The Electoral Commission has announced that Elias Dupuis has been appointed as its new Press/Public Education Officer.
As Press/ Public Education Officer, Mr. Dupuis will manage the Commission’s public education program, including organization and dissemination to the public of information on voter registration, voting procedures and on the programs of the Commission and the Electoral Office, intensifying publicity and voter education on electoral issues and managing the Commission’s social media presence.
Commenting on his appointment, Mr. Dupuis said, “This is a fascinating challenge for me and I am excited to bring my unique experience and skills to the post for use in service of the Commission and of my country. I feel an immense sense of duty taking up this role, a role that will play a part in an ambitious mandate, which I truly believe in.”
Mr. Dupuis brings with him a background rooted in entrepreneurship, and proposes to take a fresh look at developing innovative communication tools, modern best practices and avenues, focusing the Commission’s communications strategy to be more responsive to the information needs of the Dominican public.
Electoral Commission Chairman Mr Gerald Burton said “The Commission expects that Mr. Dupuis will assist in improving public trust and confidence in the Electoral Process through public education and openness.”
Mr. Dupuis was the 2015 Caribbean Technology Entrepreneur of the Year (C-YES) and 2014 Entrepreneur of the Year (Elias Nassief Foundation, Dominica), as part of 365 Group Inc. (Formerly 365MMP) and previously worked as a Content Producer for Digicel Dominica, Media Campaign Advisor for ChildFund Caribbean and a journalist with Dominica News Online.

This is a key person to look at. Beyond blind party politics, I see a young man that has a unique set of skills and knows how to communicate. I know alot of confusion with elections and electoral reform is rooted in communication. This appointment is crucial! Congratulations Mr. Dupis! I expect to see great works from you!

negative persons are never satisfied. They never appreciate, love, want anything good for everyone. They are even disgruntled with themselves. They cannot say anything good about anyone. They ask for something and even when what they what they seek, then they look for something to criticize. These persons will look at a well dressed person and will look to find the tiniest hole to criticize. Lord have mercy on these persons. We really need to pray for those persons. They cannot comment anything good but only criticism. They like ugly. They do not want to see anyone move up.
Congratulations Mr. Dupuis! I wish you well in your new position! Put Christ at the centre and head of it all. When criticism comes be prepared but let Jah be your guide and always pray to him when having important decisions. Do not worry about the naysayers just do your best.
To me it’s not what Mr Dupuis says but what the Electoral Commission does. The consensus is for electoral reform, the cleaning of the voters list and the issuance of voter ID cards. You see, Dominicans are well capable of seeing that these things are being done. Why waste limited resources in a poor country to give a job to someone to spin and tell us what you want and not let us see what we want done. I disagree with the appointment because it’s not needed. Skerritt continues to play hide and seek with the call by concerned citizens and Patriots and the Commonwealth and Caricom observer missions. What a dishonest administration. We want electoral reform not a spokesperson

St. Jean, you have made some very valid points and I’m in complete agreement. The electoral system needs serious reforms. Bribery (free plane ride) must stop, overseas registration lends itself to fraudulent activities, campaign finance disclosure legislation needs to be enacted and more. This recent hiring is to strengthen the propaganda machine of the incumbent political party. It does nothing to plug the many loopholes in the electoral system. It does nothing to bring about real and fundamental changes to the electoral laws. This new position is created for one man to add cheap propaganda to the DLP political machinery. This is a deliberate and wasteful leakage of scarce tax payers money.
I expect this will be a difficult job for a good man with great skills … I agree that we don’t want or need more ‘spin’ from PR marketing to glossy a messy (& possibly illegal?) approach to elections. Meanwhile I’m pleased for this intelligent young man ;) & wish him all the best in this challenging role.
It’s refreshing to see young Dominicans investing time and Talent in their Country but both time and talent are wasted when the system is putrid.
And whether Dupuis will do his utmost best for his country in that new capacity, I doubt that given the trend of institutional interference/sabotage by this Government that Dominicans can expect fair play and just reward for their money.
So again, it’s a good thing for young people to get involved but from the get go many Dominicans will be skeptical about the result of such an appointment.

In response to this statement above it now proves that the UWP and others who comment on the dismal functioning of the Electorial Commission were right all along, hence this appointment and this statement of Mr. Dupius. This Current incompetent faked corrupt government has been poorly managing this poor Dominica of ours They must Go and soon. We don’t have a problem with the way the election commission communicates with us. Our problem is the chairman/ commissioner is a politician and a salesman of our passports and therefore he is not fit for this position. He is part of our national crisis like Saverin, the attorney general and the police commissionersince they are all part and parcel of the Skerrit corruption and dictatorship. We need people that are truly independent not like Joseph Isaac, but people that put country first.
DNO there is talk that if you are a citizen of Dominica you must have a residential qualification of five years to be registered to vote. I hope this is not so, because after election there will be many injunctions and court
actions. You cannot deprive citizens of Dominica of their constitutional right to register or the right to vote.

Dominicans need to refuse and reject the appointment of any Press/Public Education Officer and instead go all out to DEMAND the resignation of the current so called commissioner. We are not looking for a passport salesman but rather, a person we can trust to ensure that no side holds an edge in our election process. I am sorry Mr. Burton Must go before anyone is appointed to do any damn thing. Before anything take place Charles Saverin, Daniel Carbon, Gerald Burton MUST GO and go very far! I hold them responsible for the state Dominica is in today.
Nothing wrong with the move but if a person has a cancer, amputating one of his legs or even adding a third leg to his two legs surely will not solve the problem. The cancer has to be addressed. The cancer we have in The Electoral Commission is, the Commissioner is not independent which raises serious questions about conflict of interest. I expect him to vote and support his party on election day, but he must understand that his role is not to ensure his party wins but rather to ensure that our elections are fair. Right now I am not even sure who is our Commissioner because sometimes if feels like Tony sometimes Lennox or Alick and at times Gerald Burton. Mr. Burton has to tell us if it is true that he is a passport agent. If his answer is yes, then he is selling passports for Skerrit and will do everything to ensure that Skerrit is elected. As a result he is not qualified to hold such an important office which to me is even more important to that of the president. He MUST Go man

I thought it was Chairperson Burton who had tendered his resignation because he has failed Dominicans who thought that he had a spine and backbone….This Burton guy needs to go,for his lack of independence.He can be twisted,and bent,turned and controlled by others,to the point where he is a useless figure on the commission
We need to put BOOTS on the ground in larger numbers than we had outside of our parliament to force this man Burton to do his work or to resign .
