Economist and United Workers Party candidate for Grand Fond, Dr Thomson Fontaine, has denied ever being a citizen of the United States.

Since the declaration of his candidacy Fontaine has been under pressure by some who accused him of being a citizen of the United States and holding a US passport in violation of Section 32 of the Constitution of Dominica which states “an individual cannot be elected or appointed as a Representative or Senator if he is by virtue of his own act, under any acknowledgement of allegiance, obedience or adherence to a foreign power or state.”

But speaking to reporters outside a UWP Jobs and Economic Growth Forum on Thursday, Fontaine said he has never been a US citizen.

“I am not a US citizen, I have never had a US passport, I have always had a Dominican passport, I have always been a citizen of one country, that’s Dominica,” he stated. “I was never a US citizen.”

According to Fontaine he has always traveled on his “same green Dominican passport.”

“The proof is that I have never had any other passport, I can show my passport, I can make it available,” he stated. “I think what people are confused about is that I lived in the US for over 20 years and typically if you live in the US for that period of time you are supposed to have a green card or something. I have neither.”

He pointed out that he was able to reside in the US during that time because of his career and to travel using a visa over the years.

“There is no reason for me to have a US passport or to be a US citizen,” Fontaine noted. “I cherish being a Dominican and I really would not like to have given up my Dominican citizenship and that’s the reason why I never even thought of taking on US citizenship.”

Earlier this month Prime Minister Roosevelt Skerrit hinted that the Constitution may have to be amended to allow Dominicans with dual citizenship, especially from North America, to hold public office.

    It is possible to live and work in the US under a G-4 visa with one important proviso. You must work be working for an international organization.

    How long can I stay in the U.S. on G-4 visa?

    You may stay in the U.S. indefinitely as long as the Secretary of State continues to recognize your G4 status. There is no requirement that the applicant must have a foreign residence to which he or she intends to return.

    It is sad when misinformation cause confusion in a country or play with the minds of those who refuse read to find knowledge or be educated. Anyone who has a Green Card is able live in the USA permanently without becoming a citizen. The Green Card has an expiry date. A fee is paid for renewal. THAT’S IT.

      @ conscious: I agree with you that some of our people really refuse to read and educate themselves on issues but that is not even the point. Is Mr. Fountain as we speak a member of parliament? As it is now how is he disqualified if he is not yet even nominated for election or a senator position; even if he were a US citizen? Has an election even been announced? If and I say a big “IF”; Mr. Fountaine has a US passport/citizenship I would want to think he would renounce such citizenship whenever elections are called but it’s not yet time for that.

    Hello and good afternoon my people. Well this kind of situation keep coming up in Dominica and its preventing qualify people from running for Political office. I say if you born in Dominica and you are a citizen of any other country once you return to reside in Dominica after three years then you should be able to run for office. The only exception should be the office of Prime Minister which should be reserved for a born Dominician who don’t or never held any other citizenship. We are preventing many of our educated people from contributing to the development and the Political process in our country. Anyway I would rather contribute to my country in the business sector than in Politics because I can’t look anyone in the eye and tell them something I know that’s not true.

    Thomson, I do not wish to become the devils advocate here; and truly I do not believe it should matter if you are a citizen of the United States either; any Dominican should be allowed to serve in government regardless of dual citizenship or not! However, it is one thing to be an employee of the IMF, and another to find employment as a teacher, or professor within the educational system of the United States.

    Sometime ago; a long time ago as a matter of fact, I read on Cakafet where someone made the comments that “Dominicans fail to recognized you, however you are good enough for America, since you are teaching classes in economics at some university, or college in America.”

    And that was about the time when you had your page on Cakafet: Remember the time when you Band me from entering and writing any comments on your page:

    Hahahahahahahahahahahahahahahahahahahahah; remember when you and I spared for that brief moment, and then buried hatchet!

    If the allegations I read then was indeed the truth; perhaps you can explain how you manage to engaged in the teaching profession here if you are not an U. S. citizen. Any one who is not a citizen of the United States, cannot teach or work in the country without an work permit, even if that person is here on a student visa. If you work for the IMF here I am sure you secured a work permit via the IMF.

    Other than sponsored employment such as the IMF, or any other corporation sponsored arrangement, to be employed by anyone: first one who is not born in this country must first obtain an Green Card. Prior to the issuance of a Green Card, the day one application is accepted for permanent residency a work permit is issued. After obtaining the Green Card, within five years to the very day the Green Card was issued, one is free to apply for citizenship.

    So, in the event you really taught in a university, or college here, perhaps you can explain how you manage to accomplish that. It is important to remember the argument on Cakafete revolved around some book you wrote; if memory serves me correctly, so if you indeed taught school here if you are not the holder of a Green Card, or a U. S. citizen you may have worked illegally; (only an assumption now).

      I have no interest in politics or know Thompson Fountain. But looking at this case it is possible to not be a citizen and work/teach because there are many different visa categories.

      If you take into consideration the time it takes to earn a bachelor’s, master’s and Phd plus work it is very possible. So his 20 years of living in the US without a green card or US citizenship is justified.

      Get your facts straight with an immigration attorney or USCIS official.

    Dr Fontaine is an honest man. His credibility is unquestionable. We MUST accept his explanation. He is genuine and has no reason to lie. His love for Dominica is unmatched. If he was running for DLP he would have been their biggest and brightest star. I applaud his courage and I know he will present an alternative to the debacle going on in Dominica. And by the way, as pointed out by someone else, their a many different visas under which one can work in the US. Wake up DA people.

    Dominicans stop displaying your ignorance, the man was working with the IMF,he would not need American citizenship. That is why with his experience Dominica needs him in the political arena. I wish he was leader of the opposition or a permanent secretary in Dominica finance office. We need his talents in finance and economics.

    Dr. Aaron writing in the chronicle of September 20th, disclosed that Skeritt has a BA in Education and a BSc in Phycology. Mr. Fontaine is prepared to present his Dominican passport in order to prove that he has a Dominican passport only. Skeritt now needs to present the two University Degrees Arron claims he has in order to prove he is really a University Graduate. Mr. Linton is very interested in having a look at two the degrees.

        It is totally possible. He worked with an international organisation. I have numerous friends who have been working with the IMF for years and they do not have US citizenship.

        Some of us need to ‘educate’ ourselves about status in the USA.

        One does not have to be a US citizen to work in the USA. One can be the holder of a green card or have one of the visas that allows you to work legally.

        There are some folks who are holders of a green card (resident alien) and have resided in the USA for many, many years and never applied for US citizenship.

        I know of quite a few too who, after residing in the USA for years with a green card, have opted to turn in their green card and leave the USA.

        Remember, the grass is not always greener on the other side.

        It is this kind of ignorance that makes me ashamed sometimes that I was born in Dominica.
        How, in this age of information can some people be so stupid. Just a few posts above someone points out rightly some of the various avenues by which one can legally live and work in the US, but for this typicial hater, and of course functional illiterate laborite, it is difficult to comprehend. As a previous poster advised, educate yourself, so you can speak from an informed position, but again for a vast majority of laborites truth, and facts are alien to their agenda.

        I know another Dominican working with the United nations in Manhattan, almost twenty years, married with children, travelled all over the world, NOT A US CITIZEN.I also know an African man of the same status. I also know a Haitian as well. Remember in these times information is right there at your finger tip, online.

        One can have residency without citizenship. It happens everywhere in the world. The ability to live and work in a country does not require a passport, sir.

      Yes he lived abroad for 20 years! Developing which other man counrty? Illiterates like you who love to blab should first understand what his role was. He has given more to Dominica than the likes of you ever will! Ask Skerrit if he had gotten to remain in Queens or elsewhere would he have been in Dominica? Some of you are so stupid and uninformed! I know for a fact Skerrit ended up in Dominica by sheer misfortune of not having residence in the US and was still trying to go right back before Roosie Douglas bought him fearing a scandal that was swimming over his head at the college!

      @heart, Are you really serious or do you just want to open your mouth to prove your identity? Does 20 years of educating, developing, practicing and holding a top US government job in the top city of the world, translated that one does not love his country? Don’t you think that if he did not love Dominica as you are implying, he would have filed for US citizenship and would not have returned to Dominica especially at this time, knowing very well how the Skerrit administration has destroyed our image?
      FYI, during his 20 year stay abroad, Mr. Fontaine was in Dominica every year and most times more than twice a year. Other than love for country why would a young, highly educated, and well experienced man leave the USA and return to Dominica knowing very well that he does not have a job waiting for him, and is well hated by the government in office? That’s unusual love for country. If you have a problem with that then you should have taken issue with Mr. Peters who resided abroad for many years and ONLY returned when he had a job waiting for him from Skerrit.

    There are Dominicans who hold a Dominican passport and U.S. A. Passport and when they come home to D.A. they use their D.A. Passport, and they too can show yountheir Dominican passport if you ask. Now Who has been pressuring Fontaine about citizenship?!!! Fontaine just want to be in the headlines. He wants to be recognized and noticed. He wants to prove a point that he should be considered for leadership, that is why he jumps up and makes statements before Lennox Linton. You don’t hear other UWP candidates trying to be on the news every second, not even the Opposition leader Hector. Fontaine need to relax himself. Lennox have to watch him real hard!!

      @Anonymous, that really hearts you know because it reminds ALL of us of a person who filed for French Citizenship while holding a top position in Dominica. Unlike Mr. Fontaine who could have taken US citizenship but for love for country chose to come and fight for the freedom of others; other gentleman whose new wife is Canadian as well, will continue to squeeze our balls here and the day he loses his job we all know he will be out of Dominica.

      are you ppl for real? it is possible to live and work in the us legally without a green card or being a holder of us citezenship..this johnson guy that used to be in tourism here lives and works in the us and hes not a holder of a greencard or us passport. they give you a special visa. i think its K class which also allow for your family to migrate to the us with you during your stay there.

        There is also the G4 visa for staff of international organisations like the IMF.

        The Skerrit Regime must stop these lies and call the elections so that people like Dr. Fontaine will use his skills to develop Dominica.

    Like those before you who dwell on lies and deception, glad you’ve made it clear that you’ll not be lead in that direction. But again, it’s hard to convince the masses who’d rather have lies than the truth for their own satisfaction.
