SNAP gives Diocesan Review Board thumbs down

An international organization which speaks on the behalf of those abused by members of the clergy, has given thumbs down to a decision by a Diocesan Review Board to refer an alleged sexual misconduct matter involving a local priest to Rome for a decision.

Executive director of the US-based Survivors Network of Those Abused by Priests (SNAP), David Clohessy, told Dominica News Online that his organization has little faith in the Congregation of the Doctrine of the Faith, the office of the Catholic Church that will make a decision on the matter.

“This is precisely the church body that has, for decades, kept silent about thousands of clergy sex abuse from across the globe,” he said.

Msgr. Reginald La Fleur was sent on administrative leave earlier this year by Bishop of the Diocese of Roseau Gabriel Malzaire, after a woman, who called herself Jane Doe, accused him of sexually abusing her, 19 years ago, when she was a teenager.

The review board has been looking into the matter but came to a conclusion that it was beyond its competence, according to the bishop.

It was therefore agreed that it should be referred to the Congregation of the Doctrine of the Faith, which investigates alleged crime committed by a cleric against a person under the age of eighteen.

Clohessy said the best approach in cases like this is to make a complaint to the civil authorities and not the church hierarchy.

He was supported by Judy Jones, SNAP’s Midwest Associate Director.

“This is why we urge others who may have knowledge or may have been harmed by Msgr. Reginald La Fleur to please speak up and report it to law enforcement, not the church officials. They are not the proper officials to be investigating child sex crimes,” she told Dominica News Online.

She described Jane Doe as a ‘very brave woman’ who should be commended “for her courage and for her determination to help protect children today.”

“She feels very much alone in a country who will not accept that Msgr. Reginald La Fleur could do such a horrible thing to a child,” Jones said.

Msgr. William Jno Lewis has been appointed to act as parish priest at the St. Patrick Church in Grand Bay, where Msgr. La Fleur was doing his ministry, until the matter is brought to a closure.

    Something to keep in mind-
    Child predators are very cunning and manipulative. They know every trick on how
    to groom, threaten, lie, and put the fear of god into their victims and
    sometimes even their family members.

    They also appear to do a lot of goods things, they can be very charismatic and
    you may think they would never harm a child. They have to be this way, in order
    to not get caught and to continue to abuse

    Sexual predators are often powerful and well-loved. It would be comforting if
    those who preyed on the vulnerable were obvious social misfits whose appearance
    would somehow set off alarm bells and give us the willies or the creeps. They
    rarely do. Usually, predators are among the last people we would suspect of
    sexually violating others. While they are grooming the child and even family members, they
    devote lots of time and energy building trust with them by giving them money and gifts.
    They tend to make the child feel that they are special and loved.

    Also, we must stop thinking that because a man is old, that somehow he’s
    automatically safe. It’s just irresponsible to endanger kids by assuming an
    adult is harmless simply because he or she may be losing hair, wearing glasses,
    using hearing aids or walking with a cane. These can be signs of advancing age,
    but they are not signs that an individual is safe around kids.

    It is extremely rare that a child predator has only one victim. Some have many.
    Child predators need to be kept far away from kids forever.

    So keep in mind your silence only hurts, and by speaking up there is a chance for
    healing, exposing the truth, and therefore protecting others.

    Wow. I cant believe the kind of statements some persons are making here, in the name of forgiveness and even Christ. Someone is claiming to be a victim of a very serious crime and the perpetrator is a popular and well-liked figure.

    I strongly believe that Mr Reginal La Fleur should get a fair trial. It is also true that not all accusations are true. However lets face it, its quite possible that the facts are stacked against him in this instance and that’s why the Bishop is being careful about looking at the case objectively. Many other priests get accused, and when there is no chance of truth in those accusations, they get rightly dismissed.

    I am from Grand Bay, and there are several other well spoken of accounts of this priest and his behavior with other females. Some people even consider it cool that he was “just like us”. He could have succumbed to temptation, like the rest of us. But if the victim was an adult, then he should leave the priesthood and get married. If it was a child, then he should be forgiven by God, and the rest of us IF HE STOPS, REPENTS AND ASKS FOR FORGIVENESS, but also be held to account for his actions. If that means he cannot serve as a priest or even get some civil punishment, isn’t that what truth and righteousness deserve? Would Jesus just sweep some serious accusation like this under the carpet, because the priest is popular?

        I have a problem with the idea that the woman is trying to get money from the church.

        The only way the church could be forced to pay her money would be if the court ordered it to do so. For this to happen she would first have to go to the police and have the priest charged so she could get the case in court and have him found guilty. As far as we know she didn’t take it to the police.

        She wrote to the bishop even though she should have known that he would discourage her from pursuing the matter, and would not be likely to discipline the priest. The most she could hope for was that her story would hit the news and serve as a warning to other women to at least be careful around the priest.

        The bishop took minor disciplinary action but this was likely because the newspaper had the story and the eyes of the nation were upon him.

        It is unlikely that she would expect to get money from the church. Why? because (1 the church would only pay her off if (a) the priest had confessed or been proven guilty, or (b) she had evidence/proof that he was guilty. Neither of these things were the case. (2) The church might give her “hush money” to keep the story out of the newspapers. But it was too late for that. Dominica News was all over it! Was it not Jane Doe herself that gave the story to the newspaper? Nothing left now for the church to pay for!

        People are asking why did she wait 18 (or more) years before coming forward? Could it have been that at the time she didn’t think it was even worth reporting? It is more likely she may have been afraid to speak up. For one raised a Catholic the “Father” stands in the place of God Himself. As time passed she would hear more and more stories of priests assaulting young people in their parishes. As she saw them coming forward, some even after lengthy periods of time, she might decide it was the right thing to do.

        Jane Doe is a troubled woman and may have some mental health issues. We might ask ourselves if her experience with the priest created such problems. Regardless of her mental or emotional state it does not render her case unworthy of consideration. On the contrary. It is all the more reason for a full investigation.

        We should not think of the priest as being guilty unless he confesses OR evidence is produced that proves his guilt. Otherwise if he is guilty God knows (we may GUESS or SURMISE but we do not KNOW) so we must must leave the case with God.

        Unfortunately the huge number of priests world wide who have been found guilty of molesting children, especially little boys and young men, leave people little room to think or hope for the best.

    After reading these comments you guys cannot be serious. What if Jane Doe was your mother, daughter, or sister? Would you have reacted that way. Yes there is forgiveness but we should not try to justify what the priest did if it is true. Jane Doe is the victim and not the priest.

      It is forgiveness! Forgiveness! Forgiveness all the way! The Lord has commanded it. We are obligated to obey!
      After 18 years and her lifestyle, we are skeptical of her motives. Even children/ teenagers are not innocent.
      The Law caters to those who bring forth such accusations. What the Law does not look into, did the complainants tempt the accusers? Are the complainants really telling the truth? Lawyers of the complainants stand to gain an exorbitant sum if they win their case. Money is highly involved.

    I know Reginald La Fleur in Pointe Michel and this man have children in the village. This is under cover. One day i went to the hot spring in soufier and this man was in the hot water having sex with a woman. He loves woman and if he wanted to have sex with woman he should be bold with it.He should not rape an innocent child. A lot of them priest molesting little boys and the catholic church pays the family off to shot their mouth. God do like ugly. This is the same church that bless the slave ship to go and enslave our ancestors. I think anybody is capable of rape and i do think no body knows no body and what they are capable of. He love woman and i know this for a fact.

    SNAP you dont know nothing about Dominica and its laws. If it has to go to civil authority, Father Reggie will be willing to go to court to face Jane Doe1 from Portsmouth right now!!! I KNOW FOR A FACT THAT FATHER REGGIE IS INNOCENT BECAUSE I’VE KNOWN HIM SINCE I WAS A BABY…..I AM NOW 18 YEARS AND HE HAS NEVER TOUCHED NONE OF US!!!!!!!!     What is the ‘such a horrible thing’? touching a breast or a bottom? What i would ask SNAP to do is to tell us their sins. Maybe the priest did it, maybe he didn’t but they have already condemned him. But all those who condemning are probably the ones who have the worst sin. If the man did it, I don’t think he would be so stupid as not to ask for forgiveness yet. Any of us can fall. So SNAP, look at your sins, and look at your soul. What you need to do is ask yourself when last you confess, and realize that his soul is probably cleaner than yours. And then go hide your face in a dirty corner where it belongs because you have more sins carrying than him. (He can actually deliver you)

      We reside in an era that since such a case is presented to the Bishop, it is not he having to forgive for he did nothing. He has to evaluate it and now he has sent it to the proper authorities. He has followed regulations.
      The woman is the one to forgive, to ask forgiveness. Not the Bishop.
      You know if the Bishop did nothing since it is now in the public domain through the Media, the Bishop cannot ignore it.
      If he did, all Dominicans as the critics and enemies of the Catholic Church will raise hell and high water against the Church of all.
      Let us wait and see what the outcome will be. Most of all we pray for Fr. Lafleur who we believe is the real victim.

    Dear SNAP. There are no more victims because we truly believe in the innocence of Father LaFleur. Just because someone makes an accusation doesn’t make it true. But you guys are so caught up in your hatred of the Catholic Church that all accusations are justified to you. Yes we agree that there were many instances in the past but that does not mean that all priest are guilty and all alleged victims are telling the truth. There are some people who make these accusations for their own reasons.

    So before you stay where you are and condemn Fr. Reggie keep quiet and keep out of our business. The church will make a decision and in the meantime we will continue to pray for the exoneration of Fr. Reggie.

      Has anyone sat down and contemplated on whether the young woman was speaking the truth? I mean, what if she is? How would you like it if this happened to you and then you said it and people were calling you all manner of names just because of who and what the person accused is and represented? Ohhhh…I shudder to think what she may be going through right now.

      People must not just assume that they know everything that is happening in each other’s lives. There are covert and overt things (hidden and open things)…you are just never too sure. Both the young lady and the priest could have been harbouring secrets……and even if God forgives and men forgive…is there no payment for sin? Or from the young lady’s point of view…did you ever think of the ramifications of you bringing up these accusations?

      Please allow me to make a few brief comments in response to what you have said.

      (1) How does the fact that you believe in the innocence of Father LaFleur prove that there are no more victims? How does what you believe prove anything? This is the strangest logic I have ever heard!

      (2) You are saying the reason the SNAP people believe the accusations against the priests are true is because they are “caught up” in their hatred against the Catholic Church. The evidence suggests otherwise. Some of the SNAP people were baptised Catholics raised in the church. It was their life. Why would they hate it?

      (3) In some cases they themselves or their family members were molested by a priest. They have suffered much. It is only their love for the people who have been betrayed by the church that they now work with SNAP.

      (4) You admit that “there have been many instances
      in the past”. Not every priest who is accused is guilty. But there have been so many priests found guilty of sexual assult when a priest is accused we cannot assume he would not be capable of such a thing. It must be investigated.

      (5) You are telling SNAP “… keep out of our business.” Allow me to draw two things to your attention. (a) This is SNAP’S business. The organization is in the business of bringing, comfort, healing, and closure to people who have been hurt by priests because obviously the Catholic Church is not going to. (b) The sexual deviance of Catholic priests is so well known it hurts clergy of other faiths. People who don’t know the differences between the denominations and don’t understand the unique sociology that has contributed to the problem in the Catholic Church tend to lump us all together. Pastors of other faiths often find they are suspect and people are watching them closely now especially around children. Let me give you an example of this. In Ontario, Canada there is now a law that anybody who works in our churches with the children or the youth must have a police check certifying that they have never been convicted of a sex offence. So please don’t say “…keep out of our business.” What your priests do is OUR business when it causes supsicion and creates difficulties for us. Is is OUR business when ex-catholics who have been assaulted by priests or have family members who were assaulted find their way into our churches and we minister to them.

      What you have said shows you either have no knowledge how big or how wide spread the problem is or you don’t care.

    SNAP may have good intentions but they are mingling in something they know nothing about. Dominica is different from the US. The Laws in Dominica do not require mandatory reporting of these historic crimes. Even if the bishop or the girl reports it to the civil authorities, the case would go no where because our ancient laws do not provide for this kind of thing. It will actually bring more damage to the alleged victim. It seems the alleged victim has chosen to report this internally, so let the bishop do his job. Who said the girl wants to prosecute and send the priest to jail. The only way she can get financial compensation is if this is proven in a court of law. Otherwise her coming forward only serves to protect unsuspecting families and children. No one here knows what her motives are. As far as i’m concerned it should not matter what the motive is. If this is really true (like everyone else i pray it is not)then this has nothing to do with her, she is grown now, she will get over it. What about the possibility that the priest could be sexually abusing kids now. Dominicans we need to be mature about this. We all love Fr. Reggie but if he has a problem like this we need to know and get him help.

      Pardon my words, they are , foolish people. I have much to say about them and to them.
      They must be wasting taxpayers’ money to perform their evil work and of hatred. They are placing curses on them. God will take care of them in time.
      Some of us could stand up in the Court against that woman and question her and make her feel small. She should regret what she has done. It will be God’s punishment upon her.
      Believe me, in simple words, I could fight this case against her and even without a lawyer, in simple it.
      Keep in mind what Our Lord said: “The Holy Spirit will tell you what to say.” I will add, and to ask. This accounts for my lengthy writings.
      God is indeed in control, enlightens and tells us what to say and to remind them of their immoral lifestyle to shame them.

      If a priest smiles at a child, a woman, even touches her shoulder, it is abuse and a sin? Common! Let us be broad-minded.
      Let me inform you, for one who was brought up disciplined and strict in the Catholic Church and who knew priests from the moment I was a child to adulthood, I am not concerned and worried if a priest smiled to me, winked at me (people do this all the time without knowing and unintentional) or even touched me on my shoulders. People do this in a simple amicable manner. In this era, too many interpret and misinterpret what they should not and let pass. I have stated, I do believe that woman has a problem.

        Was it not she who went to the Media? If not, who did? I believe she was encouraged to go to the Media. She should give us the reason why she went to the Media. It was a wicked thing to do. She and those who encouraged her will one day pay for it. God is watching and taking note as He has already done.

      I wouldn’t say SNAPS knows nothing about this situation but they may need to get a better knowledge of Dominic’s laws. I admit the same is true of myself.

      However, you have made a couple of points that should definately be considered. If I cannot do anything else I want to highlite what you have said and draw it to people`s attention.

      (1 The only way this woman could force a cash settlement out of the church is to have the priest found guilty in a court of law. It seems she wrote to the bishop not the police. I am not aware of her trying to get money from the church. If this is happening I have not heard.

      (2) She cannot undo what has happened to her if it happened. It seems reasonable the only good she might do is prevent other children from being assaulted and avoid the emotional pain it would being them and their families AND I might add encourage the priest to get help for himself.

      (3) The problem now is the question “Is
      Father LaFleur presently molesting children?” Perhaps this is the real reason the accusation should be investigated by the police not the church. If it is settled in court the priest’s name will be cleared if he is found innocent. If he is found guilty the civil authorities can – and probably would – take him out of priestly cirrculation. If it is investigated by the church I expect they will find him innocent for lack of evidence and send him back to his parish since the members want him reinstated. Otherwise the church would transfer him to another parish.

      I am thankful for people like you who are thinking clearly and are not afraid to speak out. I am also grateful for SNAP. They are speaking for the victims which is something the Catholic Church will not do.

    That’s I will never be a CAT U-LEAK. They don’t have a forgiving heart! forgive the man already! He is a brother who “may” have erred from de doctrine. He has served the Island for many years – and now he is placed at the cross to be crucified. Ease up on the priest. No DNA, no eye witnesses, no proof of anything, just her words against his and all you taking him all the way to the vatican for jugement. The same vatican which is well known for killing babies by the Thousands, Child molestation and such – You mean to say that they have become so righteous now to judge my cousin who is thousands of miles away? Meanwhile the Roseau Bishop have him in Pogatory. Just let the man say 5 hail mary, 6 act of trition and 7 our father and call it a day. Sase close.

      …And he may not have erred at all! They must know that God will not forgive them since they are not willing to forgive. They do not even know if this story is true.
      Let us say, should it be proven true, we are obligated to forgive. This is a command from God. If we disobey God, then we will pay the price and an eternal one.
      It is 18 years since she claimed he did what he did to her and she is carrying it on her shoulders and in her mind, a simple thing as that.
      Surely, throughout the years she has had affairs with men who probably abused her which may have caused her to state that she needs therapy and used the Catholic Church to get money to do so and for the trip to T & T.
      Let us ask ourselves, what is this woman up to? I am suspicious of her motives that she certainly is not up to no good.

      I support this statement. catholics here are wicked and hypocrete. A man who has done so well for people only Grandbay people protested. They are all afraid to voice their opinions. Some of them are getting favours from the church so they keep their mouths shut.

        If you leave this Church, you turn your back on most of all Our Lord Jesus Christ who established His Church on earth.
        What will you leave it for? Do not allow Satan to sway you and to deceive you into leaving it. Know which Church is the One and Only True Church.
        If you leave it to hear people read the Bible to you and to preach to you, you can do so at your home.
        You cannot receive the Holy Eucharist anywhere else for God did not mandate it to any church that came after His Church. It is only given to the Catholic Church.
        Know your Church, know your Faith and Defend It. Speak up for what is right and just.
        You have a mind of your own. You cannot say that Fr. Lafleur is guilty for you do not know. We hope he is not guilty.
        We do know a grave injustice is committed against him. For this reason, we must stand by him and pray for him. Until I hear further about this case, I am not accusing him whatsoever. Even then, I will not accuse him or condemn him. The word is, forgive as Our Lord asked that we do and this is what I am doing. Praise be to God!

      @Ben Dong.. There is “Pogatory” Read the Bible and we go to our Father through his son who died for our sins.. Not thru any saint etc. We also need to know it is either one or the other… no middle “Purgatory” … Read Revelations…. It is being in Christ or being in “the Enemy of our soul” – Heaven or Hell!

        Ben Dong, the word is “Purgatory”. To begin with, if it did not exist, it would not be in the dictionary, the Thesaurus, computer research, etc.
        You have your own views which do not represent the Catholic Church and its teachings. They are totally wrong. Your words cannot change a thing, what God has ordained. Your views in this case do not count whatsoever. Therefore, they are null and void.
        Purgatory exists and you better believe it. Your soul may very well end up there. If you do, you should thank your lucky stars that the God of love, mercy, compassion and forgiveness, created Purgatory and forgave you of your sins that you will not end up in Hell for all eternity. Pray to God for this enlightenment.

      They are bringing in US Laws and immoral ones in the islands. Tell them to keep out! They are not needed in the islands. Their ways are no better.
      The US is a mess! They cannot straighten anything for good and permanently so. The more Laws they have, the US is getting worst. Why? Because of ungodliness, rejection of God and institution of immoral laws. The main one is recognition of homosexuality and lesbianism and so-called same sex marriage.
      If it were not for the worship and prayers of faithful people, God would have sent his fire and brimstones on the US and other countries which institute immoral laws that also lead the children astray and to acceptance of this immorality.
      One day, the millstone will be hung around their necks and they, those governments, those who practice this immorality, their supporters including the unjust ones as also SNAP will be thrown into the deep sea, as in Satan’s cauldron of everlasting fire where they will burn and burn forever.
      Take note! The Lord is not amused or pleased with them and the other unforgivers.
