Dominican to lead FAO veterinary training program in Africa

Dominican Dr. Caryl Lockhart DVM MsC Ph.D., will be the lead Coordinator for the In-Service Applied Veterinary Epidemiology (ISAVET) Program, a newly launched joint venture by the UN’s Food and Agriculture Organization (FAO) and the US-based, Institute for Infectious Animal Diseases.

Lockhart, a veterinarian, will coordinate the entire program as well as teach various modules.

Some 180 veterinarians drawn from 14 African countries will benefit from the ISAVET Program which was launched this week by the FAO and the Institute for Infectious Animal Diseases (IIAD), part of Texas A&M AgriLife Research.

The countries involved in the 12-month long program include Burkina Faso, Cameroon, Côte d’Ivoire, the Democratic Republic of the Congo, Ethiopia, Ghana, Guinea, Kenya, Liberia, Mali, Senegal, Sierra Leone, Tanzania and Uganda.

The Program will be directed from an approach involving public, animal and wildlife health as well as pathogens that cross institutional mandates and geographic boundaries.

From her location in Uganda, the site of the first training program, Dr. Lockhard told DNO that participants will receive training in essential competencies and skills necessary for front-line veterinarians.

Lockhart said this type of training is essential.

“It is urgent given the increasing emergence and spread of animal and zoonotic diseases. Veterinary services are by far least equipped to meet these challenges compared to human health systems in developing countries,” she stated.

She added that there are many animal diseases that could affect crucial livestock including Foot and Mouth disease, African Swine Fever, Rift Valley Fever, Avian Influenza, Trypanosomiasis among others.

Approximately 60 trainees will graduate from the Program in 2018, with an additional 120 trainees expected to graduate in 2019.

Dr. Lockhart, who hails from the village of Pointe Mitchel, will be conducting training in regional centers in Uganda, Senegal, Kenya, Ghana and Cote d’ Ivoire.

    Hello and good afternoon my people. I want to congratulate Dr Lockhart on her achievements . I must also say that we are very good at exporting our educated citizens please open our eyes. I hope she is a consultant to our Government to help our country become food independent and secure because food insecurity is being used as a weapon by America.

    Dr. Lockhart is actually a double doctor, She has a DVM (Doctor of Veterinary Medicine) and PhD (Doctor of Philosophy) in Epidemiology. Sensible people will not address her doctor doctor though because in academia and intelligent society only one doctor prefix suffices !

    But the good veterinarian only has one doctorate. Skerrit has two. :) . And to top it off, he got two massive welcoming parties at the airport.

      She has two Doctorates: DVM & PhD
      but unfortunately only one doctorate is recognized in the USA for practicing purposes.

      Her DVM since it was earned in Cuba is not recognized as a Professional Degree in the United States by any Veterinarian Board.

      So you read the article, and instead of congratulations to the good doctor on a remarkable achievement, you instead use the energy negatively to denounce PM Skerrit. And you ask for Dominica to progress?

    Dominicans abroad are successful and making a name for themselves, while Dominicans residing here going no where. Our people and businesses are running out, while Skerrit bringing crooks, criminals and Chinese to take over Dominica. Oh what a fall Dominica has taken!
    It was not long ago, in fact in the 90’s Dominicans were building their small houses on their farms with water and a little pit toilet; a few years later Skerrit has our elderly people staying in a house with a tarpoline roof. Not too long ago people were living the Caribbean, the US, Europe and come to Dominica to receive medical treatment. Today Matt has to raise money for nationals so they could go abroad for treatment.
    Not too long ago we were working on the farm, planting our bananas, and other crops, working at Belfast, working at Ross University and living in Dominica was a dream. Today Skerrit killed the banana industry, sent Ross to Barbados and has Dominica looking like a place God left. My God can we not…

      You are another living proof of what ambitious Dominicans can achieve when out of Dominica, the world becomes ones oyster , professionalism is always recognized on the world stage . Negative comments flooded the country on the departure of many nurses
      when things became unbearable for them , but out there are opportunities that ”this Dominica ” could never provide .

    Cont’d re: double Doc’sactions.
    Double doc here in the diaspora we have many of us who are over qualified even for the mighty USA and we are just cool with it. No big deal showing off. Numerous real double doctors & no one knows except us and close friends etc. When we meet we just laugh. Most of us don’t know you don’t wish to either.
    We all wonder what has become of our land are to return to remove you physically? Is that what is required?Just asking. Man I don’t know if we should laugh or cry ? But we are no cry cry babies so we planned to keep on laughing. Now it has come to a point where this is not laughable no more.It’s time for action Dr. Bogus.
    Enjoy what is left of 2018 2019 has to be different very ,very different Double Duck!

      So true. They are so quiet about their accomplishments. They come home 4 a couple weeks visit family & friends drink a few hard ones or cold ones take a few deeps in the sea river etc. enjoy the tranquility cool sea breeze etc after two relaxing weeks they head out again till maybe carnival or next creole /Independence.
      They ain’t studying Skerrit & his cabal nor the other crazy political heads. One told me it’s a waste of time and effort bc our own peeps call us diasporans. He/she said is like in the US they put up with Alien hahahaha so screw it. They will take alien or diasporan. It sound biological to them like a spore from micro organisms.

    “This EC$120-million, some of it will be used to construct the agricultural complex in Portsmouth which will bring to Dominica a new thinking in agriculture, a more technologically based agriculture which at the end of the day will increase production and productivity on the farms and thereby increasing the investment returns for farmers, and increasing our possibilities and opportunities for gaining more foreign exchange for agricultural produce,” Skerrit said while addressing a press conference, during which the agreement was signed. It would have been very practical to offer the above Real Doctor an invite to partake in agri based development and allow her to utilize her wealth of knowledge here on island.
    But I guess Aour new Sino brothers as per Double doc have millions of theirs to transplant here.

      You are so right… All of the neighboring islands including St. Lucia and Antigua are capitalizing on our Human Resources especially in the Hospitality Industry.
