Coordinator of the National HIV and AIDS Response Programme, Julie Frampton, has revealed that on average there are 12 to 15 new cases of HIV every year in Dominica.

Additionally approximately 0.75 percent of the country’s population is infected with the deadly virus which causes AIDS.

“We see on an average 12 to 15 new cases every year,” she said. “We would hope to see five or none. At the end of 2013 we saw accumulative number of 410 persons from 1987, and most of those persons have died, maybe half of them or more.”

She stated further that 86 people infected with the disease are “in care” with 64 “on treatment.”

“We want to encourage persons, if you know your status, if you know you living with HIV, it’s nothing to be ashamed of and we are encouraging persons to come in for care,” Frampton stated. “Treatment is available at no cost to you so we just want to encourage persons to come forward and get care. You can live a productive life with HIV.”

She also revealed that men continue to dominate the list of infected persons with HIV in Dominica.

“In term of male to female ratio, we have more men testing positive,” she noted. “Seventy percent of all our HIV are male.”

Frampton is encouraging men to get tested.

“We want the men to get tested, we want the men to know their status,” she remarked. “We always see women getting tested; women have better health seeking behavior. So you will always see them in the Health Centres, you always see them coming to get a test, so this year we have been promoting campaigns for men. So we have been encouraging men to get tested.”

The age range most affected falls in the 25 to 49 category, but older people are also testing positive for disease.

“For the last two years we have seen the older population testing positive. So we want to encourage older people to get tested and even if you have a partner that’s younger than you ensure that you get tested and that partner gets tested,” Frampton said.

    The lifestyles of some of our people have become that of the Greeks and Romans who perpetuated homosexuality during their civilisation. Homosexuality was not a lifestyle on the Continent of Africa before the arrival of the Europeans. That’s why our enslaved ancestors caught diseases from them.
    I applaud nurse Frampton for doing a great job and for encouraging our men to come forward to be tested. We need to return to the laws of nature, meaning men and women co-habitating and not men and men or women and women. Men and women are the only ones who can pro-create and not the other way around. That’s not natural.

    We should all express appreciation to Nurse Frampton and to all the dedicated workers who are involved in the war against AIDS: doctors, nurses, laboratory staff, along with the researchers behind the scenes. All of these frontline people have contributed so much and continue to do so.

    The spread of HIV would be worse except for these individuals.

    This is a war that must be fought on many fronts. As I look at the medical reports and AIDS related news I cannot help thinking from my own perspective that many of the researchers and reporters are doing the politically correct thing by avoiding altogether an inconvenient truth. Most of the spread of HIV can be attributed to people who refuse to recognize and live by the moral code for sexual conduct God has given us in the New Testament especially in passages like Roman 1:26,27, and 1 Corinthians 6:9,10.

    Nurse Frampton has stated that 70% of the cases are men. April 1, 2013 national epidemiologist Dr. Paul Rickets stated (as reported in DNO) that men who have sex with men are the main people affected in our (HIV)) epidemic in Dominica.

    Now HIV is increasingly found in women. Some of these are sex trade workers. Most of the others contacted the disease from husbands or boyfriends who are bi-sexual or as they say on the down-low.
    Directly or indirectly it is violating the Divinely given moral code that is to blame for all but a very small percentage of AIDS. A very small percent can be attributed to unclean needles or sadly pre-natal mother to child infections.

    I am in favor of AIDS research. We should do everything possible to stop the march of this terrible disease. But I am asking people to look at the money that is bring spent on research. And consider the medical scientists who are giving their best time and effort to find better treatments or a cure who could be using their skills to combat other serous diseases. Then consider this. If people would only acknowledge God and live by the Holy Scriptures – just stop fornicating and buggering – the epidemic of AIDS would be wiped off the face of the earth and eliminated within the next 20 years.

    We should spend our time and money getting parents to teach their children at home to live in moral purity, to get the moral code in the New Testament taught in the schools by teachers, school nurses, and guidance counselors, and preached in the churches by the clergy. The government could do a lot to push this forward especially in the schools.

    I know this will bring a collective howl from the so-called gay community, and some liberals and left wing DNO commentators who like us to think they are intellectuals. But face it people. Nothing else is working!

      I think it would be more appropriate to preach to your own kind from whom all these diseases derived and who also use Africa as their experimental grounds for all these diseases. Christianity has its origin in homosexuality, which is a lifestyle that was not practiced in Africa before its invasion by your people. Homosexuality is also an accepted lifestyle in many American states and the sad thing is that the President condones it. It is very unnatural for men to go with each other, likewise women with women. This is against nature.
      Africans mainly engaged in sex for the purpose of pro-creation and invented marriage and family. The family then shared LOVE among each other, while LOVE, in the European context, is based on lust, sexual attraction, aesthetic attraction, attachment and dependency.
      It is sad that we have adopted the lifestyles of our enemises and that is destroying us as a people.
      Our history as a people has always been one with nature and the universe.

    Some people are afraid that if they get tested positive, they will be shunned. think bad about themselves probably kill themselves. its not an easy feeling to know that you are HIV positive..

      I Must Speak:

      Yes, fear is the reason more people don’t get tested.

      We face the challenge of helping people sheds this fear.

      The only answer is to reassure people that their dealings with the clinic or lab will be kept absolutely confidential. The staff must be sworn to confidentiality on penalty of severe discipline. Let the clients know before they enter the place that (a) no outsider will be told of their visit, and (b the results of their test will not be made known. Those who need to be tested must KNOW in advance that these precautions are in place to protect their interests. It is the responsibility of those working to get people tested to offer this reassurance and let potential clients KNOW their confidentiality will be safe guarded.

      Of course people are also terrified that their test may be positive. Although no cure exists at present people need to be educated to the facts of ongoing research. LET THEM KNOW PROGRESS HAS BEEN MADE IN TREATEMENT AND PEOPLE ARE LIVING BETTER AND LONGER WITH THE DISEASE. The important thing is to get tested and if necessary begin treatment early. They need to be informed of whatever treatment plan exists and how they can become part of it immediately if they test positive.

      Be informed and stay abreast of the latest developments so you can hold out whatever hope and all the hope that is available.

    Thanks Julie for information. When we say 12-15 positive HIV a year multiply by10 we get 120-130 cases a year thats just too many , we all must join in the fight of HIV . There should be more media , schools and community forums. Please do not wait only on world AIDS day to speak loudly, people need to be always reminded.

      Instead they do the same thing every year: quote statistics, parade their failures and successes, and talk about pills, potions, cocktails, injections, and vaccinations, and utilize their scare tactics.

      It is an inconvenient truth that the main cause for the spread of AIDS is homosexuality. It is also a political hot potato at a time when homosexuality is being presented as a normal “alternative” lifestyle, and many nations are passing laws against “discrimination” and legalizing same sex marriages.

    We need to get all school to start to teach the faith and family life in primary schools..

      It is quite possible that more men are testing positive because:

      (a) Those men may indeed be homosexual
      (b) A lot of the women who are positive are NOT coming forward to be tested, so they are not capturing the those who indeed positive.

        Sir men are 70% of all infections so MATHS again:
        70% of all our cases.

        male percentage with aids = 70%
        in care patients = 86 people
        on treatment patients= 64 people

        in care patients + on treatment patients = 150 patients

        70% of 150 patients = 105 MALES AND 45 FEMALES

        So we can make an educate guess an say that 105+-.

        So obviously there is a discrepancy in the data, and sir I can do maths much better than you give me credit for, trust me on this. The stats says the gays are spreading this disease especially the men, and that is the facts of. I don’t want to kill gays, I don’t want to embarrass gays. I don’t like them around my mix, but I will not disrespect them if they are either..

        I am not homophobic, but if they are the ones spreading this as the stats show, some-one need to educate them about the harms and the illegality of their actions. This same actions can lead to a total melt-down. These men are sick people most of them with an odd sexual dis-order.

      Those who are not willing to face the inconvenient truth in your comment argue that your math is wrong.

      However the basic truth has nothing to do with math. It is that most of the men with AIDS are gay. Most of the women with AIDS caught it from husbands or boy friends – or clients as in the case of sex trade workers – who are gay (bi-sexual).

      You have said YOU NEED TO TREAT THE DISEASE OF HOMOSEXUALITY… This is true. What we have is a sin problem! See Romans 1:26,27. Even if they do not read their Bibles all they have to do is review history. HIV/AIDS came in on the heels of the gay revolution. The authorities refuse to accept this painful reality. Until they are willing to recognize that the cause of the epidemic is rebellion against God and His moral code they will continue to fiddle around with pills. potions, cocktails, needles and vaccinations, while the epidemic spreads and the devil laughs.

      You left wing kooks, don’t you dare misquote me. I did NOT say rebellion against God is what CAUSED HIV. I said it caused the EPIDEMIC. Without homosexuality and other forms of fornication (sex outside of Biblical traditional marriage) the disease would not have spread.

      A nation that has so many homosexuals that they are actually boasting of their numerical strength and yet has laws on its books against homosexuality has a problem with enforcement. Either the police have been given the nod from the politicians to look the other way or they are simply not doing their job.

      My own nation (Canada) is in worse condition than Dominica so please don’t think I am criticising your beautiful island and its many good people. Since Homosexuality was legalized in Canada by a Roman Catholic PM a few years ago our nation had literally gone to hell. (This same PM was given a big lavish Catholic funeral.) Not long ago I was told of a preteen boy who came home from school and told his parents that he learned in class how to come out of the closet. A teenage girl reported that she had just learned in health class that day how to put a condom on a banana. Everything within me is crying out “For God’s sake don’t let it happen in Dominica! People of faith fight back!”

    Frankly I am amazed that people have unprotected sex. Condoms are available in the Health Centre free or you can buy several for the price of a beer or a bottle of water. The vast majority of Dominicans still do not know their status and you can never be sure that the person did not become infected since their last test. Condoms protect you from HPV which causes cancer and other STDs as well as unwanted pregnancy. Protect yourself and the ones you love. The HIV Unit has done very well in making testing and treatment available and in education the public. People know. Now they need to put it on each time, all the time, every time.

      I agree. But persons should remember that while condoms help to protect you they are not 100% effective. Condoms sometimes burst etc. So it is important to watch the life style you lead and the life style of your partner. Stick to monogamy. Have sex only within the confines of marriage. Stay faithful to your spouse. Remember biblical principles….And if you insist on running after salops (both female and male salops) …don’t cry when when you test positive.

      Cndoms break, you need, Education, abstainance, regular testing with your partner, stick to one partner and good lubricated condoms if needed.
      Be careful people, HIV have no symptoms you cannot tell if some one is positive by just looking at them especially with medication today but very much around.

        Just saying:

        Do you realize that you are encouraging abstinence and recommending the use of condoms in the same sentence?

        Condoms can break. I have also read that there are viruses that can pass through a latex condom although I do not have proof of this. Not all sexually transmitted diseases are passed on in body fluids. In some cases all that is needed is body to body contact.

        You need to understand that two people who have sex outside of a legal Biblical marriage are committing a sin the Bible calls “fornication”. Even if they use a condom they are committing a grave sin. It carries with it its own consequences. The Bible says “…fornicators…shall not inherit the kingdom of God.” (1 Corinthians 6:9,10.)

        I cannot imagine what a single man and woman must think and feel about each other when they know the other has had sex with other partners and might have a disease so they know they better use a condom for protection. How are they going to be able to trust each other if they get married? That is not the kind woman I would want to marry. Then not all marriages have lasted fifty plus years like ours has!

        People who commit fornication harm their own psych. They lose respect for themselves and each other. Abstinence before marriage builds a trust factor into the marriage that makes it possible for the couple to have confidence in each other for the years to come.

      8-O Actually, I was amazed to see condoms on sale as high as $10 at pharmacies and mini-marts…. We are a small nation and we should put our words of compassion into action.

      There are possibilities where we can increase outlets for condoms and even provide regular condoms FREE to the public. This is a pro-active measure to further encourage safe-sex and the reduction of HIV/STDs (or STIs).

      We also need to remind people of the benefits of a one-partner relationship as opposed to multiple-partners.

      Condoms are (1) available, and (2) inexpensive.

      Yet many people continue to have unprotected sex. If they are not intelligent enough to honor God and obey His commands that forbid fornication and homosexuality why would you expect them to be sensible enough practice “safe” sex?

      Unfortunately these people – even if thy are a high percentage of our society today – are low minded judging from the messes they get into, and seem to lack in intelligence.

      Some of these are people who have sex with total strangers. Others are having sex during an ongoing relationship outside a legal marriage covenant. Sometimes they are under the influence of alcohol or drugs. These are situations where (1) risk is at its highest, and (2) their inhibitions are lowered to the point where they scarcely think of danger of any kind.

    Well another thing about Promiquity in D/A, the people eat a lot of fish and that will give a high drive for that sort of activity. You will see in all corners of the Earth, where people live close to the ocean and consume a great amount of fish, there are more sexual activity. Moreover, more babies are being born. So people must be aware of the problems good times may bring. I mean Joy and Pain to everyone not only you.

    Education is the key for everything. Why are people so promiscuous today? And don’t they know how and when they should use protection ? Cant they afford it? If the people cant afford protection, it is the responsibility of the government to supply it to the people . When the rain falls, everyone has their umbrella because they do not want to get wet. Well, it is the same concept. When you sleep with someone, you do not know their history and you do not want to bring that devastation to your family. Temptation is a powerful thing but you have to be strong and say no. Sometimes, when something is free, that does not mean you should take it and that’s for the men out there. Take it and suffer the consiquences. I want to say congratulation to Nurse Frampton. Ha you doing.

    It appears that this HIV unit needs to do more. We should be seeing a decrease not 12-15 every year. I’d like to know what the plans are for next year re prevention and awareness. Do we still go to the schools? Do we still hold public forums?

      It’s the people and not the HIV unit that need to do more. The HIV unit is doing an excellent job on educating, spreading awareness and providing assistance. I’m sure without them the numbers would be a lot higher! Hats off to you Julie and the rest of the team!

        I agree 100%.

        The HIV Unit is making a tremendous contribution. Let nobody criticize them for this. They may be doing all they can do within their boundaries. We all have our limitations. The unit works within its field.

        It is left for some of us to add to the good work that is already being done an awareness of the Word of God and His unfailing moral code. When this is understood, and practiced we will come into a new day of enlightenment. The AIDS epidemic will be wiped from the face of the earth.

        Until then people must respect the fact that here are different approaches to the problem. Those of us who are committed to teaching the life principles contained in the Holy Scriptures must be able to do so without being subjected to bad mouthing and name calling by people who have not found the better way, and are suffering the consequences of their wrong choices.

      Reading your comment, I must say that I do not fully agree with your point of view. As in every aspect of health care, there is always room for improvement… But lets look at this from another angle. Why is there 12 – 15 new detected cases per year? Is it because 12 – 15 persons being infected with HIV yearly? We do not know! Is it because of the work of the HIV unit that more people are being tested and hence more cases are being detected? This sounds quite possible as she says that older people are being diagnosed with HIV in Dominica(and we know that the world trend shows that 25-49 is at higher risk). Therefore I believe that they contracted the virus during that age and now, as a result of Julie and her team’s hard work, feel more comfortable getting tested now.
      Or is it that our older folks are just “hotter”. LOL- just may be the case.

        These are questions we cannot yet answer because as you have suggested there are different ways to interpret the data.

        However we are not playing a numbers game. What the Nurse wants us to know is that people are being infected and the epidemic is spreading. Her report calls for more work and constant diligence.

        Those who are doing nothing should not criticize those who are doing what they can. Dominica owes a debt of gratitude to the National HIV and AIDS Response Program.

        The war against AIDS is being fought on various fronts. All the combined efforts are needed and appreciated. Every medical tool for prevention and treatment will be needed and should be appreciated until we come into a better day. Like all of you I long for a cure and hope for the day when this scourge will be whipped from the face of the earth. But as a Christian I know that day will not come until those in the vanguard of this war are willing to admit the greatest single cause of this epidemic is people not bowing to the Word of God and living by the moral code HE has given us in the New Testament.

        Abstinence before marriage and chastity in marriage – and I mean the kind of one man with one woman marriage God ordained according to Matthew 19:4-6 – is the only and lasting cure for HIV/AIDS.

        Let those who are serious about the HIV problem promote this message and get it taught by parents in homes, teachers, nurses, and guidance counselors in schools, and preached by clergy in the churches. Don’t tell me it does not work. Where it has been properly implemented it has worked! It worked for hundreds of years. It worked before the invention of the “pill” and the onslaught of the so-called sexual revolution.

      How about more people taking personal responsibility for their well-being? With the amount of information there is, the rates should be decreasing, rather than increasing.

      I am married and don’t have to deal with this issue, but if I were a single man sleeping with multiple women, I would definitely use a condom during intercourse. If I were to get serious with a woman, I would insist on an HIV and HEP-C test before we had unprotected sex.

        The Word of God says …

        “Flee fornication. …” (1 Corinthians 6:18)

        “… to avoid fornication, let every man have his own wife, and let every woman have her own husband.” (1 Corinthians 7:2)

        The only true and valid marriage is the union of one man with one woman to the exclusion of all others until they are parted by death according to the words of Christ in Matthew 19:4-9.

        Christians celebrate marriage. As an institution it is held in high regard. It is the cornerstone of civilization.

        The New Testament gives us the principles for a lasting and happy marriage in 1 Corinthians 7:3-5, Ephesians 5:22-33, 1 Peter 3:1-2, 1 Peter 3:7-9.

        No marriage where BOTH husband and wife have followed these God given instructions has EVER failed. The Bible (New Testament) is the best and most dependable “marriage manual” in the world. Apart from Christianity no religion on earth can make this claim.

        Single people who decide to commit fornication (have sex outside of Biblical marriage) may think they are practicing “safe sex” when they use a condom but they are not. A condom is no guarantee against the risk of either disease or pregnancy. Not all sexual diseases are passed on in bodily fluids. With some all that is needed is bodily contact. Also condoms have been known to slip off or break. But there is more than sexual diseases and pregnancy to worry about. Fornication is a sin against God with eternal consequences. Take time to read 1 Corinthians 6:9,10.
