Former mayor of Roseau, Cecil Joseph, has been appointed acting general manager of state-owned Dominica Broadcasting Corporation, popularly known as DBS Radio, and wants the public to look beyond his political affiliation and see him as a competent person who wants to move the company forward.

Joseph was recently appointed to the position for six months in the first instance.

He told DNO that he intends to move the corporation forward.

“In terms of work load, I have never found myself running away from challenges,” he stated. “I was the Mayor of Roseau and I have changed the landscape of Roseau, so coming into the position of acting manager I think what has to be done is to look at the necessary policies of the corporation and to work with the policies and move the corporation forward.”

Joseph is not new to DBS. He started working at the corporation in March 1990 as a sales representative and rose through the ranks to become the sales and marketing manager. He has also acted as general manager in brief stints at various times.

He said he is bringing a lot of experience to the job.

“I am bringing additional experience, I am bringing a great level of capacity. I am bringing also efficiency to the institution and I think one of the things I am bringing more so is my relationship with the staff,” he stated. “I think that is one of the most important or critical components of the corporation.”

He is of the view that collaboration is key to achieving growth at the corporation.

Joseph is a known supporter and a top member of the ruling Dominica Labour Party (DLP), who contested the Roseau North Constituency for the DLP.

However, he said, his political affiliation will not affect his position at DBS.

“It’s not fair to judge someone because of their political background or backing,” he said. “I have always been very clear as to who I support and I am not going to mix my political position with my position as Acting Manager.”

He said he wants to be judged on his capabilities, competence and his way of doing business.

“I have had several years of experience at the corporation,” Joseph noted. “So I don’t want anybody to look at my appointment as political.”

Joseph’s appointment falls under the portfolio of minister for telecommunications, Ambrose George, who would have received a recommendation from the DBS board before making the final decision.

    It is pointless listening to DBS Radio and I don’t intend to listen to them unless they return to the status of the Nation Station. In my view, Q95 is the Nation Station. This appointment has re-enforced my conviction. DBS has sadly become a propaganda machine for the DLP and that’s wrong. The opposition should have full access or equal access to the station so that people can have a balanced view of what is going on the the country. How can this change when you deliberately appoint one of your henchmen to continue to ostracise the elegitimate opposition in the country? This man is certainly not qualified to hold such a position, then tell me, how is he going to take the corporation forward? My view is, it is election time and the DLP needs all it’s henchmen in position to execute their Nasty Labour party politics. He is placed there for 6 months within which time the elections will be called and then, he reverts to where he truely belongs, in the dirty gutters of Roseau, which he left as Mayor. You must fail because the people of Dominica has woken up to your dirty tricks and deceptions. They are speaking and Change is a must not an option.LLL will take care of that

    When Mr. Lennox Linton became leader of UWP Team Dominica, all DLP supporters including Skeritt, Tony, Aaron, Alick and CECIL have been hounding Linton to produce his C.V. As far as they are concerned, he isn’t fit to be Prime Minister of Dominica. Their main concern is that he never went to University, he is a high school drop out. In order to be the general manager of the National Radio Station, you must be able to produce the following, bachelor degree in mass communication, degree in Finance and account, degree in journalism, ten years experience in a similar job. What is good for the goose is good for the gander, will CECIL please present to the people of Dominica, any of the qualifications presented above.

    Appointed to act; can someone explain such an appointment please? No doubt D.B.S management is well aware that Mr. Joseph is incapable of performing the duties of a general manager; however, the labour party cronies decide to make the post available to him anyway. In the new world which the PM alleges to be taking us, exist a field of science know a “business management” and business 101 will affirm that an appointment to act comes from within, and more often that person is next in line to the individual he or she will be deputizing, for example, (the assistant general manager, and if no such position exist then what about a senior department head to act as general manager).
    “Square pegs in round holes” has being Dominica’s downfall for the past 15 years, that paradigm is a strategy for certain disaster, is is time to start instituting policies which will be conducive to the development of all our people. It is clear that this appointment is political in nature; how else can we justify to say Jeff Charles and the new appoint to be the same. I say, we are in for some hard times at D.B.S, because, their will be no respect for this appointed acting G. M.
    There is an old saying; “a one eye man is king in a land of blind people” we are not blind, we have our two eyes,so then why should a vision blurred self-serving, government be allowed to lead. think about it.

    We all seem to have forgotten when Angelo Allen was appointed under UWP as General Manager with NO qualification for the job, and with no experience at DBS; Cecil has an abundance of experience.

    Parry, I would inform the Prime Minister that the appointment of Mr. Cecil Joseph as Acting General Manager of the National Radio Station just before the General Elections was a bad decision. Parry should remind the Prime Minister that Mr. Joseph has been politician. He has been involved in General Elections in the Goodwill Constituency representing the DLP also the city council, therefore, he must be partisan.

    Dominica is run like a small grocery shop where by jobs are creAted for the boys. Now that election is close, the government is running a mock with everything. Only in Dominca or any corrupt state can such a non qualified person be made manager. Its like mr skerrit and his failed government is playin cards where there winner gets his or her wish. Cards for jobs,favours n other acts. Cecil may have said , aye boss you know we from the same village n am no longer mayor please am begging you set me up as manager at dbs.     Hello and good evening my people. Well Mr Joseph is a political appointee and that’s okay because the station is owned by the Government. Based on what I read he was the sales manager therefore he is qualify to hold this position. My problem with Mr Joseph is with Roseau a speciall the gutters which has not been address. I don’t reside or vote in Dominica rather I just want improvements for our citizens regardless of which political party is in office.

    My favorite creole saying is, “la bab camawad ou ka pwee diffay, wousae saiu.” Isn’t the same Cecil, who, together with his political friends were all over Mr. Lennox Linton to produce his CV. Isn’t it the same Cecil, together with his Prime Minister called Mr. Lennox Linton a high school drop out. Isn’t it the same Cecil who sat by his comrades on the animal and accused Mr. Lennox Linton of larking leadership qualities, even though he was manager of human resources at a local company. Today, he has accepted an executive position which calls for a University Degree in Communication or the equivalent, even though he doesn’t have a GCE certificate or the equivalent. Cecil must now tell Dominicans, what school of Communication he attended, he must tell Dominicans whether he has a Degree in English. Kamala claims to know journalism like the back of her hand, she also claims to have a Degree in Journalism. How can Aaron who has been merciless on Mr. Linton sit by and accept someone with no University Degree, not a practicing journalist and especially someone who believes in the same political principals like himself, just step over his partner. Cecil Joseph’s performance as Mayor of Rosea should have told us that. I feel rather sorry for the poor man but it is not he who appointed them to that post was it? And how could he have said no?

    I am so happy for Cecil to be given the opportunity to lead this national iconic institution. I read the comments being made about the desired qualification to lead the Corporation and the fact that Cecil does not measure up. Some of those comments are constructively critical, while others are political. Personally, I have known Cecil since primary school and we have remained friends, and I am confident that he can provide the leadership the Corporation needs. He may not have an accredited marketablel qualification from an academic institution but he is experientially qualified. His lifelong learning does mean something.
    This leads me to a debate which occupied the national media earlier this year on the question of the academic qualification of Lennox Linton. The DLP machinery made mileage of the debate; holding to their belief that Lennox is not qualified to lead the country because of his lack of academic degrees. Now, this same DLP is giving Cecil the nod to lead the national radio station. Isn’t this laughable? What is Atley’s take on Cecil’s appointment? What is Tony’s take? What is Lennox Lawrence’s take?

The only take that counts is skerro’s to have his ….. guard the against the floodgate of advertisments, programmes and live broadcasts that the UWP will request from DBS.. Mark you he may plead to the comrade to allow 1 or 2 to be aired to prove that he is not biased. But he is the same cecil who lied about labour buying all the air time in the last election and refusing the cheque that the same kamala brought to DBS to pay for the programmes that had been previously offered. Let’s see how this pans out.

      Now Neo -DLP appointded Joseph as Acting Mx for 6 months and elections are constitutionally due in April 2015 which I hope no P.M political party leader can change that otherwise the country will go to Hell.
      I was just deducing, six (6) months coincides with the April date. Is it because if by another Miracle occurs and Team Dominique wins Cecil will not have to be asked to leave? Skerro and his board of supporters at the Station set this up just in case.

        For the first time in Dominica we are trying to install a guy as PM who has never run a Rum shop, never sat in Parliament, never been voted dog catcher. Nothing. I want to paraphrase my good friend Isaac Eloi of Morne Jaune a poto Freedomite, saying to Eugenia Charles when she was hoping to install Allyne Carbon PM.     The only question which I have for the members of this board/forum is this: I Mr. Cecil Joseph qualified for the job?     Sometimes in cooperations, the mist qualified person who applies for the position may not get the position because of their ideals, style, background etc does not fit that of the company. Let us all not jump and assume that he got the job because of his political affiliation. He has a work history with the cooperation at a managerial position at that. May be he got the job because he best suits the requirements of the cooperation and not because of his political affiliation.

    Let’s be clear here; I have no political affiliation. I am just a unbiased Dominican voter.

I think that if DNO was posting an article on the appointment of a new manager the article should be Mr Joseph holds a degree in mass communication and graduate degree in management. this would overshadow his political affiliations. we should employ those who are qualified for these positions not those who are affiliated to the ruling party

    I heard Mr. Cecil Joseph on a crazy ghost radio DLP talk show saying he is proceeding to make it his business to be at the red clinic to identify UWP supporters to prevent the pm from giving them hands out and to make them shame, and hear what d Rasta had to add to that and, they even goes there in red.

    A boycotter runs the state house, and a victimizer runs the state radio station.

    DNO, are you referring to the same Cecil Joseph Peter Karam asked the government to put a cap on? According to DNO, April 17th, 2013 at 11:25 AM ” Karam is now calling on the government to put a ‘cap’ on Joseph. “I am asking the Minister of Information to put a cap on this man immediately this morning,” Karam told DNO on Wednesday. “This man is out of control. Stop him, get him off our back.” Also “I am not going to speak to this brother at all,” he stressed. “He is very unreasonable and I think there is something wrong with his thinking.” Well, if a fellow laborite found Cecil unfair then his appointment should spell it out.

    Is this the same cecil Joseph that had to clear the air about the president party?     Cecil I’m not mad at you. Get all the jobs that you can get while you have the health and strength to do it. You were always a tenacious worker. As Mayor of Roseau, I don’t know what happened there.
    The streets were a mess, the gutters were dirty and garbage was left in the streets for days.
    That’s how Dominica works. “Pull String” is still alive and well. If you have to “Sing for your supper” do it. Who cares? As long as there’s bread on your table.

        As the former Mayor of Roseau, I believe that street cleaning and maintaining a clean city fell underneath his portfolio as Mayor.
        Then again his party made “Bobol” with funds for rubbish bins that were air marked for the streets of Roseau. You’re so correct. It wasn’t his responsibility at all. His job was traveling at Tax Payer’s expense, have a good time and collect his salary while garbage piled up on the streets of Roseau.

    Under normal circumstances I would be so proud of another Vieille- case man getting promoted. However, with the political biasness that’s been displayed by Cecil Joseph in the past and like Charles Savarin, before he became president, Cecil has been loud and clear on his position on subjects like; corruption, communism, greed and other subjects of national interest. Take a look at Vieille – case team Skerrit has put in top positions not because of national development but rather to push his nasty political agenda and most of all, to cover his corruption:

    Roosevelt Skerrt- PM: Vieille case
    Daniel Carbon – Police Commissioner: Vieille Case
    Cecil Joseph – Acting Manager of DBS: Vieille- Case
    Ricky Brumant: Director of Agriculture: Vielle- case

    We don’t even want to mention Skerrit’s spiritual advisor, who is also from Vieille case,

    When one looks at the above mentioned appointees and their connections, one will understand why the sectors they represent are the WORSE ones in Dominica. They are their for one reason, which is to cover and facilitate the corruption of Skerrit.

As a Dominican who has worked at the corporation for several years and served in management, you are duly qualified to hold the position of manager. You are not just come.     Dennis Joseph was a strong labourite under Patrick John and was appointed General Manager ahead of the late Barnett Defoe and Alvin Knight and we quickly came to accept the reality that Dennis was the greatest, and best DJ on the island and one othe best DJs in the caribbean back in the mid seventies and also a great Manager of the Station after Jeff Charles. Then, after a long stint at DBS he became Director of Public Broadcasting. No one complained. His radio voice and jingles were phenomenal. H e started off with his “Book of Rules” programme on Thursdays prime time under the managership of Jeff Charles. That is where he caught my attention and many others. He woke me up every morning with his baritone radio voice, “Wake up, Wake up. So, please give Cecil Joseph a chance to prove himself. Maybe he will do well at the station.

      I agree with you on several points. Essentially all administrations put their mercenaries in such position and I am not so naive to think otherwise. So you said all the right things to include the fact that Cecil is lying. You have admitted that his appointment is political.
      Other than that Cecil go underperform as customary and whenever the UWP gets into office we will again witness another session of Angelo Alleyne’s arrogance and display of entitlement. As for the Freedom Party well I don’t expect anything cause those would have been assigned to DBS machinations are too busy pretending to be Laborites and kissing up. Well I don’t think Johnson Jon Rose would like to endure another session of victimization from Angello,Edison, Wallace etc.
      The irony of it all is the arrogance and even violent attempts to muzzle voices against corruption and victimization. It is the same Tony,Cecil and other leeches that was on radio crying corruption during UWP and Freedom Party reign.

    I will be honest. It is hard to find anybody who is not affiliated to a party in Dominica. I would not judge you on that. I am no fan of the current labour party because of its mode of operations. I think based on your past experience you fit the position. You have worked there in better days and no one can take that away.

    Having said this, what I will judge is the decisions you make during your tenure and whether you can separate politics from what is right. That is, making DBS non biased, giving both opposition and government equal opportunity to share their views, being objective in reporting and letting listeners form their own opinions of the facts. Do more investigative reporting.

    Is if the same Cecil Joseph just last week spewing political garbage and praising his questionable PM for doing good on Kairi and covered live on DBS Radio the same state owned radio he says we must look and show no political alliance or allegiance on his part. What happen Cecil, you think, including us at DBS that we are stupid. Are you for real. What blatant ignorance is this. You have the gull to talk this utter rubbish to us.
    Are you sufficiently competent to hold this job or is it that you are last on the list to be offered because as YOU know more experienced and competent at DBS are able to but say for fear of the IPO and political interference.?
    Cecil , we are watching you as opposition parties are victimised by not having equal access. DBS belongs to US, not Skerrit, Not the corrupt DLP, and not the boom boom flies
    Now read this: according to DNO:
    “Joseph’s appointment falls under the portfolio of minister for telecommunications, Ambrose George, who would have received a recommendation from the DBS’ board and who makes the final decision”
    Really, is this for real…………Ambrose is just the scapegoat, we know if any matter it is Skerrit who calls or is called……and we want to know who referred you to the Board ????????

    Of course Cecil changed the landscape of Roseau. He is not lying it is right there for everyone to see for example:

    – Scores of paros parading the streets
    – Stray dog defecating proudly in the street
    – Rubbish strewn all over the streets
    – Stench of urine everywhere
    – Uneven and broken sidewalks
    – Blocked gutters
    There is lots more so give the man a break, he has really gone out of his way to ‘change’ the landscape of Roseau from the acceptable to the terrible.

    Cecil my friend, remember they taught us in sabbath school, that the Bible says: what will it profit a man to gain the whole world and lose his own soul? or what will a man give in exchange for his soul? God has given you a chance to redeem yourself. support your party, but be fair. As your friend I am willing to believe you in the words that you just spoke, but talk is cheap… show us. I will be the biggest believer in your change when I see you allowing every political party in Dominica equal time to express their political views. Remember how they taught us tolerance for others who had another religious view, and this one concerned eternal life, so much more for the things that are just for a time….Go back to your roots my brother and try to find out what is more important…. ask yourself that most important of all questions… What will I give in exchange for my soul?     How can you expect people not to be cynical when that same DBS did not accept advertising from the opposition parties during the last election particularly when it is a state owned enterprise? There was not even a semblance of fairness in this whole process. Now that a former candidate is running the corporation, do you really expect us to have any confidence in you, despite your qualifications?

      When UWP was in office did they allow the DLP equal airtime on DBS? NOOOO> However, I am for equal air time for all political parties. UWP must first apologize to DLP for not allowing air time on DBS during their time in office then we can discuss it as mature islanders.

    There is so much to read in that story it is not funny. Just looking at the comments quoted by the acting manager is a testimony to the fact that he is neither competent nor capable to handle the job. As for being qualified it is amazing that with all that flurry about Lennox not having qualifications that Skerrit would put the most unqualified person to head the state owned DBS. The question that the DNO reporter should have asked is why is it that after four years of the Programme Director acting as manager that all of a sudden on the eve of an election she has been reverted to her position and a labour party goon is put to act. All he is there to do is ensure that no UWP programmes especially live broadcasts are aired on DBS. Shermaine would have tried to be more professional and balanced, but not this . We will see what happens when election fever starts. A comedy of error this DBS!!!!
