PM Skerrit gives update on new PMH

Prime Minister, Roosevelt Skerrit, has given an update on the construction of the new Chinese-funded Princess Margaret Hospital saying there were some changes in the plan for the facility.

He speaking on Focus on Government and Development radio program last week.

“We had written to the Chinese Government drawing to its attention changes which we required in the plans and we thank the Chinese for responding so quickly,” he said.

He said that discussions with the Minister of Health would be finalized by April 17.

“We will respond quickly to the Chinese Government and advance the process. Once that is done, we [will be set to] commence construction on this very important project,” he said.

According to reports the new hospital is expected to offer a range of specialist services including oncology, dialysis and magnetic resonance imaging (MRI).

During the campaign for general election last year, it was said construction on the new hospital would begin in the first quarter of 2015.

In January 2015 Health Minister Kenneth Darroux said new information, new points of view and ideas about the hospital had surfaced and a site for the facility was yet to be determined.

He said a decision on the new site would be determined very soon and “within the next few weeks” the nation would be informed.

It was subsequently revealed that the facility will be constructed in Goodwill.

Back in 2010 then Health Minister, Julius Timothy, announced that the ground breaking ceremony for the hospital in the Roseau North constituency was “coming soon.”

That same year, Prime Minister Roosevelt Skerrit, said Warner should be considered as a possible location for the hospital.

Two years later, in 2012 Timothy said the existing Princess Margaret Hospital would soon be revamped and the country will have a “relatively new hospital .. early next year” (2013).

In 2013, Prime Minister Skerrit said the new hospital was among projects to be undertaken that year through gratuitous aid and concessionary financing from the government of the People’s Republic of China (PRC).

At that time Skerrit mentioned that they were “unfolding the designs” of the hospital.

      Kay, don’t hiold your breath. That imported labour from China in their orange uniform cheaper than any Dominican labour. The contractor have an agreement with the govt. of China for that and pay them direct. They even bringing their own food.

    Look, the only reason the hospital is being reconstructed is to satisfy the potential Chinese investors coming here. They want health care according to their standard before they are willing to put their good money into a property here. I don’t mind because we will have a better hospital after all but have no illusions, it is not the local needs of natives that are primarily driving this. I wonder if the Shanghai builders will construct this one too? That will tell us a lot.

    @scare April 20, 2015 ”We had written to?” If I had a degree in English I would have said -” We wrote to the Chinese ” or ” We have written to the Chinese”. But I doh have degree so who am I correct an English teacher.

    “We had written to” and “we have written to” is not the same. But you might ask why?

    It is because the term “had” indicates past tense, of which there would have been a response. The term “have” indicates the present tense, of which the response is, or may be still pending–for whatever reasons.

    This means that in the case of this statement, “We had written to” is the correct application, since we are reading that the writing matters have been dealt with.

    From the drawing being shown, it is obvious that no serious thought, analysis, or time was employed on this design. This plan almost simply copies the old hundred-year old design with the covered pathway between the wards. A modern design, six to ten floors high, would cover half of the land now being considered, leaving more open and green areas. I understand that the current “plan” allows for piecemeal construction. Vertical construction though saves that vital resource, land.
    This therefrore makes me very skeptical of how real are these plans. I do hope however, that if there is the possibility of geting this project going, that proper analyses and planing are undertaken to ensure a good outcome.

    I wish to thank DNO for giving people like me the opportunity to express myself in the form of comments ,however, their are times when I believe it lacks the balance that is required to prevent me from believing it is another arm of the Skeritt led Administration. For instance, it reported Skeritt’s pronouncement that the new hospital is a Chinese Government funded project. Dominicans heard Angello Allen read on radio that Skeritt had signed a $300 million loan from a Chinese private entity. Why didn’t DNO obtain a copy of that letter so that its readers would have both sides of the story. All DNO did was to tell us of Skeritt’s intension’s as regards the funding, also Mr. Timothy’s date of completion, but has hidden the facts that the Chinese Ambassador in Dominica had denied the Chinese Government involvement in any loan relative to the building of the hospital. DNO still has an opportunity to get the article pertaining to the hospital from Mr…

    I just cannot understand just how projects whether funded or loaned is to be constructed by people only of chinesse nationals. We are blessed with so many Architects who can design, so many Engineers and so many construction companies who have already showcased their talents yet NONE are able to get a job.
    The design for this new hospital was tendered in China and NO Dominican was able to bid. What a shame.
    Is it that our Engineers, Architects and Construction companies went to a school not accredited as those of the Chinesse? Interestingly I have done a research and universities in China do no top the list!
    Skerrit your bread is Well Buttered and it is time you stop disrespecting our technical nationals.

      It’s not a question of talent and ability, but rather, one of attitude. There are engineers and architects more than capable of undertaking this project. However, it would never be completed on time. Our attitude towards construction in Dominica stinks.

      Ask any home owner who recently built a new home. Trades men are late daily. After they’re paid, the local rum shop becomes the new project until they’re broke again.

        Anthony, I must take issue with you on this. There are good craftsmen in Dominica and I have had the privilege, and still do, to work with them. There is no problem of lateness,drinking or smoking on the job or quality issues. I simply will not tolerate it but encourage pride in workmanship instead! It is a question of mutual respect and appreciation for work well done. Granted I never go for the cheapest option but then, how often does one build a house? It is not always easy but entirely possible, believe me.

    Skerrit is tired of treating Dominicans like fools. He tells us what he wants us to hear and always has to hide to make his disclosures. If the man was honest he would call press conference and let the press question him. For example, lets forget about all those dates that were given for the commencement of the hospital and the location, going back to 2010 and let’s concentrate on which China is he referring to. In this article he is clearly referring to the Chinese Government.     4 Pillar projects in MOU, namely, Portsmouth to Roseau road rehab, Grammar school, Sports stadium and new Hospital, signed with China. So Skerritt said. Since 2010, he claimed Warner should be looked at for the new hospital.

    In 2013, new hospital among Chinese projects to be funded for 2013. In 2013, Skerritt signs US$300 million deal with private Chinese business men., again the new PMH is mentioned. Chinese Gov’t wash their hands off that deal. So what about the new PMH project in the MOU?

    July 12th. 2013 DNO informs of millions of $$$$ loan signed again with China. New PMH project again mentioned.

    Our beautiful Dominica is sold long ago. Skerritt and his Cabal continue to manipulate, fool many. Many allow themselves to be fooled again and again and again. How Long? The TRUTH scares those engaged in corruption.

    A project like that takes a long time anyway. Rushing is only going to make it sub standard. I’d rather it get done right and in a perfect location than rushed and end up being another layou river project. Warner is a poor location. Bad roads and too difficult to access for all on the island. I am still eager though

    It is clear Skeritt and his administration have no clue what they doing putting thier shoe then thier socks. In his rush in an attempt on fullfilling his pie in the sky election promise he will say anything. Your hospital in Portsmouth not up to par, Marigot and Grandbay worst!! Why would you put a new hospital of such magnitude in the same place as your main hospital? What rule that says the main hospital must be in the city. First of all you are going to have acess isues, safety issues, noise issues, dust issues, probably asbestos and mold issues when breaking down old buildings. Put hospital in a central location so emergency personnel from any part of island will have cut on transportation time. It is clear that these folks are putting thier interest before what is best for the country.
    If a new location is used then the above concept may not work simply because it is designed for Goodwill. DA needs a good hospital and well trained staff but the way it is being done. SMDH

    There are so many conflicting statements in this press release. If this was meant to clarify things, it did the exact opposite and serves to cast further doubt about the entire process.

    To avoid this continuing mass confusion, the government should have been truthful from the beginning. My press release would read as follows:

    The government of Dominica is presently negotiating with the People’s Republic of China to fund and construct a modern hospital in Dominica. Plans for the new hospital and a start date will be made public after the Ministry of Health reviews and finalizes plans for the new facility.

    Such a simple statement would have been more appropriate instead of the competing statements that we have heard over the years.

      I don’t always agree with your opinions, but this time you have said it for me. As I was reading the middle part article I kept asking myself why was it relevant to speak about the past–which was negative–why can’t we learn to look to the future through profound hope.

      Agreed. The government through its various spokesperson is opening itself to too much un-necessary criticisms. They know too well that they do not control the pace of delivery of the badly needed facility. Experience should inform that you must be very cautious about time lines on these huge infrastructure projects funded from overseas.

      I humbly comment only on a point of English grammar” and hope I can clarify. I am in no way trying to show off but simply to assist – ALL FOR EACH AND EACH FOR ALL

      “We Wrote to the Chinese…” – this is simple past tense (indicative)

      If you say “We have written to the Chinese” – this is the perfect tense (indicative). it is used to indicate an action that is finite and complete.

      If you say “We had written to the Chinese…” – this is what is referred to as the Pluperfect tense (indicative) nowadays more commonly referred to as the Past Perfect tense because it combines aspect of the past and the perfect tense and it is usually used if you want to refer to something or an event that took place earlier than the time being considered, when the time being considered is in the past.

      Conclusion: the Past Perfect tense in the statement was used correctly and in context.

        There is the Future perfect too; the conditional and you also have the Progressive (continuous) with all the simple tense forms ( present, past, perfect, past perfect, present conditional progressive and perfect conditional progressive.

        understanding these tenses help in the development of the ART of SPEECH.

        You are dead wrong! “We have written” is not a Tense but a Form of the Present Tense called “Present Perfect”. As the name implies, it does not speak of the Past, it speaks in general of something ongoing which one may consider began before the moment of utterance…”I have known” Sylvester for 20 years, means I KNOW him “since”..
        This form of the Present Tense is also used for “recent” events, somewhat suggesting that we are still in the “ambiance”…And to the person who spoke of Future, be informed that all 3 Tenses in English have four forms, so of course there is also Past Perfect and Future Perfect, but we need to learn ASPECT which is how to use them correctly.

        instead of concentrating on who is grammatically correct or not lets focus on the lies that have been feed to Dominicans. Whether they be in the past, recent past, or in the present and the now; because given the trend the lies will continue way into the future whether in past tense, present future tense for while we argue about perfect tense and perfect grammar.. what remains consistent is the fact we are being feed perfect lies no matter the tense.

        Dear George Fontaine :) Please read carefully. Further, I’m sorry to disappoint you but I am not DEAD WRONG but ALIVE right :lol: :lol: IT is indeed a tense but NOT a present tense. It is the Perfect tense. It is the present aspect of the perfect tense, NOT the Present tense.

        The PRESENT PERFECT TENSE is formed with a present tense form of “to have” plus the past participle of the verb (which can be either regular or irregular in form). This tense indicates either that an action WAS completed (finished or “perfected”) at some point in the PAST or that the action extends to the present.

        I encountered the same forms of tenses when studying the structure and methodology of grammar in Russian and Spanish so I am very familiar with it.

        .. Anyway, I know that some Internet grammarians do not know the difference between Tenses and Forms. The Tense in language is an instrument used to describe time
        The grammatical logic used by the English language places three “periods” in the Time Line: Past, Present and Future, in that order. Each period is divided quite logically into four parts called forms.
        We should discuss this in another forum because I see that you are just as passionate as I am on that aspect of linguistics.

        The discussion may be out of context but it does not seek to be critical of any Prime Minister. It provides an opportunity en passant for those who are concerned that in Dominica where the official language is English, most people treat the Present Perfect as it is done in Spanish or French. In other words as the Past…We are however quite aware of the PMH issue!

    All good news, but is this a press release or speculation?

    Perhaps more helpful is information on specific location, size, wards–e.g. emergency, maternity, pediatrics, psychiatric, Cardiac, Intensive Care, Cancer Unit, Surgical Unit
    Obstetric and Gynecology Unit, Neurology Unit, Urology Unit, etc.

    Also, a modern hospital should be multi-level (about five stories high) to take advantage of available limited real estate; air conditioned, powered by solar energy; equipped with a helipad as well as temporary housing for parents and primary care givers. If all of these things are NOT in the plans, then it’s back to drawing board.

        Facts, I am not sure if rats can communicate, however we know that animals such as dogs, and cats do communicate. You are going to laugh at this, but one of my daughters had a cat, which had lots of kittens under our house. one day one of my sons and I sat on the porch, the cat came and stood next to him.

        My son said; Ammed which was the name of the; “go and bring one of your babies let me see,” the cat left, within five minuets the cat returned with a kitten in its mouth, and set it down on the porch! Another of my sons had a Pit-bull, it attempted to bite me, I got angry, and said to the dog: I do not like you! Been a Pit-Bull we had him in secured place, the next morning we woke my went to feed the dog, to this day, we do not know what happen, but the dog seems to have vanished to this day, okay. And what about guard dogs and police dogs?

They will soon tell us it had to be reduced in area as funds were not was originally discussed.(the Sino growth is slowing down) They are committed to too many countries making it difficult to keep up all their pledges. They sending people all over the world with the reduced $ in brief cases. This is too reduce the amount of people they have to employ.

    This hospital is very badly designed. The buildings are too close together for the Caribbean no breeze can get through the buildings!!! Anyone who is treated at the Princess Margaret hospital all have horror stories to tell and vow never to go back there ever again!! The staff spend most of their time on their phones or talking to each other. The place is dirty there is no organization. Yes of course there are some good doctors, surgeons and nurses, they must cringe with the inefficiency that they see around them. Until you have a suitable person to be in charge of the staff and the hospital, there is no point having a new hospital. Unless of course it is only for the Chinese as there will be so many of them in Dominica soon!!!

      Countries comprise of all sorts of people. Respectable Chinese people make good neighbors. Would the Chinese government send its people to create problems? Note how diligent and peacefully they work. If any, they could be ones who are born in D/ca. You know, “home-grown.” This is how some immigrants are referred to in Canada when they become trouble-makers and criminals.
      I have considered Chinese and Koreans were in Canada prior to (long before) the influx of other immigrants. They never created problems and never demanded their rights. They did not request that Christmas Holidays be called mere holidays and cause the government of all to compromise their Christian faith. Much more could be stated.
      As I recall at no time have I ever had a problem with a Chinese person, not at work or in public, whether born in Canada or not
      Pray for your country, other nationals and yourself that everyone will continue to enjoy their basic human rights until the end of the world.

After all, the Chinese would not be sinking that much money into a more modernized hospital unless they had plans of dropping off a lot more Chinese on the island……….and they have plenty of people over there that would either like to leave or the Chinese govt. would like to get rid of.

      Because we love news especially the exciting ones, although it is said, “No news is good news.” I wonder! :lol: :lol:
      I once said to a co-worker, “the news is so dull.” Smartly or sarcastically he responded, “What do you expect, a few murders?” Well, it was not long after some disaster occurred, not in Canada and it was constantly broadcasted and the aftermath. Then, we state we get tired of hearing the same old story. I have heard some people make that statement. Human nature? Some people cannot be pleased and are never satisfied.
      I will further state, to be fair, I have not observed DNO repeating the same – identical news. Updates, yes but it is never the same. In fact, I have thought I can’t keep up with DNO. I have also stated D/ca has a lot of news; a lot is occurring in D/ca.
      Thanks to Internet we get more news. I try to access DNO daily otherwise I could miss some of the D/ca news. What would you do without DNO? :lol:
