice.

    A doctor trained in Cuba or UWI MUST take American Board Exams, core classes, residency etc before even giving an advil. In Dominica a man who can’t communicate in the language spoken by the people can, with no way of evaluating his creditials by the Medical Board can claim to be a doctor and run things at PMH and elsewhere. This backward thinking is crazy and destructive. How can the patients and doctors communicate on their health issues? This is not about Chinese vs Dominican, it’s about what is ethical standards, they would not be allowed to practice medicine anywhere else without meeting the standards set forth but this man is always defending and plastering sores, for a chief medical officer he clearly has orders from other sources and his interest is his position not the people.

    This is just none sense, there a Cuban trained doctors that are in Dominica and they are not employed. I can name Dr. Alexander, and they are giving Chinese license to practice? this is utter rubbish tell Johnson it is very unfair and he will not be in that position forever, because God answers prayers. Soon and very soon, only time will tell. He is a Cuban graduate and he is forgetting the struggles now he is CMO he is pressing the younger doctors. When Dominicans travel to other countries do they take over and impose their will on the people or are they towing the line and conforming to that society.     I am a surgeon in the U.S who have made many attempts over the past year to Dominican officials to give my services to the island. I am yet to receive a response…if these Chinese doctors came to the U.S, they would have to start over, not a 3 month orientation…the language barrier is a huge issue

      your rants show that you have missed the central part of the discus. While some of the post may be presumed “racist” the general theme of most is the need to ensure that the people who are allowed to practice medicine at the PMH or anywhere are properly credentialled and are duly qualified. Of course Dominicans work every where in the world and excel! We are proud and grateful for that. But no one is out there handing them jobs! They had to bust their chops and … here’s the kicker … prove that they are “QUALIFIED! HAVE THE NECESSARY COMPETENCIES! MEET THE REQUIREMENTS!” This isn’t an immigration issue, or a hand out issue or even about being “ungrateful”. This is about a health care system that is not meeting the needs of its citizens and is further compromised by decisions such as this. If after a thorough vetting these physicians turn out to be well capable, then so be it! Let them work! They may end up providing better and more compassionate care than some of our own local providers. However, based on my reading of the CMO statement (as stated on DNO), I will “cry, cry, cry” as you put it, for the state of health care in my country. And that, my friend, is my right as a citizen!

    All I see this guy talking about there in that whole article is about orientation. Isn’t there a standardized re-certification exam that foreign doctors should take and excel in before being let loose on the public.

    Most of us born in an English speaking country and still cannot speak proper English, how much English them Chinese going to learn in a few months to avert the risks involved?

    This whole Chinese intervention issue we have going on in the Caribbean there seems to be more benefitting the governments than the people on a whole.

    Someone has made a very bad mistake, and Dominicans will live to regret that!

    Unless this Chinese Doctor was trained in Some Western Medical University, Canada, American, or somewhere in Europe, we can expect bad medicine from this person.

    Which protocol is he going to follow, will it be the Chines principal of medicine, or the Western treatments we know works when practiced efficiently?

    I would hope that someone one in Dominica is not contemplating importing medication from China, we need to remember, what the Chinese did to the people of the Dominican Republic in the 1970’s they sold a green chemical to the people which they claimed to be cough medicine, it turned out to be a substance mixed with Radiator Coolant?

    Many children died in the Dominican Republic after taking that medication; they also sold the same to Governments in Africa, which killed lots of people also.

    DNO; have no fear of printing this, because that is a will documented matter, it was on 60 minuets, and lots of other television programs here and in other countries. It was carried here in Los Angeles, on PBS, channel 28. If proof is need I can get it from PBS, Channel 28.

    I do not think we should have any Chines doctor in our Hospitals, unless they are trained in the Western World.

    If we worry about doctors trained in Cuba, we should worry more about Chines doctors practicing medicine in Dominica.

    I beg to defer Dr. Johnson. We have Spanish doctors and nurses at the Portsmouth hospital and it is very difficult to relate to them. They can’t understand what you are saying and you can’t understand what they are telling you. I am telling the doctor one thing and his is answering something different. As a result of the miscommunication, people are given wrong medication.

    I know in Johnson heart of heart he knows that this is wrong, but because his position is a politically recommended one, he can’t advise otherwise.

    Why would Johnson not encourage or advise the government to train the young doctors that are coming in to get them specialized, why isn’t that recommendation made. You see these people are in position but they are afraid of persons getting pass them. Jealousy has filled their hearts and politics are ruling their lives.

    The health system in Dominica is at an all time low. The Cuban doctors themselves can’t speak English. One night I went to Portsmouth Hospital and met one Cuban nurse and one Cuban doctor there, none of them could speak English properly and had a hard time understanding me.

    Is this what Dominica has come to. Instead of hoping on a plane every two weeks to go make extra money overseas to get themselves where they think they need to be economically and caring less about the health ministry, they need to do the honourable thing and resign their job and give the position to persons who have the passion and interest to move the health system forward in Dominica.

      So, so true. The amount of times I have been told ‘you’re in Dominica now’ or ‘its so things stay in DA’ and the resentment by some is there for all to see

      I’m laughing at some of the comments about the language problem. I’ve lost count of how many times people have said that they do not understand my English ( I make no apology for having an English accent. Blame it on my education and the 48 years I spent there), so I can imagine the problems a Chinese Dr will have.

      Nationality is irrelevant, as long as they have the right qualifications, are willing and yes they should be able to verbally communicate, why not.

    U mean de medical board can assess and evaluate the English competency of foreign nationals? All dat is part of the duties of de medical board? i would think that the duty rests with de individual to PROVE his competency and eligibility. When we English-speaking Dominicans leave here to study abroad….even in de US….. we do TOEFL…….Test of English has a Foreign language to prove our competency in English. That test is not administered on the job-site sir…..so is only we Dominicans that have to appear like we dotish then

      Cuscus…I see that coming soon too. That is why I have been challenging Eddo and his opposition pack to spearhead an amendment to the constitution whereby Skerro was able to use that loophole to run for elections whilst being a national of another country.
      Whilst they are plugging loopholes, also make sure that the law states ( and very clearly too) that only individual born in Dominica can hold political office. Dominican by naturalization is NOT enough.

      I reside in Montreal Canada, Doctors entering Canada with the intention to practice there need to go through a long process before obtaining their licence to practice in that field, no matter where they immigrated from

      They need to through all the Medical Council of Canada Exams, also residency
      First The Evaluation Exam
      then The Qualifying Exam Part 1
      then Qualifying Exam Part 2
      Next CHARMS
      Not forgetting TOEFL (Testing of English as a Foreign Language
      Who knows if some of the Chinese Doctors who migrated to Canada, did not want to go through that long process are now working in Dominica

      You have Medical Doctors from all part of the world, driving cabs and buses in Canada, i guarantee if they move to DA, all they need to do is show their fake PhD without learning English, and yep, next they are employed in DA performing all kind of malpractice on Dominicans

      Last year national day I came to DA, visited a friend at the PMH, I saw a Chinese Doctor on the Ward this guy cannot communicate in English whatsoever, struggling with the English language, i could not believe it, I told my family member for sure he would be driving a cab in Montreal or any other cities in Canada, this is unbelievable

    Hahahaha. The Chinese infection is spreading.
    By the time we all will realize, everything will be taken over by the Chinese.First they started running our small local entrepreneurs out of business and hardly employing locals. Next they are taking over all infrastructural contracts with the continuing trend of not employing locals(or very few of them if at all) and leaving our dump truck drivers lamenting about lack of employment. Now they are moving into the health services sector and we all know that when you give the Chinese a yard they take a mile. Soon the hospitals will be filled with practicing Chinese and then they will eventually squeeze out our local physicians. And once they are licensed they will certainly bring in all their traditional Chinese medicines(for good or bad).
    But the next thing we will witness is that they will go into private practice and then many of our local physicians will be facing unnecessary competition.
    What bothers me most is that the world over people know that the Chinese specialize in mass- production but inferior quality services and products. Are we going to see the introduction of these kinds of services into our health sector?
    Just my concern.

    What’s next ! Boy look surprises where the chinese nationals are concerned. The government is catering to all the needs of the Chinese. What is really the content of the MOU that was signed with the chinese?

      Just look at what is going on with the Chinese population in Dominica such as; the special privileges they’re getting, their takeover of our local businesses and you will have a very clear picture of what is stipulated in that MOU.

        @ facts; just to let you know, I live in the state of New Jersey and for your information whenever I am in Dominica I do not go to the Chinese stores. The only thing I look to sink my teeth in is some mangoes, roast breadfruit, fried fish, cassava, bread nut etc. I could go on and on. Until the Chinese start selling these, I will not set foot in their stores. So when you labelling people as hypocrite, know your place.

    Very well handled Doc. Our people don’t like change and we tend to discriminate. Don’t let great medical talent leave because of a few negative comments. A manager is a good as the team he builds. Build the best team to get the job done.

    There are Dominican doctors on the island who are not working…….how comes there is space for the chinese and not the natives? Talking of reputable doctors….Please Mr CMO and Mr.Skerritt would you answer us? We are not against others working but our own…what??????

    Dear CMO,

    Have you and those responsible taken the time to undertake a complete credentialling process for these physicians? Have you verified their medical degrees (not just the paper they might hand to you – but have checked them out with the medical school and checked out the medical school itself)? What about their period of residency? Malpractice history? how long have they been board certified in their country of origin? Is three months really sufficient for “orientation”?

    I am troubled by this. It’s one thing to simply say, “well, they will take care of their fellow chinese citizens in Dominica,” but do you realize that if in the course of taking care of a chinese speaking patient at the PMH these doctors are negligent, that chinese patient could (and I am sure will) bring a suit against the Government of Dominica? My gut tells me that it is not the Dominica chinese population that will suffer from sub-standard care but it is us, the Dominicans who depend on PMH as the main source of our care.

    Our health care system needs a major overhaul!!

The worlds most successful City (NYC)is also considered to be the most mixed and diverse city of all times. Folks from all woks of life converge there and live in harmony and mutual respect. We too, in Dominica can acheive such a feat if we try. We are a loving people so let “Do It”

    the question whether this ‘one’ doctor can speak english…. and if not then why is he allowed to tend to local english speaking dominicans…. we understand that chinese immigrants need chinese doctors to understand them… that is understood… and no one is against that… the arguement or question is not about ‘how much chinese doctors are at PMH’… but rather ‘can the only one present now, speak and understand english’… if not then that is negligence on behalf of the Management of the P.M.H…. it is time someone take the Gov’t,P.M.H and practicing doctor to court for any kind of negligence done…. even if you had to travel overs to get treatment and survived… let’s not wait till death to hold these guys responsible… Once negligence has been done… take them to court… because those in management couldn’t care much about us the locals

      Do you think the doctors should also be tested on patois? What about the people who can’t speak English? How are they surviving?
      I think we should cut out the discriminatory none sense and allow diversity to flourish.

        Hell yes they need to be tested out on patois too. When you apply for a job in the US, why do they prefer bilingual (preferable English/Spanish) to persons who only speak English. They tell you that persons fluent in Spanish or whatever language they would prefer have the edge over those who can’t. In the hospitals now in the US, you get instructions in spanish, creole, u just name in, especially where they recognize that there are alot of people in the particular area speaking another language.

        And we are not speaking any job here, we are speaking to persons who are suppose to be able to communicate with their patients one on one….patient/doctor relationship is a very personal relationship and you would settle for an interpreter when better just cannot be done.

        They need to learn English or Creole period, the same way if i go to the University of Khartoum in Sudan i will have to learn Arabic, same with China, Cuba, Venezuela etc

      We need Chinese Doctors to take care of their own, this is ridiculous they no that they were coming to a foreign country, this is only in Dominica

      If you want to see discrimination, travel to the USA, Canada and other countries where the Chinese take over. their China Town, to see the way they treat Black people, before a black enter their establishment/business places they all are on guard, speaking their language and have their people follow us blacks, when the white enter they do not do the same, how do you call that, what go around comes around, they treat blacks like shit in other countries so they need to taste the heat to know how if feels

      Things some of them could not and cannot do in their own country these are the things that they are doing to us in Dominica

      The middle of this statement is totally irrelevant….what does the rudeness and racism of Chinese store-owners have to do with a Chinese medical professional examining you? Y’all need to cease from posting these small-minded comments. Read and understand that in order to practice medicine in Dominica, a medical personnel needs to be fluent in the English language. F L U E N T. Do you need this to be further broken down? Tsk tsk tsk…..miseducation and ignorance are literrally killing us! :-|

    Amen to that my brother. That should be the normal course of action. All developed countries do the same. We need good tax paying professionals in Dominica that can make a contribution. That is how countries develop and grow. The only concern that I have is that we are not allowing more of a diverse group of immigrants into the country. We need Indians, Chinese, Spanish, Russians etc…Dominica needs people in order to grow and develop. Those who can’t speak the language should take classes. The Gov’t should have programs in place for that. That is what the American and the Canadian gov’t do it.

      True … but if I am a holder of a medical degree from UWI and practice medicine in the caribbean and decide to move to the US, I couldn’t just apply to a hospital for a job as a doctor, right? I would have to, at a minimum, study, train and become board certified for that particular state by the state medical board! If my native language is not English, I would have to demonstate competencies in English. Let’s be honest here Mr./Ms. Progressive, developed countries may seem “to do the same” but the PROCESS is much more rigorous. When the PMH and the Government of Dominica have similar systems in place, then I too will join you in the applause!

        U are missing a crucial point here. All countries procedures according to demand. The procedure may be rigorous at one time to reduce the intake number and more lenient when more doctors/nurses are required.

        So DA need can change its procedures accordingly. I am more concern about the competency of the individual rather than whether their english is up to my standard.

        In an emergency I would prefer the competent doctor to operate than the fluent speaking doctor.

How the rass you expect a competent doctor to treat me for a stomach ailment and he has not idea what i am complaining about because he cannot understand me. you want him to give me heart medication man because he misunderstand.
        if you want chinese docs at the hospital – have a translator on hand.

      Agree with you in Canada, as soon as they arrive they need to do an assessment of their English, then go to ESL classes, not only the Chinese, all immigrants migrating to Canada and English is not your first language you have too

    so my friends you are lying on a bed and this doctor comes over with another doctor and they start talking in chinese and you dont know whether they are saying to kill you or whatever.
    Think hard of this it is a real issue to be concerned about,dominicans take this these government officials too lightly,these people dont give a damn,they get a salary and cares a hogs ass about anybody else

    As we on the topics of Doctors Dr.Johnson the ministry of Health what is the problem with DR.Marlon Alexander when are the government going to look into that. He is a young studied hard to be he need his job back.

      @babygirl. Perhaps young Dr. Alexander is still a bit “wet behind the ears” meaning he needs more training or understanding of his profession to continue. Wouldn’t you agree. And it is high time that we Dominicans appreciate the benefits of multi-skilled professionals from foreign backgrounds. The same way our mothers, fathers, brothers, sisters, uncle, nenen, pawen went to other countries even china to train and practice in those countries to send some money for us we should appreciate these professionals have similar desires. Just remember when our fore fathers were dropped off on these little islands as we have it today… if they had remained with the same mindset where would we be today. Get use to integration my people. And yes I lived abroad for many years so I know precisely what I am on about.

    Why can’t men in authority like this not speak the truth. There are 2 Spanish doctors or specialist of the medical wards that can hardly make a sentence in English and he’s talking about speaking english competently. I can assure that these Chinese are worse off than 2 mentioned before.
