REPORT: Corruption is increasing faster in America than anywhere except Cuba, Dominica and Burkina Faso

First the good news: America is the 22nd least corrupt country in the world, according to a new survey from Transparency.

Now the bad news:
America’s score on the corruption index fell from from 7.5 to 7.1 — among the largest declines in the world.

Only three countries posted larger declines in 2010. Dominica dropped seven decimal points to 5.2. Cuba dropped seven decimal points to 3.7. Burkina Faso dropped six decimal points to 3.1.

    Why is everyone so up in arms the report is so true, My family left DA 35 years ago and when it comes to corruption not much has changed, it is so sad its all about who you know and what is your last name,

    Dominica is making news for all the wrong reason first it was the top 10 for the fattest people and now this, may 2011 bring good news to our lovely DA

    The Government Information Service, Senior Information Officer must explain that corruption thing in layman’s terms for the ordinary man like me to understand. Did I understand him saying that corruption did not increase but decreased in Dominica.     Dominica posts largest increase in corruption in 2010 in the World

    Dominica posted the largest increase in corruption in the world in 2010 according to the most recent Corruption Perception Index (CPI) published by Transparency International. The report showed a marked increase in corruption in the country with a decline of 0.7 decimal points over 2009, from 5.9 to 5.2. This was matched only by Cuba, which also declined by 0.7 decimal points.

    Areas in yellow are the least corrupt with areas in red showing the most corrupt countries.

    The report shows a disturbing trend in corruption in Dominica, which only a few years ago ranked well within the group of countries showing the least amount of corruption.

    Dominica has now moved from the 37th least corrupt country in the world in 2007 to number 44 in the most recent survey. An important part of the survey focuses on the payment of bribes to public officials including the Police.

    The 2010 CPI measures the degree to which public sector corruption is perceived to exist in 178 countries around the world. It scores countries on a scale from 10 (very clean) to 0 (highly corrupt). Dominica’s score of 5.2 therefore places it in the middle category. The further a country’s score moves from 10 the more corrupt it is perceived.

    Overall, the index recorded a marked deterioration in corruption around the world with countries averaging a decline in the index of 0.3 decimal points. Dominica’s decline of 0.7 decimal points was way above average and spells a disturbing trend for that country.

    Several countries showed improvement in 2010 over 2009 including: Bhutan, Chile, Ecuador, FYR Macedonia, Gambia, Haiti, Jamaica, Kuwait and Qatar. The following countries showed deterioration from 2009 to 2010: Dominica, Cuba, the Czech Republic, Greece, Hungary, Italy, Madagascar, Niger and the United States.

    Transparency International (TI) defines corruption as the abuse of entrusted power for private gain. This definition encompasses corrupt practices in both the public and private sectors. The Corruption Perceptions Index (CPI) ranks countries according to the perception of corruption in the public sector. The CPI is an aggregate indicator that combines different sources of information about corruption, making it possible to compare countries.

    Lcyn and sookoou if you cant understand let me simply explain. The lower the number is which represents your score the more corrupt you are. Example a score of 5 shows a country that is more corrupt than a country which has a score of 6.
    Reality whatever the rest of ur name is, I would like to see the hand you have with 5 thumbs. You probably have 5 brains too but they add no value to your thinking and understanding.

    Latitude810 5.2 is not a percentage but points out of 10. a score of zero is the highest level of corruption and 10 is the lowest.     i wondering if this is really us “DOMINICA” or the Dominican Republic. Why i asked because during hurricane TOMAS, the effects had already long pass our area and on the weather channel 3 nights after they said Dominica, Cuban and Jamaica will be feeling the effects.

    so i ask my family what is this man saying? how can this hurricane miss all these other islands and come back to us.

    Later in the evening another reporter mentioned the same thing and its during his presention of images i saw he was referring to the DOminican Republic.

    SO could someone please check with these people and really find out if its referreing to our LOVELY DOMINICA.

    another reason y i’m sceptical is because only few persons know of this tiny island. speaking with persons online from american and canada and would ask me where is this place if its the DOminican Republic.

    well if its really the NATURE ISLAND OF THE CARIBBEAN DOMINICA we have alot of work to do my fellow DOMINICANS. Since nowadays, truth is evil and evil is truth.

    We should view this in its proper perspective. At no.44 Dominica ran ks amongst the top 25% of least corrupt countries in the world. However, over the last three years we see a drop in our performance of just over 13%, the biggest deterioration of all the 178 countries listed! This is alarming and some wags may, with some justification refer to this as the “next level”.

    There are other performance indicators, such as the Survey of Living Conditions, which the PM. alluded to during his address last July when he stated that poverty has been reduced from 39% in 2003 to 20.8% in 2009. A commendable performance indeed for which the Govt. may justifiably claim credit. I would therefore ask him to make this report public, as promised so that we can subject it to the same scrutiny as the Transparency International report. All we know is that it was prepared by a firm of consultants from Trinidad – Cassandra suspects that it was Kairi Consultants Ltd. on behalf of the C.D.B. but I’m sure the P.M. would be happy to confirm this.

    My people are funny! but those who blame the media and bloggers are even more pitiful to think an international organisation will take the words of bloggers and present a damming report on a country! FYI: When our leaders travel, or agents of said organisations present themselves as businessmen of whatever order and greed overtakes them, they beg for favours or take bribes, it’s well documented. When our leaders go to other countries to open bank accounts, make back room deals, affiliated with known crooks, it’s also well documented. When they upset those crooks and teh latter leaks the info with the files and tapings to back it up, that is where and how most of this information comes from.

    Quit blaming citizens and let us hold our leaders responsible. AID given to Dominica should be in the state coffers and not in the hands nor private bank accounts of politicians no matter what party they represent. People need to remind elected officials that they are servants of the people, elected to do the work of the citizenry for the pay they accepted. The temptation is greater as you climb the social heirachy, and corruption in public office will never totally be eradicated, but it can be arrested when accountability is demanded, and those found wanting are made to pay back or worse be imprisoned.

The latter is ranked at a lowly 101 in the report whilst DOMINICA is listed separately at no.44. Trust this also answers those who (wish to) see our country’s performance diffused under the collective “Americas” – we have our own individual listing in this report!!

    As far as I heard and I am concerned America has always been corrupted. The situation increases with each passing day/year. There appears to be no going back for America. Just listen to the US news. As people become godless, so will corruption.
    Our Lord Jesus Christ, The Divine Mercy said: “Unless mankind turns to My Merciful Heart there will be no peace.” Let us say, likewise corruption and crimes will increase. Do not deceive yourself otherwise.
    At this point, and with this so-called same sex marriage, abortions and euthanasia – the latter, killing the terminally ill, young, older and aged, all are abominations to the Lord. At this stage, only God can put a hand.
    What remains is our genuine worship, prayers and good works in Jesus Name that He might convert the world as America.
    America is in dire need of conversion. America has been going down a slippery slope to the path of perdition, i.e., the godless, those who deny that God exists, who teachh evolution, who deny the children praying The Our Father in schools, in their homes and adults in Parliament and in society. Those include those who do not worship God and refuse to do so. They do not fear Satan’s cauldron of everlasting fire. When they get there they will find out, too late. This includes some US, Canadian and European politicians who legislate immorality, as same sex marriage and as some of them claim to worship God and go to church. How this bothers me. These people are deceiving themselves. They are educated but uneducated and lack godly spiritual enlightenment, thinking that God is pleased with them and that they are pleasing Him.     Dominicans, do not lament. I would not compare America to Dominica and vice versa. Dominica may have changed as there are more crimes/murders than before. Dominica has not yet achieved the degree of what is occurring in the U.S and other progressive countries as also Canada and Europe. May none of those governments and statisticians compare it to those godless societies.
    Residents of every Dominican village can change what is occurring in Dominica, in their communities, be it by their prayers. It will be a slow process but God hears their (our) prayers.
    I have a religious song which is entitled “In His time…He makes all things beautiful in His time…” which some of you may know. It is a beautiful song and extremely moving and anointing. Have patience in praying.
    In the ancient days, a saintly lady, St. Monica prayed for approximately 30 years for her wayward son, Augustine. He converted, became a fervent Catholic, wrote books, was canonized a Saint, a Doctor in the Catholic Church. Those who are not Catholics or who have renounced their Catholic Church may not comprehend it. Nevertheless, there are few adults of today who have not heard about him. His mother is a model of patient praying, a patron of mothers who especially have wayward children. He is a model of conversion. His story is quite interesting.
    Let us patiently pray for our country of Dominica that God who has created it and blest it will continue to do so. This includes all nationals.
    As long as there people who worship God, pray to Him and for others as their country, God will bless and protect that country. Keep in mind that He tests us and will continue testing us for our faithfulness. Rest assured he wants our prayers. We are not in this world for ourselves and for nothing. God wants something from us, worship, prayers, good works.

    Considering the population count of 70,000 (I’m sure that was the same 5 years ago). This is very sad news. Yes corruption exists all over the world, but why is it that so called 3rd world countries are always high up on the lists.

    Lets not be niave, there has always been corruption in government, no way we can stop it. We should also admit that there is also corruption in the work place, be it public or private sector. All this week the BBC are showing documentaries on world extremes and today they have touched on corruption. Corruption in Dominica is in its infancy, so we should make sure that it does not grow to the extremes of countries like Nigeria, Zimbabwe,(most of Africa), Mexico even Belguim.

    People will always be greedy, but we should stand up to those who are corrupt.

      There are times that some people misconstrue the meaning of corruption.
      It is stated, we cannot always believe what we read. Those countries that are high on the list are, by no means “not corrupt”. They are being judged by population, the number of crimes per population. The statistics for those countries are usually inaccurate.
      Corruption does not only exist in government and among politicians but also in the business sector and among some members of the public. Those who reside in big countries and so-called progressive countries know this too well. There are many crooks of every kind in those countries. They do not only rank among immigrants.
      We have arrived at a stage that the days of trusting people especially strangers are over, in business and in personal life. Yet, we are human and should trust some people especially those whom we know. How often some people have been stung by those very people whom they trusted never expecting that they would prove to be deceivers.
      A few examples, trusting to open our doors to strangers, to confide in some people, to speak in public about our personal affairs and plans to people whom we know and, as I always will state, the list goes on. Someone, a crook or more may be listening. If I were to state more, this writing will be too long. One day, with the help of God I hope to write a book or more relevant to what I have read, heard and experienced.
      We are constantly warned about crooks. I pride myself in having a good memory and pray that it will serve me well and I will continue to have a good memory with the help of God. I am one who pay heed to what I hear and read about and also pass on to others. I do try to be alert in my personal life.
      Therefore, do not always blame governments but their employees as well, the business sector and some members of the public. In this age of computer technology, it appears to be easy to deceive people and steal from them. This is also corruption. Keep this in mind.
      Having stated that, do you know what (as we always say in a big country) :), I personally do not trust the United Nations and all other sorts of organizations which state that “they are assisting the people”. They also practice discrimination and preferential treatment.
      For this reason – I am getting angry – (I am tempted to write this in capital/block letters but will refrain from doing so) this is why Brisbane should keep himself, his brains, mind, fingers and pen quiet. He has done much harm to Dominica and Dominica nationals. The last thing that Dominica – Dominicans need – again – is for Brisbane to write the UN. It appears that what he does it is through hatred and malice. :twisted: This man has a simple mind.
      Figure out who are the people who comprise the UN? Are they on the side of Dominica and its nationals?
      God will take care of Brisbane in time.

      Yeah, people are only hitting on the ruling government and Prime Minister Roosevelt Skirrit, whose party won a landslide of 18 seats to 3 in a recent national election, just about one year ago. This is why I have no choice but to believe that the voice of Dominica is not quite its majority on DNO.

      With a 4.8 level of corruption, that would mean, if the Prime Minister and his men executed 10 functions through rulership, 5 of those functions were corrupt. Or let us say that out a 100% of the government’s functions 48% of it is fascism–which describes corruption in all its attitude and conducts. Does that make any sense at all, no matter how much the government may be at fault in Dominica? How do they compare and rate one leader and his men of government with, let us say, ten leaders and their men of government, as in Canada for example?

      But they cannot rate a level of corruption based on the attitude and conducts of men and women of government alone. That would be unfair to the country and it’s people’s reputation. My father cannot read and write, but by no way does that make our family of 12 adults and our chidren an illiterate family. Hence our level of corruption has to be rated as one people, along with our political, social, and business functions.

      The USA numbers about 50 million people while Dominica numbers about 70,000. To couple us as one people based on population scale, we are 1 in Dominica to over 700 in the USA–the number of USA’s population divided by the number of Dominica’s population. How can one person ever function more corruptly than the average corrupt function of 700 people. Not only that those 700 hundred people are much more exposed to ways and means to cheat, lie, fight, and kill, to get what they want.

      That is why we need to realize, whether this survey is rated through government and its political functions, or whether it is rated through the attitude and conducts of the ordinary man and woman in Dominica or any of those other countries, the conclusion is absurd. This survey’s conclusion has absolutely no logic whatsoever.

I take that you do not like the report, but you woulf have to agree that before such report can be produced, research and investigation would have to be conducted. and Kudos to Jerry and UWP if they manage to let the world know of the corruption in Dominica. For Dominica to surpass the USA, there must be some heavy corruption going on.

    I take this news with mix feeling- sort of bitter sweet. Some of us are playing politics for the heck of it. I take this piece of information for what it is actually. From the information presented I am happy to state that some things have changed. The statistics show that the corrupt people have realized that Dominicans in DA and abroad are fully aware of what is happening and what has happened in the past. As such the corrupt individuals and or groups are beginning to back off ; it maybe that these crooks have taken different routes. Time will tell.

    It seems logical that the corruption level has really dropped because most of the recklessness and under table deals that took place in Dominica really happened a few years ago. Now that everyone one is checking DNO or listening live to Q95 ; We don’t have the situation whereby the fox is guarding the hen house but we now have a more integral monitoring system.

    We can now say that sites like DNO, You Tube , Q95, Kairi , DBS all available at our finger tips have all helped curb or decelerated the corrupt behavior of the politicians and their cronies, lawyers, brothers , uncles etc. It is now left to us to be responsible citizens and keep politicians in check

    I remember a time, not too long ago when these foreign agencies told us that Coconut oil was bad for us and caused cholesterol. This caused or seriously contributed to the demise of many local producers. It turns out that this was done so that we, the people who take what they say as the gospel, would turn our backs on a local product that has now been proven to reduce cholesterol. So that they could push that corn and vegetable crap on us, killing us in the process.
    The morale of my story is, we should ask ourselves how was this info obtained and which master does it serve. What “They” say is often wrong or misguided. Take it with a grain of salt.

      I reside in a country where I hear all sorts of things for and against. If I listen to them, I will not eat or drink anything.
      There are times they speak against milk; then coffee; then cheese and the list goes on. I say, eat and drink in moderation. They are not produced for nothing. Consider our parents/grandparents and how the majority of them lived to be well close to one hundred years or over and some with no medical conditions. Some of them died of what we call “old age”.
      It is wise to take note of herbal teas and medicines.
      Islanders must not be so foolish to listen to those people, many of whom do not want what is best for us. As they give advice they are stealing our natural resources and selling them and making a mint out of them. A lesson to be learned.
      Coconut oil as an example is sold in health stores in Canada and elsewhere.

So when you have ppl in the media everyday saying the government is corrupt. That is how it is measured. Not by any facts or investigation. So all this ppl jumping and saying see I told you so.       You should define what “public” means here. It is not just people in the media saying the country is corrupt. Potential investors are also surveyed. They don’t make decisions to invest only based on what ‘people say’.

      it is good to see my post could attract so much responses. The fact is I don’t really on only one source for information. There was a big debate about that on Aljezera as to how reliable is this survey.The ppl conducting the survey actually admitted that’s how they get their statistics. They do not do any real investigations. I am not saying there may not be any corruption. I am just telling you the reason for the shift. We have to learn to read and analyze things. I am not taking any sides here. So please lets just all agree to disagree. So until the day we can start locking up ppl or take them to court for corruption its not worth anything saying we are corrupt.
      I did not agree when they said UWP was corrupt cause I am yet to see anyone go to court or jail. So i say the same thing for the DLP.

      Two cents, console yourself. The Dominican Republic is listed separately at no.101 with a consistent rating of 3.0, way below- and worse than us. With regard to overweight people that report may, unfortunately also be true but again, rest at ease my friend. This was seen as a sign of prosperity in Dominica within many peoples living menmory.

        Dominica’s people and our gevernment may not be saints. But even if the result of this survey was achieved, based on the conducts and attitude of government and business, more than private individuals; Dominica cannot be rated among all of those huge countries with all sorts of government, businesses, and rich people, who never accept the fact that they have enough money and power.

        In Canada we have a federal government with a Prime Minister and his men; a provincial government with a Primier, to each province, and his men. Canada has 10 different provinces and 2 territories–an Indian Cheif run the territories. Then there is a municipal government (a government of regions in the larger City) each of these regions having a Governor as their leader, including men to work with him/her.

        How can people rate corruption conducts in Dominica, who only has one ruling government along with the village councillors at a period of time, with countries like Canada who has three different levels of government all year round; along with about 30 million people and all sorts of huge businesses, where the rich and famous will do anything to get richer and more famous?

        Can those few men in Dominica ever come close to conducting the kind of corruption that can be conducted in countries like Canada, the United States and all of those mega countries in places like Europe, Asia, Africa, and Austrailia? How in the World can the United States be rated higher in cleanliness or good conducts than our little Dominica?

        It is not foolish or blind, to choose not to accept the result of this survey! Dominica has no place on that list, regardless of how bad we believe our government and business may be.

    My people comprehension is now plaguing our students. I now realize why. The article is not complimentary when it comes to Dominica and corruption. If you check out the table that is displayed with the original source of this article, you will recognize that the United States is at ranks much better than Dominia, Actually USA is 22 on the list while Lovely Dominica is ranke 44. Note America has had a slight drop from 7.5 to 7.1 while Dominica is reported to have dropped by 7 decimal points to 5.3. Do the math see who is more corrupt.

    Please, read the Transparency International report properly. The highest scoring country (Denmark) ranks no.1. This compares with no. 22 place for the U.S.A., which indeed saw its score increase from 7.1 in 2008 to 7.3 in 2010 i.e an improvement! Dominica over the same period , saw its score decrease from 6.0 to 5.2 i.e not an improvement but a deterioration! We have some way to catch up with the likes of Barbados, which at no.17 outranks the U.K. (no.20) but we do compare favourably with Trinidad & Tobago for example which is listed as no.73 with a consistent score of 3.6 over the same three- year period.Venezuela ranks no. 164, out of a total world listing of 178 countries with a score 0f 1.9 increasing to 2.0 in 2010, an improvement albeit small. Search “transparency international on google and you can judge for yourself.

    I hve read the document cand cant see the numbers for 2009 so pls DNO let us know where you got it to make the comparison….i did see this however “Based on these criteria, the following countries showed an improvement from 2009 to 2010: Bhutan, Chile, Ecuador, FYR Macedonia, Gambia, Haiti, Jamaica, Kuwait and Qatar. The following countries showed deterioration from
    2009 to 2010: the Czech Republic, Greece, Hungary, Italy, Madagascar, Niger and the United States.

    On another note though DA rank is #44, regionally it is 8th!

    The 2010 Corruption Perceptions Index shows that nearly three quarters of the 178 countries in the index score below five, on a scale from 10 (very clean) to 0 (highly corrupt). These results indicate a serious corruption problem.

    the 90% confidence interval for Dominica is – lower bound 4.7 , higher bound 5.8 – Dominica placed 5.2!

    First of all the Business Insider folks did not provide any data or sources for their list. They can not tell us what our population size is or literacy rate, but they can tell us about our corruption index? – Give me a break!

    Second who is the owner/editor of Business Insider? It is Henry Blodget. He is currently banned from the securities industry after being charged in 2003, with civil securities fraud by the U.S. Securities and Exchange Commission (SEC). He accepted his fate and pleased guilty paying a fine and agreeing not to do any business with the Securities Industry.

    Dominica and its size compared to America and its size is laughable. Our Budget is much smaller than some of the smallest towns in America.

If you care to visit their site you will find that their surveys are based on far more than population size and literacy rates in order to make them as balanced as can be. Henry Blodget, whever he may be, is just a diversion. He is not the author of the survey.

    People read properly. The headline explained or rephrased:

    WITH THE EXCEPTION OF Cuba, Dominica and Faso, corruption in the US is increasing faster than anywhere else.

    It means that corruption in Dominica, Cuba and Faso has a higher rate of increase than in the US.

    This should say raise a red flag for our people, because it means that we have been singled out as a corrupt country internationally.

      It does not mean that Dominica etc has more corruption than the US, BUT, corruption in Dominica is on a quicker rise even if the incidence may be lower.

      Hope this helps and makes some people keep quiet for a moment and think whether or not you try to understand how the results are calculated. That is unimportant. The fact is that we are being looked at NOT for development, peace or investment opportunities, BUT corruption.

      Sadly to say, our young, ambitious vibrant PM is also making his mark as the youngest, most corrupt and crooked PM that Dominica has ever had and currently in the rest of the world. Laborite, UWPite or not… this is not good for any Dominican, allegations or no allegations. It’s just not good.

          Only God knows. It is said that rulers are appointed by the Almighty. But… we should know when to leave God out of it simply for the fact that over history rulers have been self appointed, which means that not all rulers are of God.

          We must keep an open eye at the dynamics that are working even in our tiny, ‘insignificant’ countries.

          The entire situation is however unfortunate, especially when the trust and confidence of a people are betrayed. Very soon, something has to be done to put an end to this bad state of affairs and turn a new page in the country’s history. Very unfortunate times….

    Civil Literacy is unfortunately lacking in our physically beautiful country. Transparency’s scale of corruption index clearly states that the higher you are on the scale (0-10) the least corrupt you are. alternatively, if you are on the other end of the scale you are more corrupt. Unfortunately this is the case for Dominica. Our position is one where the country’s position dropped closer to zero which is intepreted mor corrupt. This should be a call for action to correct our modus operandi as a nation.
    Ignorance of the facts can lead to grave mishaps including being lead inthe wrong direction. The caution here is that we are not better off.

      The English language is very difficult for all of us who speak, read, and write it. I do understand why you have trouble understanding that statement in the article. I had to read it a few times to be sure; as the writer included America’s decline right after he/she mentioned increased, without proper emphasis. But I can see that the reason for this confusion some are experiencing is because this article is foolishness to begin with. If someone does not understand what they are saying, they will have the same trouble expressing it to others. I do not blame you.

      Not all of us are able to rephrase a written espression when it is not clear enough to us. That may be your problem. So here is a rephrase of the statement that confuses you:

      “America is on the rise in corruption, more than most other countries of the world. The only other countries that is rising in corruption, like America, is Cuba, Dominica, and Burkina Faso. However Dominica 5.2%–meaning that Domincans conduct, of 4.8% corruption, is worse in the increase than America’s score of 7.1%–meaning that Americans conduct 3.9% of curruption. The other two countries are worst than Dominica”. Those two countries have a score of cleanliness 3.7% and 3.1%, meaning that they are 6.3% and 6.9% dirty or corrupt. Does that help you at all?

      Latitude 180. This not flattering for us. Over a three year period our score has dropped from 6.0 to 5.2 (…more than 13%!). This means that the perception of corruption in our country, expressed by our own people has increased!!

          I agree with you. Dominica most definitely do not belong on that list. They do not recognize us when we win a pageant show. And even if they come to our country to make money for themselves they refer to us as Dominican Republic, but they know who we are when it comes to bringing us down. Corruption is everything that is bad is it not. But we are increasing more than all those countries with tens of millions of people. We are only about 70 thousands people, for crying out loud!

          How can they compare or rate the conducts and attitudue of a country with ten states of more than 50 million people with us who are just about 70 thousand people? How do they conclude that out of every 3 million people in Canada only 2.1% conduct corruption and out of every 700 people in Dominica 4.9% or almost 350 people conduct corruption. Corruption is the conduct and attitude of people iis it not?

          Toronto alone, has over 2 million people. To suggest that Canada, a country of almost 30 million people has a better rate of corruption than Dominica, is to say that there is nothing good happening in Dominica.

          That is why I view this survey as nothing more the conduct of human wisdom which is always the production of futility and vanity! Away with that absurd conclusion.
