Government of Dominica demands apology from OAS Secretary General

Dominica’s Minister for Foreign and CARICOM Affairs, Francine Baron, has written to the Organization of American States (OAS) Secretary General, Luis Almagro Lemes, demanding that he immediately take down a post he made via twitter and tender an apology.

The tweet made reference to a conversation between Amalgro and former ambassador of Dominica to the UN, Crispin Gregoire in which Gregoire expressed concern that Dominica’s upcoming general election will not be free and fair.

He requested OAS official assistance to help ensure a level playing field.

In her letter, Baron says the tweet is, “inaccurate, false and misleading”.

At the time of publication of this article the tweet was still visible on twitter

The full letter to the OAS Secretary General is posted below:

We have not had free and fair elections for over ten years in Dominica. Paying for illegal overseas voters to come down and vote is NOT FAIR, traveling to various constituency and giving cash money in exchange for votes, is NOT FAIR, maintaining a culture of dependency (RED CLINIC) where the less fortunate are given favors in exchange for votes, is NOT FAIR and FREE. Targeting members of the opposition through bogus and fabricated charges is NOT FAIR and FREE. Using teargas on unarmed demonstrators for exercising their constructional right, is NOT FAIR and FREE.

    • February 11, 2019

“We have not had free and fair elections for over ten years in Dominica.”

Especially considering that the 2014 OAS Electoral Observation Mission said they were, there’s a pretty heavy burden of proof on those with your position.

I heard on the radio her reply to the matter. To this day i am yet to hear about or see and voter ID cards, the list of voters is YET to be purged, as well as a number of other matters that have not been addressed. Nothing has changed from the last election. Yes there is a reform committe that is dragging both their feet to institute and implement any recommendations. The Government blames the opposition for reforms not being enacted in parliament, but the opposition is not going to allow mahjee to slide, just to benefit the ruling administration and put everyone else at a disadvantage. At the end of the day this is about you and me dominicans, not skerrit or linton. This electoral reform which is taking ages and eons to come to pass is all a game for the powers that be. Elections will come again and nothing will be done. I suspect the voter id cards will be made a week before elections, and the majority will be handed out to only one set. And excuses will be given.

Doesn’t Francine Baron know that the Gov’t is not interested in making a “Voter” ID card? So disingenuous!!..She knows that they are rather interested in having the Electoral Commission make a National ID card. The question is WHY!!?
Legislation to implement a simple ID card would have passed parliament long ago. You all need to stop that nonsense of trying to pervert the course of the will of Dominicans on the ground..what nonsense of going overseas to confirm voters, if you want to vote come home to Dominica. It’s a shame that educated people follow a Wolf devouring poor sheep in Dominica. Francine you all too bad. History will not absolve you all for the ills your hands have brought against the people of Dominica. #SHAME on this SHAM..

You hit the nail perfectly on the head. They play on the fears, ignorance and vulnerabilities of the poor, desperate and beleaguered people. This regime is so dishonest and corrupt that they will never recognize the truth even if it slaps them in the face. How some people still believe these incompetent bandits defy common sense.

But what about the tweet that caused Skerrit to be so upset to the point that Francine Baron is demanding that the tweet be removed? I mean the man did not say he heard from a source. He called the person by name and his former position in the UN. If anything, Baron should have written to the OAS and state clearly the honest steps they have taken to address the issue. Better yet she should have tweeted the FACTS so the OAS and all could see. For a person to send a tweet on February 7 and one day later to see the government respond with a letter of demand really states clearly that with what is happening in Venezuela, Skerrit and associates feel threatened and feel they are next in line

The Commonwealth and OAS election observers do a gross injustice to the Dominican people. Their post election statements declaring that the general elections in Dominica are free and fair are patently erroneous. The damage, shenanigans and the machinations take place not on the day of the election but long before. The foreign observers are flagrantly misled by the apparent orderliness of what obtains on Election Day. The electoral process is the fulcrum of our democracy. If this process becomes corrupt then our entire system of governance is flawed. These are some the pertinent electoral issues that need urgent attention: complete transparency of campaign financing, distribution of voter’s ID cards, reregistration of voters, equal access to DBS by all political parties. These measures will help to set a fair and equal playing field for all political parties. Only stubbornly corrupt politicians would oppose the implementation of these helpful measures. Think about it.

I want to tell Francine and her DLp co-horts, that the OAS will never apologize for puting out a warning to you and Skerro that you all have to run a free and fair election this time around!
The OAS is putting you all on notice that they will not stand for this and allow Dominica to become the next Venezuela on our door steps.
So i want Skerro to know that the world is watching now and no hanky-panky moves with the votes.

Honesty is the best policy, how can you want victory when you have skeletons in your closets. If again Crispin is doing this because of being vindictive he will not gain anything.

If that man does not apologise by Monday he should expect a call from inspector mills to present himself in dominica to be interviewed and have his electronic devices taken to investigate any possible links he has with the opposition and mass in the cemetery

  18. February 10, 2019

On whose behalf is the secretary general speaking? Who was Crispin representing? The UWP is again using one of its satellites to encourage foreign intervention in Dominica and it seems that they have found a willing accomplice in the secretary general

  19. February 10, 2019

UWP supporters are blind an could care less about the Dominica, they only care about power. They talk about the lack of free and fair elections but they can give not one instance where any voter in Dominica was prevented from voting because of their race, skin color, village of origin or required to pay a poll tax before receiving a ballot to vote. Historically the government in office always has the financial advantage as they are able to do projects around election time that can help influence voters, so what. The UWP while in office declared a state of emergency in Mahaut during an election campaign to stop the opposition from having a meeting. I guess the UWP would want to erase that as part of their legacy. On a daily basis political parties are on their selected radio station spreading their propaganda, their has been no attempt at restricting press freedom in Dominica . What is the secretary general going to do? Let me guess, impose economic sanctions on Dominica.

Did I read the post incorrectly? The man said that these were the words of Crispin Gregoire. He said that is what Crispin said to him. He did not endorse it as true. He just divulged the essence of their conversation. It is interesting to note though, that the government told the OAS what they wanted to hear. So now, the excuse for not having voter ID cards is the opposition? I don’t think that the opposition should just agree to anything just because they want voter ID cards. So, the budget is there, the necessary plans have been put in place, so why not have the cards? Oh, I forgot; it’s the opposition. SMH

When people are delusional they live in a disoriented state moving in the wrong direction, and cannot see that only they are traveling in a direction with no other pedestrian activity.

They dance to songs and music which only they alone hears, and understand; and that is the mentality of the typical stupid Dominican politician! They like to write long useless letters and send to people. They publish them in every media they can.

I would imagine even in the government gazette if there is still one in Dominica. The point is who are they trying to impress with all the garbage they write, who benefits from Francine garbage? Who is she trying to impress. Roosevelt? People only apologize when its needed; an apology can be as simply as one saying “I am sorry.”

This woman ignorantly demands an apology from someone she has no power over, a man who can wipe his feet on her, and step over her, so what does she hope to gain:

Shut up Francine; you should be ashamed to suggest Amalgro apologize to you and your corrupt regime for making a statement based on what Crispin told him.

When the message comes from the horses’ mouth; it is much more reliable than when we hear “they say!” Amalgro is not a Dominican; however a player in Dominica politics, your associate told him the upcoming elections will not be free and fair;  he only iterated what was told to him by a Dominican!

Who  are you a nobody to demand apology; who cares about your letter? why don’t you write a letter to the Dominica women who gave you a cheque in the amount of ten (US$10,000.00) thousand dollars to aid  victims of the hurricane which is unaccounted for.

What have you done with it?

Does each political party contesting the elections have equal access to the people’s radio station (DBS)? Is there anything new on campaign financing? Where are the voters’ ID cards NOT national ID cards? Has there been a complete re-registration of voters? Has there been any beefing up of the laws against bribery? There are so much more to be done to attain free and fair elections in Dominica and ones that are also free from fear. What this government has done very well is to weaponize their position of power to suppress their critics, win elections fraudulently instead of uplifting all citizens.

While i must commend Dominica/Caricom’ position on Venezuela , the continued road march of Destabilization might be heading Dominica’ way . The plan to put and keep small Island States in their place , is very much in motion , the message being sent , is that if you are not with us ,then you are against . Members of the LIMA group , are descendants of Spanish and Portuguese Conquest , their Mantra have been , never to give up the Americas . After 500yrs of European conquest , Evo Morales remains the sole native American leader to ever govern Bolivia . People like Luis Almagro , when his tenure at the OAS is over , have a place waiting for them in suburban USA , his compensation for doing and saying the things the US wants him too .

According to the letter, this is an organization that have been invited for past elections to monitor the elections but he makes this sort of tweet and no one is seeing an issue with that?
UWP is going a bit too far with their campaign wee boy, protests in New York City, CBS Interview, Meeting with OAS, wait you mean to tell me they have the ear of all these people but have not done not ONE thing to help in Dominica’s development? What are they expecting? That a repeat of what is happening in Venezuela? That the American government and their lead organizations can encourage an overthrow of the government? That they try and put their claws in us as they did Venezuela, countries in the middle east and more? In their mind, it’s an “anything to get rid of Skerrit” moves now even though it means destroying this country, it’s reputation, it’s peace and stability and it’s people. Great Job UWP. There is one thing you forget. Crispin Gregoire happens to a true labourite, left off centre at that, in the mould of Pierre Charles. His political philosophy does not match that of the UWP. However, he and Lennox Linton have found common ground in the future development of our country. Roosevelt Skerrit’s increasingly erratic behaviour has caused them to join forces also to some extent with the DFP. That is the irony of it all. In an attempt to rule by division he has united forces against him. Call it a coalition of opposition if you will. Should there be a change of government after the next election I hope this coaltion can continue and we can proceed developing our country in the interest of all Dominicans, regardless of their political persuasion. All people have to be heard and their their views taken int consideration.

OMG, This guy looks sick! What’s wrong with his eyes? Is he finishing alive OR his quest for power stressing him out?

I’m not surprised by your ignorant comment. Great minds discuss ideas and issues, sick minds discuss people. You need to focus your views on the gist of the news item not the appearance of someone who has no control over how they look. Can you walk in Mr Gregoire’s shoes. I doubt it no matter how you look.

You chose to focus on the man’s eyes but you completely ignored his pertinent and piercing questions. Small minds focus on people while intelligent people focus on ideas. You have left no doubt which one you are.

Imagine getting this hurt over a tweet. If Gregoire did indeed meet with him to discuss concerns over free and fair elections then the tweet is only stating the facts of what happened so I don’t see what there is to apologize about. If I was Almagro I would simply respond with “take me to court”.

Meanwhile you all getting all hyped over a tweet that most people will probably just ignore (because barely anybody cares about some insignificant speck in the Caribbean), Maduro is preventing humanitarian aid from entering the country. Just consider that for a second. The government that our government is supporting would prefer their people suffer than allow humanitarian aid to enter the country. Sad!

I am a Dominican, who was here during the last three general elections. In my opinion they may have been free but certainly were not fair. One thing that troubles me greatly for instance are the lack of equal access to state media by the opposition and the the opaqueness of campaigners funding by the ruling party. Our Prime Minister may subscribe to the dictum that all is fair in love and war but true democracy demands a level playing field. I believe if any aplogy is waranted it should come from the leadership from a country that runs election campaigners that ar heavily skewed to their advantage.

Lies, lies, and more Lies by DLP Misleaders…
No wonder after 19 years of corrupt leadership, almost everyone with a brain is asking DLP what have been accomplished!!!!
How can you go to selected capitals to reconfirm people. Are these capital locations where your operatives are working? So you will deliberately disenfranchise Dominicans in other parts (capitals) of the world? Basic common sense!
