The man at the helm of the Ministry of Health, Julius Timothy, has said that Dominica is ready for the eventuality of the dreaded Ebola virus reaching the island’s shores.

Timothy was speaking at a press conference on Wednesday.

“There are many Dominicans who have been asking about what is Dominica doing in the scheme of things,” he said. “We now have a case in the US and Spain seems to have some cases. We must ensure that this does not happen here, and if, God forbids, that it does, we are prepared.”

Several stakeholders attended the press conference which was held to inform the media and the public on the country’s plans, provide  information on Ebola and allay fears.

Permanent Secretary in the Ministry of Health, Helen Royer, said a budget has been approved for the preparedness phase of tackling the disease it if ever reaches Dominica. This includes sourcing protective gear for health workers.

The exact amount of the budget was not revealed.

A series of training sessions has already been convened for the first responders (Health practitioners, staff of the Dominica Festivals Committee etc.) and soon auxiliary workers will be trained.

A hotline has already been tested and tried, officials said, where information on the virus can be easily accessed. The number is 448-2151.

Over 10,000 copies of Ebola paraphernalia have already been circulated to the public.

Plans are also being finalized for a quarantine and isolated area to be used if the disease ever comes to Dominica.

“We have had several assessments of different areas, different buildings and as soon as we get information as to the direct areas that will be utilized as quarantine and isolation, the public will be informed but we are in the process of putting all these things in place,” Royer said.

On Monday, formalized screening will begin at the Melville Hall Airport, according to Royer.

“We have also identified, we have a place, a site at the airport and if we get any persons maybe suspect, we will be having the trained port officers,” she noted. “We also have assigned over 12 public senior health community nurses and persons trained in infection control and we will be starting our screening and that will be at the airport.”

In relation to major acts from Africa coming to perform at the World Creole Music Festival, Chairman of the Dominica Festivals Committee (DFC), Colin Piper, informed that band members must be screened and border control must be “satisfied” before giving them the green light to enter Dominica.

The Ebola virus has been causing havoc in parts of Africa and has spread to other parts of the world.

The virus causes a severe, often fatal illness. Up to nine out of every 10 people with the infection, die. There are no licensed specific treatments or vaccine available for use in people or animals. The time between acquiring an infection and showing symptoms and signs varies from two to 21 days.

The virus is also highly infectious and is spread by person-to-person transmission through direct contact with bodily fluids or secretions of infected persons including blood, sweat, urine or feces.

Symptoms include fever, intense weakness, muscle pain, headache and sore throat, vomiting, diarrhea, external bleeding and rash.

    It appears that you sir is sleep walking,talking,…the man in the U.S with the ebola virous is already well dead ,gone and finish ,the had no medicin called zmap to treat him…no an american doctor who entered his house even in his absence is in hospitalized although he had no contact with him..zmap vaccin is produced in america,there was only two little bottles made for testing..the nurse at the hospital in spain her condition has deteriorated badly now , now there is one nurse in australia who has the virous ,she went to help in africa ,she had no temperature when she left africa no when she entered australia but started feeling sick days after,she was in contact with other travellers on her way from africa,that type of sick hand that you are showing will make the pupulation miss interprete what the virous really is ,because this happens when the person is almost dead..infected people starts bleeding from the heels even before they are almost dead ,educate yourself before it is too late because dominica is no where near ready to confront that dangerous problem…the desease is now more out of control du to people travelling …someone might not have been to africa but could have been in contact with someone who went to africa or used the same plane in transit…wake up and smell the rose ..cancel the show for the safety of the population…

      This is a serious illness and everyone needs to be concerned. There is no need to be paranoid. No one on the plane with Duncan, the Liberian who died in Texas, was tracked for monitoring or quarantine. The virus is spread and detected when the victim displays symptoms. The sick persons fluid has to be taken into another person’ body through an open wound, your mouth, eyes and other porous body parts.

      For instance, our gut has hundreds of bacteria like E coli. If the level becomes elevated to a certain point then we become victims to bacteria causing diseases. We transmit these germs at the elevated level. We always have them but we do not always get sick and transmit them. That’s why Princess Di had to dispel the fear and paranoia that was associated with being in the presence and even hugging n HIV carrier. We now know that blood transfusion and sexual intercourse are among the key methods of transmission.

      Good move on the part of the Ministry of Health. Keep doing what you are doing with haste. You are not quite fully prepared unless everyone is trained. “What do you mean by sourcing protective gear for health workers?” Protective gear should already be available, I hope. Please order a couple of those high tech, non-contact thermometers.

      Thanks for not acting irrationally to deny entry to our African brothers and sisters. If anyone displays the symptoms and is quickly isolated, we’ll be fine. We certainly won’t be able to cure any but we can stop cross contamination.. Good job Tim in contrast to the fear mongering and paranoia.

We can agree to disagree but I rather be in agreement with science than with paranoid, fear mongering conspiracy theorists. Ebola is very virulent, serious and deadly!       I can tell you Francisco Telemaque, is well, and very much alive. We celebrated his birthday with him at his house on the October 3rd.

      He told me the reason he does not write comments on DNO anymore is because his comments are intercepted and does not get to DNO

    First of alll we should be developing a strategy which is Region wide. We should be getting advice from the WHO and maybe WHO should advise countries not to accept flights from those areas.

    It does not suffice that some-one has a health clearance from their country as some of the countries affected may not have proper systems inplace. Look at the person who died in Texas. He had been screened! Screening does not help us.

    Have the hospital got protective clothing? Have doctors got protective clothing?

    Re the World Creole Festival it does not matter what we have paid we should not have people from the areas affected. This is not racism this is reality.

    Be pro-active and cancel the band from Africa. It is much more profitable to pay them off. If this band is allowed to enter Dominica, no matter how much assurance you give to the public that they are “Ebola free”, it is simply human nature, for people to be skeptical and stay away from the festival.

Not even the great USA is prepared but we can’t let people get paranoid. The best way is to have a plan, educate everyone, prepare as much as possible.

    I woke up this morning thinking about that deadly Ebola. people we don’t know who we may come in contact with that have it. This is very, very serious. Imagine the man who died of the Ebola they said on the news and I quote they are going to cremate (burn) his body. God in all His mercies will intervene and take care of us if we allow him too. Always wash your hand when u come from outside. When u are talking with someone don’t speak face to face with them. Wash your fruits and veggies thoroughly. Its not a joke that disease is deadly, We are only protected by a prayer to God. The sheriff who in Texas who went to deliver the papers to the residents at the apartment where the Liberian man was living with his fiancé and her family said that ‘He is feeling sick he is in the hospital as of now. Please, please be careful allowing to many people to come in the island. Its only the mercies of God that can keep and hold us up. If there is a time that we have to put our differences aside and pray to God fervently and earnestly it now. Forget about politics that has no say right now. If this Ebola reach our soil we don’t have the facility and antibiotics to take care of that. This thing stop your organs from working. It shuts down everything. I believe if it was control from the begin in Africa it would never spread, Many time we wait when something drastic happens to take action and sometimes it to late. They allow it to go to far. Any time there is a virus in one country it can come to another. remember people travel a lot, I believe that people in these countries should not allow to travel for a while until this epidemic is brought under control. Far more developed nations are scrambling to prevent and contain any outbreak, countries like Spain, the US, all with far more sophisticated medical infrastructure in place than we do, is we that ready for Ebola? Do we have hazmat suits of the classification required by the WHO? Do we have quarantine areas? I understand in Spain they’re treating a nurse with antibodies from people who have survived because that’s the recommended treatment by the WHO since there’s no medication for it – do we have antibodies in storage should this virus visit us?     Eh ben look doctors they have in Dominica all of which have given their own details how how the disease is spread, or how to maintain it. You do not have to go to the Creole festival to become infected people who attend could be your neighbours, family etc. How do you know that the exhisting Africans have not already brought the virus in, so brothers and sisters while we cannot let our guards down “STOP THE FOOLISHNESS”. we are not very mindful of others feelings as a nation how do you think that the Nigerians at Ross is feeling.
    Developed countries are not able to stop the spread you think it is the Carribbean that can.

Well based on the article it seems to me that the Government has taken some practical steps but we must understand that not even America have a sucessful plan to fight Ebola. The patient in Texas Mr Duncan died and I suspect within the next five days his family in Texas will get the disease. Two hours before Mr Duncan died the medical authorities said that he was in critical but stable condition in a nation that have some of the best medical care. We must carefully check everyone travel documents to see where they visited within the last twenty one days and anyone with a fever must be quarantined. We must understand that our Country isn’t equipped to handle Ebola a specially the Feces,contaminated medical equipment and clothing then they must dispose of the body. Will it be buried or be cremated.

    The initial symptons is similar to that of other diseases like the flu, typhoid, malaria, chicjumgunya etc. So you are foing to shove people with ssuch symptons in one basket. If ther is one ebola case among the lot. That person can give it to the others in confinement. In that light, you should have a room per person. Do you have that at melville hall airport, I do not think so.
    At least 50 protective gears should have already been in Dominica and by now you should be ordering more.
    That’s food for thought. You should know what to do.

    Dominicans let us pray as we have never Prayed before. I remember the days when I lived in DA and people would always call on God’s name. Sir please don’t fool the people. Dominica and the Caribbean is not ready for that ebola. If Americans are scared what about Dominicans. I think that u should say Dominicans let us go to Jesus in prayer and ask Him to take care of us. The guy from Liberia (in Africa) died of the deadly ebola in the US.     People on here acting like is nigerians alone that have it. within the next few week you would be surprised as to who contracted it because it can take such time to spread. The gentleman from liberia may have come into contact with a dozen people over the last 2 weeks, now he is dead in Dallas TX, USA. when those he came in contact with realize they have it in a week or 2 or 3…by then they may have come into contact with even more people. The ngerians are a factor, but it is not only the nigerians. right now any and everyone coming in may have it and they do not know. Time will tell.

    In africa they have a handheld machine screening lines of people. we need those at the ports. is there quarantine areas? do we have the plastic suites? do we have the medication/vaccine (ppl say the aids meds works on it – smh), do the hospitals have designated quarantined areas? or you going to have them in the nonsense wards where everybody gets to watch and listen to everybody be sick and use the same toilets?     I have been really looking at this Ebola outbreak and how many of the persons who have contacted it, got it and it was all from Africa and coming in contact with someone who has the virus. I am not discriminating but I believe we need to stand up for what is right.
    Analysed, with the Africans coming to our shores the chances of they bringing it here in my opinion is 100%. Ebola can take up to 21 days before signs are shown, while it is true that Creole Festival brings in money we have to protect our people. We have to love the Africans but we have to protect our sons and daughters.
    Mr Timothy I want you to stop and think of how many Islands will shut their doors on us if Ebola ever creeps in.I can understand students coming here but are you willing to risk the lives of your people for some fete.

      Do not cry down Dominica and the hospital. Is there not someone who is in charge of the hospital? He/she should have done something about it a long time ago. Have confidence that in time the Marigot hospital will be either repaired or a new one built.
      All countries have hospital problems. Consider how long it takes for a sick person in emergency to get a hospital bed. Hours! Worst yet for senior citizens. I heard this on the Toronto News this morning.
      Then, it also takes hours to see a nurse/doctor when people go to the emergency. I said, “Lord, please keep me as healthy as possible” for I would not want to go through that.
      The US, has its share. I recall a few years ago either in New York or elsewhere in the US, a poor man was sick. He was in the emergency room all day, if not longer and no one bothered with him. He fell on the floor and when the security guard passed by, he used his feet/shoes to touch him, I suppose to see if he was sleeping, alive or drunk. This was caught on the system. He probably was later fired. The man was dead.
      I heard this shocking news on CNN. All of US, no exception Canada and wherever in especially the democratic countries, those who heard and read of it were appalled that this could have occurred in the US. There have been other similar incidents in the US.
      As for people becoming ill, they must learn to take care of themselves, live well, eat well, etc., and they may not be ill, at least not at an early age, that they might live longer. This commences from especially youth.
      They must take charge of their health, their bodies and not leave it all to the doctors who have no alternative but to prescribe medication which does not cure the illness. It may stabilize it. This is not meant to demean the doctors.
      We must take care of ourselves. The government and doctors cannot do it for us. We are what we eat and drink. We are how we live.

And if it does how do we handle it and prevent it from spreading. If we remain devided, our efforts against the Ebola Virus will fail miserably and we will all pay the altimate price. If at the airport, those who travel to D/ca from Africa are medically examined to ensure they do not have the virus, I would state they are ready. If they neglect to take this precaution, then D/ca could be in trouble if anyone contracts it. Hope no other national will have contracted it and arrive undetected and are in mainstream D/ca.

      If only this were possible. Whether under the circumstances, it would be discriminating to ban them. The whole world would be shocked and give D/ca’s government hell for doing so. What the government has to do is to screen them when they arrive at the airport. This means a medical examination should be performed while hoping none contract it.

        Do you realize how long that takes and that they may not have any symptoms. The easiest way is to ban the flights, but you would have to know the origination of the flight and these people might conceal that.

Luciano canceled his tour to Africa and the European countries around Africa are cutting down their flights to the worst of the infected places. When it comes to mass populations of life you cannot worry about who will “feel bad”. There are bigger fish to fry!

      First of all, those who have migraine headaches, if they have a computer and access to the Internet, they could Google the information. Health Websites provide relevant information about the causes of migraine headaches, what foods to eat and what foods not to eat including certain soft drinks as also other bottled drinks to avoid which will help ease and eradicate migraine headaches altogether. A healthy lifestyle would be helpful.
      There are reasons for migraine headaches just as other illnesses. Do your utmost to live and eat healthily to avoid it. You can pass on this information to anyone whom you know suffers from it.

    Coming from people who allowed wood aunts to eat a hospital me believe in those liars their about we ready. Where these desperados only care about buying votes giving toilets is much more important than an Ebola epidemic.

      What about the therapeutic, warm water at Soufriere? :) Once when I visited D/ca, a few of us went there to bathe. What warm water! It was so wonderful bathing in it that I did not want to leave it. My happiness and pleasure bathing in this water was visible to all. :) Someone in our group remarked: “Wow! You’re enjoying the water.” I was indeed!
      I was informed that some people who are ill and who also have arthritis go there to bathe. Of course, D/cans would not want anyone who contracted Ebola to bathe there. I would not blame them. This was just a thought based on your comments. :) Pray that D/ca does not experience even one ill person who has Ebola.

        Why not cancel every band? Why not just cancel WCMF. It may be someone travelling directly from Spain or the US direct to B/dos who……… uhmmmm you get my point!So why don’t we just shut down the entire country altogether…no one in or out till the disease goes away….

        What do you think? Do you really think that the screening process is only at the Ports of entry? Don’t you think the airlines and airports would screen persons (including the African bands) before the left the country to avoid contagion.

        Sometimes we are just ignorant! or perhaps too cautious that we don’t see how ridiculous we sound

    BOSTON, United States, Wednesday October 8, 2014 – Scientists have warned that the deadly Ebola virus could spread across the world within three weeks, infecting people from the United States to China.

    Using Ebola airline traffic data and spread patterns, a team of researchers at Northeastern University in Boston have calculated the odds of the virus spreading globally.

    The American scientists estimate there is a 75 percent chance that a traveller carrying the disease could reach France by October 24, because the countries worst affected by Ebola include Guinea, a French-speaking country with busy travel links.

    They estimate that there is a 50 percent chance of the disease reaching Britain by October 24, due to Heathrow Airport’s status as one of the world’s largest travel hubs, with frequent links to Nigeria.

    Other countries outside Africa thought to be most at risk in the short term include Belgium, the United States and Germany.

    Within Africa, the risk factors point to Ghana, Gambia, Ivory Coast, Morocco, Mali, Mauritania, Guinea Bissau, South Africa and Kenya.

    The estimates, published in the journal PLOS, are based on air travel remaining at full capacity, and are frequently updated by the scientists, who last reviewed the figures based on data from October 1.

    The estimates preceded the shock infection of a Spanish nurse, who this week became the first person in the world to contract Ebola outside of Africa.

    According to the US scientists, the risks change every day the epidemic continues.

    Lead researcher Professor Alessandro Vespignani said: “This is not a deterministic list, it’s about probabilities. But those probabilities are growing for everyone. It’s just a matter of who gets lucky and who gets unlucky.”

    While noting that air traffic is “the driver,” Professor Vespignani pointed out that there were also differences in connections with the affected countries (Guinea, Liberia and Sierra Leone), as well as different numbers of cases in these three countries. “So depending on that, the probability numbers change.”

    Nigeria, Senegal and the US have already had people carrying the Ebola virus, apparently unwittingly, into their countries.

    Last week, Liberian national Thomas Duncan became the first person to fly into the US without knowing he was carrying the virus, and 114 people came into contact with him before he was diagnosed.

    The Northeastern University study suggests that significantly more people may travel without knowing they are infected.

    While British Airways and Emirates have suspended some flights to the worst-hit countries, the World Health Organisation (WHO) has not placed any restrictions on air travel and has encouraged airlines to keep flying to the region.

    The virus is spreading rapidly across West Africa, and a recent report in the New England Journal of Medicine warned that the epidemic might never be brought fully under control, and that Ebola could become endemic, crippling civic life in the affected countries and posing an ongoing threat of contagion elsewhere.

    Symptoms include fever, intense weakness, muscle pain, headache and sore throat, vomiting, diarrhea, external bleeding and rash.
    “We have also identified, we have a place, a site at the airport and if we get any persons maybe suspect, we will be having the trained port officers,” she noted. “We also have assigned over 12 public senior health community nurses and persons trained in infection control and we will be starting our screening and that will be at the airport.”

    I am not being a pessimist but Dominica isn’t ready for that deadly disease . The health officials , including the minister isn’t being truthful to the Public. The health ministry cannot handle the chickingunia situation is not that they are prepared for. How many doctors do we have in dominica who deal with these type of illnesses ? Do we even have the equipment or whatever that is needed to test the persons who have symptoms ?
    I pray to God that this disease doesn’t reach in Dominica. Knowing dominicans we will always care for our sick relatives no matter what. DISEASE STAY AWAY IN JESUS NAME.

How can we be ready for “Ebola” while our first responders were under attack in Portsmouth?
